ALTERNATIVE EDUCATION

MISSION STATEMENT COMPONENTS

We empower each other to follow our passions and lead purposeful lives.

ACCOUNTABILITY QUALITY STUDENT CENTERED

Goal:

All students will be provided high-quality education with a broad course of study that includes in-class learning as well as authentic, real life learning opportunities. (LCAP Goal 2)

2017-2018 Deliverables: 1. We will obtain Western Association of Schools and Colleges (WASC) certification

for Marin’s Community School and Phoenix Academy. 2. We will create and submit courses of study for 9th grade English, math, science

and social science courses for UC a-g approval. 3. All students will show growth on the standards-aligned (Common Core State

Standards in English and Math, (CCSS), Next Generation Science Standards (NGSS) and California State Standards for History/Social Science) rubric which measures attainment of skills necessary for success.

4. All students will show competency in standards-aligned coursework through the Summit Platform.

Accountability: Using the Summit Learning Platform and its interface with Tableau (data

software), we will measure and show student academic strengths, as well as areas for

growth that will help us target instruction, as well as evaluate our own programs. As the

school is accredited and has UC a-g coursework, we will open more doors of

opportunity to our students.

Quality/Student Centered: The Alternative Education Local Control and Accountability

Plan (LCAP) identifies the need for ongoing high quality educational opportunities that

include in-class learning opportunities and authentic real life learning. High quality

instruction in Mathematics and student-centered collaboration among programs will

ensure quality.

LEADERSHIP QUALITY

Goal:

Educators will participate in high quality professional development (LCAP Goal 1)

2017-2018 Deliverables: 1. Teachers and the math coach will be trained on project-based learning,

competency grading, and personalized learning, supported by the Summit Learning Platform.

2. All staff will be trained and will support social and emotional skill development through classroom practices, and their advisories.

3. Staff will be trained on relational and restorative practices. 4. Staff will have ongoing coaching in and out of the classroom to constantly

improve practice.

Leadership/Quality: With our co-leadership model, teachers will have strong support to

create and implement standards-based learning practices, and will have one-on-one

support in the classroom.

BUSINESS SERVICES

Implement records retention system in Laserfiche and coach other departments in developing their records management system. *Goal shared with Information Services Department

2017-18 Deliverables:

1. Systems analysis and continuous improvement multi-year timeline: a. Inventory procedures for each main area of business services both internal

and external. b. Identify procedure update cycle for all procedures.

2. Records retention system improvements: Develop and gather input and feedback, through informal, real-time cataloging from internal and external stakeholders throughout the process.

3. Organization-wide a. Roll out the process to perform an inventory of records to other departments

located in the central offices. b. Work with colleagues in Information Services and Maintenance and

Operations to assist all departments in cataloging records with retention requirements.

c. Assist in the associated purge of paper files located in the central office. d. Update the catalog of paper files located at the storage facility (Magnolia

Park).

4. Business Office a. Migrate electronic documents stored on the server to the new server

environment in the newly designed structure.

b. Provide continued training in: i. Legal requirements for records retention. ii. Laserfiche setup, operation and ongoing management.

c. Continue to design the structure and templates required to use Laserfiche as a fully compliant records retention system.

5. As Fiscal Agent for California Collaborative for Educational Excellence

(CCEE) a. Work with California Collaborative for Educational Excellence (CCEE) staff to

determine full scope of record retention requirements. b. Work with colleagues in Information Services to develop a web-based

application of Laserfiche. c. Develop retention policies for approval by California Collaborative for

Educational Excellence (CCEE) Board. d. Develop and implement standardized indexing for records retained in

Laserfiche. e. Prepare and implement a plan for capturing historical information.

Accountability: Scope development will include measurable outcomes with built-in periodic review for continuous improvement. Cost Effectiveness: Streamline and collaborate between external and internal business functions. Improved collaboration with intra-department systems. Quality: The records retention system improvement process will utilize and incorporate industry ‘best practices’ when appropriate. Leadership: This project will require extensive collaboration with the Information Services department as well as California Collaborative for Educational Excellence (CCEE) staff. Our work over the last several years has served both as a model and a pilot and this year we will apply lessons learned to our main project with the California Collaborative for Educational Excellence (CCEE). ACCOUNTABILITY | COST EFFECTIVENESS

Goal #3:

Develop online mileage reimbursement forms*.

*Goal shared with Personnel and Information Services Departments

2017-18 Deliverables:

Coordinate with Information Services to develop and design an online mileage reimbursement form with full calculation capacity and the ability to import to the financial system as a payment voucher.

a. Develop and gather input and feedback, through informal, real-time cataloging from internal and external stakeholders.

b. Investigate technology requirements to provide all employees access. c. Analyze the potential to facilitate moving the data thus collected to accounts

payable in a more automated fashion. d. Provide training for all affected staff prior to fully implementing.

Accountability: The use of an online tool will allow for automated calculation and will therefore provide greater accuracy combined with efficiency. Cost Effectiveness: Online mileage reimbursement forms will streamline the

calculation of miles driven as well as the approval and submission of the

reimbursement claim to accounts payable for processing. The new system will

also strengthen internal controls by providing an efficient and accurate

calculation of miles and the appropriate approved rate to calculate the claim.

The ease of use should encourage employees to file their claims in a timely

manner.

Goal:

Maintain a sustainable, systemic model for Professional Development based on district needs, which are grounded in best practices that will increase student achievement.

2017-18 Deliverables:

1. Sustain collaborative Innovative Learning Team of Marin (ILT-M) and expand partnership to include representation from all districts.

2. Develop a sequential systematic approach to measuring the effectiveness of the implementation of instructional practices related to the countywide goals in curriculum and instruction.

3. Continue to develop Innovative Modules that can be used by instructional leaders, coaches, and educators countywide.

4. Support the expansion of the Instructional Coaching Consortium through the creation of action observation teams.

5. The Education Services team will maintain high levels of collaboration to work toward the development and implementation of targeted professional development inclusive of district and student needs with a focus on equity.

Quality: Coaches Model will provide a base level of cohesion across and within districts providing the support teachers need to implement the effective instructional strategies and content learned in the workshops. Leadership: Innovative Learning Team of Marin will facilitate high level on-going discussions with districts based upon their unique and common needs with a prioritized focus on equity. Accountability: Provide professional development and instructional modules to districts which align to district Local Control and Accountability Plan (LCAP) goals. Student Centered: Professional development designed with the intention of “all students demonstrating a minimum of one year’s growth in one year’s time” as evidenced by summative and formative assessments administered in the 2017-2018 school year. Cost Effectiveness: Monitor budget to remain cost neutral and offset costs to districts with alternative funding sources.

FACILITIES/MAINTENANCE AND OPERATIONS

MISSION STATEMENT COMPONENTS

ACCOUNTABILITY | LEADERSHIP | STUDENT CENTERED Goal:

Provide ongoing leadership for Marin schools in the area of Emergency Preparedness and provide support for all Marin County Office of Education (MCOE) student programs in implementation of Annual Best Practices in Emergency Preparedness in Schools.

2017-18 Deliverables:

1. Host and conduct regular meetings of the Marin Schools Emergency Preparedness Council (MSEPC).

2. Coordinate ongoing monthly tests with participating Marin County School Districts on the Marin Emergency Radio Authority (MERA) network.

3. Participate in and support school leadership and wider community participation in the Great California ShakeOut (earthquake drill).

4. Work with Marin County Office of Education student programs to support evaluation and update of Comprehensive School Safety Plans, including implementation of lockdown drills, and fire drills.

5. Represent Marin County Office of Education and schools through participation and regular meetings of Marin County Disaster and Citizen’s Corps Council (DCCC).

6. In conjunction with the Marin Schools Emergency Preparedness Council, the Marin County Disaster and Citizen’s Corps Council and the Marin County Office of Emergency Services, support efforts to expand participation in Get Ready Fifth Grade program, and a pilot Compression Only CPR training at Marin County High Schools.

7. Conduct regular meetings and trainings of the Marin County Office of Education combined School Emergency Response Team (SERT) and Workforce Injury, Illness and Prevention Program (IIPP) Team.

8. Provide Marin County Office of Education Emergency Operations Center (EOC) Training for Senior Leadership Team and other key staff, including Incident Command System training and overview of MERA radio capabilities and protocols.

Accountability/Leadership/Student Centered: Marin County Office of Education will continue to serve as a role model in the area of Emergency Preparedness, supporting all student programs in regular age-appropriate drills for earthquake, fire, lockdown and intruders on campus. Marin County Office of Education will provide a venue and forum

for regular meetings of key school district and site staff to have productive and action- oriented dialogue on emergency preparedness in schools. ACCOUNTABILITY | COST EFFECTIVENESS | LEADERSHIP | QUALITY | STUDENT CENTERED Goal:

Provide leadership and support in the area of school facilities, maintenance and operations for Marin schools, including training and support in operational areas where collaboration between Business Office functions and facilities functions result in efficiency and effectiveness.

2017-18 Deliverables:

1. Host and conduct regular meetings of the Marin Schools Maintenance Director’s Collaborative.

2. Host and promote participation in California School Business Officials training in the California Uniform Public Construction Cost Accounting Act for Marin County facilities and business officials.

3. Work with County of Marin’s Zero Waste Marin Coordinator and Marin Sanitary District to develop Marin County Office of Education as a model Zero Waste facility.

4. Work with the Business Office to coordinate with District Business Officials, Maintenance Directors and local waste stream operators to support opportunities for significant savings in the area of waste reduction, and promote Zero Waste Certified Schools program.

5. Represent Marin County Office of Education and Marin County schools through participation on the Technical Advisory Committee at the Transportation Authority of Marin, and an Expenditure Plan Advisory Committee.

Accountability/Cost Effectiveness/Leadership/Quality/Student Centered: Marin County Office of Education will serve as a facilitator in bringing together school district business office and facilities leaders to address key areas that impact student learning and success, safety, school business practices, sustainability and community responsibility. ACCOUNTABILITY | COST EFFECTIVENESS | LEADERSHIP | QUALITY Goal:

Coordinate priority facilities projects including implementation of Proposition 39 energy conservation projects, Walker Creek Ranch roofing projects, Technology Resource Center upgrades, opening of Compass Academy, Marin County Office of Education front courtyard enhancements, installation of Electric Vehicle Charging stations, and procurement of Electric Vehicles in Marin County Office of Education fleet to replace internal combustion engine vehicles.

2017-18 Deliverables:

1. Complete Technology Resource Center upgrades including electrical and data infrastructure, interior demolition and paint, and patio repair and replacement.

2. Complete student program move from Braun Education Center in San Rafael to Compass Academy in Novato.

3. Support completion of Walker Creek Ranch re-roofing project. 4. Finalize and submit Proposition 39 energy expenditure plans to California Energy

Commission, and implement plans. 5. Develop Marin County Office of Education front courtyard as functional,

welcoming and informal meeting area, with drought tolerant landscaping. 6. Working with the Transportation Authority of Marin, leverage available rebate

incentive programs to install four Electric Vehicle charging stations and implement replacement of up to four internal combustion engine fleet vehicles with electric and/or plug-in hybrid vehicles.

Accountability/Cost Effectiveness/Leadership/Quality: Marin County Office of Education’s efforts to maximize use of available space will serve to better support both current and future program needs. Strategic utilization of state funding allocation to support energy conservation will result in both cost and energy savings and will also serve to promote green practices, which are increasingly recognized and appreciated by the community. COST EFFECTIVENESS | LEADERSHIP | QUALITY Goal:

Review and update Marin County Office of Education meeting room reservation systems and fee schedules.

2017-18 Deliverables:

1. Work with the Business Office to update fee structure and marketing materials for Marin County Office of Education meeting rooms, including cost recovery for weekend meetings.

2. Work with IT staff to develop database of user groups and communications systems.

Cost Effectiveness/Leadership/Quality: With a growing number of professional development programs being hosted at Marin County Office of Education and growing demand for meeting space to hold community and staff meetings, more streamlined and cost effective reservation and communication systems will help to maximize use of the space and identify appropriate fee structure and potential revenue streams.

Goal*: Develop online forms for employee mileage reimbursement and travel request

reimbursement. Develop work flows for employee submission and manager/business staff approval for both online forms. Also, continue work from prior years in developing electronic workflows (employee calendars, professional expert agreements and employee onboarding). *Goal shared with Personnel, Business and Information Services Departments

2017-18 Deliverables: 1. Personnel, Business and Information Services meet to review the needs. 2. Identify key components and functionality to the paperless processing system. 3. Pilot system components with key departments and personnel. 4. Implement successful components into production.

Accountability: Paperless processing and routing of information will expedite the signature and approval process throughout the organization, while keeping a more detailed audit trail. An electronic routing of technology and office space needs will ensure new employees are on-boarded in the most prepared and welcoming way possible.

Cost Effectiveness: Electronic routing further reduces the need for costly resources

(paper/toner).

QUALITY | ACCOUNTABILITY

Goal*: Implement the plan for the refresh of the Marin County Office of Education (MCOE)

website look and feel as well as the technology behind the website. This is a multi-year goal. *Goal is shared with all departments of Marin County Office of Education

2017-18 Deliverables: 1. Identify key personnel to participate in reviewing the needs of the organization’s

website. 2. Develop an outline of existing website content to be migrated over to new

website. 3. Identify content that needs to be updated or removed.

4. Develop and build the structure of the new Marin County Office of Education website.

5. Create a development website with the new template and structure built. 6. Review the development website with key personnel and gather feedback. 7. Make necessary adjustments to development website based on feedback. 8. Develop plan to go live with new website in 2018-19.

Quality: A new Marin County Office of Education website will allow us to better communicate information to our audience, the community of Marin County. This new website will also allow for anyone looking for information to easily find it. Accountability: We are required to host certain documents and reports for the public and government’s access (i.e. School Accountability Report Card (SARC), Local Control and Accountability Plans (LCAP) countywide) and also have a number of services we provide to school districts in Marin County on which they rely.

COST EFFECTIVENESS | QUALITY | LEADERSHIP

Goal*: Centralize storage of countywide substitute teacher information into

Personnel/Payroll/Finance system (QSS) already used by all districts in Marin County and establish district access to countywide substitute teacher information.* *Goal shared with Personnel and Information Services Departments

2017-18 Deliverables: 1. Create online portal for district access to substitute teacher and district substitute

data. 2. Create online reports to access data. 3. Migration of substitute teaching forms from paper to online forms. 4. Roll out online portal and tools to districts.

Cost Effectiveness: Efficiency and cost effectiveness are gained by eliminating data

entry and maintenance in two systems.

Quality: The inclusion of additional substitute information (e.g. email addresses) for

districts to access will increase their ability to communicate with potential

substitutes. Storing data in QSS will also provide a more stable platform.

Leadership: This project will require extensive collaboration with the Personnel

department and the Information Services department. Our work will serve the Marin

County Office of Education and the 18 Marin County school districts.

COST EFFECTIVENESS | ACCOUNTABILITY

Goal*: Work with California Collaborative for Educational Excellence (CCEE) to implement

a digital records archiving and retention system using Laserfiche. The records retention system policies will comply with California Collaborative for Educational Excellence policies and/or needs based on the agreement with Marin County Office of Education. *Goal shared with Business and Information Services Departments

2017-18 Deliverables: 1. Conduct an assessment of California Collaborative for Educational Excellence’s

(CCEE) needs for the digital records retention system. 2. Identify the proper Laserfiche system design based on the needs assessments. 3. Develop a Laserfiche system design to meet these needs with California

Collaborative for Educational Excellence (CCEE), Business, and Information Services.

4. Develop the procedures and policies for the records retention system. 5. Create the Laserfiche system based on the approved system design. 6. Test the California Collaborative for Educational Excellence (CCEE) Laserfiche

system in Information Services and Business. 7. Execute the approved records retention system designs with California

Collaborative for Educational Excellence (CCEE), Business, and Information Services.

8. Monitor that the implemented records retention system functions as planned. Cost Effectiveness: Marin County Office of Education Information Services and Business departments have experience working with Laserfiche and implementing policies and procedures using this tool. It will be cost effective for Marin County Office of Education to utilize this experience to implement a digital records retention system for California Collaborative for Educational Excellence (CCEE). The system will also allow for a streamlined processing of paperwork between Marin County Office of Education and California Collaborative for Educational Excellence (CCEE). Accountability: Utilizing Laserfiche for California Collaborative for Educational Excellence (CCEE’s) digital document retention system will allow Marin County Office of Education to work with them to ensure appropriate documentation is secured. The system will comply with any required California Collaborative for Educational Excellence (CCEE) and California Department of Education (CDE) policies and procedures.

STUDENT CENTERED | QUALITY | LEADERSHIP

Goal*:

Continue working with the Marin County Special Education Local Plan Area (SELPA) and Special Education Information System (SEIS) to exchange special education student data to and from all Marin County school districts’ SIS (Student Information System) and SEIS.

*Goal is shared with the Marin County Special Education Local Plan Area (SELPA)

and Marin School Districts.

2017-18 Deliverables: 1. Finalize the requirements for the data exchange between the Student Information

System (SIS) and Special Education Information System (SEIS) systems. 2. Develop test data extracts from SIS. 3. Test uploading of SIS data into SEIS system. 4. SELPA staff to review test data uploads into SEIS. 5. Develop test data extracts from SEIS system. 6. Test uploading of SEIS data into SIS system. 7. Marin County Office of Education and SELPA staff to review test data uploads

into SIS. 8. Develop automation system for data exchange to and from SIS and SEIS. 9. Test the automation process.

10. Implement countywide the data exchange to and from district SIS and district SEIS environments.

Student Centered: The implementation of student data exchange between district SIS

and SEIS systems will ensure that student data is both accurate and current. This will

allow special education staff, teachers, and general school and district staff access to

accurate data they can use for making academic and educational decisions.

Quality: The student data that is stored in both a district’s SIS and SEIS system is

entered separately. This data exchange system will ensure that data entered into either

data system will be transferred to the other, in the correct format for that system.

Leadership: The Marin County Office of Education and Marin County SELPA are taking

the lead on this project for every school district in Marin County. One of our roles is to

coordinate the identified data fields that will be exchanged between the districts’ SIS

and SEIS systems. Another role is the development of sample scripts and processes for

extracting data from the districts’ SIS to send to SEIS.

2017-18 Deliverables:

1. Identify and plan next job class for review, with a specific focus on classifications at Walker Creek Ranch.

2. Revise job descriptions for the classification(s) and move forward for approval with Personnel Commission (title) and Board (job description).

3. Complete salary and total compensation survey. 4. Finalize negotiations/placement on the salary schedule.

Quality: The job description/classification study review project will provide a mechanism for evaluating our current positions to ensure they accurately reflect the work performed and are consistent with job description industry standards.

Leadership: The Personnel department will take the lead in developing a plan and timeline for reviewing job descriptions. QUALITY | LEADERSHIP | STUDENT CENTERED Goal:

Host and participate in the Countywide Classified Job Fair for Public Schools to raise awareness of classified positions in the school system and enlarge classified applicant pools.

2017-18 Deliverables:

1. Calendar job fairs to maximize participation for both hiring districts and potential candidates.

2. Advertise job fairs with key community partners. 3. Coordinate district and Marin County Office of Education staff participation.

Quality: The job fairs will promote increased qualified candidate pools. Leadership: The Personnel department will take the lead in hosting and coordinating the job fairs for all districts to take part in. Student Centered: Students across the county will benefit from districts hiring quality individuals for positions. COST EFFECTIVENESS | QUALITY | LEADERSHIP Goal*: Continue work to centralize storage of countywide substitute teacher information into

Personnel/Payroll/Finance system (QSS) already used by all districts in Marin County and establish district access to countywide substitute teacher information.* *Goal shared with Personnel and Information Services Departments

REGIONAL OCCUPATIONAL PROGRAM (ROP) / SCHOOL TO CAREER (STC)

MISSION STATEMENT COMPONENTS

ACCOUNTABILITY | COST EFFECTIVENESS | LEADERSHIP | STUDENT CENTERED Goal:

The Marin County Office of Education, through the Regional Occupational and School to Career programs, will continue to play a lead role in ensuring the sustainability and growth of career pathway programs, in year four of the Northern California Career Pathways Alliance Grant.

2017-18 Deliverables:

1. Continue to provide direct on-site Senior Pathway Coaching support to pathway teams in Marin County high schools to sustain high quality pathway programs, and to support development and innovation of new programs.

2. Host and facilitate Marin Pathway Work Plan meetings with partners from the College of Marin and Workforce Alliance of the North Bay focused on building sustainability in pathway programs.

3. Support and facilitate pathway mapping efforts with College of Marin to further develop articulation agreements and dual enrollment opportunities for high school students to earn college credit.

4. Engage industry partners to further develop spectrum of work-based learning opportunities, with continued emphasis in the areas of Education, Business, and Engineering, and increased outreach to Health Medical and Biotechnology industry.

Accountability: Student data on momentum points will be gathered and reported to region and state as required. Cost Effectiveness: Expenditure reports including breakdown of resource allocation by industry pathway will be submitted to region and state with school district and industry match figures to demonstrate sustainability of pathway programs. Leadership: Marin County will be strongly represented in regional consortium, recognized as a leader and sharing best practices. Student Centered: Students will engage in high quality pathway programs providing opportunities to earn college credit, participate in work-based learning experiences, and exploration of high wage, high growth career pathways.

LEADERSHIP QUALITY STUDENT CENTERED

Goal:

Develop and facilitate a series of Career Academies in partnership with the

College of Marin and industry partners, including the following new Academies: Business Academy at the Microsoft Store, CyberPatriots Academy, Entrepreneur Academy.

Innovation Grant funds to continue partnership with College of Marin to develop new programming and conduct outreach for Career Academies throughout the year.

Leadership: Facilitate equitable enrollment and participation in career education and training. Quality: Academies will be staffed by college professors and industry professionals. Academy schedules will be intensive and rigorous, with an emphasis on the mastery of new industry-focused skills. Student Centered: Opportunities for students to explore careers, learn new skills, work with industry professionals and college professors, and in many cases, earn college credit.

LEADERSHIP QUALITY STUDENT CENTERED Goal:

Facilitate on-going opportunities for teachers, administrators, school district leaders and thought leaders to share best practices, success, obstacles and opportunities for nurturing sustainability and growth in innovation.

2017-18 Deliverables: 1. Host and facilitate a series of three workshops for innovative school programs

and other educators to foster the integration of these programs with the greater school community.

2. Fall meeting will include screening of the documentary Creating Curiosity, a panel discussion and workshop based on the themes of the film.

3. The second and third meetings will take place in February and April, 2018, continuing with the theme of integrating innovative school programs with the greater school community.

4. Explore new opportunities for innovation, including PilotCity 1-hour hackathons and fellowship programs.

5. Develop Virtual Reality Regional Occupational Program (ROP) through ROP Engineering class at Community Education Center in Novato.

Leadership: Facilitate growth of innovation throughout the county by discovering and promoting best practices of those who have been successful in building effective programs, and providing creativity and support for addressing common challenges. Foster the integration of innovative programs into the greater school community to promote the program’s inclusiveness and sustainability. The School to Career Partnership will continue to serve as a countywide lead in engaging businesses and organizations to provide quality work-based learning experiences for all students.

2017-18 Deliverables:

1. School to Career Liaisons will continue to maintain and expand supply of businesses and organizations ready and willing to host a variety of work-based learning experiences.

2. Focus on expansion of School to Career Partnership Board to include more participation from businesses, with a continued focus on expanding engineering internships and work-based learning opportunities, and outreach to Health Medical / Biotechnology industry.

3. School to Career staff will share best practices with regional pathway partners through participation in and support of professional development, and integration of regional pathway staff and Workforce Development Board in regular meetings.

4. Host and facilitate Fall School to Career Partnership meeting highlighting a student internship and intern host experiences from each district, and Spring School to Career Partnership Board Meeting and job shadow day.

Cost Effectiveness: Elimination of duplication of efforts, serving as central countywide point of contact for employer engagement, recruitment, and identification of pathway focused industry partners. development of Career Technical Education and Regional Occupational Program (ROP) opportunities in partnership with the College of Marin and Marin County School Districts, including taking a leadership role in adult education in support of the Dreamer’s Project.

2017-18 Deliverables:

1. Marin County Office of Education will continue partnership with Novato Unified School District and provide leadership in program development at the Marinovation Learning Center (formerly the Community Education Center at Hamilton), including offering the Marin Regional Occupational Program Engineering and Digital Media classes at the site, and ongoing development of the Maker Space, Digital Media Lab, and Sound Studio.

2. Marin County Office of Education will continue to serve on the Marin County Adult Education Block Grant Governance Board to support the development of adult education programs aligned with workforce development opportunities, and to provide leadership and support of programs in the area of programs for adults to support K-12 student success through the Dreamers Project.

3. Marin County Office of Education will continue to pursue funding opportunities to expand Career Technical Education offerings to students in Marin County.

Cost Effectiveness: Partnerships with College of Marin, Marin County school districts, and community organizations help to eliminate duplication of efforts, and maximize efficiency and effectiveness of state and federal funding to support high quality student programs.

comprehensive assessment protocols. Accountability/Student Centered/Leadership/Quality: Feedback gathered from our stakeholders identified the need for continuous high quality professional development due to the constant advancements in the field of special education related to service delivery. Maintaining professional development as a central focus will work to ensure positive student outcomes.

ACCOUNTABLITY COST EFFECTIVENESS Goal: Develop and apply efficient processes for accurate and timely submission and

approval of special education employee timesheets. 2017-2018 Deliverables:

1. Collaboration with Business Services and Information Technology to analyze current process and develop more efficient processes and provide additional training to employees as appropriate.

Accountability/Cost Effectiveness: The establishment of a consistent practice when processing payments to employees related to (1) recording and submitting time worked; and (2) processing and verifying employee timesheets will work to increase accountability, efficiency, timeliness.
