• Capability/Program Description: Marine Aviation Logistics Support Program II• Rationale for Adjustments: Change Proposal• Warfighting Capability Impact of Adjustment: Expeditionary Pack up Kit (EPUK) is an automated wireless hardware /

software solution that is a key enabler in integrating ACE and LCE Logistics IT systems to make the MAGTF more responsive, agile, flexible and lethal with the ability to support and sustain operations in austere expeditionary environments – in support of OCO requirements, the NAE Strategic Plan, Marine Corps Vision & Strategy 2025, and the USMC Long War Concept. Marine Aviation Logistics is changing to MALSP II to meet current and future operational requirements. Delaying EPUK will postpone improved effective support to OCO and other expansion requirements. EPUK is priority number 9 on the DCA Top PR-11 Unfunded Issues.

• Portfolio/Joint Impact: Joint Logistics IT Integration enabler.• MOA Required: No• Acquisition Issues: TBD• Contract Termination Liability: N/A• Significant Congressional or Industrial Impact: EPUK releases will be delayed and postpone IOC of the MALSP II

“demand pull” “time domain” logistics chain, which is the Operations and Support ‘solution’ for current and future aviation platforms (e.g., MV-22, KC-130J, H-1Y/Z, JSF, CH-53K and UAS as linked to 202K initiative). COCOMS will not be able to reap the full benefits of aviation assets at their disposal due to ineffective Aviation Logistics support and sustainment capabilities.

• Stakeholder/Seams Issues: Marine Air Ground Task Force (Aviation Combat Element and Logistics Combat Element).

MALSP II Implementation Aviation Logistics Transformation

Capability/Program Description: Marine Aviation Logistics Support Program II Rationale for Adjustments: Change Proposal Warfighting Capability Impact of Adjustment: Deployment and sustainment of the next generation of Aviation

Logistics Support is the transition to Marine Aviation Logistics Support Program II (MALSP II). MALSP II is a material and non-material family of systems which includes people, parts, repair capability, information technology solutions and transportation to support deployed and non-deployed core competent units across the Range of Military Operations (ROMO) and emerging operational concepts. MALSP II will allow aviation logistician to decrease total infrastructure and resource inventories forward by: 1) Moving the preponderance of the Maintenance and Supply workload to the CONUS Parent (P)MALS. 2) Reducing the total forward Aviation Logistics footprint (personnel, equipment, facilities and spares). 3) Enabling Marine Aviation Logistics support to be a more responsive, agile, and flexible capability with the ability to sustain operations in austere expeditionary environments. MALSP II is priority number 3 on the DCA Top PR-11 Unfunded Issues

Portfolio/Joint Impact: Joint Logistics Integration enabler. MOA Required: No Acquisition Issues: TBD Contract Termination Liability: N/A Significant Congressional or Industrial Impact: Loss of resources to support the acquisition strategy will result in the

inability to meet Milestone C, IOC, FOC and MAGTF ACE transformation to support OCO requirements, the NAE Strategic Plan, Marine Corps Vision & Strategy 2025, and the USMC Long War Concept. Marine Aviation Logistics is changing to MALSP II to meet current and future operational requirements. Delaying EPUK will postpone improved effective support to OCO and other expansion requirements.
