The Homes and Communities Agency is seeking to procure
a partner to develop a 3.49 ha (8.64 acre) site at Woolston,
Southampton for mixed employment use. Prospective
partners could include developers or owner occupiers.
Southampton
Southampton is one of the largest cities in the South East of
England with a strong maritime heritage. The city is a major
commercial port and base for cruise ships and is home to the
National Oceanography Centre and two universities.
Southampton has excellent communication links by road, rail
and air. The M3 motorway connects Southampton to London
and the national motorway network, whilst the M27 and
connecting roads provide access along the coast to the east
and west.
Regular train services are available to London Waterloo from
Southampton Central (2.5 miles) and Southampton Airport
Parkway (6 miles).
Southampton International Airport is about 6 miles to the
north providing services to a number of cities in the UK and
mainland Europe.
Centenary Quay
Centenary Quay comprises a mixed use scheme with
development underway for 1,620 dwellings, a supermarket,
nursery, retail and leisure and further land available for
mixed employment use.
Centenary Quay is located on the east bank of the River Itchen,
opposite Ocean Village Marina and downstream from the
Itchen Bridge (Toll), which provides access to Southampton
City Centre, about 2 miles to the west via this route.
Woolston Railway Station on the Southampton to Portsmouth
line is close by.

The Marine Employment Quarter comprises a strategic site
on the River Itchen, forming part of centenary Quay, the
regeneration of the former VT ship-building site in Woolston,
Southampton. The MEQ provides about 3.49 ha (8.64 acres)
of cleared land with deep water access (up to 6m, subject to
dredging), alongside an existing quay.
An area of foreshore and river bed alongside the quay,
extending to approximately 250 metres by 30 metres, is
leased from the Crown Estate Commissioners and benefits
from a dredging licence.
planning consent has been granted for the MeQ as follows:
•application 08/00389/OUT Outline planning permission
across the whole Centenary Quay site, including the
employment element at the Marine Employment Quarter
and detailed approval for Phase 1 of the residential element.
The indicative scheme includes 18,681 m² (201,081 sq ft) of
industrial and office uses plus a multi-storey car park, hotel
and retail/live/work uses.
•application 08/00629/FUl Detailed planning approval
for a boat building scheme at the Marine Employment
Quarter. The scheme includes 3 buildings totalling 16,332
m² (175,796 sq ft).

The Marine Employment Quarter at Centenary Quay
comprises 3.49 ha (8.64 acres) of land held freehold plus an
area of foreshore and river bed held by way of a lease from
the Crown Estate Commissioners . The lease is for a term of
25 years from 1 June 1992 at a current rent of £6,450 pa.

Expressions of interest are invited in writing from developers
and occupiers to acquire the site and to carry out a
development for mixed employment use, by way of a building
lease, within an agreed timetable. The freehold interest in the
land is transferred on completion of the building.
The site itself and the different possible uses provide an
opportunity for the site to be disposed of in plots as well as
the whole. More details on application
Pre Qualification Questionnaires (PQQ) will be sent out to
all interested parties with a closing date for submission of
the 8th of August in line with the OJEU Notice. A shortlist
of competent developers/occupiers will be invited to submit
initial proposals.
A detailed contract will be negotiated under the Public
Contracts Negotiations 2006 and a preferred developer/
occupier will be confirmed in the winter of 2014.
NB the HCA reserve the right to abandon this process at any stage.
