The unit was placed under the Operational Control of Naval Forces Central, Philippine Navy and Administrative Control of Naval Reserve Center Eastern Visayas, Naval Reserve Command, Philippine Navy. The 1 st designated Battalion Commander was LTCOL JONATHAN O NUEVO PN (M) (RET). On 21 June 2006, LTC TOMAS R OSMENA (E) PN (M) (R) was designated as the Battalion Commander until present. a.) Mission: 1.) The 51st Marine Battalion Reserve was provisionally activated as a Ready Reserve Unit of the Naval Reserve Command, Philippine Navy on 22 October 2003 pursuant to Section 1 HNRC General Order No. 48 dated 22 October 2003 during the term of VADM ERNESTO H DE LEON AFP as FOIC, PN and COMMO ANSELMO S LEGASPI AFP as Commander, Naval Reserve Command. a.) Mission:

1.) To provide Command, Control and Administration of Marine Corps Reserve Units in Region 7 & 8, in order to maintain readiness to respond to its mission mandated by R.A. 7077, which is to provide a base for the expansion of the Philippine Navy in General and the Philippine Marines Corps in particular in the event of war, invasion or rebellion; 2.) To assist in relief and rescue during disasters or calamities; 3.) To assist in Socio-Economic Development; 4.) And to assist in the operation and maintenance of essential government And/or private utilities in the furtherance of its overall mission.

b.) Functions:

1.) During Peacetime:Support to Peace and Order Campaign i.e. Anti-Piracy, Anti-Illegal Fishing, Anti-Drug, Anti-Smuggling, Crime Watch, Security of Vital Maritime Facilities; Support to Maritime Operations i.e. Coast Watch, Transport of Personnel, Search and Rescue Operations, Intelligence, Internal Security Operations, Environmental Protection; Support to Socio-Economic Development Programs i.e. Community Development Projects, Public Assistance Programs, Marine Resources Protection/Preservation Programs, Relief and Rehabilitation Operations during Disasters.

2.) During Wartime:

a.) Augmentation and Integration into the Regular Force of the Philippine Marines Corps and subsequently assigned in the areas of Fleet and Service Support Units,

b.) Perform other functions as directed by the HQS, Philippine Navy and HQS, Philippine Marines Corps.

c.) Composition:

For Meritorious Accomplishments in the Area of Civil Military Operations, Disaster Response, Training and Community Related Projects.

UNIT ACCOMPLISHMENTS

For the Period October 2003 – 30 June 2004

1) As directed by HQS NRC 5, the unit was tasked to provide personnel to augment the crowd control force of Sinulog Mardi Gras 2004 with five (5) of it’s Officers/EP’s designated as Sector Commanders. Due to their commendable performance, the Officers and Enlisted Personnel were given a Letter of Commendation signed by the Commander, Naval Forces Central Philippines.

2) During the May 10, 2004 National and Local election, this unit provided three (3) Officers and twenty seven (27) Enlisted Personnel for COMELEC Poll Duties as COMELEC DEPUTY. These personnel were Called to Active Duty (CADT) for the period May 1-15, 2004 per NAVRESCOM-NRCEV Special Orders No. 01 dtd. 10 May 2004 to perform election duties.

3) Participated in the Inaugural Ceremony of Her Excellency Gloria Macapagal Arroyo as President of the Republic of the Philippines at Cebu Provincial Capitol on June 30, 2004. This unit provided 52 Officers and Enlisted Personnel utilized as perimeter security at the inaugural site. A Letter of Commendation was given to the participants of this unit issued by Central Command, AFP.

For the Period 01 July – 31 December 2004

4) This unit initiated the Disaster Response and Rescue Unit Training (DRRU) that commences last 07 August 2004 to 18 September 2004. It successfully held its Graduation Ceremony last 18 September 2004 with the Honorable Mayor of the City of Cebu, TOMAS R OSMENA as Guest of Honor and Speaker. An Arrival Honors were accorded to the guest and COMMO ALFREDO D ABUEG, JR AFP, Commander Naval Forces Central. The Band was provided by the Central Command.

5) In connection with the observance of the 25TH National Reservist Week Celebration, this unit in coordination with HQS NRCEV sponsored a Blood Letting Activity last 29 August 2004 participated by Medical personnel of Regional Blood Coordinating Council (F) Inc. (RBCC). The activity was conducted at the University of Cebu-METC/Capt. Susifatro U. Abella Gym. A total of 30 personnel of this unit donated blood which totaled to 13,500 CC of various types.

6) This unit in coordination with HQS NRCEV sponsored a Blood Letting Activity participated by Medical personnel of Chong Hua Hospital. The activity was conducted at the University of Cebu-METC/Capt. Susifatro U. Abella Gym, Alumnos, Mambaling, Cebu City last 12 December 04. A total of 8 personnel of this unit donated blood which totaled to 4,000 CC of various types. The HQS NRCEV thru CDR DE JESUS PN (GSC) was very supportive to this unit who provided 2 HNRCEV staff, 62 midshipmen and 5 Walk in who volunteered as blood donors with a total of 34,650 CC of blood donated. The Unit participated in this regular Blood Letting Activity with two (2) Officers and thirty-five (35) Enlisted Personnel attending.

For the Period 01 January – 30 December 2005

7) In connection with the observance of the yearly traditional feast of Senior Santo De Cebu, this unit in coordination with NRCEV augmented as Crowd Control during the Grand Sinulog Mardi Gras 2005 on 16 January 05. Four (4) Officers and 63 Enlisted Personnel’s participated in the said activity in Type “A” Marine BDA uniform.

8) In connection with the observance of the Philippine Independence Day, this unit in coordination with NRCEV participated during the parade at Cebu City Sport Complex, Abellana, Cebu City on 12 June 05. Two (2) Officers and 29 Enlisted Personnel’s participated in the said activity in Type “A” Marine BDA uniform. The participants received a Letter of Commendation from Commander, NRCEV.

9) On 09 July 2005, the Unit with three (3) Officers and twenty-nine (29) enlisted personnel participated in a Blood Letting Activity held at Abella gym at the University of Cebu Alumnos Mambaling Campus. A total of 13 personnel donated blood which totaled 5,850 CC of various blood types.

10) The Unit was invited by the Gawad Kalinga Foundation in making the necessary preparation for the launching of it’s Free Housing at South Road Properties, Cebu City on 23 July 2005 with One (1) Officer and Nineteen (19) Enlisted personnel involved.

11) On October 23, 2005, the Unit participated in the Annual Alay Lakad held at the City of Cebu from Plaza Independencia to Cebu City Sports Complex. A total of One (1) Officer and Thirteen (13) enlisted personnel joined the said activity.

12) Three (3) Officers and Fifty Nine (59) Enlisted Personnel have participated and actively perform relief and rescue operations, crowd control, firefighting, perimeter security against lawless elements that preys on helpless fire victims, evacuation of residents and their personal belongings during the fire that gutted Sitios Sto Nino, San Vicente Ferrer and Sitio Silangan Uno in Barangay Tinago and Silangan Dos in Barangay Tejero in the City of Cebu on 12 November 05. There were 170 families that were left homeless near the Headquarters of Naval Reserve Center Eastern Visayas. An estimated P4.25M in properties went up in smoke. The Bureau of Fire Protection tapped the fire at 11:29AM and immediately declared a general alarm, which requires all fire stations in Metro Cebu to respond. The community also lost a chapel and the Cebu City Nutrition Scholar building.

The said Officers and Enlisted Personnel also facilitated the evacuation and transfer of equipments and supplies of Naval Supply Depot to include the more than 20 drums of bunker fuel to the basketball court adjacent to the PNSLAI Cebu Branch

For the Period 01 January – 30 December 2006

13) The Unit with it’s 124 personnel and 54 from 511th Naval Reserve Squadron were Called to Active Duty Training (ADT) with this Center for the period of 3 days, from 14 to 16 January 2006 as Crowd Control Augmentation ICOW the celebration of the traditional feast of Senor Santo Niño De Cebu “ Grand Sinulog Mardi Gras 2006”.

14) The Unit as part of its Performance Readiness on Disaster Response and Rescue Operations with One Reservist Officer and Thirty Eight Enlisted Personnel were Called to Active Duty (CAD) and sent to Ginsaugon, St. Bernard, Southern Leyte in connection with the Mudslide Tragedy for the period 21 to 28 February 2006 to assist and participate in the rescue, retrieval, relief and rehabilitation operations to include loading, unloading, stocking, transfer, issuance and distribution of donated relief items from truck, warehouse, site area, chopper and vice versa. The Unit was attached to the 31st Marine Expeditionary Unit, Marine Expeditionary Unit Service Support Group 31, Marine Forces Pacific, United States Marine Corps. For these highly meritorious achievements, a Military Merit Medal was given by the Headquarters Naval Reserve Command to all members of the contingent.

15) The Unit with its Officer and EP’s were called to Active Duty Training (ADT) ICOW acting as Vigil Watches and Pall Bearers during the wake of P02 Danilo Daniel PN (Ret) at CENTCOM Mortuary, Camp Lapu-Lapu, Lahug, Cebu City on 01 May 2006.

16) Conducted a Training ICOW Markmanship Training and Familiarization Firing (Cal. 45 Pistol/Cal. 9mm Pistol) for the period June to November 2006 at Cebu Pistol and Rifle Association (CPRA) FirIng Range, Lapu-Lapu City, under a training grant provided by the City of Cebu under the leadership of the Honorable Mayor and Commander, 51st MRBN, LTC TOMAS R OSMENA (E) PN (R).

17) The HNRC and HNRCEV conducted the Turn over of Command of the 51st Marine Reserve Battalion with the Honorable Mayor of the City of Cebu, LTC TOMAS R OSMENA (E) PN (M) (R) as the Incoming Commander on 21 June 2006 with COMMO EDGAR B IGNACIO AFP, Commander, Naval Reserve Command as Presiding Officer. Later, a Courtesy Call was made to the Flag Officer in Command, Philippine Navy, VADM MATEO M MAYUGA AFP at HPN, Roxas Blvd., Manila.

18) The Unit with its Officers and Enlisted Personnel attended a series of lectures on Military Leadership with the Honorable Mayor of the City of Cebu and the Commander of 51st MRBN, LTC TOMAS R OSMENA (E) PN (R) as Resource Speaker conducted at the Conference Room, Office of the Mayor, City of Cebu on 12 August 2006.

19) The Unit with its Officers and Enlisted Personnel attended the 1st Regional convention ICOW the conduct of the 2006 AFP National Reservist Week celebration at CENTCOM, Bondad Hall, Camp Lapulapu, Lahug, Cebu City on 16 September 2006 with MGEN CARDOZO M LUNA AFP, Commander, Central Command, MGEN JOSE ANGEL A HONRADO AFP, Deputy Chief of Staff for Reservist & Reserve Force Development, J8, COMMO EDGAR B IGNACIO AFP, Commander, Naval Reserve Command, CAPT JOSE M APOSTOL PN (GSC), AC NS N8, HPN and CDR FLORDELINO B QUIBAN PN (GSC), Commander, Naval Reserve Center Eastern Visayas in attendance.

20) Graduation Ceremony of Ready Reserve Organizational Training Class 01-06 on 17 September 06 with the Commander, Naval Reserve Command, COMMO EDGAR B IGNACIO AFP as Guest of Honor at HNRCEV, Arellano Blvd., Tinago, Cebu City.

21) The Unit with its personnel participated ICOW 2006 AFP National Reservist Week celebration for the conduct of Joint MEDCAP with AFPRESCOM, US National Guard, 7RCDG, ARESCOM and Technical Service Reservists at Barangay's Ermita, Suba, Pasil, Duljo and Sawang Calero all of Cebu City, for the period of two (2) days, from 20 to 21 September 2006.

22) The Unit with 100 Officers and Enlisted Personnel were Called to Active Duty (CAD) for the period of 8 days, 4, 5, 11, 12, 18, 19, 25 and 26 November and 2, 3 December 2006 ICOW ASEAN SUMMIT PRE DEPLOYMENT TRAINING AND RE INTEGRATION TO MARINE READY UNIT-MACTAN at Headquarters Naval Forces Central, MNOB, Canjulao, Lapu-Lapu City and HNREV, Arellano Blvd., Tinago, Cebu City.

23) The Unit with its Officers, Dental and Enlisted Personnel participated in the Medical and Dental Mission upon the invitation and in partnership with the Office of the Cebu Provincial Vice Governor, LCDR GREGORIO G SANCHEZ JR (E) PN (R) at the Municipality of Moalboal, Cebu on 11 November 2006 with Medical – 387 patients, Dental – 196 patient extracted and a total of P20,000.00 worth of medicines were dispensed.

24) The Unit with One Hundred (100) Officers and Enlisted Personnel were Called to Active Duty (CAD) for deployment in the ASEAN Summit effective 15 November to 16 December 2006 and further utilized by HON TOMAS R OSMENA, Mayor of the City of Cebu in any Public Assistance related activities and based at HNRCEV, Arellano Blvd., Tinago, Cebu City. 25) The Unit with its One Hundred (100) Officers and Enlisted Personnel were Called to Active Duty (CAD) for deployment in the re scheduled ASEAN Summit on 16, 17, 23, 24, 30, 31 December 2006 and 06 & 07 January 2007 and further utilized by HON TOMAS R OSMENA, Mayor of the City of Cebu in any Public Assistance related activities and based at HNRCEV, Arellano Blvd., Tinago, Cebu City. 26) The Unit with its One Hundred (100) Officers and Enlisted Personnel for their actual deployment in the re scheduled ASEAN Summit on 9-18 January 2007 and further utilized by HON TOMAS R OSMENA, Mayor of the City of Cebu in any Public Assistance related activities and based at HNRCEV, Arellano Blvd., Tinago, Cebu City. 27) The Unit with its Officers and Enlisted Personnel were Called to Active Duty for the period of 3 days, from 20 to 22 January 2007 as Crowd Control Augmentation ICOW the celebration of the traditional feast of Senor Santo Niño De Cebu “ Grand Sinulog Mardi Gras 2007”.

28) The Unit, with its Dental Personnel, Medical and Dental Personnel from Naval Forces Central and USS Blue Ridge (LCC-19) conducted a Medical Dental Mission in Cebu City on 11 February 2007.

29) The Unit with it’s Officers and Enlisted Personnel were invited in the Reception Ceremony aboard the USS Blue Ridge (LCC-19) in connection with it’s Goodwill visit to the Port of Cebu on 12 February 2007 with the Ambassador of the United States of America, HON KRISTIE A KENNEY, Commander – Seventh Fleet, VADM DOUGLAS CROWDER USN, HON GWEN F GARCIA – Governor, Province of Cebu, COL DE GUZMAN USMC – Commander, Marine Forces SEVENTHFLT, Key Officers and Staff of SEVENTHFLT and USS Blue Ridge, LTGEN CARDOZO M LUNA AFP, Commander, Central Command, COMMO ROBERTO Q ESTIOKO AFP, Commander, Naval Forces Central and other dignitaries in attendance. The following day an Educational Trip was made aboard USS BLUE RIDGE (LCC-19). 30) The Unit provided personnel during the Pinning of Ranks to newly Commissioned Officers in the Reserve Force, Philippine Navy headed by LCDR GREGORIO G SANCHEZ J 0-139939 (E) PN (R), Vice Governor, Province of Cebu, LTJG VILMA A LOREZO 0-139581 (E) PN (R) and ENS JOSEPH ANDREW M ASUNCION 0-139965 PN (R) on 15 February 2007.

31) The Unit with its Officers and Enlisted Personnel attended the 1 day gathering ICOW the 28th National Reservist Week Regional Convention that was held at Bondad Hall, Headquarters Central Command, Camp Lapulapu, Lahug, Cebu City on 15 April 2007, with LTGEN CARDOZO M LUNA AFP, Commander, Central Command, MGEN JOSE ANGEL A HONRADO AFP, Deputy Chief of Staff for Reservist & Reserve Force Development, J8, COMMO RAUL D RUIVIVAR AFP, Commander, Naval Reserve Command and CAPT FLORDELINO B QUIBAN PN (GSC), Commander, Naval Reserve Center Eastern Visayas in attendance.

For the Period 01 July – 31 December 2007

32) The Unit with three (3) Officers and forty (40) Enlisted Personnel were Called to Active Duty Training (CADT) for a period of 3 days, from 20 to 22 July 2007 for their participation in the Internment of CPL REUBEN S DORONIO 843155 PN (M), a victim of Ambush Carnage in Tipotipo, Basilan. The internment was held in the Municipality of Borbon, Province of Cebu.

33) Two (2) Officers and twenty three (23) Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty Training (CADT) for a period of 3 days, from 29 to 31 August 2007 for their participation in the Internment and Burial ceremony of the late PFC DANILO E VERGARA PN (M), a casualty in the latest encounter in Ungkayan Pukan, Province of Basilan. The internment was held in the City of Bayawan, Province of Negros Oriental on 30 August 2007.

34) Two (2) Officers and twenty (20) Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty Training (CADT) for a period of 2 days, from 14 to 15 September 2007 for their participation in the Community Relations Activity with Personnel from the United States Navy, USS Chosin (CG 65), a Ticonderoga Class Guided Missile Cruiser at Gawad Kalinga Housing Project at Sitio Budlaan, Barangay Talamban, Cebu City. The personnel from USS Chosin and 51st MRBN completed earth leveling, tampering, fixing water from the deep artesian well, transferring and filling up limestone materials and concreting the flooring on each of the eleven (11) units of houses, a five foot deep sewage hole was added to the work being done by using the iron digging bars. The Headquarters 51st MRBN provided five (5) units of wheelbarrows, twenty (20) units of Shovels, twenty (20) units of pails and ten (10) units of Iron digging bars. In the afternoon of 14 September 2007, selected unit personnel were given a guided orientation/education tour aboard the vessel.

35) Three (3) Officers and fourteen (14) Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty Training (CADT) for a period of 1 day, 29 September 2007 for their participation in the Community Relations Activity of the City of Cebu on the Anti Dengue Awareness, Information and Cleanliness Campaign at Barangay’s Bulacao, Pardo and Labangon, Cebu City. The Unit was working in tandem with the local barangay officials, health workers and midshipmen/women from the University of Cebu – Lapulapu Mandaue 504 th

NROTC Unit.

36) The Unit with it’s four (4) Officers and sixty (60) Enlisted Personnel were Called to Active Duty (CAD) to include fifty one (51) volunteer individuals for the purpose of undergoing four (4) days Training on First Aid and Basic Life Support administered by Emergency Rescue Unit Foundation, Inc. on November 3, 4, 10, & 11, 2007 at University of Cebu Maritime Education Training Center Audio Visual Room, Alumnos, Mambaling, Cebu City. The activity was made though a Training Grant in the amount of P80,000.00 from the City Council of Cebu presided by HON MICHAEL RAMA, Vice Mayor City of Cebu and upon the initiative of LTCOL TOMAS R OSMENA (E) PN (M).

37) Two (2) Officers and forty nine (49) Enlisted Personnel of 51st Marine Reserve Battalion and twenty nine (29) Midshipmen/women Officers of Metro Cebu NROTC Units were Called to Active Duty (CAD) for their participation as members of the parading personnel in the Battalion Size Parade and Review ICOW the Change of Command Ceremony – Rehearsal on 18 November 2007 and Actual on 21 November 2007. The Commander of Naval Reserve Command, COMMO RAUL D RUIVIVAR AFP as Guest of Honor and Presiding Officer, the Commander of Naval Forces Central, COMMO ROBERTO Q ESTIOKO AFP and COMMO EDMUND TAN PCG, Commander, Coast Guard District Central and Eastern Visayas, Philippine Coast Guard as some of the distinguished guests who attended at the University of Cebu Maritime Education Training Center Parade Grounds, Alumnos, Mambaling, Cebu City.

38) The Officers and Enlisted Personnel of 51st MRBN were Called to Active Duty for a period of one (1) day on 20 January 2008 for their deployment and utilization as augmentation for Crowd Control Task Group along the carousel route and inside the Cebu City Sports Complex icow Grand Sinulog Celebration 2008. An estimated number of millions of onlookers watched, to include the local and foreign tourists with another millions watching televisions beamed worldwide through satellite.

39) The Unit, with its Officers and Enlisted Personnel were Called to Active Duty for a period of one (1) day on 26 January 2008 for their participation in the internment and burial of the late Msgt Felipe Alesna PN (M) (R) at Mabolo, Cebu City.

40) The Officers and Enlisted Personnel of 51st Marine Reserve Battalion were Called to Active Duty for a period of one (1) day on 10 February 2008 for their participation in the MEDCAP/DENCAP at Barangay Kalunasan, Cebu City,

Later, a Training Observation Trip was made at Marine Base Ternate in Ternate, Cavite.

42) The Unit personnel were Called to Active Duty for a period of two (2) days on 13 & 14 May 2008 for their deployment and utilization ICOW the Disaster Response Operations in the relocation of the resident families of Barangay Sinsin, Cebu City due to massive landslide in the mountainous barangays. The personnel rendered assistance to the Cebu City Government’s Disaster Coordinating Council in the evacuation of 20 resident families living within the two-hectare radius of the landslide area in Barangay Sinsin, Cebu City. The evacuated families represent around half of the number of families affected by soil movement in the remote area in the mountain barangay of Cebu City due to heavy downpour of rains.

43) The Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) during the actual conduct of Civil Military Operations – Department of Education’s Brigada Eskwela at Mambaling Elementary School, Mambaling, Cebu City on 24 May 2008. The volunteer personnel were assigned to several areas to service the following, to wit; *Project 1- Drainage *Project 2 – Fencing *Project 3 - Muslim Room *Project 4 - Muslim Front *Project 5 - Stage Roof *Project 6 – Cleaning *Project 7 - General Cleaning of Surroundings. The Unit brought with them assorted numbers of tools, equipment and materials to effectively carry out the tasks assigned. Mambaling Elementary School has an average enrollment, based on Academic School Year 2007-08 of 2,400 plus students from Grades I to Grade VI with a total of 69 teachers.

FOR THE PERIOD 01 JULY TO 31 DECEMBER 2008

44) The Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for a period of twenty two (22) days, June 22 to 13 July 2008 for their participation, unselfish support and invaluable services rendered as effective partner in collaboration with relevant agencies during the establishment of the Action Center at Cebu City Sports Complex in DVI (disaster victims identification) from 22 June to 18 July 2008 thus effectively contributed in managing the crisis situation brought about by the ill effects of Typhoon Frank and the sunken M/V Princess of the Stars that ensure efficient delivery of humanitarian assistance to victims of disasters thereby uplifting the moral of those afflicted in times of emergency.

45) The Officers and Enlisted Personnel of 51st Marine Reserve Battalion, Marine Forces Reserve Central under the command of LTCOL TOMAS R OSMENA PN (M) (R) with support from the Cebu City Government, Headquarters Naval Forces Central and the Association of Government Information Officers of Region 7 (AGIO 7) conducted a Civil Military Operations (CMO) Kids Feeding Project at the Badjao Community located in the settlement in Sitio Naba, Barangay Mambaling on 17 August 2008.

The CMO Kids Feeding Activity was able to feed 160 children. These were also supplemented with the following items distributed and other services provided are the following; a) Ninety one (91) plastic bags packed w/ assorted clothes and canned foods, b) Wound Dressing and Vital Signs (Temperature, Pulse Rate, Respiratory Rate, BP Taking) - 79 persons, c) Barber (haircut) – 28 persons.

46) This Unit was directed by Headquarters Naval Reserve Center Eastern Visayas to provide personnel as elements of the Funeral Ceremony in honor of the late CPL CHRISTOPHER E ANDAYA 840721 PN (M) of Marine Battalion Landing Team 11, Philippine Marine Corps who was ambushed and killed in Action in Jolo recently. The internment was held on 13 September 2008 at a Public Cemetery after a solemn mass in Ayungon, Negros Oriental which is approximately 1 hour and 30 minutes ride north of Dumaguete City, Negros Oriental. LTCOL TOMAS R OSMENA PN (M) (R), Commander 51st MRBN handed the Philippine Flag to Mrs Lorena G Andaya, in behalf of a grateful nation, as a token of appreciation for the honorable and faithful service rendered by her husband.

47) The Unit Personnel were Called to Active Duty for a period of one (1) day on 20 September 2008 for their participation in the Markmanship Training, Gun Safety, Gun Handling and Familiarization Firing at Wonderland Firing Range, Agus, Lapulapu City.

48) Selected Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for a period of one (1) day on 22 October 2008 for their

participation icow Orientation Tour aboard USS Shiloh (CG 67), a US Navy Ticonderoga-class guided missile cruiser anchored in the seawaters at the vicinity of Talisay City, Cebu.

49) Personnel of the 51st Marine Reserve Battalion were Called to Active Duty Training (CADT) for a period of 1 day, 14 October 2008 for their participation in the Markmanship Training and Practice ICOW the scheduled Record Firing on 25 October 2008 at Wonderland Firing Range, Barangay Agus, Lapulapu City.

50) Selected personnel from 51st Marine Reserve Battalion were Called to Active Duty for a period of one (1) day on 25 October 2008 for their participation in the Record Firing administered and supervised by Msgt Angelo G Astudillo PA and SN2 Gary V Payos PN, Range Officers from Headquarters Central Command, Armed Forces of the Philippines at Wonderland Firing Range, Agus, Lapulapu City.

51) The Unit, with its personnel was Called to Active Duty (CAD) for a period of five (5) days on 24, 29, 30 & 31 October and 01 November 2008 for their participation icow Evacuation, Installation of Tents and Relocation of residents from Sitio Gakit, Barangay Guadalupe, Cebu City. The area is considered a flood prone whenever heavy downpour of rains occur that resulted to landslides that resulted in the displacement of about 30 families from barangay Guadalupe. Sometime in April 2007, families of Sitio Dakit in Barangay Guadalupe woke up early dawn to find their belongings floating in six-foot-deep muck after heavy rains washed mud and limestone affecting residents downhill. The residents of sitio Dakit have been forced to flee their homes as the place was flooded after recent heavy rains, While they blame the nearby subdivision development for their plight, it was also found out that the families put up homes in an area, which was a natural waterway. The Cebu City Disaster Coordinating Council (CCDCC) has requested a contingent from 51st MRBN to proceed to the area to set up tents, portable toilets, water and lighting facilities to help make life easier for the families that were to be relocated and evacuated.

52) The Officers and Enlisted Personnel of 51st MRBN attended the Opening Ceremony of Ready Reserve Organizational Training Class 01-08 on 16 November 2008 with the Commander, Naval Reserve Command, COMMO OLIVER C CUEVAS AFP as Guest of Honor at HNRCEV Conference Room, Arellano Blvd., Tinago, Cebu City.

53) The Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for a period of five (5) days on 18-22 November 2008 for their participation ICOW Fire Incident that destroyed at least 100 homes in Sitio Lupa Bontores, Barangay Basak San Nicolas, Cebu City that destroyed at least 100 homes in an afternoon fire believed caused by four children reportedly playing with matches. The initial count showed that 125 families or 561 individuals were displaced by the fire, which destroyed P16.64 million worth of property. The personnel assisted in the evacuation, relocation and installation of twenty (20) sets of Multi Purpose Tents that serves as temporary shelters and manned on duty on a 3 shift (8 hours) for a period of 5 days on said center to ensure that all evacuees will adhere to the rules that were required for them to observe in order to maintain cleanliness and security at the Tent Evacuation Center and coordinate their needs thru CCDCC Action Center. The Evacuation Center has the following facilities, like Portable toilets, water tanks, folding cots and others. During distribution of relief materials, the personnel assisted in handing out these items and acted as crowd control to the fire victims.

54) The Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for a period of five (5) days on 02 - 06 December 2008 for their participation as members of landing force icow Exercise Pagsisikap at the AOR of Naval Forces Central. The said Exercise is designed to enhance the present operational capability of the Philippine Navy in the conduct of internal security and external defence operations that include sea and land based activities for the different units and assets of the Philippine Fleet and Philippine Marines. The Fleet-Marine team tandem is the Navy’s contribution to the internal security and counter-terrorism operations ashore. The exercise also aims to synergize the operational requirements and training capabilities of the Fleet, Marine, and the Navy’s other support and reserve units. The Exercise will also allow the Navy to examine the command and control relationship of Fleet-Marine Forces and to determine the modifications needed, if any, to enhance the Navy’s core competencies in conducting internal security operations and countering terrorism. The exercise highlights an amphibious raid against a high-value target in an island.

As members of the Reserve Force, Philippine Marine Corps, the 51st Marine Reserve Battalion, Marine Forces Reserve Central who is operationally attached to Naval Forces Central and administratively under Naval Reserve Center Eastern Visayas participated in the said

exercise and provide personnel as members of the amphibious raid that was conducted and others for lecture and observers in the actual amphibious raid operations.

56) The RROT Class 01-08 under the Headquarters Company of 51st Marine ReserveBattalion conducted a three (3) days of Field Training Exercise (FTX) at UC METC Mambaling Campus and South Road Properties, Barangay Mambaling, Cebu City for theperiod 26 to 28 December 2008.

The purpose of the said activity is to enhance the unit personnel’s ability and capability in the field of combat maneuvers, disaster response operations and to allow themselves to appreciate the actual demonstration of combat movements and setting up of temporary evacuation shelters.

FOR THE PERIOD 01 JANUARY TO 30 JUNE 2009

57) The Unit’s Officers and Enlisted Personnel with a total of 60 participants attended the Graduation Ceremony after successfully completing the Ready Reserve Organizational Training Class 01-08 on 10 January 2009 with the Deputy Commander, Naval Forces Central, CAPT EDGARDO D TAMAYO PN (MNSA) as Guest of Honor at HNRCEV Conference Room, Arellano Blvd., Tinago, Cebu City.

58) Unit Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for a period of five (5) days on 14-18 January 2009 for their deployment and assignment on a 24 hour duty (3 shifts) as communications coordinator with the Cebu City Disaster Coordinating Council (CCDCC) Office in 6 different locations/schools in the City of Cebu temporarily used as shelters for the Sinulog 2009 Out of town contingents.

59) The Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for their deployment and augmentation as part of crowd control icow 2009 Sinulog Grand Parade in Cebu City for the period of one (1) day on 18 January 2009. The personnel have distinguished themselves conspicuously in their participation as members of the crowd control inside the Cebu City Sports Complex, manning the Entrance and Exit gates of the performers, to include the spectator’s ticket entrance and in front of the main stage, which was generally peaceful with crowds reaching at least 2 million at its peak. There were no major trouble alarms of stabbings, maulings or fraternity or gang war violence as per observation from the Philippine National Police.

Through these unselfish, dedicated service and devotion to duty that lead to the successful conduct of the street dancing competition which attracted an estimated crowd of spectators and participants that reached at 2.1 million.

60) Selected Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for a period of seven (7) days on 02-08 February 2009 for their deployment and assignment to man for 24 hours the Tent Relocation Center, that the Unit installed and serves as temporary shelter of the fire victims at Sitio Naba, Alaska, Mambaling, Cebu City that hit on 31 January 2009 and scorched 207 houses, four classrooms of the Alaska Elementary School that were damaged and affected 251 families with a total of 1,308 individuals. The unit personnel attended to the food, medical, water, sanitary and other basic services that the evacuees needed and having these acted upon by the Cebu City government.

61) The Unit’s Officers and Enlisted Personnel with a total of 60 participants attended the Graduation Ceremony after successfully completing the Ready Reserve Organizational Training Class 01-08 on 10 January 2009 with the Deputy Commander, Naval Forces Central, CAPT

62) The Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for a period of four (4) days on 24-27 February 2009 for their deployment and assignment at Philippine Veterans Affairs Office (PVAO) Regional Office located at Central Command Headquarters to man and assist the Filipino World War II (WWII) veterans who are eligible to claim additional U.S. benefit that is included among the many provisions of the American Recovery and Reinvestment Act of 2009 passed by the U.S. Congress and signed into law February 17, 2009 by U.S. President Barack Obama, These new benefits further reflect the United States’ great respect for the bravery and service of Philippine WWII veterans and for their partnership with the U.S. military in defending freedom.  United States Veterans Administration (USVA) representatives finished the interviews of the 1,048 veterans, who were given priority numbers that came from the Province of Cebu, Bohol, Negros Oriental and Siquijor.

63) The Officers and Enlisted Personnel of 51st Marine Reserve Battalion held an arrival ceremony to welcome the Honorable Mayor of the City of Cebu, HON TOMAS R OSMENA last 10 March 2009 at 4:00 in the afternoon. The Mayor was back after he’s done with his last scheduled chemotherapy session in the United States and will assume office immediately. A composite unit rendered Arrival Honors with the Headquarters Central Command Band, IMEC/NSA cadets who are taking up Basic NROTC training from the University of Cebu Maritime Education Training Center at Alumnos, Mambaling, Cebu City and personnel from the 51st Marine Reserve Battalion (51st MRBN). The Honorable Mayor with a reserve rank of Lieutenant Colonel is the Battalion Commander.

64) Unit Officer and Enlisted Personnel were deployed to assist the Cebu City Disaster Coordinating Council during the protest rally of the jeepney drivers in Metro Cebu last 16 March 2007. The personnel were utilized as communicators aboard the Kauhsiung Bus provided by the Cebu City government

65) The Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) during the actual conduct of Civil Military Operations – Department of Education’s Brigada Eskwela at Punta Princesa Elementary School, Labangon, Cebu City on 16 May 2009. A total of 45 personnel, composed of One (1) Officer and twenty four (24) Enlisted Personnel left the Headquarters Naval Reserve Center Eastern Visayas at Arellano Blvd., Cebu City O/A 0700H 16 May ’09 aboard a Cebu City owned Kauhsiung Bus and proceeded to University of Cebu Maritime Education Center, Mambaling, Cebu City where the Headquarters of 504th NROTC Unit is located, to pick up thirty seven (37) MS 3 NROTC Midshipmen/women who are undergoing a Summer Camp Training, as an augmentation force. The MS 3 cadets were accompanied by their Training Staff.

A brief Opening Ceremony was made with the Principal extolling the virtues and good deeds of the personnel on their voluntary services rendered. The work started O/A 0730H.

66) Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for a period of nine (9) days from 20-28 May 2009 icow their participation and deployment for the 15th RP – US Cooperation Afloat Readiness and Training or CARAT 09 Exercise. CARAT is an annual bilateral exercise that embodies the spirit of the longstanding cooperative relationship between the Philippine Navy and the United States Navy. This is the 15th CARAT exercise both Navies have participated in. CARAT 09 Exercises will help build the regional assistance capacity for multinational maritime operations. Its goal is to strengthen the cooperation between the Philippine Navy and US Navy in deterring intercontinental and trans-border crimes, piracy and maritime terrorism which are growing concerns of the global community. The exercise also focuses on relationship building between participants through social and community service events, as well as medical, dental and engineering civic action projects.

The participating ships and units of the Philippine Navy are BRP Dagupan City (LCC-551), BRP Carlos Albert (Patrol Gunboat 375), BRP Bienvinido Salting (Patrol Gunboat 112), Naval Special Operations Unit- 5, Naval Air Unit Central’s Philippine Navy Islander (PNI-320) and the members of the 38th Marine Company, Marine Battalion Landing Team 8 of the Philippine Marine Corps.

The US Navy participating force consists of one naval aircraft (P-3C Orion) and four ships: USS HARPERS FERRY (LSD-49), USS CHAFEE (DDG 90) w/SH-60 Seahawk, USS JOHN S MCCAIN (DDG 56), USNS SAFEGUARD (ARS 50). The members of the 1st Battalion, 124th Marines of Michigan of the US Marine Corps also joined this exercise.

116) The Unit with its Dental and Nursing Team were Called to Active Duty for a period of one (1) day on 22 May 2009 at Poblacion, Argao, Cebu icow 15th RP US CARAT Exercise for their participation in the MEDCAP/DENCAP,

The activity was held at Carreta Cemetery, Barangay Hipodromo, Cebu City

70) Selected Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty for a period of one (1) day on 22 August 2009. The team acted as pallbearers in the Interment of Pfc Lemuel P Dela Cruz 868993 PN (M), a member of the 67th Marine Raiders Company, Force Recon Battalion, Philippine Marine Corps, a native of Doong Island, Bantayan, Cebu and a victim of a carnage at the vicinity of Sitio Kulerem, Silangkum, Ungkaya Pukan and Baguindan, all in Tipo-Tipo, Province of Basilan. The incident occurred on or about 0347H – 0530H on 12 August 2009.

The interment was held at the Public Cemetery after a solemn mass in Doong Island, Municipality of Bantayan, Province of Cebu. LTCOL TOMAS R OSMENA 0-138683 (E) PN (M) (R), Commander, 51st Marine Reserve Battalion handed the Philippine Flag to the next of kin. The Municipality of Bantayan is located in the Northern most tip of Cebu.

71) This Unit organized a team to provide funeral support services and acted as pallbearers in the Interment of Pfc Elfie A Igcalinos 868978 PN (M), a member of the 67th Marine Raiders Company, Force Recon Battalion, Philippine Marine Corps, a native of Malinao West, Lila, Bohol and a victim of a carnage at the vicinity of Sitio Kulerem, Silangkum, Ungkaya Pukan and Baguindan, all in Tipo-Tipo, Province of Basilan. The incident occurred on or about 0347H – 0530H on 12 August 2009.

The interment was held at the Public Cemetery after a solemn mass in the Municipality of Lila, Province of Bohol. LTCOL TOMAS R OSMENA 0-138683 (E) PN (M) (R), Commander, 51st Marine Reserve Battalion handed the Philippine Flag to the next of kin. Lila is a town on the southern coast of Bohol, twenty-eight and a half kilometers from Tagbilaran. It lies between Loay and Dimiao and for a time was a part of the latter municipality.

72) This Unit volunteered to augment the regular personnel from HNFC and HNRCEV on the conduct of funeral services of the late Pfc Redentor C Batoctoy 868975 PN (M), a member of the 67th Marine Raiders Company, Force Recon Battalion, Philippine Marine Corps. Pfc Batoctoy is a native of Consolacion, Dalaguete, Cebu and a casualty of the ambush in the vicinity of Sitio Kulerem, Silangkum, Ungkaya Pukan and Baguindan, all in Tipo Tipo, Province of Basilan on or about 0347H – 0530H on 12 August 2009. The interment was held on 23 August 2009 at a Public Cemetery, after a solemn mass in a Catholic Church at Dalaguete, Cebu. 74) Selected Reservist Officer and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for their participation in the Cebu City Disaster Coordinating Council Relief Center at Fuente Osmena Cebu City four (4) days from 29 September to 02 October 2009,for the victims of Typhoon Ketsana (locally known as Ondoy) that dumped more than a months worth’s of average rainfall on Manila and surrounding areas in one 24-hour,period.About 80 percent of the city of 15 million was flooded. Authorities estimated damage from the storm so far at around 2.34 billion pesos ($50 million). More than 1.8 million people were affected and 375,000 had abandoned their homes and taken refuge in evacuation centers.

75) Philippine Navy Trains Reservists on Disaster Emergency Assistance and Rescue Training - A total of 60 naval reservists successfully completed the ninety (90) hours training program on Disaster Emergency Assistance and Rescue Training (DEART). As per Training Objective of DEART; perform rescue operations and evacuation during disasters and calamities. b) Administer first aid treatment to the victims injured, c) Assess and report damage brought about by disasters and calamities, d) Familiarize and demonstrate knowledge of the basic

concepts of water search and rescue, rope rescue and rappelling techniques, e) Familiarize with the incident command system including mobilization procedures.

The Graduation Ceremony of Disaster Emergency Assistance and Rescue Training (DEART) Class 01-2009 with the Commander, Naval Forces Central, COMMO HONORIO ROBERT A BALANON JR AFP as Guest of Honor and Speaker with the Commander, Naval Reserve Center Eastern Visayas, CDR HARRY JAN R DELGADO PN as host and Training Director. The Graduation Ceremony was held at the Mariners Court, Pier 1, Cebu City on 17 October 2009. Also in attendance is the Commander of 51st Marine Reserve Battalion and Honorable Mayor of the City of Cebu, LTC TOMAS R OSMENA (E) PN (M) (R).

The navy reservist’s graduates will be tapped to assist in disaster response operations should any similar incident will occur in Region 7 and 8 just like what happened in Luzon during the onslaught of Typhoon Ondoy and Pepeng. During the duration of the training, training participants from 51st Marine Reserve Battalion, under the command of LTC TOMAS R OSMENA (E) PN (M) (R) was requested by the Cebu City Disaster Coordinating Council (CCDCC), as one of its regular member in the Council to provide personnel for the CCDCC Relief Operations Center at Fuente Osmena, Cebu City for a period of four (4) days from 29 September to 02 October 2009, 0800H to 2200H for the victims of Typhoon Ketsana (locally known as Ondoy). The personnel were tasked to receive in kind donations from walk in donors, repacked and load in Buses for shipment, with radio equipped escorts to ABS CBN Channel Studio at Jagobiao, Mandaue City. These donations were properly receipted by DSWS personnel of the Cebu City government.

The Unit has collected, repacked and shipped the following items;

76) Selected Officer and Enlisted Personnel of the 51st Marine Reserve Battalion were called to Active Duty (CAD) to participate in the Halika! Mag Healthy and Active Living Na! Project on 24 October for a period of one (1) day with QTV (Owned by GMA Network, Inc. and ZOE Broadcasting Network Inc) Host Wilma Dozen participating in the “Halika! Mag Healthy and Active Living Na! Project” sponsored by Coca Cola Company conducted at the Plaza Sugbu, fronting the Cebu City Hall. The Cebu City Task Force on Street Children (CCTFSC) has been selected by Coca Cola Company to be this year’s beneficiary in its Halika! Mag Healthy and Active Living Na! Project. HALIKA is a charity physical work out which allows participants to burn calories and at the same time donate P1.00 for every calorie burned. Therefore, the more people that will participate, the bigger donation is given to the CCTFSC. 77) Selected Officer and Enlisted Personnel of the 51st Marine Reserve Battalion, Marine Forces Reserve Central, Philippine Marine Corps were Called to Active Duty (CAD) to support in the conduct of funeral services of the late 2LT DURAN F CORDERO 0-14622 PN (M) of Tigawon, Calanipawan, Tacloban City for a period of two (2) days on 29 and 30 October 2009.

A landmine hit 2LT CORDERO who was conducting patrol with his team from the Marine Battalion Landing Team-5 (MBLT-5) along the vicinities of Barangay Upper Tugas in Patikul, Sulu on Wednesday morning, 21 October 2009. The device was planted along the cut off water pipe that exploded when MBLT-5 passed near the vicinity to check the water pipe. Another Marine was also wounded during the incident.

2LT CORDERO graduated from the PMA in 2006 and was assigned to Sulu in March 2007 after completing his training at the Marine Base Ternate. The former corps commander of his ROTC unit in Tacloban City, 2LT CORDERO, 27 years old, excelled in judo during his cadet days and was a company commander in the academy. “His leadership trait always stood out. Once he set a goal, he was determined to achieve it”, said 2LT Rafael Naranjo, a former company-mate at the PMA and also a Marine officer now assigned in Sulu. He adds that being competitive and a fighter was deeply ingrained in Cordero’s character. According to a former roommate, Cordero who is the eldest in a brood of three, was aware of the dangers facing the

job did but this did not discourage him from joining the Marines. “He wanted to be a warrior”, said Ens Nelson Alquiza who is now a Navy pilot.

Vice Admiral Ferdinand S Golez condoles with the family of 2LT CORDERO. Despite suffering casualties during the recent attacks in Sulu, the Navy leadership will not be detered from pursuing lasting peace and progress in Mindanao through its security efforts and various humanitarian projects undertaken by the soldiers. According to Vice Admiral Golez, putting an end to the Navy’s operations in the island-province would lend futile the sacrifice of the soldiers in the south especially those who have died in battle.

78) Unit Officer and Enlisted Personnel of the 51st Marine Reserve Battalion were called to Active Duty (CAD) to assist in the conduct of Blood Letting Campaign by ABS-CBN “Kapamilya” and Dugong Pinoy for a period of one (1) day on 07 November 2009. The personnel donated blood, provide twenty (20) units folding beds and with their medical, medtech and nursing team render assistance in the conduct of ABS-CBN “Kapamilya” and Dugong Pinoy Blood Letting Campaign, with the assistance of Cebu City Medical Center. A total of 223 bags of 450 cc each were collected on the whole day activity.

79) Selected Officer and Enlisted Personnel of the 51st Marine Reserve Battalion were called to Active Duty (CAD) to assist in the conduct of Halad Kapamilya Campaign by ABS-CBN and Cebu Technological University for a period of one (1) day on 06 December 2009 at their Campus Grounds, M.J. Cuenco Avenue, Cebu City;

80) Six (6) Personnel from the 51st Marine Reserve Battalion joined the Sinulog 2010 Fluvial Procession and acted as Sea Marshals aboard rescue boats of the Cebu City Disaster Coordinating Council (CCDCC) on 16 January 2010 from Mandaue City to Pier 1, Cebu City utilizing 2 units Rescue boat, with 3 persons manning each boat with the following boat/engine information;

81) The Officers and Enlisted Personnel of the 51st Marine Reserve Battalion were Called to Active Duty (CAD) for their deployment and augmentation as part of crowd control icow Sinulog 2010 for the period of one (1) day on 17 January 2010 and performed Security and Crowd Control detail inside the Cebu City Sports Complex in connection with the annual observance of Senior Sto Niño’s Sinulog Mardi Gras Festival. The 155 men and women of the 51st Marine Reserve Battalion manned 4 strategic and key areas, namely; Gate “A” Entrance for Sinulog Contingents and Floats, Gate “B” Exit for Sinulog Contingents and Floats, Stage for Performers/Spectators and , Entrance Gate of Paying Public - Besides City Central School.

82) The Officers and Members of Marine Corps Semper Fi Philippines, Inc (MCSFPI), an NGO of Marine Forces Reserve Central conducted a Medical Dental Mission at Barangay Luz, Cebu City on 23 January 2010 at the Barangay Elementary School covered court.

The following services were availed of by the barangay residents, namely; Medical - 768 persons, Dental (Tooth extraction) - 307 persons, Blood Pressure - 231 persons, Medicines dispensation - 1,125 persons and Barber services - 89.

The Dental, Nursing, Barber and Crowd Control team of MCSFPI, composed of 24 members were joined by the following; three (3) medical personnel from Cebu City Medical Center, six (6) medical and dental personnel from the Headquarters 2nd Coast Guard District Central and Eastern Visayas, twelve (12) dental personnel and staff from the Cebu City Health Department Mobile Dental Van, three (3) medical personnel from Sacred Heart Hospital, four (4) senior nursing students from the University of Cebu College of Nursing, Banilad Campus, two (2) dental, four (4) barbers and three (3) registered nurses from Marine Forces Reserve Central, Philippine Marine Corps. The Barangay Luz Officials lead by its Chairman, Hon Nida Cabrera were present and wholeheartedly supported the activity to include its Tanod, health workers and barangay personnel. The medicines were provided by the Philippine Charity Sweepstakes Office Visayas Mindanao Office though its VISMIN Area Manager, HON WILLIAM H MEDICI, Department Manager III, VISMIN Online Lottery Operation, Philippine Charity Sweepstakes Office, Cebu City. Considering the number of barangay residents who were present and enthusiastically availed of the services, the activity was considered a huge success and serves its mission of providing services, thereby making the government closer to the Filipino people.

The following services were availed of by the barangay residents, namely; Medical – 635 persons, Dental (Tooth extraction) – 149 persons, Blood Pressure – 307 persons, Medicines dispensation - 835 persons and Barber services - 80.

The Dental, Nursing, Barber and Crowd Control team of MCSFPI, composed of 23 members (two (2) dental, six (6) barbers, five (5) registered nurses and ten (10) crowd control and support staff personnel from Marine Forces Reserve Central, Philippine Marine Corps) were joined by the following; three (3) medical personnel from Cebu City Medical Center, seven (7) medical and dental personnel from the Headquarters 2nd Coast Guard District Central and Eastern Visayas, seventeen (17) medical and nursing personnel and staff from the Cebu City Medical Center, five (5) dental personnel and members of Cebu Downtown Lions Club.

84) Humanitarian and Civic Assistance (HCA) Projects/Management and Control of Evacuees and Dislocated Persons - Sitio Tambisan, Barangay Tisa, Cebu City - 23 February 2010.

Selected Officers and Enlisted Personnel of the 51st Marine Reserve Battalion assembled and installed thirty four (34) Multi Purpose Tents with 45 folding cots (teheras) and serve as temporary shelters for the fire victims of Sitio Tambisan in Barangay Tisa, Cebu City that hit the area on 23 February 2010 and burned 100 houses and affected 150 families. Immediately after the fire was under control, the unit personnel started the installation at 7PM and ended at 1215AM.

85) In connection with the 73rd Cebu City Charter Day Anniversary on 24 March 2010, the following were given the prestigious Mayor’s Special Award;

86) The Officers and Members of Marine Corps Semper Fi Philippines, Inc (MCSFPI), an NGO of Marine Forces Reserve Central conducted a Medical Dental Mission at Barangay T Padilla, Cebu City on 27 February 2010 at the Barangay Covered Court Gymnasium.

The following services were availed of by the barangay residents, namely; Medical – 625 persons, Dental (Tooth extraction) – 133 persons, Pedia/Weight - 335 persons, Blood Pressure – 292 persons, Medicines dispensation - 769 persons and Barber services - 100.

87) As part of Community Service, The Unit committed on a best effort basis to provide blood to the indigent and needy children who needs blood in their confinement to various hospitals of Metro Cebu, wherein the Mission of Mercy Foundation will shoulder the cost of medicines and other fees. The most common ailment is dengue fever, malaria, leukemia and other diseases that need immediate blood transfusion and replacement.

88) The Unit personnel also rendered Military Funeral Services as Burial Guards, Pallbearers, Firers and Watches on deceased military personnel, both retired and active and veterans of WWII in Regions 7 and 8.

89) The Unit has charted in a different level by having its own domain in the cyberspace, “www.marforrescent.multiply.com” and an email address of “[email protected]”.

90). In line with the National Disaster Coordinating Council (NDCC) Memorandum Order # 07, S-1197 dtd 23 October 1997, RE: Integration of AFP Reserve Units into the NDCC System and NDCC Memorandum Order # 14, S-1998, RE: AFP Reserve Disaster Relief and Rescue Units (DRRUs) Integration in the DCC System both signed by SND, the NDCC – Office of Civil Defense 7 and the Cebu City Disaster Coordinating Council has deputized and appointed 51st

MRBN as a Disaster Response Unit as per Memorandum of Agreement signed by both parties.

91) The Unit with its Regular Activities on Public Affairs like, Symposium/Public Forum, Press, Radio and TV Releases, Advocacy and Information Campaigns and Community Dialogue. This also includes Activities on

Civil Affairs like; Medical/Dental/Optical Civic Action Program (MEDOCAP), Disaster Operations and Equipment Transfers,

Management and Control of Evacuees and Dislocated Persons, Environmental Concerns (Ex. Tree planting, Environmental Coastal Clean Up, Youth and Sports Development, Construction and Repair (Gawad Kalinga), Cleanliness and Beautification Projects (Brigada Eskwela), Other cause oriented activities, Humanitarian Assistance and Disaster Relief (HA/DR) Operations, Humanitarian and Civic Assistance (HCA) Projects, Military Support to Civil Authorities (MSCA), Blood Letting Activities, Crowd Control and others could help project a better image for the Armed Forces of the Philippines in General and the Philippine Navy in particular.

92) The various activities of the Unit in Reservist and Reserve Force Development Program (RRFD) of the Armed Forces of the Philippines has contributed immensely to the CMO Programs of the government by providing basic services to the people making them closer to the government. This activity for 6 years if computed and converted to a specific value runs to millions of pesos if funded by the Philippine Navy and the AFP in General, thus a considerable savings were made. In totality, the various RRFD Programs helped in winning the hearts and minds of the Filipino people and enhanced the image of the AFP as a unit whose members (regular and reserve) are professionals that adheres to its constitutional mandate.

93) In recognition of the voluntary services rendered with dignity to God, Country and People, the Unit and majority of its personnel are recipient of various military awards and commendations like Military Merit Medal, Military Commendation Medal, Civic Action Medal, Disaster Relief and Rehabilitation Medal, Visayan Campaign Medal, Anti Dissidence Medal and Others from Headquarters, Philippine Marine Corps, Headquarters Naval Forces Central and Headquarters Naval Reserve Command. Likewise, similar recognitions were made from LGU’s, NGO’s and other Private Organizations.

94) As of December 31, 2009, the Unit has a total of Five Hundred Forty Three (543) Personnel with Seven (7) Officers and Five Hundred Thirty Six (536) Enlisted Men/Women.
