Indian Ocean Region A fishing deal signed between the Somalia government and vessels tied to the China Overseas Fish-eries Association raises serious questions. Some Somalis, particularly those in the fishing community, worry that their livelihoods will be gutted, while others fear a return of piracy in the Gulf of Aden. “It’s shocking to see the ministry of fisheries signing such a one-sided contract with a Chinese compa-ny,” said Abdirizak Mohamed, a Somali MP representing the coastal Hirshabelle region, 40 kilometres north of Mogadishu, the capital. “It actually gives China the advantage,” he told RFI.

Incidents: 1. Chief officer on routine rounds onboard berthed Singapore-flagged product tanker noticed a boat under the forecas-tle and notified the other deck crew at 1630 UTC in position 23:02.02N - 070:13.39E, Oil Jetty No4, Kandla Port, India. Seeing the alerted crew, the boat moved away. On inspection, it was noticed that a store room had been broken into but nothing re-ported stolen. Port authorities notified. Reported (IMB) 3rd Feb.

Indian Navy orders additional mine countermeasure systemsThe Indian Navy (IN) signed an INR3.06 billion (USD42.8 million) deal in early February with Thales Australia for the supply of eight additional underwater mine countermeasure systems for fitment onto the service’s fast-attack craft.

Iran to stage military drill in Indian Ocean Rear-Admiral Touraj Hassani Moqaddam said on Thursday 7th. that the Army will hold a military exercise in northern Indian Ocean late in February. He added Iran’s Navy along with the Air Force will hold a large joint military exercise in the Makran Coast area. It was also revealed that Iran is in discussions with both China and Russia to hold joint naval drills in the region.

UNDC hosts regional meetingThe UNODC Regional Office for Eastern Africa and the Govern-ment of Eritrea convened this first-ever regional workshop in Eritrea on strengthening international and regional police co-operation in Eastern Africa from 30th January to 1st February. The 3-day workshop was attended by senior criminal justice officials from Eritrea, Ethiopia, Kenya, Somalia, Uganda, IN-TERPOL’s regional office for Eastern Africa and the Intergov-ernmental Authority on Development (IGAD). Its programme included discussions around effective, timely and appropriate communication and sharing of information on transnational or-ganised crime.

UN hears SA doing its best to curb maritime crimeSouth Africa is committed to its international obligations re-garding lawlessness at sea and actively combatting organised transnational maritime crime the UN Security Council was told last week.

SomaliaSomali National Armed Forces killed 30 Al Shabaab militants in a joint operation in Jamame in So-malia’s southern region of Lower Jubba, officials said on Saturday (9th) evening. Said Jogsade, Juba-land’s operational spokesman told journalists that Somali National Armed Forces backed by Jubba land forces and U.S. Africa Command killed 30 Al Shabaab extremists in an operation in Jamame town in Lower Jubba.

US air strikes kill terrorists in SomaliaUnited States special forces have killed at least 15 members of Islamist terrorist group al-Shabaab in two air strikes in Somalia, the US Africa command says. The terrorists were killed near the towns of Gandarshe and Bariire in Lower Shebelle Region on Wednesday and Thursday, the command said on Friday 8th.

President Farmajo meets with the UN Secretary GeneralThe Secretary-General met with President Mohamed Abdul-lahi Mohamed “Farmajo” of the Federal Republic of Somalia on Feb. 10th, on the margins of the African Union Summit.The Secretary-General commended the Federal Government of Somalia’s (FGS) reform agenda and underscored the im-portance of implementing the FGS’s roadmaps on Inclusive Politics, Security and Justice, Economic Recovery, and Social Development, in close cooperation with Somalia’s Federal Member States.

Kenya joins global coalition against Islamic StateOn Tuesday 5th, Kenya was formally accepted into the Global Coalition against Daesh (also known as Isil, Islamic State, or Isis), seeking to benefit from information shared and systems the countries use to tame financial flows to the terror group.

Somalia lobbies AU Summit for US$4.6 billion international debt cancellationSomali government officials, international development part-ners and civil society organisations engaged in humanitarian operations in Somalia met at the African Union Summit to lob-by African leaders to approve massive debt cancellation for war-ravaged Somalia.

U.S. Warns Citizens Of Possible Attack In KenyaOn Monday 11th, the United States warned its citizens residing in Kenya of possibly imminent attacks by terrorist groups, re-ferring particularly to the Islamic fundamentalist organization al-Shabaab.

AnalysisAl Shabaab continues to mount operations throughout the coun-try, despite efforts by US Central Command to degrade its ca-pabilities with ongoing airstrikes and the work done by AMISOM forces. Threat AssessmentThe political situation has seen increased tension between re-gional states and the Federal Government. Should this continue, there is an opportunity for criminal organisations to return to their previous maritime activities. Al Shabaab continues to challenege the government and efforts to disrupt its operations continue, although AMISOM forces will withdraw in 2019. The trade in il-legal charcoal by terror and crime groups continues, although the Combined Maritime Forces and UN are working on measures to prevent it. Youth unemployment in Somalia has not improved with 67% of Somali male youths aged between 14 to 29 unemployed. Pirate financiers offer lucrative and attractive opportunities, and were seen to be increasingly active in the last inter-monsoon period. Recent incidents off Somalia have highlighted the robust protections offered by both BMP5 and well trained, vigilant armed protection teams. Illegal fishing has returned to the region and there are wider political concerns that it could spark a resurgence in maritime crime unless checked. There is a risk that compla-cency in some quarters has seen a reduction in PMSC presence in these waters that could result in a piracy success. A lack of adherence to BMP5 protocol, particularly not maintaining a safe distance off the coast, has increased risks to shipping. Merchant vessels would be wise to maintain the same distance from the coast, particularly ensuring that the Socotra Gap isn’t taken. All vessels are advised to update risk assessments and register with UKMTO/MSCHOA prior to entering the Indian Ocean High Risk Area (HRA).

YemenThe office of the UN Secretary General stated that the UN Redeployment Coordination Council (RCC) for al Hudaydah reached a preliminary compromise “pending further consultation by the parties with their respective leaders” on February 7. The Chair of the RCC stated that he expected to reconvene consultation in the week of February 11 to finalize the details of redeployments. Saudi media reported that RCC-led talks ended without an agreement on a troop withdrawal from Hodeidah city and Hodei-dah, Ras Issa, and Saleef ports after talks on Feb. 6th.

Five Houthis killed by Yemen forcesFive Houthi militia were killed and another five were captured in an attack by the Yemen national forces in the southern Dhale province, state news agency SPA reported on Feb. 12th.

U.N. says grain stores in Yemen’s Hodeidah ‘at risk of rotting’The U.N. special envoy to Yemen on Monday 11th said the ur-gency of accessing grain stores trapped in a frontline position in the port city of Hodeidah was increasing as the food was “at risk of rotting”.

Fierce fighting in south after Houthi rebels blow up tribal leader’s homeHouthi rebels clashed with government forces in Yemen’s Dalea province for a third day on Monday 11th in a battle trig-gered by the insurgents blowing up the home of a local leader. The rebels stormed Al Makla village in Al Hasha district on Sat-urday and destroyed house of the tribal sheikh Abdul Jaleel Al Hothaiyfi for allegedly collaborating with the Saudi-led coalition supporting the government, according to a journalist working for the Yemeni army in the area.

Morocco withdraws from coalitionMorocco stopped participating in the Saudi-led coalition in Yemen and recalled its ambassador from Saudi Arabia. Moroc-can officials did not specify when Morocco halted its participa-tion in the coalition or why it chose to do so

Coalition denies transferring arms to militantsThe Saudi-led Arab coalition fighting to restore legitimacy in Yemen has viewed with concern media reports alleging the transfer of US military weapons to the Iranian-backed Al Houthi

militia and al Qaeda in the Arabian Peninsula (AQAP) in Yemen.

Saudi Coalition launches targeting Sana’a operationThe Saudi-led coalition in Yemen launched a targeting opera-tion in the Al Houthi-occupied capital, Sana’a, Saudi state TV reported on Saturday. The operation targeted a location for storing and preparing drones and launch vehicles in Sana’a. The coalition added that the operation conformed to interna-tional law and that measures were taken to protect civilians.

Houthis hit by tribal clashesHouthi forces and Hajoori tribal forces continued to clash in Kushar district in Hajjah governorate in northwestern Yemen on Feb. 7th. A spokesman for the tribe claimed that the group has killed over 75 al Houthi fighters and wounded over 150 oth-ers after two weeks of fighting.Offshore talks continueNew UN Monitoring Team Leader Michael Lollesgaard, who replaces Patrick Cammaert, joined talks between representa-tives from the al Houthi movement and President Abdu Rabbu Mansour Hadi’s government aboard a UN ship off the coast of western Yemen on February 6th.

Mediterranean Spain has rejected a plan put forward by Germany and France aimed at establishing a mechanism to take in irregular migrants who arrive in the European Union. Madrid voiced its objection to the idea on Thursday 7th given that it would be limited to migrants who arrive in Italy or Malta, and would not include Spain. This is despite the fact that since last year, the latter country has had to cope with the highest number of arrivals.

Vessel in distress off LibyaJapanese media reported on Feb. 12th that a boat containing up to 150 migrants was reportedly in distress off Al Khoms, Libya. An Italian NGO was appealing for assistance in rescu-ing the occupants, hoping they wouldn’t be returned to Libya.

Ship Carrying Undocumented Migrants Sinks Off Algeria’s CoastA small ship with 18 undocumented migrants on board sank in the Mediterranean Sea near the Algerian city of Oran on Saturday 9th, at least two people have died in the incident, the Algeria Press Service (APS) news agency reported.

Mediterranean Migrant Arrivals Reach 6,932; Deaths Reach 211The International Organization for Migration (IOM) reports that 6,932 migrants and refugees have entered Europe by sea through the first 38 days of 2019, a 12 per cent decrease from the 7,795 arriving during the same period last year. Deaths on the three main Mediterranean Sea routes through just over five weeks of the new year are at 211 individuals, compared with 391 deaths during the same period in 2018.

France not to take migrants saved in Med: Italian mediaFrance will not take irregular migrants rescued in the Medi-terranean Sea any longer, Italian local media claimed on Fri-day 8th citing officials. “France has changed its mind about taking a share of the 47 asylum seekers that recently disem-barked from the Sea-Watch search-and-rescue ship in Sic-ily,” Italian news agency ANSA reported citing Interior Ministry officials.

The current migrant smuggling situationThe politcal impasse in the region continues, with news that Spain has rejected efforts to create a mechanism to take in migrants who arrive in the EU. Hopefully, this can be solved with further incentives from the EU itself, although this is by no means certain. As efforts at sea falter, the need for greater po-litical agreement becomes more pressing. Crossing numbers fo January remain down, year on year, but fatalities continue to rise. The political will to make meaningful change remains elu-sive, while Italy’s position on migrant disembarkation is largely unchanged.

LibyaThe African Union (AU) has proposed a global conference in July to try to resolve the conflict in Libya with the aim of holding elections in October. A statement on Tuesday 12th said the 55-member body would like to hold “an international conference on reconciliation in Libya under the auspices of the AU and UN” during the first half of July.

East Libyan force wants to take El Sharara oilfield by talksEast Libyan military forces are in talks with protesting state guards to take over the nation’s largest oilfield El Sharara peacefully and pass it to the state oil firm, a commander said on Monday 11th. Haftar’s forces have pledged to hand control over to Libya’s National Oil Company, media reports state.

Feuding tribes unite as new civil war looms in Libya’s southIndigenous tribes, the Tebu and Tuareg, at loggerheads since 2014, are forging an alliance under the UN-backed Government of National Accord (GNA) to defend southern Libya against military advances by forces loyal to the country’s eastern gov-ernment. Libya’s vast southern Fezzan region has languished outside any meaningful government control since 2011.

Libyan National Army ask UN to impose sanctions on TurkeyThe spokesman of commander Khalifa Haftar’s self-styled Libyan National Army (LNA), Ahmed Al-Mismari, appealed to the United Nations to impose sanctions against Turkey for sup-porting extremists in Libya, Russian news website Sputnik re-ported on Thursday 7th.

Chadian army captures 250 rebels from LibyaThe Chadian military on Saturday 9th said it had captured more than 250 rebels, including some top leaders, after an operation against a convoy of militants trying to cross into the country from Libya in late January that also involved French airstrikes.

Libyan Red Crescent in Derna receives medical supplies from ICRCThe Libyan Red Crescent Derna branch received a shipment of medicines and medical supplies from the International Com-mittee of the Red Cross (ICRC). The shipment was delivered to the therapeutic hospital “Al-Wahda” in Derna, and from there, some was forwarded to Harish Hospital in the city, according to the Red Crescent.

Gulf of GuineaMaritime experts on Saturday 9th urged the Nigeria Maritime Administration and Safety Agency (NI-MASA) to involve unemployed seafarers into the maritime security outfit to create jobs and reduce despondency among cadets. In interviews with the News Agency of Nigeria (NAN) in Lagos, the ex-perts said the spate of sea robbery in the nation’s waters could be reduced through job creation for unemployed seafarers.

Incidents: 1. Duty crew on routine rounds onboard a berthed product tanker noticed a robber armed with a knife at 0340 UTC in position 06:21.1N – 010:47.8W, Port of Monrovia, Liberia. Alarm sounded, resulting in the robber escaping. On searching the vessel, ships stores were reported stolen. Incident reported to local agent and port control.Reported (IMB) 9th Feb.

We destroyed 637 illegal refineries in Niger Delta in 2018 – NavyNo fewer than 637 illegal refineries were destroyed by the Nigerian Navy in the Niger Delta in 2018. The Chief of Naval Staff, Vice Admiral Ibok-Ete Ibas, announced on Monday 1th in Abuja, while briefing newsmen on the record of the Navy in 2018.

FG Tackles Maritime Criminalities- Dakuku The Federal Government through the Nigerian Maritime Administration and Safety Agency (NIMASA) has undertaken surveillance training for officers from the Nigerian Army, Nige-rian Navy, Nigerian Air Force, Nigeria Police, the Department of State Services (DSS), and NIMASA, on the C4I Integrated Surveillance Systems operation. The system will aid the coor-dinated view of the entire Nigerian maritime domain.

U.S. Turns Over Boathouse to Liberian Coast Guard The United States government has constructed and turned over the Liberian Coast Guard Buchanan Station Boathouse and Ramp to the Armed Forces of Liberia. The dedicatory ceremony was held at the Port of Buchanan on Wednesday in the presence of scores of government officials and President George Weah, who cut the ribbon.

Singapore-flagged vessel released after being seized off CameroonA Singapore-flagged oil tanker, which was reported to have been seized by private militiamen in Cameroon last week, has been released. In a statement on Wednesday (Feb. 6th), Singapore-based firm Eastern Pacific Shipping said it had confirmed the vessel, named Barents Sea, had departed the port of Limbe in Cameroon with all 26 crew members

South East AsiaThe curfew in the waters off seven districts in the Eastern Sabah Security Zone (ESSZone), which is scheduled to end on Feb. 10th, has been extended to Feb. 25th, said Sabah police commissioner Da-tuk Omar Mammah. He said the curfew, from 6pm to 6am, covered the waters off Tawau, Semporna, Kunak, Lahad Datu, Kinabatangan, Sandakan and Beluran.

Duty crew on routine rounds onboard anchored Singapore-flagged tanker noticed a robber escaping via the hawse pipe and raised the alarm at 2205 UTC in position 03:55.40N - 098:40E, Belawan Anchorage, Indonesia. Crew mustered and on searching the vessel ships properties reported missing. Re-ported (IMB) 5th Feb.

Sayyaf leader behind Sabah abductions killed?Abu Sayyaf terrorist Indang Susukan, known to have played major roles in several kidnap-for-random incidents involving Malaysians and foreigners in Sabah over the past decade, is presumed dead. According to Philippine military intelligence reports, Indang was seriously injured following a military of-fensive in the Patikul village area, Sulu province and later died.

Abu Sayyaf member in bombing, abduction arrested in Ma-nilaAn alleged Abu Sayyaf member wanted for kidnapping and il-legal detention was arrested at Ermita, Manila, Sunday morn-ing, the Philippine National Police (PNP) announced on Tues-day 12th.

Central and South America The Jamaican Government is looking to further build out the Jamaica Defence Force’s (JDF) new Mari-time, Air, and Cyber Command Unit. National Security Minister Dr Horace Chang said that over US$36 million has already been spent to acquire state-of-the-art aircraft for the division. A Beechcraft King Air 350 WR maritime patrol aircraft (MPA) and two Bell 429 helicopters were commissioned into service last November.
