History
Welcome to Maritime Risk Claim Solutions, Inc. We are a non-profit
education provider.
MRCS provides continuing education for insurance adjusters and
producers, legal continuing education credits for attorneys and continuing
education credits for certified and associate marine surveyors with the
National Association of Marine Surveyors.
MRCS is the idea of bringing a practical education program to all involved
in the maritime industry. MRCS was founded by Tim Anselmi and
Anthony Anselmi of Central Maritime, LLC, and Ms. Jill S. Willhoft of
Baldwin, Haspel, Burke & Mayer, LLC, which began in 2014. The education
curriculum brought together local vessel owners, repair facilities, insurance
professionals, attorneys, salvors, regulatory representatives and marine
surveyors in a comfortable environment.
MRCS envisioned creating and building a maritime education program as a
non-profit company to support charities.
MRCS time and efforts were to inspire our maritime community to
participate in a quality and relaxed education program, that would give
back to our society.

All our speakers, sponsors, supporters and competitors are volunteers.
Their dedication is inspirational.
At the end of each tax season following the MRCS, Inc. seminar, the net
profits are split between local Autism foundations and Children’s Hospital
for cancer research.
MRCS organized a great team of professionals with a heart for giving. The
speakers volunteer their time to provide practical education presentations
in a relaxed environment. The sponsors give to a cause worth believing in.
The atmosphere and surroundings chosen provides the perfect place to
relax and enjoy the education.
The motivation, inspiration and ambition grows with each year with our
registrants and supporters. MRCS, Inc. does its very best to inspire those in
our industry to be part of something good, but each year, it is MRCS that is
inspired by our supporters.
The event ends with a time to enjoy, from a fishing rodeo after the first
event, to a chili cook off competition for the past three (3) years. This year
will be a gumbo cook off for a cause competition.

Welcome to this year’s education curriculum. This year MRCS will
provide seventeen (17) guest speakers to have a closer look into
the following:
The morning will begin with a marine surveyor’s role as a hull and
machinery surveyor, focusing on customary industry practice and
protocol when preparing damage surveys, including
communications and responsibility of each surveyor.
This presentation will also examine changes when developing a
damage marine survey comparing repair recommendations prior
to and post U.S. Codes of Federal regulations.

The morning will continue with U.S. Coast Guard Personnel
educating the audience addressing non-conformities, risk
uncovered on a vessel, which could lead to a marine casualty.
We will hear from a maritime safety auditor and maritime
professional defining a gap analysis, in an effort to prevent a
marine casualty.
A maritime attorney will educate the audience on the possible
effects on insurance coverage if marine equipment suffers a loss as
a direct result of deficiency uncovered by regulatory body, which
was not corrected.

Just prior to lunch, a pollution consultant will educate the
audience on the increase in pollution clean up cost depending on
the geographical area of a spill.
He will give the audience a closer look into the equipment utilized
for spill clean up.

An in-house counsel for a maritime company will discuss ethical
procedures in reporting a new marine loss to insurance
underwriters. He will identify in the regulations the difference
between a major and minor marine casualty, and the duties of a
vessel owner concerning communication following each level of a
loss.
An insurance professional will first identify important personnel
and services utilized to resolve a marine claim, and their role. He
will then address ethical conduct required of each professional
engaged.

The PM presentations will focus on the risk and procedures when
a company charters marine equipment.
The afternoon will begin with a marine surveyor’s role in
conducting, communicating and reporting a charter survey.
The surveyors will address risk to be expected when conducting
the survey.
The following presentation will educate the audience on an
attorney’s review of a charter contract, and possible areas which
could lead to future difficulties during the course of the charter.
The second half of this presentation will focus on an underwriter
claims adjuster presenting scenarios on charter contract issues
which may affect insurance coverage.

Ms. Rosamond is a maritime attorney. She helps maritime and
energy industry companies defend marine and energy disputes
that arise from the nature of their business. In the past year, she
has expanded her practice to include Louisiana workers
compensation claims.
She has recently been named a Committee Member of Maritime
Risk Claim Solutions, Inc. and is the Past-President of the
Terrebonne Bar Association.
Prior to joining the firm, Ms. Rosamond served as a law clerk to the
Honorable George J. Larke, Jr., 32nd Judicial District Court for
Terrebonne Parish, Louisiana. Ms. Rosamond was also in-house
counsel for a maritime and energy company.
She is an avid boater who enjoys reading and spending time with
her family and dog.

Amanda Howard Lowe is a partner in the New Orleans office of Kean Miller. She joined the firm in 2009 and practices in the admiralty and maritime, energy and corporate litigation groups. Amanda has considerable experience in a wide variety of admiralty issues, including Jones Act and personal injury defense, maritime litigation, oil and gas exploration, drilling accidents, well blowouts, cargo damage, ship collisions, ship allusions, vessel groundings, lift board and jack-up rig accidents, vessel mortgage filings, product liability, redhibition, as well as premises liability, construction defect litigation and general personal injury litigation. Tim Anselmi’s career in the maritime industry began in 1979. He started working his way as
an ordinary seaman onboard an offshore towing vessel immediately after graduating high
school.
Worked his way up the ranks, he received his 200 ton Master of Uninspected Towing Vessels
in 1984, an Unlimited Tankerman ticket in 1985, and upgraded his license to a 1600 ton
Master of Towing in 1992.
Having more than 20 years on offshore towing vessels, Tim has operated a variety of towing
vessels of various sizes and horsepower from the Northern and Southern Gulf of Mexico to
San Juan, Puerto Rico and the Atlantic Coast.
His towing experience includes towing material and tank barges, offshore anchor handling,
operating ship docking tugs, towing offshore semi-submersible and jack-up drilling rigs.
In 1999, Tim began marine surveying for a New Orleans based firm.
In May 2005, he established Central Maritime, L.L.C. in Lockport, LA.
Tim is a Certified Marine Surveyor with the National Association of Marine Surveyors
(NAMS) and a candidate member with the American Society of Appraisers (ASA).
In addition to surveying and being an active member in the various associations mentioned
above, Tim has been qualified as an expert in a number of federal and state courts, testifying
in many areas, including vessel damages, marine liability, and marine violations.
Tim resides in Larose, LA with his wife of thirty six (36) years, Debra.

BIOGRAPHY:
Mark Shiffer started his career during 1970 on ocean going tugs, sailing as
an engine operator and deck hand; towing ships and barges. In 1974, he
took a shore job with an inland towing company rising to manager of
separate fleeting facilities on the lower Mississippi and the Illinois Rivers.
For the next ten years, Mark was a Shipyard estimator and manager of
large and smaller Shipyards and Gas Free Plants, specializing in gas free
and repair of ships, drilling rigs, tank barges and tugs, inland and offshore,
finalizing his career as a working managerial executive with a steamship
company.
Mark joined M. J. Schiehl and Associates as a marine surveyor in 1993;
receiving his NAMS Hull and Machinery certification in 1998. He started
Mark Shiffer Surveyors Inc. as a small family business in 2002 and remains
as President and Senior Surveyor.
Mr. Shiffer has collected certificates as an ABS UT external Specialist; ISO
Internal Auditor, Competent Person, and Hazwopper; he has qualified in
several Federal and State courts as an Expert Witness.

Additionally, Mr. Shiffer has authored technical papers on static electricity
in gas freeing operations and audio gauging for 30 -year section
calculations. He has been a regional representative for the East Gulf Region
and has served on committees for NAMS.
Mark's history has taken him to ports along the Arabian coast; Italian coast;
Malta [Desert Storm]; British Isles; Canada; Mexico; and all three U.S.
coasts. He has participated in a number of marine salvage operations
caused by explosion, oil spills, allision, collision and sinking; he has
performed cargo operations of varying types; has overseen many Shipyard
projects; and has enjoyed a close working relationship with many Class and
Flag State Surveyors and the United States Coast Guard.
Mark is a tennis player, scuba diver and small plane pilot. His home and
business are located in Chalmette, Louisiana, where he lives with Cindy,
his wife of 41 years, and their two dogs.

Biography:
Jay knows first-hand about the overwhelm and frustration ofdealing with a marine casualty from all sides of the equation. He isa degreed and licensed engineer who has over 35 years ofexperience in the marine industry, from sea going operations toworking in various supportive roles ashore. Jay’s career includesworking with passenger vessels, inland and ocean-going cargovessels, dredges, offshore drilling units, research vessels, fishingvessels, international towing vessels; and the last 10 years focusingthis work experience in his role as a Marine Surveyor.
Jay holds a Bachelor of Engineering in Marine Engineering, fromthe State University of New York Maritime College, at FortSchuyler, New York. Eric Verdin-SPEAKER
Eric Verdin’s career in the maritime industry began in May 1984 working as a
deckhand on offshore crew boats immediately after graduating high school at the
young age of 17.
He got his 100 ton license in 1986 at the age of 19 and worked on crew and utility
vessels for 10 years prior to upgrading his license to 500 ton in 1996. His license has
since been upgraded to 1600/3000 ton in 1997.
His experience includes crew boats, utility boats, towing vessels, seismic/research
vessels, dive vessels, and anchor handling vessels, all of which are domestically in
the Gulf of Mexico.
In 2000, Eric began working at a U.S. Coast Guard approved training facility where
he wrote and instructed Coast Guard approved courses.
In 2003, he became Safety and Compliance Manager for a towing and crew boat
company in Houma. His duties and responsibilities were writing, monitoring, and
improving the company’s Safety Management System (ISM) and MTSA mandated
Vessel Security Plans. He also participated with U.S.C.G. ’ s Towing Safety
Advisory Committee (TSAC) groups working on towing vessel inspection (Sub-M)
and licensing issues.

Eric Verdin-SPEAKER
He began working as an Offshore Supply Vessel (OSV) Technical Advisor in February
2010 for the U.S. Coast Guard Outer Continental Shelf National Center of Expertise (OCS
NCOE), providing specialized training to Coast Guard marine inspectors/investigators,
conducting OSV safety/compliance inspections, and providing expert knowledge on
OSV regulatory issues.
Eric began working for Baker Marine Solutions, LLC, in 2013 where he conducted
different types of vessel audits, inspections, and general conditional and load surveys
along the Gulf Coast. He conducted many Dynamic Positioning DP Trials on many types
of DP Class Vessels.
In Sept of 16 Eric returned back to the U.S. Coast Guard’s OCS NCOE where he currently
works as an OSV Technical Advisor providing specialized training to Coast Guard
marine inspectors/investigators, conducting OSV safety/compliance inspections, and
providing expert knowledge on OSV regulatory issues.
Eric’s training in inspection and auditing includes: ISM Internal Auditing, ISO 9001
Leading Auditing Course, OCIMF OVID Inspector’s Training, TVIB’s RCP Auditor’s
Training and U.S. Coast Guard Marine Inspectors Course (MIC).
Eric also teaches the regulatory section of the Intro to Maritime Management at Nicholl’s

Born in New Orleans in 1966 and grew up in Lafourche Parish and worked on my first towing vessel in 1975.After graduation from Nicholls State University in 1988 spent a career in the U.S. Army consisting of deployments to Saudi Arabia and Kuwait during Operation Desert Storm in 1990 and Iraq in 2004 during Operation Iraqi Freedom concluding after 23 years of service and retirement as a Lieutenant Colonel in 2012 from the Louisiana Army National Guard. Various assignments consisted of working on Brigadier General Basilica’s staff with the 1st Cavalry Division and 3rd Infantry Division.
Spent several years on the Towing Safety Advisory Committee in Washington DC.

Frederick William (“Billy”) Swaim III is a native New Orleanian who honed his legal habits early,
born to a home where the language of law comprised the daily discourse with his dad and namesake
a law professor for four decades, his mom a litigator, and his older sister a future prosecuting
attorney.
After obtaining his Juris Doctorate from Loyola University New Orleans College of Law, Billy secured
a Masters of Law (LL.M.) in Admiralty from Tulane University, with distinction. While in the LL.M.
program, he published in Benedict on Admiralty. Billy joined Galloway Law Firm soon after earning
his degrees. He is licensed to practice law in Louisiana, is admitted to practice law in the federal
courts in Louisiana and Texas, has handled many cases in other United States jurisdictions on a pro hac
vice basis (Alabama, Florida, Mississippi, New York, Ohio, and beyond), and has been involved in
several international arbitration and litigation matters. He is an experienced litigator with a practice
primarily focused, domestically and internationally, on maritime (blue and brown water),
construction, property (including bad faith), coverage, and corporate / transactional law. Billy has
presented on many topics around the world and has taught classes (as an adjunct / substitute
professor) at Loyola University New Orleans, Tulane University A.B. Freeman School of Business, and

Simmons is the president of Es² and has over 30 years of experience in the oil and gas industry, much of which is in the area of oil spill response management. Robert Simmons has a degree in Mechanical Engineering and holds a Professional Engineer (P.E.) registration in Louisiana in both Mechanical and Environmental Engineering. Prior to becoming a consultant in 1998, Robert was employed by Exxon Company USA Production Department for 16 years as an engineer, which included various professional and supervisory assignments in drilling engineering, facility engineering, machinery engineering and maintenance, and other project management. While still at Exxon, he served as a Task Force Operations Manager in Prince William Sound, AK during the Exxon Valdez spill cleanup in 1989 and has been directly involved in the field assessment, management and science support on hundreds of other spills and marine casualties since then. He has developed and conducted numerous spill response drills and customized training sessions on various spill response related topics. Robert has been involved in various aspects of over 600 spill incidents in the past 21 years including Environmental Section activities, Planning and Operations section activity, overflight surveillance, SCAT, NRDA , cost management and insurance claim review. He has been engaged as an expert witness, has prepared expert reports and provided testimony in depositions and in federal court. He served initially as a SCAT Coordinator and then a SCAT Team Lead on the BP Deepwater Horizon response from 2010 to 2013. Robert also has experience with performing Habitat Equivalency Analysis (HEA) and Resource Equivalency Analysis (REA) in association with consulting activity for NRDA cases. In addition to management of Es² and associated project work, Robert has been retained since 1998 by the Water Quality Insurance Syndicate (WQIS) as a Surveyor and Principal Consultant to manage and respond to marine pollution incidents involving their insured’s, including review and assessment of spill response costs and claims management.

Mr. Paskewich served in the U.S. Coast Guard for 26 years, retiring at the
rank of Captain.
Since 2007, he has served as the President of Clean Gulf Associates
Incorporated (CGA). During his tenure, CGA has dramatically expanded
its extensive oil spill response capability including acquisition of a new
retrofitted DC-3 dispersant aircraft, a significant increase in CGA owned
mechanical recovery and contracted surge equipment that has quadrupled
CGA’s effective daily recovery capacity, and an improved wildlife
rehabilitation capability.
Mr. Paskewich, a graduate of the Coast Guard Academy, also holds a
Masters Degree in Naval Architecture and Marine Engineering and
Mechanical Engineering from the University of Michigan and is a licensed
Professional Engineer.

Billy Courtenay is a Commercial Insurance Producer with Mcgriff, Seibels& Williams in Metairie, LA. He specializes in ocean marine and transportation accounts. During and prior to entering the insurance industry, he was a Boatswain’s Mate in the United States Coast Guard. He specialized in small vessel operations and port security with duty stations throughout the US Gulf Coast and the country of Bahrain, post 9/11.
In addition to being in the USCG, in 2001, he began his insurance career at G&M Marine, Inc., in New Orleans, LA, adjusting Hull and Protection and Indemnity claims for offshore/inland marine companies and the commercial fishing industry. In 2005, he became claims manager and oversaw and adjusted 550 marine claims as a result of Hurricane Katrina. In 2009, he entered the underwriting department at G&M Marine, Inc. In 2012, he joined International Marine Underwriters, specializing in Marine General Liability, Hull, Protection & Indemnity, Ocean Cargo, Excess and Bumbershoot liabilities for companies based throughout the US. He has since left underwriting and joined McGriff, Seibels & Williams to better utilize his knowledge and experience in the insurance industry in order to provide superior service to his clients. He holds a bachelor’s degree in Criminal Justice from Loyola University New Orleans. He is a past director of the Mariners Club Port of New Orleans, member of the Propeller Club of New Orleans, an avid fisherman and outdoorsman. Michael F. Vitt is Vice President, Operations for E.N. Bisso & Son,
Inc. a New Orleans-based Ship-Assist and Offshore Towing
company with 17 towing vessels operating upon the Lower
Mississippi River, the Gulf Coast and the East Coast of Florida. He
is a graduate of Tulane Law School and the University of
Baltimore. Prior to attending law school, Mr. Vitt sailed on towing
and other vessels while holding a license as Master, 1600 Gross
Tons, Mate and First-Class Pilot of Any Gross Tons. He is a
member of the Maryland and Louisiana Bars and practiced
maritime law before joining E.N. Bisso. In addition to managing
vessel operations, he has supervised the new construction of
several azimuthing stern drive towing vessels and is supervising
the construction of two more for delivery in 2019 and 2020.

BIOGRAPHY:
Anthony J. Anselmi began his maritime career at 18 years old while
attending Nicholls State University, working for an oilfield contactor
company at multiple shore side oilfield service facilities between
Galliano and Port Fourchon, LA. Anthony began marine surveying in
2005 as an apprentice under Tim Anselmi, principle Marine Surveyor at
Central Maritime, LLC. Anthony holds a Bachelor’s degree in Political
Science from Nicholls State University and is a certified marine surveyor
with the National Association of Marine Surveyors (NAMS) Anthony is
also pursuing membership with the American Society of Appraisers
(ASA), having completed the Uniform Standards of Professional
Appraisal Practice course and ME 201 Machinery Valuation course. In
his spare time, Anthony enjoys spending time with his wife Kristen and
his two sons Peyton and Anthony Jr, and training, teaching and
competing in Brazilian Jiu Jitsu.

James E. Stansbury, III has been a full time Marine Surveyor for over 26
years. James is an Accredited Marine Surveyor with the Society of
Accredited Marine Surveyors (SAMS) and is a Certified Marine Surveyor
with the National Association of Marine Surveyors (NAMS).
He graduated Morgan City High School in 1990 and attended General
Study’s courses at Nicholls State University during 1990 - 1992. He worked
in the vessel operations and vessel repair industries while attending
college. He is the owner, operator and principle marine surveyor of
Stansbury & Associates, LLC, that was established during 2005.
James was born and raised in Amelia, Louisiana. He has been married to
Tiffany Landry Stansbury of Berwick, Louisiana for 19 years. They have
two (2) sons, Grant 17 and Kyle 12. In addition to Marine Surveying, he
enjoys time hunting, fishing, & coaching youth baseball.

Will Bland, III, who is one of the firm founders, has more than 42 years of experience
as a litigator. Will’s practice focuses on maritime personal injury defense, maritime

Fortune 500 and local one-boat companies, and he regularly represents vessel

Bill Donohue leads the Marine Claim Department at RLI Insurance Company, a specialty insurance company that offers a variety of marine coverages including Cargo, Hull and P&I, Marine Liability, Marina and Boat Dealership Liability, Marine Artisans Liability, and Inland Marine, as well as a full portfolio of non-marine related products in the Property & Casualty insurance space. Prior to joining RLI, bill served as a Lieutenant Commander in the U.S. Coast Guard, first as a Judge Advocate attorney advising field personnel conducting law enforcement, national defense, port security, environmental protection, search and rescue and marine casualty response operations. Jason Kenney is a native of New Orleans, Louisiana and grew up on the waters and
bayous of South Louisiana and the Gulf Coast. He received a Bachelor of Science
from Louisiana State University and thereafter, earned his Juris Doctorate from
Tulane University Law School. During law school, he was an active board member
of the Tulane Moot Court, was the Moot Court Junior Trial Champion, and a Senior

Corey Parenton was born in Thibodaux, Louisiana. He received a Bachelor
of Arts from Louisiana State University, during which time he was employed
by the Louisiana House of Representatives. Thereafter, earned his Juris
Doctorate from Loyola University School of Law, where he served as Editor
in Chief of and was published in the Loyola Maritime Law Journal. He also
helped to re-establish the Maritime Law Society on campus.
Corey’s practice focuses primarily on admiralty and maritime litigation, and
he has established a successful appellate record including a large additur
for a personal injury plaintiff, dismissal by the Louisiana Supreme Court on
a suit filed in an improper forum, reduction of a general damages award by
a maritime personal injury plaintiff, a determination of vessel status for
limitations, and reversal of a general damage award for a property damage
claim. Corey is admitted to practice before the United States Supreme
Court, United States Court of Appeal, Fifth Circuit, United States District
Courts, Eastern, Middle and Western Districts of Louisiana and all state
