• Added to core tasks:– Providing vessel positioning and earth observation

data for national authorities and EU bodies for measures against piracy and intentional unlawful acts;

– Improving identification and pursuit of ships making unlawful discharges;

– Using CleanSeaNet for monitoring extent and environmental impact of pollution caused by oil and gas installations

• Added to ancillary tasks:– Assist Commission with the development of

Common Information Sharing Environment for the European maritime domain

• Combination of national, regional and European cooperation possible: for example SafeSeaNet;EMSA cooperates with HELCOM and North Sea AIS servers hosted in Italy and Denmark

• Systems and tasks of EMSA are based on European legislation; services often based on MoU’s and SLA’s

• SLA with EU NAVFOR in place (Civ-Mil cooperation)• Blue Belt pilot project with customs• Soon tailor made-cooperation with:

– EFCA (15 May onwards)– FRONTEX– EUROPOL

• Benefits: economies of scale, avoid duplication of systems and efforts, combining more/different data sources

• Commitment: contribute to data costs and system adaptation, recognized governance structure

• EMSA is an institutional service provider of integrated maritime picture as “basic supply”: cooperation based on sharing “input”, not sharing “output”

• EMSA pursues Inter-Agency cooperation• More cost savings can be achieved by pooling resources
