National Transport Strategy
• Ministry of Economy and Sustainable Development (MESD) of Georgia is a policy making body
• Joint project of MESD and the Asian Development Bank (ADB) approved and being implemented aims the development of National Transport Strategy (NTS). Formulating following main objectives of NTS:– Integration of Georgia into the international transport sector and
increase the potential of national transport sector;– Development of multimodal transportation & regulatory framework;– Tools for creation and supporting of investment opportunities in
Georgia’s transport sector;– Adhering to international treaties and monitoring of their sustainable
implementation and establishing effective and measurable monitoring mechanisms.

MTA Human Resources (contd.)
• MTA personnel are competent on the basis of the appropriate education, training, skills and experience. Predominantly high education, university diploma or equivalent is required.
• Information regarding the qualification of the personnel is kept in the Administrative Department in the personal files of the employees.
Competence, Training and Awareness:
• Qualification requirements are stated in JD• Annually heads of the departments and administrative department define which
employee needs specialized trainings and compile a training plan. The training plan is confirmed by the Director. Records of conducted trainings are kept in personal files of the employees in the Administrative Department.
• Quality Service conducts workshops with the staff taking into consideration matters related to actual developments in quality standards and implementation within the Agency. Such workshops are recorded in QS files.

– implementation of Maritime policy within the maritime space of Georgia, including the legal regime established by international law and the implementation of control measures;
– the legal regime for the protection of the maritime space independently or in interaction with the bodies responsible for carrying out border control, organizational-legal, administrative, immigration, environmental protection, search and rescue and other marine related activities;
– organizes the protection and security of maritime ports and strategic facilities
– Enforcement and punishment for administrative offenses;
MENRP – National Agency for Environmental Protection – Black Sea Conventional Inspection
(MARPOL and Bucharest Convention Focal Point)
• Functions of MENRP:– to organize environmental planning system; – to elaborate and implement state policy, target programs, strategy of
environmental protection for sustainable development, national environmental action programs and management plans in the field of environmental protection and natural resources;
– to protect and preserve unique landscapes and ecosystems, rare and endangered species of flora and fauna that are characteristic for the country, biodiversity, atmospheric air, water, land and mineral resources;
– to implement public administration (regulation, registration, supervision and control) on waste management and chemicals;
– to follow the Georgian legislation in the field of environmental protection and to implement the international obliations within its competence.
Human Element - MES & EQE
• In accordance with Article 5 of the law of Georgia on Enhancement of Educational Quality, and the Laws of Georgia on Higher Education and General Education National Centre for Educational Quality Enhancement maintains authorization procedure for educational institutions and accreditation procedures for educational programs.
• In accordance with the LECS Article 5, para.1, subpara. (e) LEPL National Centre for Educational Quality Enhancement grants authorization to higher and professional institutions, including Maritime Educational Institutions and accreditation to their programs. Representatives of the Maritime Transport Agency are the members of the authorization and accreditation council for maritime educational institutions.
OPERATIONAL ASPECTS of NCAs
• MTA Maintains mandatory quality management system in accordance ISO 9001:2008 (Full compliant – last assessed 01.07.2014)
• No QMS for Georgian CG, MENRP & Hydrographic Service (not required)
MTA – Operational Aspects
• 15.04.2011-01.01.2012 State budget of Georgia financed 30% of annual budget of MTA
• Starting from 2012 MTA is a self-financed entity and relies only on its income.
• MTA is entitled to collect service fees in accordance with the Minister Order No. 1-1/592, dated 15April, 2011 on “Rules and Conditions on the Types, Terms, the Amount of Fees, also Method of Payment and Refund of Fees for the Services Rendered by Legal Entity of Public Law – Maritime Transport Agency”. However, the annual tonnage tax still goes in the state budget in accordance with the Law of Georgia on “Registration Fees”.

MTA – Operational Aspects
• All ports in Georgia are private or under concession regime
• MarCode enables MTA to have appropriate infrastructure for PSC on the territory of ports. Investment agreements contain appropriate provisions that guarantees infrastructure for Georgian authorities (does not include mandatory equipment which shall be provided by the State).

Operational Aspects - TAIIB
COORDINATION
• The coordination mechanism between entities involved is established by Georgian legislation
An example of Cooperation:
• In order to meet and apply the requirements of the Law of Georgia on Sea Rescue Service-2000/2014 and International Conventions as SOLAS/1974, MARPOL 1973/1978, CLC/1992 and OPRC/1990, MRCC Georgia has been legally appointed as the responsible authority to perform the management and mission co-ordination for Oil Spill Response activities.
• In oil spill response Tier 1 level head of State supervision and control services of the port - Harbor Master appointed with MRCC Georgia as an On-scene Commander and coordinates oil spill response at the port or within 12 nautical miles from the port involving with oil terminal or Harbor authorities.
• In oil spill response Tier 2 level MRCC Georgia coordinates all activities for the oil spill response involving various ministries and agencies.
• In oil spill response Tier 3 level MRCC Georgia mobilizes all available national resources and depending upon the circumstances requests international assistance.
Needs Assessment
• Georgia hosted IMO Fact Finding mission in 2010 and follow up mission in 2012.
• Georgia as a beneficiary Country for TRASECA II Project benefited needs assessment missions and IMSAS Mock Audit and follow up missions in 2014.
Future Needs
• Support of MTA for implementation AP after IMO IMSAS in February 2015
• Training of TAIIB investigators and certification therein
• Training of MTA FS staff
• Institutional Support of MTA in regards MARPOL compliance
• Support of MTA in regards establishing VTS
• Review and recommendations on draft amendments to the Administrative Misdemeanors Code of Georgia in regards enforcement mechanisms.
