The flagship event of the IJF World Judo Tour, the annual World Championships, is set to take hold of Chelyabinsk from 25-31 August.

Just before the World Championship, Russia will host the third Grand Slam of the year in Tyumen and their ability to stage the sport’s leading events is only matched by the accomplishments of their world-class judoka.

The World Championships are a celebration of our sport. A celebration of elite performers testing themselves on the year’s greatest stage with sports fans around the world engrossed in the breathless action.

Every nation and every judoka has earned this opportunity to compete at the World Championships because of years of sacrifice, dedication and values of judo guiding them through their careers. We have the pleasure to see judoka from the world around going toe-to-toe and ever-increasing numbers from developing nations. This process has been accelerated by the IJF’s ongoing Development and Education activities around the world which are at the cornerstone of our World Judo Tour.

The World Championships will once again conclude with the Team Championships which take on greater significance every year. The atmosphere and team spirit generated by the team’s event is unprecedented and we believe this can be contested on a larger stage in the future.

I am pleased by the cooperation and collaboration between the International Judo Federation and the Russian Judo Federation who have developed a great understanding and rapport over the last few years.

Dear Friends,The 2014 World Championships in Chelyabinsk is the most important event in the history of Russian judo. I’m glad to invite all judo fans to the main tournament of the year that will take place in Russia. The great sports country, the USSR and Russia, hosted the World tournament only twice, in 1983, Moscow and in 2011, Tyumen. There is no doubt that the 2014 World Championships will make history as one of the best in all aspects. It will become a reason to take up judo for new generation.

Chelyabinsk is one of the most sporting cities in Russia: every third resident does physical exercise. Judo is the main sport with a wide range of champions. In spring 2012, Chelyabinsk hosted the European Judo Championships. The level of the event was highly appraised by guests and international experts.

After the perfect sports festival in the Chelyabinsk region, triumph of the Russians at the London Olympics and World Team Championships in Salvador, we see the rise of judo in Russia. New clubs and judo school have been opened everywhere. I wish to thank the Administration of Chelyabinsk Region for its support of judo. I am sure that World Championships 2014 will be remembered not only for spectacular fights but for the perfect organization level as well.

5. LAND TRANSPORTThe Organizer will provide free of charge transportation for competing delegations: Transfer to and from CHELYABINSK AIRPORT (CEK) or CHELYABINSK TRAIN STATION from/to hotel, and bus service to and from competition venue.

6. INSURANCEEach National Federation is responsible for its competitors (the control of non-pregnancy as well as the gender control are placed under the responsibility of the National Federations) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials, during the WORLD CHAMPIONSHIPS.

The organizer of the WORLD CHAMPIONSHIPS and the IJF will not be responsible for any insurance related to the above mentioned matters. Nevertheless the National Judo Federation staging the WORLD CHAMPIONSHIPS shall take all necessary actions to provide insurance coverage against civil liability for the entire duration.

The organizer of the WORLD CHAMPIONSHIPS and the IJF has no liability for any claims of injury, illness or death arising out of the participation and traveling in connection with these events.

8. CONTROL OF ENTRIES AND ACCREDITATIONThe control of entries and issuing of accreditation cards will take place at MALAKHIT HOTEL on 23 August 2014 from 09:00 to 21:00

At least one team official must attend in time to confirm the entries of all athletes and officials with his/her signature. A delayed appearance or no-show at control of entries may result in the exclusion of all participants from the draw and the event. In case of unforeseen delay of arrival the Federation must contact immediately the organizer and the IJF registration team ([email protected]). An accreditation card with photograph will be issued to competitors, officials and media. This accreditation card should be carried at all times. Passports or photocopy of passports from all competitors must be available on request.

11. REFEREESReferees are appointed by IJF Refereeing Commission.

12. WEIGH-INa. The weigh-in will be carried out in accordance with the IJF SOR, Article 16.

b. The athlete’s official weigh-in will be scheduled the day before the competition at 20:00. • Unofficial weigh-in: 19:30 to 20:00 (the day before) • Official weigh-in: 20:00 to 20:30 (the day before)

c. The weigh-in will be held in the hotels MALAKHIT and VICTORIA.

13. DRAWa. The draw will be conducted at 14:00 on 24 August 2014. (Place: Hotel Radisson)

b. Each National Federation must send at least one delegate to attend the draw. A maximum of three (3) delegates per National Federation (2 officials and 1 athletes’ delegate) will be authorized.

c. The top eight (8) from the entered competitors in each weight category will be seeded according to the current World Ranking List.

14. JUDOGI CONTROLa. Approved judogi: Competitors should wear an IJF approved judogi supplied by one of the following manufacturers: Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film, Budo Sport AG, ESSIMO, MATSURU B.V, KAPPA, DAO Korea.

b. Judogi Control: It will be operated with a sokuteiki by IJF Education Commission prior to the fight. Judogi must have an IJF Official Label “APPROVED JUDOGI” with an optical code which cannot be falsified. The label will be controlled with an optical lamp. Each of the competition clothing articles (jacket, trousers and belt) must have an IJF official label.

c. Backnumber: Each competitor is obliged to have sewn on the back of his judogi a backnumber bearing his surname and his National Olympic Committee abbreviation. The backnumbers must be fixed horizontally and centered on the back of the judogi. They must be placed at a distance of 3cm from the bottom of the collar.The backnumber can only be ordered from www.ijfbacknumber.com or www.mybacknumber.com

d. Advertising: Competitors should carry on the back of their jacket the IJF and organizer dedicated sponsors of the event.Advertising on the judogi must be in compliance with the IJF regulations. Refer to Guidance of Judogi Control Document published on 15.06.2011.

e. National Emblem: Athletes can have their national emblem on the left front part of the jacket within a space of 100cm2.

If an athlete does not respect the judogi rules, the coach who is responsible for the athlete would be suspended for the rest of the competition of the day. In the case of a repeated offence the coach would then be suspended for the rest of the competition.

The sponsor part of the back number will be sewn on and delegations should make sure that they put their judogi in for sewing on arrival in Chelyabinsk. Information concerning this service will be given during the accreditation.

15. PARTICULAR RULES FOR WOMENFemale contestants shall wear under the jacket either, a round necked plain white or off-white tee shirt, with short sleeves, made of non-rigid material, long enough to be worn inside the trousers, or a plain white or off-white leotard with short sleeves. No marking should be visible when the judogi is done up. All other regulations must be adhered to.

16. COACHINGCode of behavior of coaches as defined in the Sports and Organization Rules, will be strictly observed, inclusive the Dress Code.• Coaches are not allowed to give indications to the competitors while they are fighting.• Only during the pause time (after matte), will coaches be permitted to give indications to their athletes.• After the pause is finished, and the fight continues (hajime), coaches must keep silent.• If a coach doesn´t follow these rules, they can be expelled from the competition area.• If the coach persists with this behavior from outside the competition area, they could be penalized.

17. ANTI-DOPING CONTROLThe anti-doping control will include in each category: • a. the winner of the category • b. one of the three other medal winners

As per draw (for b) carried out in accordance with the Anti-doping Rules and the Sport and Organization Rules of the IJF. The competitors have to report to the Doping Control Station not later than 60 min after signed Notification form, in writing by the Physician mandated by the IJF must follow the indications leading them to the check station. In that period of 60 minutes, the athletes are allowed to take part in the awarding ceremony and to fill their press commitments. They will be constantly accompanied by an official chaperone from the organization from the time they receive their notice until they reach the Doping Control Station. A person of their choice (team doctor, coach, trainer, delegation head...) may accompany them. The draw is made during the competition before the start of the finals block.

19. TRAINING FACILITIES Planning and scheduling of the training sessions will be organized taking into consideration the request made by National Federation everyday on the basis first request made first served. If you are interested in booking training please send a request for a booking sheet to the Organizer.Trainings will be organized in Sport Palace “Yunost”.

20. VISAThe Organizer is happy to help any country with obtaining visa for athletes and officials. For nations, who need VISA to enter RUSSIA, please send the Organizer as soon as possible (latest July,15) list of participants according to visa application form with full names, passport numbers, date of birth, and positions (MUST send together with scanned Passport Copies according to the relevant updated requirement of Russian Government).Complete visa applications should be sent to [email protected]

21. FUNDAMENTAL PRINCIPLEAll National Federations, officials, coaches and athletes participating in the WORLD CHAMPIONSHIPS have to respect and accept the authority of the IJF officials, the Statutes, the Sports and Organization Rules, the Refereeing Rules of the International Judo Federation, as well as the IJF Antidoping Rules. According to the IJF Rules and SOR Provisions (point 23.8), individuals deemed to have acted against the IJF, its principles or purposes shall be subject to suspension or expulsion from the event and/or cancellation of their accreditation cards.

22. ATTENTION VERY IMPORTANTThe competitors wearing their white judogi (no shoes, flip flops or socks) will stand behind the podium according to the following order 2,1,3,3. Every competitor having won a medal has to attend the ceremony to receive their medal in person. If a competitor is absent during the awarding ceremony for no valid reason they will lose the right to have the medal. It is strictly forbidden for competitors on the podium to bring national flags or the similar identification other than the one represented in the regular manner on their equipment. Any demonstration of religious, political, personal or commercial sign is prohibited and so is wearing a cap or any other head cover.

2. QUALIFICATION OF TEAMSThere will be 16 teams competing in the men’s competition and 16 teams in the women’s competition.2 teams = 2 finalists from African Team Championships 20144 teams = 4 medalists from Asian Team Championships 20144 teams = 4 medalists from European Team Championships 20142 teams = 2 finalists from Pan American Team Championships 20141 team = winner of Oceania Team Championships 20141 team for organizing country / Russia1 extra team from the continent of last winner (Europe for men category and Asia for women) 1 team as IJF Wild Card

If any of qualified team(s) cancel the participation, then his Continental Union has right to nominate a reserve team(s).

In case of last minute cancellation, i.e. at accreditation, the Continent of organizer will have the right to nominate reserve team(s).

3. DEADLINE FOR TEAM CONFIRMATIONSThe deadline for team confirmation is 11 July 2014 jointly with the Entry Form by Number for individual competition. The team confirmation form must be forwarded to the IJF General Secretariat.

The final list of a maximum 10 competitors per team will be confirmed at accreditation for the World Championships on 23 August 2014.

4. NUMBER OF PARTICIPANTSEach team will consist of five (5) athletes (for men as well as for women). A total of 10 athletes can be inscribed with a maximum of two athletes per category

5. SYSTEM OF COMPETITIONThe system of competition will be the elimination system with Quarter Final (last 8) repechage.

6. COMPOSITION OF THE TEAMSBefore each round the team leader must present to the Sports Director the composition of his team.At each round he has the right to replace one or several athletes by other(s) athletes of the corresponding weight category or of the next lower category.

All competitors presented for the team contest at the official bow on the mat have to compete. If one competitor does not compete the team will lose by disqualification!

If one team does not arrive for a match, the other team will be declared the winner by 5-0.Weight Categories Half light weight - up to and including 52 KgLight weight - over 52 Kg up to and including 57 KgHalf middle weight - over 57 Kg up to and including 63 KgMiddle weight - over 63 Kg up to and including 70 KgHeavy weight - over 70 Kg Half light weight - up to and including 66KgLight weight - over 66 Kg up to and including 73 KgHalf middle weight - over 73 Kg up to and including 81 KgMiddle weight - over 81 Kg up to and including 90 KgHeavy weight - over 90 Kg

The team contests will be fought in the above order. Each athlete is entitled to fight in his own weight category or in the next higher category. A reserve is allowed for each weight category. A team consists of 5 (five) athletes and has the possibility to have up to 5 (five) reserves. A team has to consist of minimum 3 (three) athletes.

During the contest the non competing athletes must stay within a marked area on the FOP behind the coaches chair.

The number of contests won will decide the winning team.

If for any reason there is an equal number of wins and an equal number of scoring points, a random draw will be made and one couple will refight a golden score contest where the first score or penalty of any kind decides the winning team.

Points will be given as follows:a. Ippon Gachi/Fusen Gachi/Kiken Gachi 100 pointsb. Waza-ari 10 pointsc. Yuko 1 pointd. Win by Shido 0 points

The same points apply regardless if they are achieved in regular time or during Golden Score. In Golden Score the first score wins apart from in the case of a win by osaekomi where the athlete can continue the hold to gain maximum points. Duration of contest: MEN 5 minutes & WOMEN 4 minutes (real time).

7. WEIGH-INThe athlete must be within the weight limits of a category in which they are inscribed.

There is 2kg tolerance for athletes who competed in the individual Championships and NO tolerance for athletes who are only inscribed for the team competition.

An athlete may compete in one category higher than the category in which they are inscribed.Before the start of the official weigh-in the coach can update the team list.

a. The weigh-in will be carried out in accordance with the IJF SOR, Article 16.b. The Weigh-in will be conducted on 30 August 2014.

Unofficial weigh-in: 19:30 to 20:00 (the day before) Official weigh-in: 20:00 to 20:30 (the day before)

c. The competitors inscribed in team lists in categories women over 70 kg and men over 90 kg competing in individual competition women -78,+78 kg and men -100, +100kg on Saturday will not be required for the official weigh-in for team competition Saturday evening in case they participate in Individual World Championships.

d. Weigh-in will be held in the following places: MALAKHIT and VICTORIA.

8. DRAWThe draw will be held on 30 August 2014 in the competition venue before the final block. The time will be specified at the accreditation.

SEEDING FOR THE TEAM WORLD CHAMPIONSHIPSThe seeding will take into consideration the medallists (and if necessary the results) from last Team World Championships. Up to four teams will be seeded.
