Plan on getting on-the-water skills training and on demonstrating
your ability in Basic Powerboat Handling in Solomons, MD (http://

76.454437&geocode=CITY) during Summer Council weekend on
13-15 August. Also we will have a laser-based fire extinguisher
training device to use for hands-on Fire Extinguisher skills
demonstrations at the event.
Certifiers will be on-hand to reward successful skills
demonstrations with the required endorsements toward an Inland
Navigator qualification in USPS’ Boat Operator Certification
(BOC) (http://www.usps.org/national/eddept/boc/main.htm)
program.
First if you don’t have it already, you need to ask your SEO to order
you the Inland Navigator Kit (http://www.usps.org/x/x.pl/x/
x.cgi?eddept/cart/catalog.html#I10 you may have to be an SEO to
follow this link) which includes the passport we use to document
your progress toward the qualification.
The Inland Navigator (IN) Requirements (http://www.usps.org/
national/eddept/boc/main.htm#Requirements) include a variety of
USPS University courses and Seminars you may have already
completed, or you can get through your SEO, in addition to the Fire
Extinguisher and Basic Powerboat Handling skills demonstrations
we are offering at Solomons.
This first level of the BOC credential for most of you in District 5
will broaden and enrich your boating experience to include
operating a smaller powerboat than you are used to. Everybody
(over 30 members) who took the training offered last year at Cape
Charles found the required maneuvers to be tremendous fun. I

WE CAN MAKE A
DIFFERENCE…………..
Time passes and thank you’s go unsaid.
This is especially true for all of you who
give so much to meet our Civic Service
Responsibilities in USPS. Big things, little
things all count and we are seldom fully
recognized for all the good things we do. As a big picture, our Civic
Service is awesome. For these reasons, your current Bridge has chosen to
focus better on organizing and recognizing these activities by initiating a
special Community Outreach Committee in District 5. It will help spread
the good word about what we do, and how we do it, both within and
outside the organization. We may not be outside our country in defense
of our freedom, but we can make a difference right here at home in so
many ways. We must recognize and be proud of these efforts. In the first
six months of the year, we are supporting marine science, acknowledging
our wounded soldiers, cleaning our waterways and our highways,
teaching children safe boating in our schools, correcting our navigations
charts, participating in community parades and festivals, etc, etc, just to
name a few. Is this important? You bet it is, as measured by one success
at a time, time and time again! Thank You from the District for making
this happen and we will be emphasizing this area more as the year
progresses.
If I may, I would like to take a few moments to talk about Civic Service
through our Co-Op Charting Program and share with you some special
feedback from someone who understands and cares about these specific
activities. Who helps make our waterways safe? We do by constant
vigilance and reporting in support of our NOAA alliances with Charts
and Coast Pilot publications. Each year for 33 years we have held a
workshop in Norfolk to support this effort. Each year our members are
acknowledged by National for there work of reporting observations on
the water that do not agree with current charts and written information in
the Coast Pilot. After our recent NOAA workshop, I received a personal
communication from Captain John E. Lowell, Chief Hydrographer and
Director of Office of Coast Survey; and I share that with you, a copy of
Captain Lowell’s letter can be found on Page 4. Please take the time to

read his view of our efforts and his concern that we continue to grow the membership awareness that this
job is worth doing; and to not only continue the support, but to enhance participation by our USPS
organization, particularly D/5 in our inland and costal waterways.
How can a Squadron or a member participate in the NOAA Program? One way for an entire Squadron is to
ADOPT-A-CHART. So far in 2010, one more Squadron has taken over the responsibility to maintain a chart
in their boating area. Some squadrons are doing programs while they cruise or do special standalone events
associated with some FUN social gatherings. The Squadron Co-Op Charting Chairman and his committee
can easily help members or actually report their findings online to the CCWEB data system. The reality is
clearly that Squadron boaters, where they boat, travelling back and forth to their marinas, are the backbone
of this massive undertaking of keeping our waters, especially in non-commercial areas, safe for navigating.
D/5 with its vast membership everywhere in the Mid-Atlantic region can have significant impact; but we
must be cognizant, be aware, and be willing to report our observations on the waterways. So, we are
working; but maybe not quite hard enough to truly make our Co-Op program even more successful. When
your Squadron, District, and National Co-Op Chairman care, your Squadron, District, and National
Commanders care , and Captain John Lowell from NOAA cares and recognizes our contributions, maybe
we as Squadron members should also care more and help to make a difference in providing safer and
easier navigation on our waterways.

know you will too. And you have to complete IN before you can go on to the more advanced levels where your
more practiced boating skills are demonstrated and certified.
We plan to have two or more volunteer boats on hand, thanks to our hosts at Patuxent River Sail and Power
Squadron (http://www.usps.org/localusps/patuxent/), as well as several qualified Advanced Certifiers from
around District 5 to do on-the-water training. We will hold an organization and orientation meeting at 0800 on
Friday 13 August and then begin training members through the day thereafter. Saturday and Sunday sessions
may be added on an as-needed and as-available basis.
In addition we are borrowing the Laser Based Fire Extinguisher (http://www.youtube.com/
watch?v=ZlYWECf5Rwg&feature=related) training device recently purchased by National to certify members
in the Fire Extinguisher (FE) skill (http://www.usps.org/national/eddept/files/fire_ext_training.htm). A session
for members to work with the device is scheduled for 1400 on Friday 13 August.

DB2000 Regional Workshop
District 5 is holding a regional workshop on the workings of DB2000 on September 18, 2010, from 0900 until
1200. The workshop will be held at Patapsco River Power Squadron’s squadron home, 122 Riviera Drive,
Pasadena, Maryland 21122.
Instructor will be D/Lt Bob Beltz, JN. This is a hands-on event so bring your laptops. You should have
DB2000 loaded and ready to go. Be sure to get your passwords from your commander (user – password).
Bob will show us the many intricacies of DB2000 including but not limited to building lists, preparing address
labels, making report submissions and etc. If there is something specific you would like to know email Bob
with questions at [email protected].
Coffee and snacks will be available during the workshop and lunch will be provided afterwards.
The DB2000 agenda is aimed primarily at Secretary’s but all are welcome.
Bring your laptops – and guests are welcome.

D/5 LAW COMMITTEE
Community Outreach Committee
District Commander Chris Brown, JN,
has set up a new initiative- the
Community Outreach Committee. Our
charter is to seek out and then recognize
those Squadron events that interact with
organizations across the board in District
5. The team has representatives of Boat
Shows, Civic Service Award, , Public
Relations, Seavester, Veteran’s
recognition events, Youth and Scouting
activities.
Squadrons are requested to report to the
team with information description of
their event(s), pictures, results, planning,
etc. These reports should be forwarded
as soon as the event is complete, but no
later than Fall Conference. All will be
recognized at the Spring Conference.
The Committee will select the “top five”
for recommendation to the District 5
Bridge. They will be responsible to pick
the top three for award at the
conference.
The Chesapeake Bay Foundation has reached a settlement agreement
with the Environmental Protection Agency to end the lawsuit that CBF and
seven co-plaintiffs filed in U.S. District Court to require the government to
enforce the many statutes and multi-state agreements made to improve the
environmental quality of Chesapeake Bay.
In the months since the suit was filed there has been a change in the
administration in Washington and statements by Lisa Jackson, the new EPA administrator, of a willingness to
put vigor into efforts to improve the environmental quality of the Bay.
On May 11, 2010, a settlement was reached by the plaintiffs and the government. According to CBF, its
terms include a commitment by EPA to require reasonable assurances by states to support Total Maximum Daily
Load (“TMDL”) for all sources of nitrogen, phosphorous and sediment in the Bay region, to require all states to
develop Watershed Implementation Plans (“WIP’s”), and to impose penalties on states and localities that fail to
develop WIP’s or meet their limits. The agreement also requires EPA to develop a pollution budget, adopt new
rules to reduce pollution from stormwater and agriculture, ensure that
any new sources of pollution are offset, and develop a transparent
tracking system so the public can see that pollution is being reduced.
Many of the terms of the settlement agreement appear to be
among the provisions of two nearly identical bills introduced in the
U.S. Senate and House of Representatives as The Chesapeake Clean
Water and Ecosystem Act of 2009 (S. 1816 and H.R. 3852)(The
“Chesapeake Clean Water Act” (CCWA). According to the CBF, these
two bills seek to amend the federal Clean Water Act to ensure that the
six states of the Bay watershed and the District of Columbia develop
and implement detailed plans to reduec pollution sufficiently to
achieve the Bay-wide pollution reduction targets for nitrogen,
phosphorous, and sediment by 2025.
As we have seen in the past, agreements and legislation have
not always resulted in the improvements they were designed to make.
All of us who live, work or boat on and around Chesapeake Bay are
eager for improvements in the environmental health of the Bay.

What would you do?When medical emergencies occur aboard a vessel at sea, quick and appropriate action becomes
a life-saving event. Falling overboard into cold water, suffering a compound fracture from a
fall, or having an allergic reaction to a bee sting can become a major trauma unless there is
someone aboard who knows exactly what to do. The chance of shock, permanent injury or
death is not just possible, but likely. The way to ensure the best possible outcome is through
First Aid training. Would you know what to do if an emergency occurred aboard your boat?
To check out your readiness for such unforeseen events, complete this brief quiz:
1) You are out boating on a beautiful summer day and drop anchor so you can cool off with
a swim. You looked but did not notice Sea Nettles in the water. Shortly after getting in the
water, you get a jellyfish sting. What would you do?
a) Rub meat tenderizer over area
b) Rub the skin with an antibiotic (Neosporin)
c) Flush the skin with vinegar
d) Urinate on the affected area
2) You and your spouse are enjoying a leisurely cruise on the bay and your spouse tells you
she has some chest pain. She looks pale and weak and is rubbing her left shoulder. Soon
after, she falls unconscious and is not breathing. What would do?
a) Call 911 on your cell phone and immediately head for your home port
b) Declare an Emergency on either CH 16 or through your DSC radio get your AED
and begin CPR.
c) Check for breathing and a pulse and begin CPR if needed
d) Call 911, check for a pulse and begin CPR if she has no pulse.
3) While drift fishing on a cold April morning, your friend, who is not wearing a PFD, slips
and falls overboard. The water is cold and he does not respond to you call. He is near the
boat but beyond reach. What would you do?
a) Immediately dive in after him and pull him on to the boat
b) Drop an anchor and declare an emergency and stay in the boat
c) Drop anchor, put on a PFD, and go in after him
d) Put on a PFD, tether yourself to the boat and go in after him.

4) While sailing your shipmate gets hit in the head with the boom during an accidental jibe.
He is unsteady, confused and has a severe headache. Soon after, he says he is okay, except
for the severe headache and a lump on his head. What would you do?
a) Call 911 to have an ambulance waiting for you and head for home
b) Declare an emergency and be prepared to treat for shock, while you wait for help
c) Declare an emergency on Ch 16 or on your DSC radio, keep the injured person
lying down and quiet, with the head and shoulders slightly elevated and wait for help
d) Watch the injured person for signs of concussion like; seizures, bleeding from the
ears or nose, or loss of consciousness and head for home. If any signs appear, declare
an emergency.
When out on the water, we boaters need to realize that medical response to emergencies is not
as fast as on land. According to the USCG Baltimore Sector, the time they are notified of an
medical emergence to the time the patient is delivered into the hands of the Emergence Medical
System (EMS), could be as long as 2.5 hours. The average time is 1.5 hours. This means that
all boaters need to know what to do when faced with a medical situation.
The USPS recognizes the need to for members to be CPR/First Aid trained and ready to assist in
an emergency. Our national organization are recommends everyone take a first aid and CPR
course. Within the USPS, District 5 has taken the lead in CPR & First Aid training. We have
scheduled a course to be given at the 2010 D5 Fall Education Conference at the Hilton in
Rockville, MD. The course will be conducted by the Safety Institute of Maryland (SIMD), an
American Heart Association certified training group, specializing in training boaters in CPR and
First Aid.
Now for the answers to the questions:
1) – C
Jellyfish have millions of small cells on their tentacles called Nematocyst which, when
disturbed, release a toxin which is what “sting” you. They can remain on your skin long
after the jellyfish is removed. The first step is to neutralize (deactivate) the Nematocyst.
This is done by flushing with vinegar / rubbing alcohol / ammonia / sea water. Never use
fresh water or urine. Never “rub” anything on the site. Once neutralized, the Nematocyst
can be removed with shaving cream and a credit card. Make sure you are wearing cloves
when touching the effected area!

2) – B
Whenever you suspect someone is having a heart attack, time is critical. The American
Heart Association standards for adults require activating the Emergency Medical System
(Calling 911) immediately. On a boat, that means declaring an emergency before starting
CPR. Once help is on the way, you can start CPR if the victim is not breathing. You do not
need to check for a pulse before starting CPR. Having an Automated External Defibrillator
(AED) available will provide additional life saving support.
3) – D
Getting someone out of the cold water before hypothermia sets in, is your first concern. But,
you must do so at minimal risk to yourself. Do not go into the water without being tethered
to the boat and wearing a PFD. And get out of the water as soon as you start loosing
strength.
4) – C
All head injuries must be considered life threatening. If an injured person shows any signs
of a serious head injury (including loss of balance, confusion and/or severe headache), he/
she should immediately go to a hospital for further evaluation. After declaring an
emergency, have the person lie still with their head and shoulders slightly elevated while
waiting for the Coast Guard.
How well did you do? Would you know what to do in an emergency? If the answer is “no”, it
is time for you to take a CPR & First Aid course.
D5 will be providing a CPR/First Aid Course at the Fall Education Conference. The course,
“The American Heart Association’s Heartsaver First Aid with CPR and AED Training” will

First Announcement:
District and Squadron Administrative Officer TrainingThe Transition from Warrior to Chieftain
The new District and Squadron Administrative Officer Training (DAO/SAO) is coming to a location
near you! On November 5, 2010, D/Lt/C Jeff McKinney, JN (D/5 AO) will facilitate this course for
Districts 5 and 27. Please note this immediately precedes the 2010 D/5 Fall
Education Conference. More than one hundred students have already
completed the 5-module, 6-hour course at either the Beta (D/8) or at the
Annual Meeting in Orlando.
Our Squadrons and Districts rely upon sound leadership for success. Our
Nominating Committees grapple to match the right people with the right jobs.
Tough economic times and changing demographics require more of our
Bridge Officers than ever before. This training was the vision of our Past Chief
Commander, Creighton Maynard, SN and Chief Commander, Frank Dvorak,
SN. The Board of Directors approved a rollout plan for 10 cities with financial
support from the Century Fund.
Here’s an outline of the DAO/SAO course.
� Module 1: Leadership Knowledge and Skills - fundamental principles of leadership and
management in the USPS setting.
� Module 2: Teambuilding Techniques - methods for developing and managing high-
performance work teams and committees.
� Module 3: Problem Solving (interactive case study) - conflict resolution, growth,
member involvement, preventing Squadron dissolution – hands on application from
Modules 1 and 2.
� Module 4: USPS Structure (OT in today’s USPS) - USPS structure, jobs,
responsibilities and traditions. Brief review of Operations Training (OT). If you are
either on the Bridge or intend to serve, you should have already taken OT.
� Module 5: Planning and Executing
Effective Meetings (USPS
application for Bridge members) –
rules of the road for general,
committee, dinner, Council, District
and other USPS meeting settings.
All students, who complete the course, receive an
LDAO designation in DB2000 and a
certificate. Detailed course notes are
provided to each participant.

In addition, D/33 – Puerto Rico, is planning to hold classes in theirgeography. Anyone can attend any of the sessions. Greetings to all of District 5. Perhaps you have heard that USPS/ District 5 will be involved (as in the year
2005) with the National Boy Scouts 100th ANNIVERSARY JAMBOREE at Fort AP Hill Virginia –26 JULY
THRU 4 AUGUST 2010. This will be the last year the Jamboree will be held at the Fort.
I have been asked to seek and coordinate the volunteers of District 5.
P/R/C Roberta Dougherty sent me the APPLICATION form - well, close to it.. One current drawback is the
$35 / day required to participate as shown on the form. There are initiatives underway to seek a waiver or a
grant to offset this financial requirement. However, I do want to get the process started and it is only fair to
let folks know of the “current rules”.
If we can get volunteers to put the date/dates of their involvement on their calendars, we are off to a great
start.
There are many facts/ planning considerations still underway. I will keep all advised of those developments
reported to me as time goes by.
What I ask now is that Squadron publications / the Districts outstanding Mark 5, District Bridge and
committee members, the Esteemed Past Commanders, and others put the most positive enthusiasm behind
our support for this event… your own early volunteering would provide a firm base and incentive for others
to add their names.

By dusk, the landscape has been transformed into a bustling city of 18,000 tents, 3,600 patrol kitchens and 43,000 Scouts and leaders. This transformation occurs in mere hours, making Jamboree City the fastest growing city in Virginia, if not the world.
