Mark A. Levine has more than 40 years of zoning, land use, and real estateexperience. He provides clients with strategic real estate and land useplanning advice, assists clients in their cases before key local and stategovernment agencies, and represents clients in obtaining and structuringmunicipal incentives. Mark assists real estate owners and developers inconnection with zoning changes, special permits, variances, andenvironmental and historic preservation matters. Mark regularly appearsbefore the New York City Planning Commission, Board of Standards andAppeals, Landmarks Preservation Commission, Department of HousingPreservation and Development (section 421-a and Inclusionary Housingprojects), Economic Development Corporation, New York State Empire StateDevelopment Corporation, The Office of the Mayor, and the Department ofEnvironmental Protection. Mark also has over 35 years of economic incentiveexperience representing clients for 421-a, 421-g, and ICIP/ICAP applications.
Additionally, Mark has extensive experience counseling clients in the publicreview of large scale development projects such as the redevelopment of the11.5 acre Domino Sugar facility in Williamsburg, Brooklyn, the New YorkMarriott hotel at the Brooklyn Bridge in Downtown Brooklyn, the Metrotechproject in Downtown Brooklyn, the U.S. Food & Drug Administration'sregional headquarters, and the Oceana Project in Brighton Beach, Brooklyn.
Representation of the Jewish Community Center of Manhattan inobtaining a zoning variance to permit the construction of the JewishCommunity Center on Amsterdam Avenue at West 76th St. on New York'sUpper West Side.
Representation of FIT Investment Corporation in connection with thezoning analysis and acquisition of 45 East 33rd Street in New York City.Also advised on its redevelopment of the building into a 93,000 square foothotel.
Representation of a site owner in connection with an application to up-zone a block containing a development site on Queens Boulevard. Theapproved rezoning permitted the construction of a 12-story residentialbuilding and a significant increase in density of what could be constructedon the site.
Representation of CPCR, an affiliate of the Community PreservationCorporation, in the development of the sprawling 11.5 acre waterfrontcomplex in Williamsburg, Brooklyn, that was formerly home to DominoSugar. Advised CPCR on the site's rezoning, which will result in one of thelargest residential redevelopment projects in the city.
