What is IECEx?
The single International IEC System with Schemes
covering Certification to Standards that relate to
Equipment, Services and Personnel in areas relating
to Explosive Atmospheres, that provides an
Internationally accepted means of demonstrating
claimed compliance with International Standards
IECEx is a “Conformity Assessment Tool” providing
confidence that Products, Services and Personnel
covered by IECEx Certificates meet specified
requirements such as IEC International Standards

To obtain this certificate, the manufacturer prepares his application
and submits it to the relevant IECEx Certification Body (ExCB).
Samples of the equipment will be tested by the laboratory of the ExCB
and a factory inspection will be organized. On-going periodic audits
(factory inspections) ensure that the stringent standards are being
maintained by the manufacturer, over time.

The Australia Coal Mining Industry
Each coal mine has several hazardous locations that
represent safety risks to personnel, equipment, the
environment and the community.
The first line of protection against explosions related to
methane gas and coal fines commonly present in
underground coal mines is ventilation strategies
The use of Explosion protected (Ex) equipment provides
another layer of protection to reduce the likelihood of
explosions in mines.

NSW Coal Mining Industry – regulation timeline
Before 1996, in New South Wales (NSW), Australia all equipment in
coal mines required government regulator approval that involved
assessment and sign off by government officials
After 1996 the regulation in NSW was changed to
remove the requirement for regulator approval
permit the use of explosion protected electrical equipment certified to
recognised schemes.
AUSEx and ANZEx have served as first step ‘transition’ schemes
From 2006, the IECEx Equipment Scheme was accepted in
NSW via a Gazette instrument in the NSW Coal Mine Health
and Safety Regulation 2006

The Gazette to the NSW Coal Mines Health & Safety
Legislation permits the use of electrical equipment covered
by a valid certificate of conformity, for example, an IECEx
Certificate of Conformity that proves compliance with the IEC
60079 series of Standards as adopted in Australia.
The government, mining industry and equipment
manufacturers and suppliers welcome the flexibility that the
Gazette approach provides in risk management with minimal
regulatory impact.
The use of IECEx certification as a ‘passport’ has enabled
Australian mining service operators, equipment
manufacturers and suppliers to expand their businesses to
embrace opportunities to operate in a global market. 32

Despite some initial concerns in government with
‘gazetting’ the IECEx Equipment Scheme, all stakeholders
now acknowledge the following benefits of the Gazette
system:
Better use of regulator resources to conduct field work in the
industry in areas of:
Continual improvement of safety and risk management
Education and training
Stakeholder networking and communication
Reduced time for the introduction of new, safer and more efficient
equipment from local and international suppliers through the
reduced need for testing, inspections, certification, approvals etc.

Assesses and certifies that organizations and workshops that
provide Ex equipment installation, inspection, repairs, maintenance,
overhaul and reclamation services to the Ex industry work in
accordance with the requirements of IEC International Standards
IEC 60079-14 and IEC 60079-19.

The system includes on-site audits prior to issuing the IECEx
Certificate and periodic audits to ensure Repair and Overhaul
processes continue to comply with requirements and provides a:
■ Facility Assessment Report (FAR)

IECEx Certified Persons
Scheme (CoPC) Competency to work in Ex field (New)
This IECEx Scheme is an International Conformity Scheme that
provides the global Ex industries with a single system for the
assessment and qualification of persons meeting the competency
prerequisites needed to properly implement the safety requirements
based on the suite of IEC International Standards covering explosive
atmospheres, e.g. the IEC 60079 and IEC 61241 series of standards.
What is Competency?
Competence = Application of knowledge
and skills to the standards of performance
required in the workplace.
Competency includes all aspects of work
performance and not just specific skills…
Persons must be aware of the hazards in their
work area and work safely in their presence
Persons must know what they are doing under
various scenarios
Equipment must be used correctly
