Standards put into practice…

Conformity Assessment systems provide

independent verification of claims of compliance

with Standards related to:

• safety

• performance

• reliability

• inter-operatability

• competence

on the basis of testing and assessment of

production processes, people and management

systems

Page 10: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector

10

Why conduct Conformity Assessment …?

Safety: …. to protect:

consumers

workers in high risk areas

the Environment and Community

Performance: buyers want confidence in quality, safety and reliable performance

Interoperability: buyers and other manufacturers want to know that their product will work with others in a ‘system’

Page 11: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector

11

If you need to be sure,

you need to test !

…1 test report is worth more than

1,000,000 ‘expert opinions’ …

Why conduct Conformity Assessment …?

This system provides an:

■ IECEx Technical Report (ExTR)

■ IECEx Quality Assessment Report (QAR)

■ IECEx Certificate of Conformity (CoC)

24

To obtain this certificate, the manufacturer prepares his application

and submits it to the relevant IECEx Certification Body (ExCB).

Samples of the equipment will be tested by the laboratory of the ExCB

and a factory inspection will be organized. On-going periodic audits

(factory inspections) ensure that the stringent standards are being

maintained by the manufacturer, over time.

The Australia Coal Mining Industry

Each coal mine has several hazardous locations that

represent safety risks to personnel, equipment, the

environment and the community.

The first line of protection against explosions related to

methane gas and coal fines commonly present in

underground coal mines is ventilation strategies

The use of Explosion protected (Ex) equipment provides

another layer of protection to reduce the likelihood of

explosions in mines.

30

IECEx & Australian Coal Mining Industry –

A CASE STUDY

Page 31: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector

NSW Coal Mining Industry – regulation timeline

Before 1996, in New South Wales (NSW), Australia all equipment in

coal mines required government regulator approval that involved

assessment and sign off by government officials

After 1996 the regulation in NSW was changed to

remove the requirement for regulator approval

permit the use of explosion protected electrical equipment certified to

recognised schemes.

AUSEx and ANZEx have served as first step ‘transition’ schemes

From 2006, the IECEx Equipment Scheme was accepted in

NSW via a Gazette instrument in the NSW Coal Mine Health

and Safety Regulation 2006

31

IECEx & Australian Coal Mining Industry –

A CASE STUDY

Page 32: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector

The Gazette to the NSW Coal Mines Health & Safety

Legislation permits the use of electrical equipment covered

by a valid certificate of conformity, for example, an IECEx

Certificate of Conformity that proves compliance with the IEC

60079 series of Standards as adopted in Australia.

The government, mining industry and equipment

manufacturers and suppliers welcome the flexibility that the

Gazette approach provides in risk management with minimal

regulatory impact.

The use of IECEx certification as a ‘passport’ has enabled

Australian mining service operators, equipment

manufacturers and suppliers to expand their businesses to

embrace opportunities to operate in a global market. 32

IECEx & Australian Coal Mining Industry –

A CASE STUDY

Page 33: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector

Despite some initial concerns in government with

‘gazetting’ the IECEx Equipment Scheme, all stakeholders

now acknowledge the following benefits of the Gazette

system:

Better use of regulator resources to conduct field work in the

industry in areas of:

Continual improvement of safety and risk management

Education and training

Stakeholder networking and communication

Reduced time for the introduction of new, safer and more efficient

equipment from local and international suppliers through the

reduced need for testing, inspections, certification, approvals etc.

provided by IECEx certification 33

IECEx & Australian Coal Mining Industry –

A CASE STUDY

Page 34: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector

The KEYS TO SUCCESS of the IECEx Equipment Scheme in the

Australian coal mining industry have been:

1. Regular and structured communication involving ALL

industry stakeholders

2. All stakeholders being actively involved with the

development, implementation and management of the

Scheme

3. A mature, committed and industry-wide approach to safety

and risk management

4. Support from government legislators and regulators with a

long term view

5. Clear points of contact at mines with qualified electrical

engineers

IECEx Certified Service Facilities Scheme

Assesses and certifies that organizations and workshops that

provide Ex equipment installation, inspection, repairs, maintenance,

overhaul and reclamation services to the Ex industry work in

accordance with the requirements of IEC International Standards

IEC 60079-14 and IEC 60079-19.

36

The system includes on-site audits prior to issuing the IECEx

Certificate and periodic audits to ensure Repair and Overhaul

processes continue to comply with requirements and provides a:

■ Facility Assessment Report (FAR)

■ IECEx Service Facility Certificate of Conformity (CoC)

and is supported by the IECEx CoPC Scheme

IECEx Certified Persons

Scheme (CoPC) Competency to work in Ex field (New)

This IECEx Scheme is an International Conformity Scheme that

provides the global Ex industries with a single system for the

assessment and qualification of persons meeting the competency

prerequisites needed to properly implement the safety requirements

based on the suite of IEC International Standards covering explosive

atmospheres, e.g. the IEC 60079 and IEC 61241 series of standards.

Page 38: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector

What is Competency?

Competence = Application of knowledge

and skills to the standards of performance

required in the workplace.

Competency includes all aspects of work

performance and not just specific skills…

Persons must be aware of the hazards in their

work area and work safely in their presence

Persons must know what they are doing under

various scenarios

Equipment must be used correctly

38

Page 39: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector

The IECEx CoPC Scheme

The IECEx Personnel Competence Scheme

is a global scheme

supports other training, certification and induction

systems

recognizes that both knowledge and skills are

needed for safe working

does NOT require, specify, organise or provide

training

recognises many paths to ‘competency’

requires ongoing confirmation of currency 39

Standards Australia Committees (EL-014 and EL-023) have,

over the last 10-15 years, worked on adopting IEC Ex

Standards AND increasing participation in IEC TC 31 work

as a closer link to the international scene.

“Local Adoptions” include:

AS/NZS 60079.10.1 (from IEC 60079.10.1)

AS/NZS 60079.14 (from IEC 60079.14

AS/NZS 60079.17 (from IEC 60079.17)

There are some instances of Australian needs for standards

that IEC don’t have so there is a need to continue to

develop and maintain Australian Standards eg. for Fuel

Dispensers, Mining Cable, and Plugs and Receptacles

Page 48: Mark Amos, International Electrotechnical Commission - Standards, Conformity Assessment and IECEx Certification in the Australian Mining Sector
