Introduction to Croatia

Croatia gained independence in 1991 after the dissolution of Yugoslavia. It has a population of around 4.5 million and a GDP valued at US$ 61 billion. Croatia is acknowledged to be a developed economy with sound infrastructure and a reasonably high standard of living. Croatia borders: Slovenia, Hungary, Serbia, Bosnia and Italy.

Croatia joined the North Atlantic Treaty Organisation (NATO) on April 1, 2009 and is expected to join the EU in July 2013. The country has a parliamentary democracy, its Head of State is Mr. Ivo Josipović, President of the Republic, and the Head of Government is Mr. Zoran Milanović, Prime Minister.

India recognized Croatia in May 1992 and established diplomatic relations on July 9, 1992. Croatia has a resident Mission in New Delhi that opened in February 1995 and the Indian Mission in Zagreb opened on 28 April 1996. India and Croatia enjoy warm and friendly relations.

Croatia's total foreign trade in 2012 amounted to US$ 33.1 billion (69% imports, 31% exports). Total trade declined by 8% compared to 2011. Croatia's main trading partners are EU countries accounting for 60% of both imports and exports. Russia and China are important sources of imports with a 7% share each, while CEFTA countries present an important export market with a 20% share.

Croatia-India Bilateral Trade

Croatian trade with India remains comparatively low. In 2012 it was valued at US$ 175 million (88% imports, 12% exports) and accounted for 0.3% of Croatia's foreign trade. Trade has declined by 20% compared to 2011, but remains above the 2010 level. In the period from 2005 to 2010 bilateral trade had grown steadily.

In 2011* Croatia's imports from India were mainly: chemicals (HS-2933, 13.5%) and coffee (HS-0901, 9.4%), followed by pharmaceuticals (HS-3004, 4%), vehicles (HS-8703, 4%), turbine engines (HS-8411, 3.9%), cast iron pipes (HS-7303, 3.9%) and footwear (HS-6403, 3.3%).

In 2011 Croatia's exports to India were mainly: rubber processing machinery (HS-8477, 43.3%), followed by electrical signaling equipment (HS-8530, 14.7%), electrical transformers (HS-8504, 7%) and turbine engines (HS-8411, 5.4%).

Information on the Region

Croatia is part of the South East Europe region. Austria, Serbia, Slovenia, Italy, Bosnia and Herzegovina, Hungary and Montenegro are all within a radius of 600 km. These countries are also among Croatia’s leading trade partners. Because of geographic location, many transport connections and no language barriers - Croatia, Serbia, Bosnia and Herzegovina and Montenegro make a unique market place of 16.5 million people. Slovenia, Italy, Austria and Hungary are a part of the European Union and all trading EU regulations apply to them. With an effective infrastructure and wholesale and retail distribution networks, Indian exporters can view the Croatian market from a regional perspective to enhance their market area.

Pharmaceutical Report Overview

This report will present statistical information on pharmaceutical imports to Croatia from 2009 to 2011*. The data is sorted by HS codes and will present the US$ value of imports from the top ten source countries and India in a table and the average value of a unit of imported product in a graph. It will cover the overall imports of pharmaceuticals and several sub categories that constitute a more significant share of pharmaceutical imports.

The report's overall table includes products classified under HS-code 30. The graph below shows the precentage share of various sub categories in the total value of pharmaceutical imports to Croatia in 2011. The report will present the following sub categories: HS-300490, HS-3002, HS-300439 and HS-3006.

The total value of pharmaceutical imports to Croatia in 2011 was US$ 818 million. Imports have increased by 5% compared to 2009 after a small decline in 2010.

The main source of imports in 2011 was Germany with a 19% share, followed by the UK, France, USA, Slovenia and Italy with an 8% share each. Germany has maintained its top position throughout the 3 year period, and saw the value of its imports rise by 8% from the 2009 level. Imports from the UK and USA have grown steadily, imports from France recovered after a decline in 2010 and imports from Slovenia have fallen below their 2009 level.

The value of chemical imports from India in 2011 was US$ 176 million, a 0.97% share of total chemical imports. Imports from India have increased by 9% compared to 2009 after a small decline in 2010.

The main source of imports in 2011 was Germany with a 19% share, followed by the UK with a 10% share and Slovenia, France and Italy with an 8% share each. Germany has maintained its top position throughout the 3 year period, even though the value of its imports declined by 3% from the 2009 level. Imports from the UK and Italy have grown steadily, imports from France recovered after a small decline in 2012 and imports from Slovenia show a decline of 9% compared to 2009.

The value of imports from India in this category in 2011 was US$ 5 million, a 1% share . Imports from India have increased by 9% in 2011 compared to 2009.

The total value of imports in this category in 2011 was US$ 107 million. Imports have decreased by 4% compared to 2009, show a small decline in 2010, and an increase of 6% in 2011.

The main source of imports in 2011 was Germany with a 26% share, followed by Switzerland (15%), Denmark (11%) and Austria (10%). Germany has maintained its top position in 2010 and 2011 and increased the value of its imports by 61% compared to 2009. Imports from Switzerland have declined 56% from the 2009 level and Denmark and Austria have shown a steady growth throughout the 3 year period.

The value of imports from India in this category in 2011 was only US$ 13 thousand, a 0.01% share of imports in this category. There were no imports from India in 2009 and 2010.

The total value of imports in this category in 2011 was US$ 37 million. Imports have increased by 1% compared to 2009 after a small decline in 2010.

The main source of imports in 2011 was USA with a 30% share, followed by Germany (21%) and France (11%). USA has maintained its top position over three years and increased the value of its imports by 10% compared to 2009 after a small decline in 2010. Imports from Germany show a steady growth through the 3 year period and France shows a decline of 11% from the 2009 level.

The value of imports from India in this category in 2011 was just US$ 386 thousand, a 1% share, though import values show a significant increase of 743% from 2009.

The main source of imports in 2011 was Germany with a 28% share, followed by Switzerland (10%), USA (9%), Ireland (8%) and France (8%). Germany has maintained its top position over three years and increased the value of its imports by 1% compared to 2009. Imports from Switzerland, USA, Ireland and France also increased from the 2009 level.

The value of imports from India in this category in 2011 was only US$ 20 thousand, a 0.06% share. There were no imports from India in 2010 and the value in 2011 has increased 5% compared to 2009.

Regulations Governing the Pharmaceutical Industry in Croatia

In Croatia, the Agency for Medicinal Products and Medical Devices has been vested with public authority to grant or refuse licenses for medicinal products and medical devices, this includes marketing authorizations, licenses for wholesale distribution, retail sale and import and export activities.

Issuing of marketing authorizations for medicinal products and its placing on the market is regulated by the Medicinal Products Act from 2007 which may be found on the following web page: http://www.almp.hr/upl/zakoni/zakoni_5_en.pdf.

According to the Medicinal Products Act marketing authorization is issued once the quality, efficacy and safety of the product is established and it is granted for a period of 5 years. It may be revoked if the product is not present on the market in 3 consecutive years. Marketing authorization is granted or refused within 210 days from the receipt of valid application.

According to Article 12, certain medicinal products, such as raw materials used in manufacture of drug products, officinal formula, galenical preparation, and others, are excluded from obtaining marketing authorization.

Applications for marketing authorization are submitted to the Agency for Medicinal Products and article 14 lists the required data and documents; among others these include results of pharmaceutical tests, pre-clinical tests and clinical trials. However, certain medicinal products may be exempt from submitting results of pre-clinical tests and clinical trials and are listed in article 15 of the Medicinal Act.

Wholesale distribution of medicinal products requires a wholesale distribution authorization and Article 58 of the Act lists the conditions. Articles 62 to 64 should be addressed for information on import licenses.

Leasing of Warehouse Facilities and Rentals

Rental levels of industrial and warehouse facilities vary depending on their accessibility, size of the premises, general building condition and existence of office and parking space around the building.

Since supply is still limited and that there are no serious competition in warehouse segment rental levels can be considered as high and that is not going to change as long as new projects are not delivered on the market. Facilities are usually leased from three to ten years period. Low supply of quality premises put landlords to more favourable position in negotiating leasing process.

Newly constructed facilities and refurbished older ones are offering office space along with warehouse space. Industrial rents for newly constructed premises range between 6 and 8 EUR/m²/month while older can achieve between 4 and 6 EUR/m²/month. Rental levels of offices, where available, within newly constructed facilities range between 7 and 10 EUR/m²/month while offices within older facilities can reach between 6 and 9 EUR/m²/month.

Prices (sale of land or built warehouse facilities)

Last couple of years demand for land rose dramatically, especially for land in industrial zones. Accordingly, prices followed the same direction and in some cases rose more than 100% in one year period. The most interesting part is land around the capital city. Majority of the land plots are located along highway routes and are up to 30 kilometres aloof. Since supply of such land plots is limited, prices of land are high causing biggest problems for development of industrial premises and their delivery on the market.

The prices of land in Zagreb County, as well as in other parts of Croatia, increased over the past few years. Due to lower market prices that are currently on the market, private owners are not willing to sell their properties at lower prices and are still holding the higher price than the market can endure. However, that situation will have to change if the market conditions don’t improve.

Primary determinants for land prices are location of the land (closeness of highway routes or ring road), public infrastructure on the land, accessibility and plot’s topography. Among those, closeness to City of Zagreb is main determinant of land plot values.

Accordingly, prices of land plots intended for warehouse development in the County of Zagreb range between 30 and 130 EUR/m². The average asking price comes to €58 per square meter. The average price for constructed warehouse space in Zagreb County in May 2009 came at €1,156 per square meter. The price ranged from €965 to €1,317 per square meter.
