Safety and convenience are major factors in a person’s decision to use a bicycle for transportation. MARLIN is leading the development of the Miami-Dade TPO Protected Bike Lanes Demonstration Plan. Protected bike lanes (also known as separated bike lanes and cycle tracks) will create a county-wide low-stress bikeway network connecting to existing bike facilities, cultural centers, employment areas, educational facilities, recreational facilities, and other civic institutions to existing and planned transit facilities

including the Strategic Miami Area Rapid Transit (SMART) Plan corridors. The study identifi ed two pilot projects for fast-track implementation; SW 211th Street from US-1 to SW 108th Court, and a downtown Miami network comprised of four intersecting segments, NW/NE 5th Street from Biscayne Boulevard to NW 7th Avenue (westbound), NW/NE 6th Street from Biscayne Boulevard to NW 7th Avenue (eastbound), Miami Avenue from Flagler Street to NE 14th Street (northbound), and NE 1st Street from Flagler Street to NW 14th Street (southbound).

On March 15th, MARLIN organized the fi rst ever Miami-Dade Bike Friendly Summit hosted at the Vizcaya Garage. The forum aimed to promote awareness of bicycling for commuting and leisure by recruiting businesses and cities to apply for Bicycle Friendly Designations, granted by the League of American Bicyclists. Bicycle Friendly Designations demonstrate a commitment to bicycling conditions and caring about the well-being of the people who use them. In addition, MARLIN conducted bicycle and pedestrian counts as outlined by the TPO to build a repository of historic bicycle and pedestrian data and identify trends in walking and bicycling throughout the county.

Eric Katz, AICP, CNU-A, Project Manager, spearheaded this eff ort and spent a year assisting Miami-Dade County, municipalities, and businesses with the applications. All applications follow a “5 E” approach which evaluates an entity based on Engineering, Education, Enforcement, Encouragement, and Evaluation. No matter the result of each application, all applicants receive a through evaluation report with an action plan explaining how an entity can elevate their Bicycle Friendliness to as high as Diamond. STREETS PROJECT

Located within the Fort Lauderdale Central City CRA, the NE 13th Street Complete Streets Project aims to build an environment that accommodates access and travel for all community members. The recently completed project includes lane repurposing, green bike lanes, roundabout, enhanced crosswalks, pedestrian scale street lights, on-street parking, public art, landscaping, and ADA improvements. The project is contained within NE 13th Street between NE 4th Avenue and NE 9th Avenue.

MARLIN provided public information support throughout the duration of the project’s construction. MARLIN Public Information Offi cers (PIO) attended all project management meetings and disseminated important project updates to the neighboring business and residential community. In addition to direct contact with constituents, the MARLIN PIO team developed promotional materials that educated the public on the purpose of Complete Streets and how to properly navigate the road whether on bike, foot, car, or truck.

The project is operating in conjunction with the Fast Forward Fort Lauderdale 2035 Vision Plan and Press Play Fort Lauderdale 2018 to foster a more closely interwoven community in Fort Lauderdale brought together by multi-modal transportation. The project also includes a business district, among other features, that encourages pedestrian-friendly activities, improved safety, facilitates economic development, and plants the seed for a healthier environment.

The study area is 26,000 acres in size and includes the Miami International Airport Cargo Area, the Flagler Rail Yard, over 50 Million square feet of warehouse/distribution center facilities, I-75, SR 836, SR 826, the Florida’s Turnpike and the FEC and CSX Railroads. The plan will advance the implementation of freight and logistics projects by partnering with local communities and stakeholders. The project will be performed within the framework of a Planning and Conceptual Engineering (PACE) study with the purpose of advanced programming of short-, mid-, and long-term projects through various State, Federal, and Local funding programs. The recommendations from the study will be supported by stakeholders and local communities so that major projects will be identifi ed for a condensed path to NEPA compliance through the PD&E phase.

As part of this project, MARLIN supported FDOT and the City of Doral in developing and facilitating the West Central Miami-Dade Freight Mobility Summit which was held on June 8th, 2017. National speakers were brought in by MARLIN to share the latest trends/shifts in global trade and to identify strategies for Miami-Dade freight stakeholders to maintain and grow our competitive edge. The speakers were followed by 2 outstanding panel discussions between private users and public providers on what the future holds and how to maintain and stimulate economic development and a high quality of living for Miami-Dade. The fi rst panel included the 3 major roadway providers – MDX, Florida’s Turnpike and FDOT with 3 users – the Florida Customs Brokers and Forwarders Association, Armellini Trucking and CARGO42 and the second panel included multi-modal providers – PORTMiami, MIA and the FEC Railroad with the TPO, the Beacon Council and the FTAC. All agreed that they need to continue collaboration.

MARLIN participated in coordination meetings with stakeholders focused on the development of concepts for a candidate transit/pedestrian center in proximity to State Road 7 and Hollywood Boulevard. The project limits include a ½ mile buff er along each corridor. The fi rst phase of the project included collecting and summarizing relevant transportation plans, land-use plans, redevelopment plans and coordination with the city.

The Team documented and analyzed intersection, traffi c, transit, and pedestrian/bicycle existing conditions along the corridor. MARLIN then developed creative and state-of-the-art short, medium, and long term public element concepts intersection design for pedestrians, bicyclists, ADA, vehicles, transit and access to transit.

PALM BEACH MPOMARLIN was involved in the development of the Palm

Beach MPO’s Unifi ed Planning Work Program (UPWP) FY 2017/2018, a 2 year guiding fi scal and planning document that identifi es transportation planning activities for a two-year period following the state of Florida fi scal year. The plan is guided by the vision set forth in the Long Range Transportation Plan (LRTP) as well as federal and state planning emphasis areas. MARLIN prepared the document in coordination with the Director and Assistant Director and met all federal and state requirements. The document includes annual budgets for FY 2107 and 2018 allocated to 5 diff erent program areas utilizing a mix of USDOT, FDOT, Commission on Transportation Disadvantaged and Palm Beach County funds. MARLIN prepared all required presentations and fi nal documents to the Board, Technical Advisory Committee and the Citizens Advisory Committee.

GRADE SEPARATION

• Tier 1: Perform an initial assessment of all the mainline rail at grade crossings (25) in Martin County and identify 10 roadway candidate crossings for potential grade separation. Review adjacent land-uses between crossings and known areas of pedestrian trespassing on the rail corridor to identify 5 candidate locations for non-motorized crossings.

• Tier 2: Perform detailed evaluation and rank the roadway and non-motorized candidates for the need and justifi cation to implement grade separations.

• Tier 3: Prepare concepts and assess the feasibility and impacts of grade separations at 4 potential crossing locations:• Conceptual plans for up to 2 crossings for

roadway grade separation, and• Conceptual plans for up to 2 crossings for non-

motorized uses• Assess the impacts and cost-benefi t of the

concepts developed for this study.

The fi nal results include concepts developed for an Indian Street/Dixie Highway elevated roadway crossing, a Monterey Road/Dixie Highway depressed roadway crossing, a Railroad Avenue to Commerce Boulevard elevated pedestrian/bicycle grade separation and a Downtown Stuart elevated pedestrian/bicycle grade crossing.

The Martin MPO initiated the FEC Railroad Grade Separation Feasibility Study to identify, evaluate and plan for potential roadway and non-motorized pedestrian/bicycle grade separations along the Florida East Coast Rail Line (FEC) through Martin County. The study has been performed in phases including:

MARLIN created a conceptual and feasibility analysis to identify, evaluate and recommend potential alignments for a non-motorized overpass to complement the proposed Underline, the country’s longest under-rail linear park.

THE UNDERLINE

NON-MOTORIZEDCitywide Green Sharrows. The City wants to provide the community with sustainable, safe and eff ective alternatives to personal motorized vehicles. To improve mobility and encourage safer driver’s behaviors, the City tasked MARLIN to develop a design and prepare construction documents for the installation of Citywide Neighborhood Greenway and Sharrows as identifi ed in the South Miami Intermodal Transportation Plan.

SW 64th Street Protected Bike Lanes. Design services for the installation of bicycle lanes with separation from the travel lanes in each direction along SW 64th Street from SW 62nd Avenue to SW 57th Avenue (Segment 1) and installation of shoulders (designated bicycle lane) adjacent to the main travel lanes in each direction along SW 64th Street from SW 69th Avenue to SW 57th

Avenue (Segment 2). MARLIN is providing project management, roadway and drainage design, utility coordination, permitting, construction administration and inspection services.

MARLIN is currently providing design services for the Town of Miami Lakes Townwide Bicycle and Pedestrian Improvements, a LAP funded project. The scope of this project includes the bicycle and pedestrian complete streets improvements of selected corridors within the Town. Complete streets and traffi c calming improvements are applied by carefully balancing right of way constraints, drainage, utilities and existing landscape with bicycle and pedestrian needs.

Using an innovative typical section approach, MARLIN has positioned the Town to reduce long-term construction costs, conserving LAP dollars, reducing construction duration, while maximizing public right of way usage.

MARLIN is documenting all impacts through the NEPA process and assisting the Town of Miami Lakes in their coordination of the LAP process with FDOT in accordance with the FDOT LAP Manual. Coordination includes the review of all available environmental information such as, and not limited to, identifying the presence of wetlands, contaminated sites, fl ood maps, potential impacts to cultural resources, and land acquisition.

TOWNWIDE BICYCLE &

MARLIN performed design and construction engineering inspections (CEI) for the extension of NW 92nd Avenue, connecting NW 25th Street and NW 33rd Street. Completed on time and approximately $85,000 under budget, the NW 92nd Avenue reconstruction alleviates congestion on NW 87th Avenue and NW 97th Avenue.

This new roadway enhances connectivity for hundreds of City of Doral residents, freight traffi c and commuters to Miami-Dade County Police and US Southern Command as well as

improves emergency response times for Doral Police stationed at the new Police Substation located off of NW 25th Street. The project includes four traffi c lanes (two lanes in each direction), a stormwater drainage system, curb and gutters, street lighting, ADA improvements, a pedestrian/bicycle shared use path on the east side of the road, permitting, utility coordination, signing and marking, signalization analysis, crosswalks (Rectangular Rapid Flashing Beacons), surveying, and construction services.

CALMINGMARLIN was retained by various municipalities to evaluate local speed, volume, crash occurrences and overall traffi c patterns to determine locations within each municipality where traffi c calming measures should be recommended. Based on the analysis of traffi c conditions, MARLIN developed a Traffi c Calming Plan incorporating traffi c calming measures for roadway segments that met the threshold values established for the municipalities in agreement with the County. In each of these studies, MARLIN conducted extensive public outreach to obtain input from residents, stakeholders and the community. The objective of these studies, are to address concerns at critical locations to reduce the eff ects of motor vehicles in residential neighborhoods, promote pedestrian/bicycle use and increase the quality of life throughout the communities.

ADVANCED TRANSPORTATION MANAGEMENT SYSTEM (ATMS) PHASE 1MARLIN managed the development of a Design/Build Criteria Package for the design, construction and integration of St. Lucie County’s ATMS Phase 1 project which consists of installing a Fiber-Optic Communications Network for 56 signalized intersections, installing and integrating the ATMS software, installing and integrating 17 Closed Circuit Television (CCTV) cameras, and installing and integrating a video detection system at those intersections. As part of the project, we provided project management and utility coordination.

ADAPTIVE SIGNAL CONTROL TECHNOLOGY IMPLEMENTATIONMARLIN managed the implementation of an adaptive signal control system (Centracs) along SR 5/US 1 (12 intersections) within the City of Fort Pierce. Responsibilities included project management, roadway and signalization design, utility coordination, and public involvement.

PORT ST. LUCIE

MARLIN performed inspection and routine maintenance services on decorative pedestrian light poles located throughout the City of Port St. Lucie. There were approximately 1,360 decorative pedestrian light poles in the City that were part of this Program. The height of the light poles varies between 12.5 feet and 16 feet. • Performed a cursory/visual inspection of the light pole

and the decorative base• Each inspection included removal of the decorative

base, cleaning the base plate area inside the decorative base and verifying that the anchor bolts and their associated hardware are tight.

• Wire brushing was administered if corrosion was present and then the pole was pressure washed prior to paint

• Final photos were taken for post-maintenance inventory

REBUILDING AFTER

During the past couple years, the Planning Offi ce of the Autonomous Municipality of Canóvanas (the Municipality) has been collecting the necessary information on abandoned properties suspected of contamination establishing an inventory database.

MARLIN was tasked by the Municipality to conduct an inventory for the Brownfi elds Assessment Petroleum and Hazardous Substance Programs. The main goal of updating the property inventory is to revitalize Downtown Canóvanas and highly used areas. The proposed inventory update is an eff ort of continuance that will help the Municipality with its intention of revitalizing impacted areas

throughout its territory, especially the urban center and the Ausubo Forest area. Land revitalization puts previously contaminated properties back into productive use. Reusing clean-up sites protect public health and the environment by preventing sprawl, preserving green space and reinvigorating communities.

Sites were selected based on a series of criterions such as redevelopment potential, population and environmental health, legal aspects, and fi nancial considerations. These criterions allow to conduct a leveled, fair, appropriate, and overall verifi able evaluation of each site, and comprehensive to any person not familiarized with the evaluation process.

THE HURRICANEEXPEDITING THE RECOVERY OF PUERTO RICO MARLIN partnered with PLUSURBIA (local professionals) to off er a workshop titled: Hurricane Maria: Lessons Learned to a Resilient City after the Hit of a Climate (Atmospheric) Event in which both fi rms shared their experience with local and state governments to maximize funding from FEMA and other funding sources.

On May 2, 2017, MARLIN provided support for FDOT’s Offi ce of Transportation Data and Analytics’ Traffi c Technology Exhibition in Tallahassee.

The MARLIN Tallahassee team supported and participated in:• Weigh-In-Motion (WIM) calibration demonstrations

that included a tractor trailer of known weight making multiple passes over asphalt embedded sensors

• Pedestrian/bicycle count equipment demonstrations where attendees were encouraged to participate on bicycles made available to them

• Demonstration of class, WIM, volume, and non-intrusive devices on site

• Bluetooth equipment and travel time demonstrations• Software demonstrations

EXHIBITIONTRAFFIC TECHNOLOGY

MARLIN’s Tallahassee Offi ce has been busy this year deploying its Bluetooth devices throughout North Florida. In the summer of 2017, MARLIN staff deployed 26 devices along US Highway 98, stretching from Tallahassee to the Florida/Alabama state line. Funded by FDOT’s Offi ce of Transportation Data and Analytics, the purpose of this study was to analyze traffi c patterns on US Highway 98, with a particular focus on regional trips.

MARLIN also conducted two deployments for the Capital Region Transportation Planning Agency (CRTPA). In the spring, they deployed 20 devices along a segment of Thomasville Road in Tallahassee to analyze traffi c patterns in the Midtown area. The purpose was to establish a baseline data set for transportation planning and performance measurement of vehicle movement through this corridor. In the fall, they deployed another 15 devices as part of the CRTPA’s Southwest Area Transportation Plan. The purpose of the plan is to identify traffi c patterns emanating from the Tallahassee International Airport through corridors in Southwest Tallahassee/Leon County to help develop a coordinated land-use/transportation plan that addresses future mobility needs and supports future development in a form that is consistent with the vision of surrounding communities.

SEMINARWith the encouragement of Ramon Soria, President of MARLIN, Sheri Coven, Kim Lamb and other professional women, formed the Women’s Transportation Seminar (WTS) Florida’s Capital Area Chapter. WTS is an international organization of over 6,500 women and men dedicated to building the future of transportation through the global advancement of women. Its mission is to attract, sustain, connect and advance women’s careers to strengthen the transportation industry. The Chapter was ratifi ed by WTS International in September 2016, held its fi rst organizational membership meeting in December 2016, and began its programs in 2017. Sheri is the Chapter’s President and Kim is Director of Events and Partner Engagement.

The Chapter’s theme this year was leadership at all levels. Its quarterly lunch and learn programs included inspiring presentations from April Blackburn, FDOT’s Chief of Transportation Technology and City of Tallahassee Mayor Pro-Tempore Gil Ziff er. The year culminated in a Winter Awards Gala with a keynote address by Diane Gutierrez-Scaccetti, Executive Director and CEO of Florida’s Turnpike Enterprise. The Gala included an awards program, in which MARLIN received Employer of the Year, given Mr. Soria’s commitment to the Chapter by encouraging its creation and dedication of time and resources. Sheri Coven, the Chapter’s President, accepted the award on his behalf. The Chapter is 32 members strong and hopes to continue to grow its membership in 2018.

TRANSPLEXSheri Coven, Senior Vice President, Jeff Weidner, Vice President and Eric Katz, Strategic Planner, attended TRANSPLEX, FDOT’s Transportation Planning Exchange Conference. It’s a forum for transportation professionals and project development professionals to learn and exchange ideas about transportation planning, as well as engaging communities and people in the making of transportation plans and projects. Sheri Coven participated in TRANSPLEX and was the Team Leader for a series of three Rural Town Team Challenges, where participants had to put themselves in the shoes of a planner of a small rural town that had a SIS facility running through it and determine how to accommodate interregional travel, improve safety, and capitalize on the economic benefi ts of the corridor, all while still preserving the community’s “small town” identity. Sheri also moderated a panel that focused on dealing with public opposition to transportation projects.

MARLIN EXPANDS TO

2017 marks another milestone for MARLIN as we continue our growth in Florida with the opening of a new offi ce in West Palm Beach. Located at 1804 N. Dixie Highway in Palm Beach County, our newest location will improve on the fi rm’s already notable ability to provide personalized service with keen attention to effi ciency and safety. Our West Palm Beach offi ce is headed by Julie Vers, PE, Structural Design Manager.

MARLIN’s Structures Department has expanded by adding structural engineering design to its list of qualifi cations. Our team includes senior engineers with experience in the design and analysis of structures for highway, transit, and marine projects.

MARLIN’s structural design engineers have extensive experience in performing bridge inspections and preparation of bridge load ratings, conducting structural condition evaluations, design development and contract document preparation. Our team has provided design services for fi xed and moveable span

bridges, traffi c signal mast arms, and overhead sign structures and have in-depth knowledge of the federal, state and local design standards and guidelines required for transportation projects. In addition to the design of transportation structures, our Structures Department also provides design for retaining walls, seawalls and piers. Led by Senior Structural Engineer Julie Vers, PE, MARLIN’s structural design engineers bring innovative solutions to support successful infrastructure design and construction.

WTS Florida’s Capital Area Chapter has honored MARLIN with its prestigious Employer of the Year Award for its commitment to helping start the Chapter and dedication to advancing women in transportation. The award was presented on Thursday, December 7, 2017 during the Inaugural Awards Gala.
