NATIONAL HEALTH AND DOMESTIC VIOLENCE CONFERENCE The Maryland Health Care Coalition Against Domestic Violence was well represented at the biennial Futures Without Violence (formerly the Family Violence Prevention Fund) National Health and Domestic Violence conference held in March in San Francisco. Several Coalition members were invited to present at the conference. Audrey Bergin presented on strangulation, Colleen Moore presented on the Coalition’s Manual to promote new hospital-based domestic violence advocacy programs, and Amy Johnson presented on the implementation of the Lethality Assessment Program (LAP) in Maryland hospitals. A number of other Coalition members attended the conference to learn about best practices related to health and domestic violence. Information from the conference will be presented at our upcoming June 21st seminar (see page 4 for more information).

Domestic Violence is a Health Issue During the past several years, domestic violence has been viewed as a serious health concern, a long-awaited trend away from the idea that domestic violence is a “private family matter.” High-profile cases, such as that of college student Yeardley Love, have drawn national attention. Still, according to a 2011 study published in the American Journal of Preventive Medicine, domestic violence is a significant health problem but goes largely undiagnosed, undisclosed and clinically undocumented. Now, however, more health care organizations and medical specialties are addressing the issue. Futures Without Violence called the landmark Institute of Medicine report calling for domestic violence screening and intervention one of the biggest advances in women’s health in a generation. It led to the Affordable Care Act requirement for domestic violence screening and counseling without cost

sharing. Now, new statements encouraging screening for abuse have come from the American Academy of Family Physicians, the American College of Obstetricians and Gynecologists, the American Academy of Pediatrics, and the American Academy of Neurology. In Maryland, recent attention to domestic violence issues have included in Advance for Nurses magazine and online article on the strangulation protocol developed by the DOVE program at Northwest Hospital and an article in the New Republic highlighting the Lethality Assessment Program developed by the Maryland Network Against Domestic Violence.

The Coalition continues to aid Maryland hospitals in expanding their ability to address domestic violence with their patients. Using Health Care Response to Domestic Violence: An Advocacy-based Manual for Hospitals, Facilities and Providers (the Toolkit), the Coalition has helped expand the number of hospitals offering in-house domestic violence advocacy services from four hospitals just two years ago to the current seven hospitals with others progressing toward implementation. November 2011 marked the one-year anniversary of Prince George’s Hospital Center’s Domestic Violence and Sexual Assault Center (DV/SAC), which provided over 70 in-person crisis interventions for domestic violence victims in its first year. The DV/SAC continues to receive support from the hospital’s administration, staff and community partners. Greater Baltimore Medical Center (GBMC) launched its in-house domestic violence program in October of 2012. The first six months of the program’s development focused on understanding the systems already in place to help victims and survivors and has moved on to building on those strengths and filling gaps in service. Future funding will aim to broaden the reach of services from the emergency department to labor and delivery and throughout the GBMC healthcare system through staff education and support. Other hospitals actively working to address domestic

violence, with technical assistance from the Coalition, include Meritus Medical System in Hagerstown and the University of Maryland’s R Adams Cowley Shock Trauma Center. The Coalition’s Manual is an evolving document that is frequently updated as new issues a r i s e an d n e w research becomes available. The Manual, related trainings and technical assistance are made possible with VAWA funding through the Governor’s Office of Crime Control and Prevention. In April, the Coalition held a day-long forum for the six active h o s p i t a l - b a s e d programs to discuss their varied programs and the successes and challenges they faced. Pertinent findings will be discussed at the June 21 seminar announced in this newsletter.

HOSPITAL-BASED DOMESTIC VIOLENCE ADVOCACY PROGRAMS

2012 MARYLAND GENERAL ASSEMBLY The 2012 Maryland General Assembly Session produced positive results for victims of domestic violence. The Maryland Network Against Domestic Violence (MNADV) reviewed 73 different bills and provided testimony on 43 bills. Six bills supported by the MNADV were passed. Two out of the three MNADV priority bills passed: HB 1146/SB 647--Domestically Related Crimes - Reporting and HB 769/SB 291--Unemployment Insurance - Coverage - Victims of Domestic Violence. Unfortunately, the third priority bill, HB 1074/SB 612--Criminal Law - First Degree Assault - Strangulation, which passed the Senate, died when House Judiciary Committee Chairperson Joseph Vallario failed to bring the bill to a vote in the Committee.
