Format & Rules
Rules
Each men’s team will play 3 preliminary games. After the preliminary games, each team will be seeded based on its record. The tiebreakers will be:1. Head to head2. Total point differential 3. Total points scored 4. Total points allowed
Each women’s team will play 3 preliminary games (except one team). After the prelimi-nary games, each team will be seeded based on its record. The tiebreakers will be:1. Head to head2. Average point differential per game3. Average points scored per game4. Average points allowed per game
Once all teams are seeded, the bracket will begin.
Eligibility RulesAll players must be registered beforehand in order to play in the tournament.There can be no more than 3 players on one team, who are currently or have EVER been on an NCAA Division I, II, or III basketball team.
Gameplay 1. At least 4 players must be present at the start of game time. If at least 4 players
are not present the game will be considered a forfeit. The point differential will be 10 points (+10 for winning team and -10 for the forfeiting team). This rule will be strictly enforced due to the large number of participating teams.
2. A team must have at least 4 players to start a game (rule #1). However, a team may have 1 player finish the game. Example: All but one player on a given team foul out. The loan player may finish the game.
3. Captains are the spokespeople for the team and are responsible for being aware of all tournament rules.
4. Substitutions may be made only during dead ball situations. Substitutes should remain at midcourt by the scorer’s table until summoned by an official.
5. Participants must wear basketball or tennis shoes and gym clothes - shoes that mark the floor will not be permitted. All players must wear their team’s jersey. Teams or players without their jerseys will not be permitted to participate.
6. Jewelry: PLAYERS ARE NOT ALLOWED TO WEAR JEWELRY. (EYEBROW RINGS, WATCHES, NECKLACES, EARRINGS, ETC.) COVERING THE ITEM WITH TAPE IS NOT ACCEPTABLE, AS IT DOES NOT PREVENT THE POSSIBILITY OF INJURY. Players who do not comply will not be permitted to participate.
Timing Regulations1. Duration: Games will consist of two running clock halves. The clock will only stop
for time-outs, protests (per referee request), and injuries. During the last minute of each half the clock will stop on whistles. The timing for each round of games is as follows:
a) Preliminary Games: 10 minute halves b) Bracket Games: 12 minute halves c) Semi-final Games: 14 minute halves d) Championship Game: 18 minute halves2. Time Outs: Two per team per game - duration 1 minute in length. If a team has no
time-outs and calls for one, the timeout will still be rewarded HOWEVER, a two shot technical foul will be assessed, plus possession of the ball to the non-violating team at the division line (you “buy” a time-out for a technical). The technical foul will be assessed to the team and count towards total team fouls.
3. Games that end in a tie during the preliminary games will be recorded as such, NO overtime before the bracket begins.
4. Mercy Rule: If a team is ahead by 15 or more points at the two-minute mark in the second half, or sometime after, the game shall end by Mercy Rule (only applies to Preliminary games)
Playing Rules1. Five-second rule (close guarding “arms length” player with ball) will be in effect.2. The alternate possession rule will be used.3. Fouls occurring when a player attempts to gain an advantage offensively or defen-
sively: a) Illegal use of hands, arms, legs, feet, and/or torso. b) Pushing, holding, grabbing, and/or hooking an opponent.4. A player must leave the game upon her/his fifth personal foul. Technical and player
control fouls will be counted as personal fouls and as team fouls. After two techni-cal fouls a player is automatically ejected.
5. The official, scorekeeper, and/or supervisor has the discretion to penalize any individual for unsportsmanlike conduct. A technical foul may be assessed and may be followed by a possible ejection.
6. The scorekeeper’s record is official.7. FOUL SHOTS: No player may move into the restricted area (the key) until the ball
hits the rim. Players outside the lane area may not cross the foul line extended nor the three-point arc until the ball hits the rim.SHOOTING TEAM (offense) may not have more than 2 players in marked line spaces. NON-SHOOTING TEAM (defense) may not have more than 4 players in marked line spaces.The two top marked line spaces (nearest the shooter) may NOT be occupied.

About The Tournament
The National Hillel Basketball Tournament was founded in 2011 by Uni-versity of Maryland students. Maryland boasts one of the largest Jewish campus communities in the country and has graciously welcomed the tournament onto our campus. The tournament’s purpose is to bring together Jewish athletes from across the country for a weekend full of camaraderie and basketball in an effort to fundraise for participating Hillels. The tournament has hosted teams from more than 30 universi-ties across the country and is the first social gathering of its kind to bring together Jewish college students. Most importantly, the tournament brings students together to positively embrace our common heritage and communal link in a social, celebratory nature.
We take pride in the fact that the tournament is run completely by devoted University of Maryland students. Therefore, we value your feedback very much. By Plane:Going to and from BWI there is public transportation. Every forty minutes, there is a B30 public bus that goes from BWI to Greenbelt. The bus costs $6 and they are sticklers about exact change!See bus times and pick up points here: www.wmata.com/bus/timetables/md/b30.pdfThis bus takes you non-stop to Greenbelt so you do not need to worry about missing your stop. Greenbelt is either a metro ride away or a short cab ride away. Cabs from Greenbelt to campus are usually no more than $15 and ten minutes and they are always waiting right where you get off the bus. The alternative would be to take the metro one stop from Greenbelt to College Park-Metro. From the College Park metro station, you can either walk or take the UMD shuttle to campus (bus 104). By Bus from NY:If you are taking a bus, we strongly encourage everyone to take Bolt Bus to and from Greenbelt. Out of all the buses, Bolt comes closest to campus and is either a metro ride away or a short cab ride away. Cabs from Greenbelt to campus are usually no more than $15 and they are always waiting right where you get off the bus. The alternative would be to take the metro one stop from Greenbelt to College Park-Metro. From the College Park metro station, you can either walk or take the UMD shuttle to campus (bus 104). By Train:If you choose to take Amtrak, the closest train station in terms of vicinity is New Car-rolton (NCR). If you get off at New Carrolton, it is about a 15 minute, $20 cab ride to campus. The other option would be to take the train to Union Station in D.C. and then take the Metro from there (it takes a little over one hour to get from Union Station to campus by public transportation).
