FOR THE PERIOD 01 APRIL 2016 TO 31 MARCH 2017

INTRODUCTION
Mahila Shakti Kendra, a Federation of over 100 Self Help Groups, popularly known as MASK, was
established on 01st. April 2002 and was registered on 08 February 2006, under the Societies
Registration Act XII of 1860. Today MASK has emerged as a significant platform for several tribal
women in the district of Sonitpur in Assam, using SHGs as a tool by encouraging savings,
introducing income generation programs and building linkages between women and banks and
thereby providing financial empowerment to women.
The VISION of MASK is to empower the poor and marginalized, especially women, to bring about
social change in their status and transformation in society.
The MISSION of MASK is to promote and form Self Help communities of love, concern, thrift and
solidarity, among the poor, especially among marginalized women irrespective of their caste, creed,
or color, whereby they become conscious of their collective strength (unity) as members of the
Federation, to help themselves individually and as a group and to empower themselves economically
and socially in order to live with dignity in the main stream of society.
1. IMPROVING LIVELIHOODS THROUGH AGRICULTURE AND ALLIED
INTERVETION IN 10 VILLAGES OF SONITPUR, ASSAM SPONSORED BY THF
AND NFI, DELHI
MASK has been implementing a livelihood project supported by THF-NFI since 2015. Even before
the implementation of this joint venture, a livelihood program supported by NFI has already been
completed in two villages of the area. The ongoing project covers ten villages of the area. The project
is in the second phase of implementation. The NFI sponsored as well as the THF-NFI sponsored
projects have well defined monitoring, evaluation, learning and documentation systems. These
systems have helped the project staff to learn effectively from past mistakes and has added value to
the participatory planning processes.

1.1. ACCESS TO IRRIGATION
Lack of irrigation facilities at the time of cultivation is a big problem faced by the farmers. In most
of the fields water remains in the fields only during the monsoon season, but in the later part of the
year the fields are barren, due to the unavailability of irrigation facility. Therefore, since the
implementation of the project from the year October 2015, the project has provided for two types of
small irrigation systems for the farmers. One is a low cost 0.5 hp electric pump for open well/ tube
well along with a storage tank and water delivery system for homestead garden and the other is a 1.5
hp petrol start kerosene run pump for farm lands having no electrical connection. As a part of
beneficiaries‟ contribution, farmers who received a 0.5 hp electric pump for homestead cultivation
constructed a 10 feet high platform to place the overhead tank, and the farmers who got the 1.5 hp
petrol start kerosene run pump constructed bore wells in their farm land as their contribution. All of
them have signed an agreement whereby they would have to pay for the operation maintenance, and
replacement of delivery pipes/ suction pipes/ foot valves etc. As in the previous year, this year too,
36 pump sets were distributed to the beneficiaries. Of these 15 were 0.5 hp electric pumps and 20
were 1.5 hp petrol start kerosene pumps. Including the 65 pump sets distributed in the previous year,
a total number of 101 pumps have been distributed as of date. Farmers are reaping the fruits of these
pump sets which is quite evident from the progress in their cropping patterns and the increase in their
agricultural produce.
1.2. CULTIVATION OF VEGETABLE AND SPICES AT COMMERCIAL SCALE
From last year, as a part of income generating activities, MASK is promoting improved vegetable
cultivation practices which help to increase the production and minimize the use of inorganic
fertilizer and chemical pesticides. Quite many farmers of the project area have small homestead
garden. MASK is currently helping the small farmers to produce surplus vegetables and spices in
their farm lands and gardens. To increase their production to a commercial level we introduced
techniques like crop rotation, multiple cropping, double cropping, sack plantation etc. Cluster
approach is helping the small farmers to sell their surplus vegetable in the nearby market. Till now
we have succeeded in engaging a total of 262 HH, covering an area of about 8.18 acres, who are
cultivating vegetables and spices at a commercial scale. One centralized nursery has also been

prepared in Bakola Morikuti village to supply the small growers with indigenous fruits, vegetable
and saplings. Most of the farmers growing vegetables and fruits in this area are dependent on this
nursery. This has proven to be very helpful for many villagers as they can collect different varieties
of fruits and vegetables saplings locally and easily at a very nominal cost.
Among the spices, Ginger and Pepper cultivation too is catching on with the farmers.
1.3. VERMINCOMPOST/ ORGANIC FARMING
MASK has been encouraging the villagers to take up
organic cultivation from the very beginning of the
project. The response has been good. MASK
has built very cordial relationship with the
Department of Agriculture. The Department
has allocated a total of 53 concrete vermin
compost pits for the farmers of the project
villages. 10 pits have already been
constructed and the remaining pits will be
constructed during the coming months.
The Department has also provided our
farmers with 10 vermin bags. They have
also introduced the concept of green
manure among the farmers. 40 farmers
were provided with a seed namely
“Dhansya” which increases the
productivity of the cultivated land by

increasing the nitrogen content of the soil.
1.4. PULSES AND OIL SEED PRODUCTION
Most of the farmers of the area were
unaware about the practices of pulses
cultivation, and were not motivated to
adopt those practices. Mustard cultivation
which is on the decline, was the only
oilseed popular among the villagers.
According to the famers, the fertility of the
land is going decreasing. Therefore,
cultivating mustard is no longer a
profitable activity. Introducing pulses and
oilseed cultivation in the area was a tough
challenge for the team. MASK organized a
series of video shows, discussions and
trainings to convince the villagers about the benefits of adopting practices of pulses and oilseed
cultivation in their land. Initially a few farmers who are still cultivating mustard and an indigenous
variety of pulses ( Black Dall ) etc., for their own consumption agreed to adopt modern practices of
oilseed and pulses cultivation. MASK provided training and exposures for them and arranged expert
visits in their fields to guide them and to demonstrate the economic viability and profitability of
cultivating pulses and oilseeds. Finally the villagers were convinced that pulses play an important
role in sustainability because, in many ways, they are an important component of crop rotation, they
require less fertilizer than other crops, and they are a source of high protein.
MASK also gave equal emphasis on oilseed (groundnut) cultivation. Once introduced it was
found that the quality of soil in some of our villages are very adequate for groundnut
cultivation. Our farmers are getting good returns from it. The constant support like technical
know-how and training and even seed support from Krishi Vigyan Kendra, Sonitpur has really
proved to be very beneficial for our farmers to help adopting these new practices.

1.5. PIG REARING
Piggery is traditionally practiced by the
farmers. Although farmers have the
tradition of rearing pigs, the traditional
practices have some drawbacks which
prohibit the farmers from getting good
returns from a grown up pig. For example,
our farmers have the habit of keeping the
pigs in an open area for which they are very
prone to a lot of diseases; they also ignore
the importance of de-worming and
vaccination. MASK has provided training
to the farmers regarding the importance of
improved practices so that our farmers can upgrade their traditional skill by providing the pigs with
vaccination, quality feed and also constructing a well planned shed for their pigs that will save them
a lot of money and will also yield a good return. All the villagers who are selected for pig rearing
were asked to prepare a low cost concrete flooring pig shed and to follow the good practices.
Villagers were jointly selected by the local SHGs and the field staff by following specific criteria.
Till now MASK has distributed 440 improved quality piglets to 260 villagers. It is rather a great
accomplishment for MASK as it was able to mobilize a sum of Rs. 15,50,000 as a subsidy loan to 15
SHGs from the Assam Gramin Vikas Bank, Chariduar for the purpose of pig-rearing.
2. GENDER FRIENDLY MACHINERY TRAINING
From its inception MASK has been emphasizing in improving the livelihood of the villagers
especially women. MASK‟s primary goal is to
motivate women to create a niche in the male
dominated field of agriculture, hence to encourage
women to participate in the agricultural activities

the training program where the participants learned about the benefits of these modern machineries.
A lot of modern machineries like water spryer, grass cutter, thresher, reaper, potato peeler, weedier,
etc. were demonstrated in the program.
3. MAHATMA GANDHI NATIONAL RURAL EMPLOYMRNT GUARANTEE ACT
MASK in collaboration with KABIL is also
emphasizing leveraging government benefits
through Mahatma Gandhi National Rural
Employment Guarantee Act (MGNREGA).
Currently MASK is working with two villages
namely Bakula Pathar and Duwangani. From 14
to 17 September 2016, MASK organized a four
day awareness and training program on the
importance of MGNREGA and GPDP in support
from KABIL, in two villages, namely Bakula
Pathar and Duwangani. The program was conducted by
Mr. Madhabanda Roy, SRM Mridul and Dinabandhu Karmakar from KABIL with 64 villagers as
participants. Initially a household level survey was carried out in the villages to find out the needs of
the villagers. MASK is trying to create individual livelihood assets for the villagers like ponds, fruit
& vegetable orchards, shades for livestock etc according to the needs of the villagers under the
provision of Mahatma Gandhi National Rural Employment Guarantee Act. To incorporate such
individual plans in the MGNREG‟s annual action plan of 2016-2017, MASK‟s team is closely
working with the local Panchayati Raj Institutions and the district administration.

KEEPING AND MANAGEMENT TRAINING
MASK has around 55 SHGs in the 10 villages of the THF-NFI project area. All these SHGs are a
part of the federation which was promoted by MASK and has its own agenda, design, set of rules and
regulations and have their own system of functioning. They also have a book keeping system which
is perfectly capable to accommodate the needs of the future. A livelihood orientation and training for
the existing and newly formed SHGs was organized so that these SHGs can intensify their income
generating activities by taking advantages of various government programs like NRLM. The training
programs were conducted by Ms. Popi Marak, Mrs. Veronica Mech and Ms. Mridula Devi –staff
and CRP personnel of MASK - supported by THF-NFI project.

5. AGRICULTURE AND ANIMAL HUSBANDRY TRAINING
MASK in support from THF-NFI project conducted a series of training programs on agriculture and
animal husbandry at the village level and also at Krishi Vigyan Kendra (KVK), Tezpur. At KVK
participants also had an exposure to the agricultural innovations experimented at the centre. KVK
personnel were the main Resource persons for the trainings.
The main topics of the training programs were primarily on piggery, vegetable farming and also on
floriculture. Our villagers have been practicing the aforesaid activities since time immemorial, but in
spite of that there are a lot of modern methods of which they are ignorant. A total of 395 farmers
from 10 villages were also introduced to new and improved techniques of piggery, vegetable farming
and floriculture through this series of trainings held in villages and at KVK as detailed below:

In addition to the above training programmes, from 21 to 26 September 2016, MASK organized
5 more agricultural training programs in Phuloguri Kachari Gaon, Eraliloga, Navghoria,
Bakula Morikuti and Chenglimari, as part of the THF-NFI project. The main theme of the
training program was to impart knowledge on the cultivation of vegetable among the farmers of the
villages. The training programs were conducted by VLEW Mr. Purna Kanta Bora and Mr. Brojen
Sharma from Lakhimpur Min Mahal Committee, Mangaldoi.

On 10 September 2016, MASK organized a workshop on soil health card distribution in Simanto
Milan Sangha, Chariduar. The workshop was supported by the Krishi Vigyan Kendra, Sonitpur.
The local MLA Mr. Padma Hazarika attended as the chief guest of the program. The main purpose
of the workshop was to make the villagers aware of their land types so that when it comes to using
fertilizers and pesticides they can be well aware of the exact amount that is to be used in the fields,
resulting in optimum productivity of soil.
6. VILLAGE TO VILLAGE TRAINING AND EXPOSURE PROGRAM
MASK adopted a new strategy to motivate the farmers by encouraging the farmers of a village to go
to a neighboring village and see the improved techniques (like nursery bed raising, spacing, use of bio
pesticides & insecticides etc) which were
adopted by the progressive farmers. A
total of 371 farmers were organized into
17 peer groups and 17 village level

organized to share their experience and
knowledge about improved methods of
vegetable, oil seed, pulses
and about different crop
planning methods. The

the farmers about creating different models of horticulture gardens which can increase the
productivity of their land.
The farmers showed interest to adopt some of the techniques, some farmers who have very little
land available for cultivation were interested to adopt sack plantation as a means to enhance their
income.
7. INTERNATIONAL WOMEN’S DAY CELEBRATED
Representatives of 15 SHGs from MASK and Krishi Vigyan Kendra, Tezpur symbolically celebrated
International Women‟s Day on 8th March, 2017, at Navghoria village. MASK celebrated the inspiring
work carried out by SHG members of the locality to encourage women to create a niche in the male
dominated field of agriculture. Dr. Angana Sarma from KVK praised Mrs. Veronica Mech and Mrs.
Premika Mech for their exemplary effort to maintain their status as a progressive woman farmer and
encouraged others to follow the
path to realize their full potential.

iii. Participation Workshops / Meetings of Networking NGOs
On 23 April, 2016, the Director of MASK, Mrs. Eliza Boro, who is a General Body
Member of Forum for Voluntary Sector Assam (FVSA), participated in the Annual General
Body (AGM) Meeting of FVSA at Kokrajhar.
From 08 to 10 July, 2016, Ms. Popi Marak and Mridula Devi of MASK, participated in
FVSA half yearly meeting held at Darrang.
From 27 to 29 July 2016, Project coordinator Mr. Dhruba Jyoti Das and project staff Mr.
Apurba Basumatary attended a three day training program on Tentative Macro-design on
MGNREGA organized by a networking partner, KABIL. The training was held at SIRD
Kahikuchi Training center.
On 3 and 4 November 2016, Training coordinator Ms. Popi Marak and Samir Ranjan
Rajkonwar participated in a two day workshop on Mapping Development Landscape and
identifying Issues and Strategy for North East India Collective Accompaniment. was
attended by The workshop was organized by Churches Auxiliary for Social Action (CASA)
in Council of Baptist Churches in North East India (CBCNEI), Panbazar, Guwahati.
On 11 and 12 February 2017, Director Mrs. Eliza Boro and Project coordinator Mr.
Dhrubajyoti Das participated in a two day workshop on Social entrepreneurs for NGOs, at
Don Bosco Technical School, Shillong, organized by the Millennium Alliance. The main
theme of the workshop was on how to train rural folk to become social entrepreneurs.
iv. Participation in District Level Meetings
On 22 and 23 April, 2016, Ms. Popi Marak participated in a seminar on Human Rights and
Sexual Reproductive Health Rights, organized by NEN at Tezpur.
On 31 March, 2017, four Community Resource Persons (CRPs) of MASK, participated in
the „Brahma Putra Festival‟ organized by the DRDA, Tezpur.
9. TRAINING OF TRAINERS (TOT) PROGRAMMES FOR OF NGOs
i. From 17 to 19 may 2016, Director, Mrs. Eliza Boro and Oscar Pereira S.J (Promoter),
conducted a three days training program on SHG bare foot auditor‟s training at NEDSSS,
Guwahati. The training program was organized by the NEDSSS, sponsored by CARITAS,
Denmark.

10. EXPOSURE PROGs. FOR NGOS -
TO SHGs AND FEDERRATION OF MASK
An exposure to the various Income Generating and Livelihood activities of SHG members give
participants an exposure to the livelihood opportunities for the poor. An exposure to an evaluation
or rating of an SHG, based on the NABARD format, gives the participants an experience as to how
MASK supervises & monitors the growth and progress of SHGs. Sharing of experiences of SHGs
in addressing social issues at the village level, cluster level and the Federation level through their
“Women‟s Court” exposes participants to the impact of women‟s empowerment through the
Federation. The whole exposure experience enables the participants to understand how
marginalised women can become economically self-reliant and empowered to bring about a social
change in their status in Society.
During the period 01 April 2016 to 31 March 2017, MASK organised the following 4
Exposure Programmes to SHGs of the Federation, ranging from 1 to 4 days duration, for
personnel of NGOs of the North East Region.
i. On 6 and 18 may 2016, the MASK team conducted a two days training and exposure
program on different livelihood activities MASK is currently working on for the personnel of
KABIL which was attended by a total of 15 participants.

ii. From 20 to 22 September 2016, 18 SHG
members of The North East Initiative
Development Agency, Kohima,
Nagaland came for a three days exposure
program on SHG Federation to MASK.
iii. On 25 and 26 November 2016, 5
officials from Diya Foundation, Mirza
Guwahati came to MASK for a 2 days exposure program on livelihood activities that have
been carried out by MASK in the villages.
iv. On 16 to 17 December 2016, 9 to 10 January 2017 and 2 February 2017, three more
exposure programs on SHG federation were held for the SHG members of Gramin Sahara,
Guwahati.

11. VISITORS AND MSW INTERNS AT MASK
From 22 to 26 June 2016, Mr. Sunil Ranjan Thanapati of National Foundation of India
(NFI), New Delhi visited MASK for a 5 day evaluation of „The Hans Foundation Project‟
funded through NFI.
From 7 to 15 July 2016, Ms. Garima Gupta and Ms. Harshika Sondhi from Kalindi College,
University of Delhi did their 45 days of internship at MASK as a part of their study
curriculum.
