Leistungsnachweis
Es ist eine schriftliche Hausarbeit im Umfang von ca. 15 Seiten anzufertigen, deren Inhalte vorab in Form eines Vortrages zupräsentieren sind (ca. 20 Minuten Vortrag, 10 Minuten Diskussion). Eine aktive Teilnahme am Seminar wird erwartet.
Lerninhalte
Das Seminar befasst sich mit der Digitalisierung im öffentlichen Sektor. Es gibt Einblicke in Forschung und Praxis,dabei gibt es auch die Möglichkeit, mit Partnern aus der Praxis zusammenzuarbeiten. Das Themenspektrum reicht vonklassischen E-Government-Anwendungen über Lösungen im öffentlichen Katastrophenschutz bis hin zu Informations- undPartizipationsangeboten im Kontext von Open Government.

Das Seminar befasst sich mit der zunehmenden Anwendung von Methoden und Erklärungsperspektiven der Data Science inder politik- und verwaltungswissenschaftlichen Forschung und Praxis.
Der erste Teil des Seminars widmet sich den Instrumenten, Algorithmen und Systemen zur Extraktion von Mustern undSchlussfolgerungen aus strukturierten und unstrukturierten Daten in Politik und Verwaltung. Hierfür werden einführendeKenntnisse in die Datenanalyse mit R vermittelt, um die Grundlagen von Data Science und dessen Anwendung in Politikund Verwaltung besser verstehen und nachvollziehen zu können. Diese Vermittlung zentraler Kenntnisse der Data Sciencegeschieht immer in enger empirischer Anwendung von Fallbeispielen aus der Politik- und Verwaltungswissenschaft(etwa: Vorhersagemodelle für Wahlverhalten, automatisierte Textanalyse von Regierungsberichten, Netzwerkanalyse vonTwitter-Accounts parlamentarischer Akteure etc.). Sämtliche Aufgaben der eigenständigen Datenanalyse sind zum einenanfängerorientiert und können zum anderen in Kleingruppen ausgeführt werden (siehe unten).
Jede Doppelsitzung folgt dabei derselben Struktur: (1) Vermittlung der zentralen Grundlagen von Data Science (in Anwendungauf politik- und verwaltungswissenschaftliche Inhalte) und (2) Lab-Zeit zur eigenständigen Anwendung dieser Grundlagen(unter Hilfestellung der Dozentin und studentischer TutorInnen).
Der zweite Teil des Seminars beschäftigt sich mit weiteren aktuellen Themen zur datengestützten Politikformulierung und -implementation, insbesondere der Erstellung und Güte von Algorithmen (algorithmic bias etc.), zur Transparenz und Offenheitpolitischer und bürokratischer Daten (open data), und zur Relevanz automatisierter Beiträge in politischen Diskursen aufSocial Media Plattformen (bots).
Bitte beachten : Im Rahmen des Seminars werden eigene Datenanalysen durchgeführt, um die Instrumente, Möglichkeitenund Grenzen von Data Science für politische und administrative Entscheidungsprozesse besser nachvollziehen zukönnen. Hierzu sind Kenntnisse der Programmiersprache R vorteilhaft, aber nicht zwingend. Studierende sollten aber einGrundverständnis und Interesse an statistischer Software mitbringen.
Wichtig : Die ersten beiden Seminarsitzungen (29.04.2019) werden vollumfänglich durchgeführt, es wird erwartet, dassdie Studierenden die Referenzen zu diesen Sitzungen gelesen und verarbeitet haben (siehe Moodle-Kurs). Ebenso solltendie Hinweise zur Kleingruppenarbeit wahrgenommen werden und ggfs. die notwendige Software auf die eigenen Laptopsheruntergeladen werden (ebenfalls im Moodle-Kurs).
Bitte bringen Sie zu jeder Seminarsitzung einen Laptop mit (oder stellen sicher, dass mindestens ein Mitglied ihrerKleingruppe einen Laptop mitbringt).
Das Seminar operiert mit Kleingruppen von 3-4 Studierenden, die Einteilung wird in der ersten Seminarsitzung vorgenommen.

Hinweis: Der Kommentar (Op-Ed) darf sehr gern der Nukleus für den finalen Bericht sein (= es darf dieselbe datengestützteAnalyse zugrunde gelegt werden). Der Entwurf zum Bericht darf in der Kleingruppe gemeinsam erstellt werden. Der finaleBericht sollte individuell erstellt sein und ggfs. eigene Akzente setzen.

Kommentar
This seminar will examine changes in state-market-interactions as well as institutional change in developing countries. Duringthe 1950s and 1960s, and particularly in the context of decolonization, most governments in the developing world stronglyrelied on state-owned enterprises and state-led development. With the beginning of severe debt crises in the 1980s andthe breakdown of centrally planned economies, policies of structural adjustment and institutional change rapidly replacedthese strategies. Although market-led development was the paradigm of the 1990s, and New Public Management becamea key feature in public administrations, there were also concerns about more conducive roles of the state in development.Today, theoretical debates and development practice concentrate on complementary roles of states and markets, and newcollaborative arrangements. With intensified international collaboration and global interaction, the focus has shifted to newmodes of governance, which more deeply involve non-state actors in overall development.

This course is on climate change and how it affects the policies and practices of international development. After a brief reviewof some recent data on climate change, and the role of the Paris Agreement, the course will take a critical look at the multiplechallenges for development policy to address broader issues of climate change in the developing world. Some of the topicscovered in the course include: the effects of climate change in developing countries; climate change discourses in developingcountries; forced migration and conflict; climate smart agriculture; deforestation, REDD policies and governance; resourcetransfers and climate funds; policies for low-carbon development; private sector development and green growth; city networksand climate change.

International economic relations are of enormous importance, yet their analysis often is somewhat limited. In this seminar,we will examine international economic relations with an approach that combines economics and international relations. Thekey question of international political economy is: Who gets what, when and why? Of course, there is no shortage of topics inthis area. In finance, the world has not yet fully recovered from the last crises. But what are the potential solutions that reducethe severity and impact of future financial crises? Does finance have to be tamed further, and how can that be achieved?Are policy makers sufficiently independent from the financial sector, or are they more concerned with ”Wall Street” than with”Main Street”? And what can we learn from the changes of the international financial order of the last 150 years? 2016 mayturn out to be the beginning of a new era – both for the international division of labor and for global co-operation. The vote forBrexit and the election of Donald Trump were both unexpected and will both have severe consequences. Rod Little from TheSpectator has argued that 2016 is 1968 in reverse: the overthrowing of political correctness and a return to the values of flagand family. Of course, May and Trump might soften their position, but it seems unlikely that they will eventually implementpolicies that are supporting multilateral co-operation. Both are embracing populism, which – according to Francis Fukuyama- is the name that elites give to policies supported by ordinary citizens that they dislike. In finance, two problems persist: Thefirst is that banks continue to be undercapitalized. A prominent member of the US Central Bank has released a paper askingfor a dramatic increase of capital requirements for large banks – three times as much as Basle III currently requires. Thesecond is uncertainty about the balkanization of finance. In November 2016, the EU is replicating a measure the USA hasimplemented since 2014. Both now ask foreign banks to establish full subsidiaries with own capital, which means the previoussystem is obsolete. Another question of the seminar will be the rise and decline of economies. Of course, China continues tolook mighty and invincible, but so did Japan in thirty years ago. Is China better prepared to weather a turbulent transition, or isChina the world’s largest Ponzi scheme (The Economist), i.e. a credit-financed speculative bubble? In this context, we will alsolook at the development of resource prices, which is crucial to economies like Brazil and China.

Kommentar
The Security Council is one of the most important international organizations. Consisting of five permanent members, thegreat powers equipped with a veto on all substantive questions, and ten elected members, the Council has wide-rangingpowers to set binding international law for all UN members under Chapter VII of the UN Charter. This seminar will examinethe Security Council as an international ”high politics” institution through different theoretical lenses including both establishedand contemporary approaches. We will apply those perspectives to critically evaluate Security Council action in crisismanagement. This includes the fields of sanctions policy, peacekeeping, military and ”humanitarian” intervention and counter-terrorism. We will also cover the issue of Security Council reform, the debate on the Responsibility to Protect and the future ofthe Council in times of great power rivalry.
Please note: The first session will be in the second week of the semester (on 18 April). No class on 11 April!

Administrative Science is a young and not always clearly shaped discipline. Influences from Political Science, Economics,Business Administration, Psychology, Law and Sociology merge to an unmistakably growing and interesting branch of SocialScience research. This seminar aims to contribute to a consolidation of our discipline in dealing with classical literature in formof 12 selected elementary texts .
The goal is not only to get in touch with some of the texts for the first time - to gain expertise in the field of public administration- but also to rediscover already known texts and their meaning and value for the everyday work of both administrative scienceresearchers and public administration practitioners.

The seminar is a literature based seminar, containing sessions about 12 administration science classics. For every session,it is expected that all participants have read the text. The experts (1-3 participants) will give an introduction in form of atalk with the lecturer - recorded for a podcast project. They will have to show why this classic is one, how it shaped publicadministration science and what we can take away for research and/or administration practice nowadays.
In the end of the seminar, the participants are expected to write a term paper, taking one classic to explain a certainadministrative phenomenon, represented in a case study..

Im Rahmen dieses Seminars werden ausgehend von den vorhandenen Rahmenbedingungen des Regierens auf kommunalerEbene die modernen Formen lokaler Demokratie und Partizipation anhand aktueller Fallbeispiele in Deutschland kritischanalysiert. Dabei werden verschiedene Verfahren der repräsentativen, direkten und kooperativen Demokratie – von denKommunalwahlen, über kommunale Referenden, Mediation, Freiwilligenagenturen, Bürgerhaushalte – auf ihre Stärken undSchwächen bzw. ihre Wechselwirkungen untersucht. This seminar focusses on the local dimension of migration and integration Policy in European countries, especially after theso-called refugee crisis 2015/2016. In the first part of the seminar, we will discuss the theoretical framework of migration and inEuropean comparison current problems of multi-level migration policy in Europe. Based on the challenges of local integrationpolicy of migrants we will analyse problems of integration governance, the capacity for policy formulation and implementationof integration policy. Finally, we will have a look for the economic and other dimensions of local integration policy.In the second part seminar we will analyzes a number of specific cases of migration and integration policy in order to reflectthe variety of traditions and policies in European countries. For this purpose, we will analyze based on international scientificstudies some cases at the nation state level like Germany, France, Netherlands, Italy, Spain, Czech Republic and Poland.Then we examine the some city level cases like Berlin and Altena (German), Malmö and Gothenburg (Sweden), Rotterdamand Amsterdam (Netherlands).

Verbände und andere Arten von Interessengruppen sind hochdifferenzierte Organisationen, die in liberalen Demokratieneine Vielzahl von Funktionen erfüllen. Diese reichen von der Artikulation und Aggregation von Interessen über das politischeLobbying bis hin zur Erbringung hoheitlicher Aufgaben. Die seit Jahrzehnten maßgebenden theoretischen Konzeptionenzur Erfassung dieser komplexen Realität der Interessengruppen sind Pluralismus und Korporatismus. Das Seminar wirdsich mit den wichtigsten Vertretern dieser beiden Konzeptionen der Interessenvermittlung auseinandersetzen und derFrage nachgehen, inwieweit die Interessengruppenrealität damit noch zureichend erfasst werden kann bzw. ob es neuereErklärungsansätze (Neopluralismus, Lobbyismus) gibt, die den klassischen Konzeptionen theoretisch überlegen sind.

Trotz der anspruchsvollen erkenntnis- undentscheidungstheoretischen Theoriebaus wurde das Buch in der Organisationsforschung und -praxis breit rezipiert.Zentral ist die Frage, wie Organisationen sich durch Entscheidungen selbst reproduzieren, wie sie sich durch Prämissen fürEntscheidungen strukturieren und welche Konsequenzen organisationskulturelle Strukturen haben.Im Seminar wird das Buch entlang seiner Kapitel erarbeitet und auf empirische Organisationsprobleme bezogen. Auch dieaktuellen Rezeptionen der enthaltenen Konzepte (zu Organisationstruktur, Kultur oder auch Innovation) werden im Seminarmitgeführt.

Wie passen sich Organisationen (hier vor allem Unternehmen, Parteien, Verwaltungen) an gesellschaftlichen Wandel an?Und wie behaupten sie dabei ihre Eigenständigkeit? Wie gehen sie mit Krisen um? Wie erfolgreich sind sie beim Umgang mitKrisen und was bedeutet überhaupt Erfolg?
Dazu bietet der der Neuen soziologischen Institutionalismus (oder auch Neoinstitutionalismus) Erklärungsangebote, die mitBegriffen, wie Isomorphie, Entkoppelung, Heuchelei, permanent failing organizations, institutional work und institutional logics,um nur die prominentesten zu nennen, einhergehen.
Der Neoinstitutionalismus gehört zu den gegenwärtig einflussreichsten Schulen in den Sozialwissenschaften, insobesonderein der Organisationsforschung, unabhängig davon, ob diese politik-, verwaltungswissenschaftlich oder soziologischausgerichtet ist.
Im Seminar sollen zentrale Texte der wichtigsten Autor/innen (Scott, Powell, Brunsson u.a.) und empirische Studien gelesenund diskutiert werden. Ziel ist es, dass Sie mit Hilfe der theoretischen Bausteine eigenständig empirische Beispiele erklären,oder eigene Fofrschungskonzepte entwickeln können.
Seminaranforderungen:
- regelmäßige Teilnahme und Lesen der Pflichtlektüre- Kurzreferat- kurze Zusammenfassungen der Pflichtlektüre und Fragen dazu erarbeiten
Modulprüfung:

Westlich geprägte Normen, Standards und Organisationsmodelle breiten sich durch Globalisierungsprozesse weltweit aus.Insbesondere im sogenannten Globalen Süden tragen Organisationen der Entwicklungszusammenarbeit maßgeblich zudiesen Diffusionsprozessen bei. Globale Institutionen wie Demokratie und Menschenrechte werden ebenso gefördert wiedie Verbreitung westlich geprägter Organisationsmodelle durch Verwaltungsreformen und Dezentralisierungsprozesse.Gleichzeitig zeigen Untersuchungen der Praxis der Entwicklungszusammenarbeit nicht selten lokalisierte Übersetzungen undeine Entkopplung praktischer Aktivitäten von globalen Normvorstellungen auf.Das Seminar behandelt verschiedene theoretische und methodologische Ansätze zur Analyse dieser Phänomene undgreift dabei u.a. auf die World Polity-Forschung, neoinstitutionalistische Translation-Ansätze und Ethnographien derEntwicklungszusammenarbeit zurück.

This seminar will examine changes in state-market-interactions as well as institutional change in developing countries. Duringthe 1950s and 1960s, and particularly in the context of decolonization, most governments in the developing world stronglyrelied on state-owned enterprises and state-led development. With the beginning of severe debt crises in the 1980s andthe breakdown of centrally planned economies, policies of structural adjustment and institutional change rapidly replacedthese strategies. Although market-led development was the paradigm of the 1990s, and New Public Management becamea key feature in public administrations, there were also concerns about more conducive roles of the state in development.Today, theoretical debates and development practice concentrate on complementary roles of states and markets, and newcollaborative arrangements. With intensified international collaboration and global interaction, the focus has shifted to newmodes of governance, which more deeply involve non-state actors in overall development.

This course takes stock of recent developments in global policy-making. While the post-1945 period witnessed the rise ofmultilateralism and the creation of numerous intergovernmental institutions, the 21 st century is marked by their transformation.After recapitulating several milestones of the multilateral system, the course explores the dense web of public and privateinstitutions that has emerged in the past few years. In particular, students will analyze the way how intergovernmentalinstitutions have opened up to direct collaboration with different types of sub-national and non-state actors, such as citynetworks, civil society groups, and private corporations. The course is structured in three parts: First, students will gain anoverview of existing theoretical and conceptual approaches to the growing institutional complexity in world politics. Second,students will focus on distinct policy domains and conduct in-depth case studies on the interplay between intergovernmentalinstitutions with various sub-national and non-state actors. Third, we will summarize the main findings and insights from thedifferent case studies and draw conclusions on the theoretical accounts discussed in the first part of the course.

International economic relations are of enormous importance, yet their analysis often is somewhat limited. In this seminar,we will examine international economic relations with an approach that combines economics and international relations. Thekey question of international political economy is: Who gets what, when and why? Of course, there is no shortage of topics inthis area. In finance, the world has not yet fully recovered from the last crises. But what are the potential solutions that reducethe severity and impact of future financial crises? Does finance have to be tamed further, and how can that be achieved?Are policy makers sufficiently independent from the financial sector, or are they more concerned with ”Wall Street” than with”Main Street”? And what can we learn from the changes of the international financial order of the last 150 years? 2016 mayturn out to be the beginning of a new era – both for the international division of labor and for global co-operation. The vote forBrexit and the election of Donald Trump were both unexpected and will both have severe consequences. Rod Little from TheSpectator has argued that 2016 is 1968 in reverse: the overthrowing of political correctness and a return to the values of flagand family. Of course, May and Trump might soften their position, but it seems unlikely that they will eventually implementpolicies that are supporting multilateral co-operation. Both are embracing populism, which – according to Francis Fukuyama- is the name that elites give to policies supported by ordinary citizens that they dislike. In finance, two problems persist: Thefirst is that banks continue to be undercapitalized. A prominent member of the US Central Bank has released a paper askingfor a dramatic increase of capital requirements for large banks – three times as much as Basle III currently requires. Thesecond is uncertainty about the balkanization of finance. In November 2016, the EU is replicating a measure the USA hasimplemented since 2014. Both now ask foreign banks to establish full subsidiaries with own capital, which means the previoussystem is obsolete. Another question of the seminar will be the rise and decline of economies. Of course, China continues tolook mighty and invincible, but so did Japan in thirty years ago. Is China better prepared to weather a turbulent transition, or isChina the world’s largest Ponzi scheme (The Economist), i.e. a credit-financed speculative bubble? In this context, we will alsolook at the development of resource prices, which is crucial to economies like Brazil and China.

The Security Council is one of the most important international organizations. Consisting of five permanent members, thegreat powers equipped with a veto on all substantive questions, and ten elected members, the Council has wide-rangingpowers to set binding international law for all UN members under Chapter VII of the UN Charter. This seminar will examinethe Security Council as an international ”high politics” institution through different theoretical lenses including both establishedand contemporary approaches. We will apply those perspectives to critically evaluate Security Council action in crisismanagement. This includes the fields of sanctions policy, peacekeeping, military and ”humanitarian” intervention and counter-terrorism. We will also cover the issue of Security Council reform, the debate on the Responsibility to Protect and the future ofthe Council in times of great power rivalry.

This seminar focusses on the local dimension of migration and integration Policy in European countries, especially after theso-called refugee crisis 2015/2016. In the first part of the seminar, we will discuss the theoretical framework of migration and inEuropean comparison current problems of multi-level migration policy in Europe. Based on the challenges of local integrationpolicy of migrants we will analyse problems of integration governance, the capacity for policy formulation and implementationof integration policy. Finally, we will have a look for the economic and other dimensions of local integration policy.In the second part seminar we will analyzes a number of specific cases of migration and integration policy in order to reflectthe variety of traditions and policies in European countries. For this purpose, we will analyze based on international scientificstudies some cases at the nation state level like Germany, France, Netherlands, Italy, Spain, Czech Republic and Poland.Then we examine the some city level cases like Berlin and Altena (German), Malmö and Gothenburg (Sweden), Rotterdamand Amsterdam (Netherlands).

Im Mittelpunkt stehen sowohl Fragen nach den verfassungsrechtlichen Möglichkeiten,den Kompetenzen der Kommunalverwaltungen und der gesellschaftspolitischen Realität untersucht. 2000 wurde Luhmann organisationssoziologisches Spätwerk postum veröffentlicht. Trotz der anspruchsvollen erkenntnis- undentscheidungstheoretischen Theoriebaus wurde das Buch in der Organisationsforschung und -praxis breit rezipiert.Zentral ist die Frage, wie Organisationen sich durch Entscheidungen selbst reproduzieren, wie sie sich durch Prämissen fürEntscheidungen strukturieren und welche Konsequenzen organisationskulturelle Strukturen haben.Im Seminar wird das Buch entlang seiner Kapitel erarbeitet und auf empirische Organisationsprobleme bezogen. Auch dieaktuellen Rezeptionen der enthaltenen Konzepte (zu Organisationstruktur, Kultur oder auch Innovation) werden im Seminarmitgeführt.

Wie passen sich Organisationen (hier vor allem Unternehmen, Parteien, Verwaltungen) an gesellschaftlichen Wandel an?Und wie behaupten sie dabei ihre Eigenständigkeit? Wie gehen sie mit Krisen um? Wie erfolgreich sind sie beim Umgang mitKrisen und was bedeutet überhaupt Erfolg?
Dazu bietet der der Neuen soziologischen Institutionalismus (oder auch Neoinstitutionalismus) Erklärungsangebote, die mitBegriffen, wie Isomorphie, Entkoppelung, Heuchelei, permanent failing organizations, institutional work und institutional logics,um nur die prominentesten zu nennen, einhergehen.
Der Neoinstitutionalismus gehört zu den gegenwärtig einflussreichsten Schulen in den Sozialwissenschaften, insobesonderein der Organisationsforschung, unabhängig davon, ob diese politik-, verwaltungswissenschaftlich oder soziologischausgerichtet ist.
Im Seminar sollen zentrale Texte der wichtigsten Autor/innen (Scott, Powell, Brunsson u.a.) und empirische Studien gelesenund diskutiert werden. Ziel ist es, dass Sie mit Hilfe der theoretischen Bausteine eigenständig empirische Beispiele erklären,oder eigene Fofrschungskonzepte entwickeln können.
Seminaranforderungen:
- regelmäßige Teilnahme und Lesen der Pflichtlektüre- Kurzreferat- kurze Zusammenfassungen der Pflichtlektüre und Fragen dazu erarbeiten
Modulprüfung:
- Hausarbeit im Umfang von ca. 15 Seiten (abzugeben bis spätestens 31.9.2019) oder mündliche Prüfung (30 Minuten)

Westlich geprägte Normen, Standards und Organisationsmodelle breiten sich durch Globalisierungsprozesse weltweit aus.Insbesondere im sogenannten Globalen Süden tragen Organisationen der Entwicklungszusammenarbeit maßgeblich zudiesen Diffusionsprozessen bei. Globale Institutionen wie Demokratie und Menschenrechte werden ebenso gefördert wiedie Verbreitung westlich geprägter Organisationsmodelle durch Verwaltungsreformen und Dezentralisierungsprozesse.Gleichzeitig zeigen Untersuchungen der Praxis der Entwicklungszusammenarbeit nicht selten lokalisierte Übersetzungen undeine Entkopplung praktischer Aktivitäten von globalen Normvorstellungen auf.Das Seminar behandelt verschiedene theoretische und methodologische Ansätze zur Analyse dieser Phänomene undgreift dabei u.a. auf die World Polity-Forschung, neoinstitutionalistische Translation-Ansätze und Ethnographien derEntwicklungszusammenarbeit zurück.

Managing performance is a common denominator in all reform models. This course is about understanding the contentof managing performance as a driver for public sector reform. Three models of reform will be presented: New PublicManagement (a market based model), Neo Weberian State (a hierarchy based model), and New Public Governance (anetwork based model). The connection with performance implies its measurement, its incorporation, and its use. The modelswill be illustrated with examples from ‘pilot’ countries in the OECD. Students will be required to present texts, to criticallyassess these, and to implement them to their home country or their 'chosen country'. There will be exercises in class, includinga role play of a performance budget and discussions on quality models in the public sector. This module is offered for the Master of Public Management (MPM), five places are open to other students of the faculty.
