It´s used for stylographs or felt pens: a ruling pen holders.

It´s a pen which has a thin piece of fibre. Its tip is made of fibre, felt or nylon: felt-tip pen.

It´s a plastic or metal tool that has an inner tube that holds a graphite lead. You don´t need to sharpen it: (Mechanical) propelling pencil.
