As a new (2 yr) resident of Hillsboro and Washington County I have witnessed the explosive growth of thiscommunity on multiple levels. However, as the growth occurs I've noticed a lack of non-white citizens inleadership positions both in the city and the county. As a black professional who truly enjoys life inHillsboro and Washington County, I'd like to make an authentic contribution with my unique perspectiveand lens on the community.

As I have learned, the Planning Committee has been instrumental in the growth of Washington Countyand City of Hillsboro. Currently Washington County is poised to surpass all other neighboring counties interms of population, citizen demographic diversity, and many other categories. To that end, the explosivepopulation growth which also includes the huge citizen demographic diversity and related needs. It isimportant that as the community grows, the leadership and resource decisions that serve the communityshould also reflect the same citizen diversity. Right now, Washington County and it's leadership do notreflect the vibrant diversity of citizenship that it serves. I would like to sincerely help to change thatdynamic.

I'm interested in continuing to grow and expand in public service. Serving on the Washington CountyPlanning Commission would be an incredible opportunity to serve in a voluntary capacity and use some ofthe knowledge and expertise I've developed over my career in state politics and local governmentadministration for the betterment of my community. My career is dedicated to serving the public. Servingon the Planning Commission will be challenging - the issues are difficult, complex, and sometimes verypersonal. But the role of the Commission is to understand those issues and attempt to merge interests tothe extent practicable while making decisions and recommendations, often times hard decisions andrecommendations, that represent the broad public interest. My commitment to public service throughoutmy career combined with my legal background and closely related job experience make me well qualifiedto serve the public as a member of the Washington County Planning Commission

What education, work experience, volunteer experience or life experience do you bring?

- I'm a lawyer and have been admitted to practice law in Oregon since 2010. I understand how to read andinterpret statutes and how to look beyond the plain language of a statute when faced with factualscenarios that create ambiguities in the law. - I worked in the Oregon Senate for Senator Mark Hassduring the 2011 session. I learned a great deal about how to negotiate and assemble successfullegislation and the rules and procedures of the Oregon Legislature. - I spent five years working for theCity of Portland as a Senior Associate Lobbyist. In that role I deepened my understanding of the role andresponsibilities of state and local government. I also had the opportunity to work on legislation that helpedbuild a substantive knowledge of key issue areas that will be useful as a member of the PlanningCommission. For example, I helped lead the City of Portland's advocacy to lift the state preemption oninclusionary zoning. I quickly developed a competency in land use and development issues which builtupon a general understanding of housing policy that was cultivated earlier in previous legislative efforts. -At the City of Hillsboro land use, transportation, and increasingly housing rule the day. I've spend the lasttwo years becoming fluent in these topics both from a state legislative perspective but also from a CityManagement perspective. As a member of the City's executive leadership team, I'm at the table everyweek to discuss critical issues with department directors that are headed for Council. I'm also the City'slead on local, regional, and state policies that affect City Council priorities. These experiences havedeepened my substantive understanding of key topics that are relevant for the Planning Commission buthave also increased my appreciation for how controversial and impactful these topics can be for thepeople we serve. - I bring substantive knowledge of relevant issue areas, political acumen, a steadytemperament, and a commitment to the public interest.

As described above, I appreciate that land use, transportation and housing issues are both criticallyimportant to the future of our community and often times highly controversial and personal. City of Portland’s Office of Government Relations October 2011 – August 2015 Senior Associate Lobbyist Responsible for lobbying portfolio that includes public safety, healthcare, education and workforce development, urban renewal, labor/employment, public contracting, housing, consumer protection and general civil legal issues; developing and maintaining relationships with state elected officials, local elected officials, and community leaders; tracking and monitoring over 2,000 bills that could impact Portland’s $3.6 billion annual budget. Some highlights include:

Achieved passage of the police officer body camera bill unanimously in the Senate and 59:1 in the House. Accomplished this City priority by identifying and recruiting a strategic legislative champion, convening stakeholders before session to identify and overcome problems, and engaging high level city officials at critical points in the process.

Achieved passage of legislation to improve equity and integrity in Minority, Women and Emerging Small Business (MWESB) contracting opportunities. Secured priority funding requests for mental health and housing to ensure sustainable operations for psychiatric emergency services, increase investments in community mental health programs, and increase baseline funding for rent assistance and shelter programs. Mental health funding was necessary for Portland’s compliance with the United States Department of Justice Settlement Agreement.

Successfully defeated or neutralized top legislative threats by developing and carrying out a legislative strategy that engaged coalitions. Advocated for legislation requiring prepaid wireless carriers to remit emergency communications taxes creating a new permanent revenue stream for Portland. This helped create pressure in the Legislature to finally resolve a problem that had been unaddressed for multiple legislative sessions.

Secured passage of legislation that authorizes local governments to abate property taxes to fund affordable home ownership and to clarify the tax-exempt status of city owned property used for affordable housing. Accomplished these top priorities by negotiating amendments with counties and leveraging housing allies to garner support from key legislators.

As a professional who works in the field of Transportation, I am highly passionate about all thingstransportation related. I believe that if I join the Northwest Area Commission on Transportation and theEmergency Medical Services Advisory Council, I will be able to contribute meaningfully to discussions onhow to encourage mobility, respond to emergency situations and provide access to all residents ofWashington County. As a Constituent Service Coordinator at the Portland Bureau of Transportation, Ihave a great understanding of community transportation needs and an experiential knowledge of regionaltransportation planning initiatives. As someone from a community of color, I seek to improve access andcreate opportunities for people from communities of color and low income neighborhoods in WashingtonCounty. I have great listening and empathy skills, the key tools of a successful individual and volunteer. Ichose the Cultural Coalition of Washington Council because I am an avid believer in equity and inclusion.I will like to contribute my knowledge and skills to advance the diverse and rich community organizationsin Washington County. At the Portland Bureau of Transportation where I work, I had the opportunity toreview and manage the Portland in the Streets Community grant program. I will love to contribute myknowledge and skills and learn from community leaders and advocates on how they distribute resourcesfairly and prioritize and meet community needs. I chose the Public Health Advisory Council because Iwould love to learn more about how key decisions that affect the well being of people in Washington arereached. Last year, I had the opportunity to attend one of the meetings and I offered meaningfulcontributions and challenged old ideas. I am not sure I will be selected for the Public Health AdvisoryCouncil given that I challenged the Commissioner on his decision not to allow DEQ environmental testingbecause he needed to protect the economic well being of Washington County. Nevertheless, I amoptimistic that the Commissioner is open to ideas and appreciates deep thinkers and thought leaders.
