WE GATHER TO WORSHIPAND SERVE
Registration began at 8:30 a.m. with an Orientation offered at 9:00 for Ruling and Teaching Elders new to the
Presbytery or attending a meeting of the Presbytery of the Peaks for the first time.
WELCOME, CALL TO ORDER, DECLARATION OF QUORUM The One-Hundred-Eighth Stated Meeting of the Presbytery of the Peaks was called to order by Moderator Ron
Coleman at 9:30 a.m., on May 5, 2016 in the sanctuary of Trinity Ecumenical Parish in Moneta, VA, declaring with
the affirmation of the Stated Clerk the presence of a quorum, and offering words of welcome and leading in prayer.
Pastor Phillip Bouknight of the host church, Trinity Ecumenical Parish, welcomed all Commissioners and Guests.
The Moderator, Ron Coleman, welcomed and recognized all first time Commissioners. Commissioners attending
Presbytery for the first time were invited to introduce themselves.

REPORT UPDATE for
PRESBYTERIAN RESPONSE TEAMS
ADMINISTRATIVE COMMISSION FOR FIRST ROANOKE Dublin PRT: Linda Dickerson (Lead), Nancy Alexander, Stuart Childress
The congregation held a straw poll on February 28, 2016, to vote on the question to request the session to “Continue
to consider being dismissed" or "Do not consider being dismissed.” 26 ballots were cast. The vote was unanimous
in favor of continuing the process of dismissal from PC (USA). The Session is in the process of gathering the
necessary financial documents to present to the trustees of the Presbytery and an appraisal for the property has been
scheduled.

Elon PRT: Cynthia Erb (Lead), Ginny Fedison, Steve Willis
The Session has sent to the Presbytery office their financial documents and an appraisal of the property and
buildings have been completed. The lead of the PRT will meet with the Trustees of Presbytery to receive a
recommendation on terms of dismissal. The PRT will then meet to decide on the terms to present to the Session of
Elon PC. Please note: Ginny Fedison has replaced Fred Holbrook on the Elon PRT.
Falling Spring AC PRT: Jamie Smith (Lead), Michael Nevergold, Mikel Pugh
The PRT and Steve Earl met with the Session on March 13, 2016, to present the Terms of Dismissal and respond to
questions. The PRT has received a counter proposal to the terms of dismissal from the Session and has rejected it as
not being a response in good faith to the original terms presented. The PRT is waiting for response from the
Session.
First Danville PRT: Joe McCutchen (Lead), Ron Coleman, Bill Stone
The process of discernment to leave has been suspended while the Session, the Associate Presbyter for Ministry,
Steve Earl, and COM Liaison, John Collins, work with the Session and staff on personnel issues.
Matthews Memorial PRT: Russ Merritt (Lead), Mark Hinchcliff, Gayle McCollough
The PRT has requested the Committee on Ministry recommend to the Presbytery the formation of an Administrative
Commission to work with the Session of Matthews Memorial since the Session continues to insist that they will only
leave the PC (USA) for independence.
ADOPTION OF THE DOCKET AND CONSENT AGENDA The Docket and Consent Agenda were approved on a motion by the Stated Clerk. Consent Agenda items and their
disposition are noted in the Report of the Stated Clerk, the Report of the Committee on Ministry, and the Report of

Almighty God, in raising Jesus from the grave, you shattered the power of sin and death. We confess
that we remain captive to doubt and fear, bound by the ways that lead to death. We overlook the

Assurance of Pardon
Hear the good news! Who is in a position to condemn? Only Christ, and Christ died for us, Christ rose for

Invitation to the Table
The Prayer of Thanksgiving
The Lord be with you.
And also with you.
Lift up your hearts.
We lift them to the Lord.
Let us give thanks to the Lord our God.
It is right to give our thanks and praise.
It is truly right and our greatest joy to give you thanks and praise, eternal God, creator and ruler of the
universe. At your word the earth was made and spun on its course among the planets. Your hand formed us
from the dust of the earth and set us among all your creatures to love and serve you.
You are holy, O God of majesty, and blessed is Jesus Christ, your Son, our Lord, whom you sent to save us.
He came with healing in his touch, and was wounded for our sins. He came with mercy in his voice, and
was mocked as one despised. He came with peace in his heart, and was met with violence and death. By
your power he broke free from the prison of the tomb, and at his command the gates of hell were opened.
The one who was dead now lives. The one who humbled himself is raised to rule over all creation, the
Lamb upon the throne. The one ascended on high is with us always, as he promised.
Remembering all your mighty and merciful acts, we take this bread and this wine from the gifts you have
given us, and celebrate with joy the redemption won for us in Jesus Christ. Accept this, our sacrifice of
praise and thanksgiving as a living and holy offering of ourselves, that our lives may proclaim the One
crucified and risen.
Nourished at this table, O God, may we know Christ’s redemptive love and live a new life in him. Help us
to recognize our Lord in the breaking of the bread and to see and serve him in all whose lives are broken.
Give us the grace to share our bread with the hungry and with the hungry of heart. Keep us faithful in your
service until Christ comes in final victory, and we shall feast with all your saints in the joy of your eternal
realm.
Hear us now, O God, as we boldly pray as Christ has taught us.

The Distribution of the Bread and the Cup
We give thanks that the Lord Jesus, on the night before he died, took bread, and after giving thanks to
God, he broke it and gave it to his disciples, saying: Take, eat. This is my body, given for you. Do this
in remembrance of me.
In the same way Jesus took the cup, saying: This cup is the new covenant sealed in my blood, shed for
you for the forgiveness of sins. Whenever you drink it, do this in remembrance of me.

Lead a life worthy of the calling to which you have been called, making every effort to maintain the unity

There is one body, and one Spirit, just as we were called to the one hope of our calling, one
Lord, one faith, one baptism, one God and Father of all, who is above all and through all and
in all.
We are called by God to be the church of Jesus Christ, a sign in the world today of what God intends for all
humankind.
The call of Christ is to willing, dedicated discipleship. Our discipleship is a manifestation of
the new life we enter through baptism. Discipleship is both a gift and a commitment, an
offering and a responsibility.

Addressed to the Commissioners and Delegate:
The grace bestowed on you in baptism is sufficient for your calling because it is God’s grace. By God’s
grace we are saved and enabled to grow in the faith and commit our lives in ways that serve Christ. God
has called you to the particular service as Commissioners and Young Adult Advisory Delegate to the 222nd
General Assembly. Show your purpose by answering these questions:
Who is your Lord and Savior?
Jesus Christ is my Lord and Savior.
Will you be Christ’s faithful disciple, obeying God’s Word and showing God’s love?
I will, with God’s help.
Do you welcome the responsibility of this service because you are determined to follow the Lord Jesus, to
love neighbors and to work for the reconciling of the world?
I do.
Will you serve the people with energy, intelligence, imagination and love, relying on God’s mercy and
rejoicing in the power of the Holy Spirit?

about what is best for us and for all people in ways that gives you all the glory. As they meet at the General
Assembly, let your Holy Spirit guide so that the whole church may be joined in love and service to Jesus
Christ, who, having gone before us, is coming to meet us in the promise of your kingdom. Amen.

General Assembly of the Presbyterian Church (USA). Whatever you

WE GATHER TO DO THE WORK OF GOD’S KINGDOM
COMMITTEE ON MINISTRY REPORT
INFORMATION 1) The Committee on Ministry and the Leadership Committee through the Commissioned Ruling Elder (CRE)
Working Group is in the process of training 10 new Ruling Elders. A course in New Testament Biblical
Interpretation will be offered in the Fall of 2016. The Committees are also cooperating with other
Presbyteries in the Synod of the Mid-Atlantic and Union Presbyterian Seminary to offer CRE courses on-
line and on its campuses. Information is available on a flyer in the packet for this meeting.
2) The Committee on Ministry is receiving applications for the Burke Memorial Vacation Fund. This fund is
intended to help defray the vacation costs of active, installed Teaching Elders and Commissioned Ruling
Elders serving rural churches of 125 members or less and serving 20 hours or more per week. Application

13. Recommendation for an Administrative Commission to work with Matthews Memorial Presbyterian Church
Whereas: A PRT was assigned to work with the Session of Matthews Memorial upon their request to enter the
Gracious Dismissal Process on September 5, 2014, and the PRT has been meeting and communicating with the
Session for over a year.
Whereas: In their work with the Session, the PRT discovered a number of conflicts of interest among Session
members, including the credentialed supply pastor serving as a member of the Session of three persons, who has
influenced the Session and Congregation in their decision to request dismissal from the PC(USA).
Whereas: The Session of Matthews Memorial has expressed to the PRT that they only wish to be dismissed for
independence which is not allowed in the Gracious Dismissal Policy of the Presbytery of the Peaks.

Whereas: The PRT has requested the Committee on Ministry to recommend to Presbytery the appointment of an
Administrative Commission to replace it due to the significant issues of conflict on the Session and in the
Congregation.
Whereas: To uphold both the word and spirit of the Gracious Dismissal Policy and assist the congregation in further
discernment, there is the need for more direct assistance from the Presbytery through the work of an Administrative
Commission.
Therefore: The Committee on Ministry recommends to Presbytery that an Administrative Commission be formed to
work with the Session and congregation of Matthews Memorial Presbyterian Church to:
a. “[Visit] particular councils, congregations, or agencies over which they have immediate jurisdiction
reported to be affected with disorder, and inquiring into and settling the difficulties therein, except that
no commission of a presbytery shall be empowered to dissolve a pastoral relationship without the
specific authorization by the designating body (G-2.0901);” (2015-17 Book of Order G-3.0109b.5);
b. To determine the mission and direction of the Session and Congregation in order to recommend
appropriate action to the Presbytery;
c. That the Administrative Commission be empowered in accordance with G-9.0505b1 (2009-11 Book of
Order currently serving as part of the Presbytery Manual of Operations) to assume the jurisdiction of
the Session if the Administrative Commission deems it necessary and proper in order to fulfill its task
of “inquiring into and settling difficulties;”
d. Report on progress no later than the November 17, 2016 meeting of Presbytery. APPROVED

INFORMATION: 1. Recently held 6 Officer Training Sessions throughout the Presbytery. The sessions were well attended and hosts

5 and 6, 12 and 13 -2016
2. Professionals Retreat set for October 17 and 18 at Eagle Eyrie. Leadership and COM will be partnering to put
this event together. The theme is Abide with Me under the leadership of our Keynote: Rev. Carol Hassell from
Charlotte, NC.
3. New Pastor Orientation will be a joint event with COM and will be occurring Wednesday, April 27th
at the
Presbytery Office.
4. CRE Program announced a new website that is up and running. The Old Testament class is underway.

Hill Cities Neighborhood: Quaker Memorial Presbyterian Church, Lynchburg, Saturday morning, April
23; 20 total present, four churches represented (Forest, Lynchburg First, Quaker Memorial, and Diamond
Hill from Piedmont Neighborhood); 21 bags with toiletry and other items made for local nursing homes
and three Linus Blankets were made.
Piedmont Neighborhood: Madisonville Presbyterian Church, Cullen, Saturday afternoon, April 23; 14
total present, two churches represented (Gethsemane and Madisonville); 21 bags with toiletry and other
items made for local nursing homes and three Linus Blankets were made.
REPORT FROM THE COMMITTEE ON MISSIONS
INFORMATION: 1. From the Emergency Response Workgroup: Presbyterian Disaster Assistance has responded to the disaster in
Appomattox following the tornados there in March. The PDA has set up a fund of $7,500 through the Presbytery to
help with this disaster recovery.
2. PDA and Presbyterian Women will have a training April 8-9 at Massanetta Springs to train people in Disaster
Preparedness.
3. Giving for the Two Cents a Meal offering is down. Two Cents a Meal offering totaled $644.54. Denise
reminded us that if everyone gave 2 Cents a Meal, the total would be $300,000.00. Think of what that could do.
4. Community Block Grants: 19 agencies applied totaling $56,700.00 in requests. Only $43,500.00 was available
but all who applied received something.
5. The newest Block Grant recipient is Pulaski Grow. A group using fish tanks to produce food.
6. We are reminding everyone to attend the Ecumenical Advocacy Days in April. The theme is “Race, Class,
Power.”
7. A joint trip (Presbytery of the Peaks and James) to Guatemala through CEDEPCA. The dates are July 23-30.
The application deadline is May 1. The cost is $1700.00 but there is scholarship money available. Teresa Auldridge

(Salem Presbyterian) and Steve Earl are leading this trip. The focus of the trip is on participating in the
Biblical/Pastoral classes and studying issues related to immigration and “land grab” of indigenous lands by
multinational corporations.
8. 9 Ukirk at VA Tech students are going to Guatemala in May. Jeff Binder and Kathy Carpenter will be leading
this trip.
9. Jamie Smith, Campbell Memorial Presbyterian reported on his trip to Cuba in March.

1. Voted to give $1,000.00 to Cooper House to help with the funding of the student trip in May. (This vote was done

2. Voted to ask that Judith Castaneda, CEDEPCA Executive Director, be invited to the November 17 Presbytery
meeting for the re-signing of the Memorandum of Understanding between Presbytery of the Peaks and CEDEPCA
and to celebrate CEDEPCA’s 30th
Anniversary. 3. Voted to pay for her airline ticket.

REPORT OF THE NATIONAL BLACK PRESBYTERIAN CAUCUS
INFORMATION:
We feel that one reason why our caucus exists is to help the presbytery of the Peaks do mission and ministry in the
Presbyterian Church, U.S.A. and in the Church of Jesus Christ. Members of the caucus are members of small
congregations. It is no wonder that concerns are frequently raised about small congregations. However, these
concerns are not relegated to those congregations from whence come members of the caucus.
Because of the foregoing, and other reasons, we call upon whatever able entity of our presbytery to do whatever its
resources would enable it to do to assist these particular congregations to be more viable. This would serve as an
investment, for these congregations would be enhanced. Thus, viable signs of strength of our presbytery will be the
consequence.
Our caucus has grave concerns that extend far beyond the walls of congregations. It is depressing to think of the
gravity of harm and hurt heaped upon some of God’s people, with injustice being done in courts of law and the
Church’s voice is not being raised or heard, in too many instances.
When members of the caucus saw an overture that is expected to be presented to the upcoming sitting of the General
Assembly, eyebrows were raised in jubilation. The said overture is referred to as 90-90. It is calling attention to:
o The shooting and killings of African American Males
o Murder as a rising and prolific cause of death in African American males
o The escalating and exclusive incarceration of African American males/American males
o Deteriorating educational and employment opportunities for Africans
Overture
Pittsburgh Presbytery overtures the 222nd
General Assembly (2016) of the Presbyterian Church (USA) to take
specific action, not just in word, but also in deed, to address and improve the worsening plight of the African
American male in five specified cities as a pilot initiative pointing toward future and further nationwide intervention.
Recommendation:
Because Micah 6:8 with its powerful words to “Do justice, love kindness and walk humbly” calls us to action and
not only proclamation, Pittsburgh Presbytery overtures the General Assembly to specific action in the five cities
where the plight of the African American male is especially egregious, including one where a future General
Assembly will be held:
o Baltimore, Maryland-GA 2020
o Charlotte, North Carolina
o Cleveland, Ohio
o New York, New York

o Pittsburgh, Pennsylvania
Funds are available within some designated areas of the General Assembly. The request from these funds to defray
expenses for the listed enterprise is $5,000,000 dollars, one million for each of the said cities.
We urge our commissioners, and all people of faith and good will, to vote and lobby for the adoption of this humane
overture.

Please see the Addendum for the quarterly report showing the running record of minutes submitted for
review.
2. Churches are reminded to pick up minutes that have been reviewed by the Session Records Work
Group at the end of each Presbytery meeting. Picking up the minutes will save the Presbytery mailing
costs.
3. The churches listed below have Session Minutes and/or Session Records Review Forms that can be picked
up at the Session Records table in the registration area on May 5:

o Churches whose name begins with P-W at the May 5 Presbytery meeting
o Churches whose name begins with A-C at the August 20 Presbytery meeting
o Churches whose name begins with D-H at the November 17 Presbytery meeting
5. Churches that do not bring their 2015 Session Minutes to a Presbytery meeting are asked to send them,
along with a completed “Session Records Review Form,” to Dave Hayes, Chair of the Session Records

REPORT OF THE COMMISSIONERS TO THE
SYNOD OF THE MID-ATLANTIC ASSEMBLY
INFORMATION:
1. The 237
th Synod of the Mid-Atlantic Assembly convened March 14-15, 2016, at Ginter Park Presbyterian
Church in Richmond, Virginia.
2. Highlights of the Assembly included:
A considerable amount of time spent focusing on and discussing a new vision for the Synod of the
Mid Atlantic, reaffirming the work completed by the 2015 Synod Discernment Committee.
An update from the Discernment Committee with an overview of a Synod-wide gathering to be
held at Massanetta Springs that is proposed in order to better connect with presbyteries and
modeled after the PCUSA Big Tent Event.
A report from Synod leadership that, after participating in a gathering of leadership in Dallas that
included 15 of the 16 synods, no synod voted to change its geographical boundaries at this
time. Therefore, the Synod of the Mid-Atlantic joined with the other synods in a unified
recommendation to the 222nd
General Assembly (2016) that there be no changes in synods’
geographic boundaries.
3. In addition, the Assembly:
Worshiped together under the direction of Vice Moderator Alice Tewell;
Approved grants and awards totaling $63,550;
Approved funding projects totaling $16,450;
Kept the Synod per capita at 80 cents for 2017;
Received reports from Moderator David Sanders; Stated Clerk and Executive Warren Lesane;
Clayton Rascoe, Executive Director of Massanetta Springs; and Kim Bobo, Executive Director of
Virginia Interfaith Center for Public Policy;
Participated in a “visioning” process facilitated by guest presenter Sterling Morse, Coordinator for
Intercultural Ministries; and
Participated in committee work, with recommendations, motions, etc., reported by Committee
Chairs.

We examined three new pastors
And rejoiced with each of their flocks
Then joined around spread tables
Somewhere around noon on the clock.

In all God's grace never fails.
So with our hearts full of thanks
And our souls filled with praise.
