SUBJECT: Travel Model Upgrade Consultant Contract Amendment
MEETING DATE: July 19, 2012 AGENDA ITEM: 7F STAFF CONTACT: Peter Imhof RECOMMENDATION: Authorize the Chair to execute contract amendment, including amendment to scope of work, with Caliper Corporation for additional travel model at a cost increase not to exceed $40,000. SUMMARY: In April 2011, the SBCAG Board approved a contract with Caliper Corporation to upgrade the SBCAG travel model for an amount not to exceed $339,805. The cost of this work was fully covered by Proposition 84 grant funding. The $339,805 has been expended and the originally contemplated travel modeling work successfully completed. SBCAG has received additional Proposition 84 grant funding under the Sustainable Communities Grant Round 2. As contemplated by the SBCAG grant proposal, which allocated some grant funding for consultant work, staff would like to amend Caliper’s scope of work to include additional travel model work, including specifically coding of future transit service and development of an add-on component to the model to Vehicle Miles Travelled (VMT) by speed class. The first item of additional work is necessary to develop Sustainable Communities Strategies scenarios fully. The second item will make modeling work more efficient by better integrating the SBCAG travel model with the air quality model developed by the State of California. The cost of this work would be 100% covered by Proposition 84 grant funding. The contract amendment is attached. DISCUSSION: In September 2009, in response to the extensive new modeling requirements of California Senate Bill 375, SBCAG submitted an application for grant funding from the Proposition 84 Modeling Incentives Program to upgrade its travel model. In early 2010, SBCAG was awarded $400,000. In December 2010, the SBCAG Board authorized release of a Request for Proposals for consultant services for the travel model upgrade work. Following a selection process, in April 2011, the SBCAG Board approved a contract with Caliper Corporation to upgrade the SBCAG travel model for an amount not to exceed $339,805. The cost of this work was fully covered by the Proposition 84 Modeling Incentives Program grant funding. The $339,805 has been expended. In February 2012, SBCAG submitted an application for grant funding from the Proposition 84 Sustainable Communities Planning Grant and Incentive Program. In May 2012, SBCAG was

awarded $229,515.1 In the grant application, SBCAG budgeted for additional travel model upgrade work by Caliper Corporation. Now that this additional funding as been secured, SBCAG staff recommends amending Caliper’s scope of work to include additional travel model upgrade work, including coding of future transit service and development of an add-on component to the model to VMT by speed class. The first item of additional work is necessary to develop Sustainable Communities Strategies scenarios fully. Specifically, it will apply a transit alternative which evaluates various proposals for enhanced future transit service in the region. The second item will make modeling work more efficient by better integrating the SBCAG travel model with the air quality (Emissions Factors or “EMFAC”) model developed by the State of California. SBCAG must use the EMFAC model to translate travel model outputs into air quality information. The specific changes to the scope of work are shown in the attached contract amendment. AMENDMENT NO. 1
TO THE AGREEMENT BETWEEN THE SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS
AND CALIPER CORPORATION
It is mutually agreed that the Agreement between the Santa Barbara County Association of Governments (hereinafter referred to as SBCAG) and Caliper Corporation (hereinafter referred to as CONTRACTOR) for Professional and Technical Services, entered into on April 21, 2011, is hereby amended as stated below.
Amend Article 2 – Time of Performance as follows:
The services of CONTRACTOR are to commence after this Agreement has been executed and notice to proceed has been issued to CONTRACTOR by SBCAG. All work described herein shall be completed within TEN months from the date of the notice to proceed by December 31, 2012, or until otherwise terminated, canceled, or extended.
Amend Article 4 – Compensation as follows: CONTRACTOR agrees to perform for the benefit of SBCAG all of the services set forth and described in Appendix “A” of the Agreement. For the performance of the services, SBCAG agrees to pay CONTRACTOR in accordance with the compensation set forth in Attachment Appendix "B", compensation attached hereto and by reference incorporated herein and made part of this Agreement. Total compensation for direct costs paid by SBCAG to CONTRACTOR shall not exceed $339,805379,805. Said compensation includes all costs for direct and indirect labor charges, expenses, overhead, fee and profit, software as well as any work that is subcontracted. Costs will be reimbursed on a time and materials basis.
Amend Article 6 – Reports as follows: Upon completion of all services, CONTRACTOR shall submit to SBCAG a final report in the form of a letter certifying completion of all the tasks set forth and described in Attachment Appendix A of this Agreement.
Amend pages 14-15 of Appendix A “Scope of Work” as follows:
Transit Mode Choice Model Update As part of this task, Caliper will update the transit route system from 2007 to the current 2010 year using available datasets such as Google Transit Feed, transit agency web sites, and electronic and printed map and schedule data. Caliper will also code potential future transit services including, but not limited to, additional Clean Air Express routes, increased service frequency on major Santa Barbara Metropolitan Transit District routes, and VISTA Coastal Express route changes.

For information, MTD updates their schedule in August of every year. SMAT will likely do a major update approximately this summer with the opening of the new transit center. Caliper will consider this information when updating the transit route system. Caliper will also prepare and validate transit ridership forecasts for the 2010 Base Year, 2020 Interim Year and the 2035 Horizon Year. For information, SBCAG has contracted UCSB GeoTransLab to conduct the data analyses and geocoding of transit riders’ origins and destinations. The analysis and results are expected to be completed by the end of May. UCSB GeoTrans staff has been invited to participate at the model kickoff meeting on May 4th. Caliper will incorporate Transit On-Board Survey data analyzed by UCSB GeoTrans as part of the Transit Mode Choice Calibration and Update.

Automatic File Reporting Tied to EMFAC Model as Input Speed Profile Report As part of this task, Caliper will create a post processing procedure that automates the process of summarizing the VMT, free flow, and congested speeds by link, and calculates VMT by speed distribution. The procedure will then automatically create the data files in the necessary format for direct input into the EMFAC model. The procedure will then automatically run the EMFAC model, summarize the outputs and create files that can be read back into TransCAD and displayed on TransCAD maps, or processed for further analysis a Speed Profile Report. The Speed Profile Report will be an automated output report from the model to provide a summary of % of VMT traveling within 5 mph speed bins, per the requirements of the California Air Resources Board’s EMFAC model, for each time period in the SBCAG regional model (e.g., % of VMT during the A.M. peak traveling at 0-5 mph, % of VMT during the A.M. peak hour traveling at 5-10 mph, etc.). For some post-processing steps, SBCAG will need to work with Caliper to detail the post-processing steps in a memo for automatic reporting at a later date.
