FOREWORD
TheMayoAgeFriendlyProgrammeseesarangeofkeyagenciesworkingtogetheratbothdecisionmakingandoperationalleveltopromoteandmaintainthebestpossiblehealth and well-being for people in the county. At the heart of the programme isapartnershipbetweenorganisationsandthecommunity,particularlyourvaluableolderadults,withasharedvisionofmakingMayoagreatplaceinwhichtogrowupandgrowold.
In2013,withthesigningoftheDublinDeclarationonAgeFriendlyCitiesandCounties,Mayocommitted todeveloping themselvesasaplacewhereolderpeoplecan livefull,activeandhealthy lives. InJuneof2016, theMayoAgeFriendlyStrategywaslaunched.
Ourpopulationofolderpeople(over55years)hasincreasedfrom31,784in2006to35,460 in2011 (11.6% increase)whichrepresentsoveronequarter (27.1%)of thelocalpopulation.ThiswashigherthantheStateaverageof21.8%.
Thekeyagenciesandpolicymakersneeddetailedinformationtomakeprojectionsoffutureneedacrossallpolicyareas.TheHealthyandPositiveAgeinginitiative(HaPAI)seekstoprovidetheevidenceinMayoaboutthedeterminantsofhealth,wellbeingandqualityoflifeandtherelationshipsbetweenthem,inordertoinformplanningforanageingpopulationatlocallevel.
HaPAI is a national three-year programme of research, data translation, healthpromotion and dissemination led by the Department of Health with the HSE andAge Friendly Ireland as key partners. It has benefited from a significant financialcontributionfromtheAtlanticPhilanthropies,aswellastheHSEandtheDepartmentofHealth.Additionalresearchfunds,tosupportthecollectionoflocaldatawerealsoprovidedbyMayoCountyCouncilonbehalfofourAgeFriendlyCountyprogramme.Thisreport istheoutcomeofauniquecollaborationbetweenmanyof theAgeFriendlyCityandCountyprogrammesand theHealthyandPositiveAgeingInitiative.ItprovideslocalevidencetosupportthedevelopmentandmonitoringofstrategiesandlocalactionstohelpolderpeoplelivehealthyandactivelivesinsupportiveAgeFriendlycommunities.

1SECTION1:INTRODUCTION
ThissectionprovidesthebackgroundandrationalefortheHealthyandPositiveAgeingInitiative(HaPAI)andsummarisestheapproachthatisbeingtakentodevelopnationalindicatorsofHealthyandPositiveAgeing.
Theconceptualframework,basedonthegoalsandobjectivesoftheNationalPositiveAgeingStrategy(NPAS),isalsooutlined.ThelinksbetweenthisstrategyandtheAgeFriendlyCitiesandCountiesprogrammeisbrieflydiscussed.Finally,somedemographicdataforMayoispresented.

Asweenteraperiodofrapidpopulationageing,itisbecomingincreasinglyimportanttodevelopevidenceaboutthehealthandwellbeingofolderpeopleinordertoinformpolicyatnationalandlocallevel.Suchevidencecanalertustopossibledifficulties,facilitategreaterlong-termplanning,andensurethatwemaximisethepotentialofallolderpeopleinourcommunities.
TheNationalPositiveAgeingStrategy(NPAS)wasdevelopedfollowingextensiveconsultationwitholderpeopleandtheirrepresentatives.Publishedin2013,itsetsoutavisionforIrelandas:
“…asocietyforallagesthatcelebratesandpreparesproperlyforindividualandpopulationageing.Itwillenableandsupportallagesandolderpeopletoenjoyphysicalandmentalhealthandwellbeingtotheirfullpotential.Itwillpromoteandrespectolderpeople’sengagementineconomic,social,cultural,communityandfamilylife,andfosterbettersolidaritybetweengenerations”.
ThestrategytakestheWHO’sActiveAgeing–APolicyFramework(2002)asa‘theoreticalunderpinning’andcallsforactiononthreefrontsbydefiningactiveageingas“aprocessofoptimisingopportunitiesforparticipation, healthandsecurity”(NPAS,2013).
HEALTHY AND POSITIVE AGEING INITIATIVE
ENSURING WE MAXIMISE THE POTENTIAL OF ALL OLDER PEOPLE IN OUR COMMUNITIES
1.1
Indicatorscanplayavitalroleintheidentificationoftrendsandissueswhilecontributingtotheprocessofprioritysetting,policyformulation,andtheevaluationandmonitoringofprogress.TheNPASIndicatorsframeworkisstructuredaroundthethreegoalareasofParticipation,Health,andSecurity.Anumberofobjectiveshavebeenidentifiedwithineachgoalarea,eachofwhichwillbeassociatedwithanindicator(s)wherepossible.TheNPASalsoidentifiestwocross-cuttingobjectivesrelatingtoageismandinformationprovision.
HealthyIreland,thenationalstrategytoimprovethehealthandwellbeingofthepopulation,hasidentifiedfourhighlevelgoalsand64actionsgroupedundersixbroadthemes.ImplementationoftheNPASisanessentialpartofthevisionforcreatingasocietyinwhich“everyindividualandsectorofsocietycanplaytheirpartinachievingahealthyIreland”(HealthyIrelandGoal4).
1.2 DEVELOPMENT OF NATIONAL INDICATORS

UnderthethreepillarsoftheNationalPositiveAgeingStrategy(NPAS),fourgoalshavebeenidentified(seebelow).TheHaPAI/AFCCsurveyaskspeoplefortheirviewsonmanyofthekeyactionareasidentifiedintheNPASundereachofthefourgoals.
ThroughtheAgeFriendlyCitiesandCounties(AFCC)programme,localauthoritiesbringtogetherdiverseorganisationssuchasAnGardaSíochána,theHSE,Universities,keyNGOs,transportandserviceproviderstostreamlinetheirwork,withtheinterestsandneedsofolderpeopleattheirheart.Theprogrammedevelopslocalmulti-agencyplanningstructures,whichconsultwitholderpeopletodevelopintegratedcityandcountystrategiestopromoteandadvanceolderpeople’shealthandwellbeingacrossIreland.
TheAFCCprogrammehasbeenidentifiedbytheNPASasbeinganimportantapproachtoimprovingthelivesofolderpeoplethroughoutthecountry.InordertointegratetheAFCCprogrammewiththeNationalIndicatorsprogramme,theHaPAIprojectisdevelopingindicatorsthatarerelevanttoboththeimplementationoftheNPASandtheAFCCprogramme.
Manyofthenationaldatasourcesdonotprovideanyinformationonthelivesofolderpeopleonacountybycountybasis.Toaddressthisgap,theHaPAIprojecthascarriedoutlocalresearchusingasinglerandomsamplesurveyinanumberoflocalauthorityareas.TheresultsofthesesurveyswillbeusedtoinformpolicydevelopmentandserviceprovisioninparticipatingAgeFriendlyCityandCountyprogrammes.
ArisingfromthepublicationoftheNationalPositiveAgeingStrategyandHealthyIreland,theDepartmentofHealth(DOH)isleadingajointnationalprogrammewiththeHealthServiceExecutive(HSE)andAgeFriendlyIreland(AFI)-theHealthyandPositiveAgeingInitiative(HaPAI).
ThisreportsetsouttheheadlinefindingsofthesurveycarriedoutinCountyMayo.Arandomsamplesurveyofoverfivehundredpeopleaged55andoverwascarriedoutintheareabetweenJulyandOctober2015,andfurtherdetailsofthemethodologicalapproachcanbefoundinSection3.

Thegrowthofthepopulationage65andoveraffectsmanyaspectsoffutureplanningforsociety,byhealthcareproviders,policymakersandothers.Inordertoplanforandmeettheneedsofalargerolderpopulationitisimportanttohaveanaccuratepictureofrecenttrendsandfuturepredictions.
The2011Censusfoundtherewasatotalof535,393peopleaged65andoverinIreland,representing11.7%ofthepopulation(CSO,2011).ThisproportionislowerthantheEUaverageof18.2%(Eurostat2013).Incontrast,ItalyandGermanyhavenearlyafifthoftheirpopulationaged65andover.

By2041,therewillbe1.4millioninIrelandaged65andover-threetimesmorethantheolderpopulationnow.Thisoldergroupwillmakeup22%ofthetotalpopulation,comparedto11.6%ofthepopulationin2011(CSO,2013).Thetotalpopulationaged70andoverissettodoublefromapproximately359,000tojustover705,000in2046.
Theold-agedependencyratioindicatesthetotalpopulationaged65andoverasapercentageofthepopulationaged15-64(theworkingagepopulation).In2002,theratiowas16.4%;by2011ithadrisento19.5%;anditisprojectedtoriseto30.0%by2031(CSO,2013).MayoisthethirdlargestcountyinIrelandandthefifteenlargestintermsofpopulation.Mayohadapopulationof130,638in2011,consistingof65,420malesand65,218females.
Accordingtothe2011Census,therewere35,420peopleaged55andoverinMayo,whichwasoveronequarter(27.1%)ofthelocalpopulation.ThiswashigherthantheStateaverageof22%.

STUDY POPULATIONAND SAMPLE
Thetargetpopulationforthissurveyincludesallcommunity-dwellingmembersofthepopulationaged55andolderinCounty Mayo.Thissampledidnotincludepeopleaged55andolderwhowereinlong-termcareorlivinginaninstitutionatthetimeofsurvey.Amultistagerandom-routesamplingstrategywasusedtogenerateasampleofthispopulation.Thissamplingapproachinvolvedseveralsteps.
Firstly,arandomsampleof50DistrictElectoralDivisions(DED)inCounty Mayowasselectedastheprimarysamplingunits(PSUs).WithineachselectedDEDastartingaddresswasselectedatrandom.Beginningwiththisaddressatotalof10interviewsweretobecompletedineachofthe50areas.
DetailedinformationontheapproachthatinterviewerstooktoidentifyeligiblehouseholdswithineachareaforthesurveyisprovidedinAppendix1.Insummary,fromtheirstartingaddress,interviewerscalledtoeveryfifthhouse.Theintervieweraskedtospeaktoapersonaged55yearsorolderinthehousehold.Onepersonaged55orolderperhouseholdwasinvitedtocompletetheinterview.Ifthereweretwoormoreolderpeopleinthehouseholdthentheinterviewerappliedthe‘nextbirthday’ruletoselectoneparticipant.
FIELDWORK ANDRESPONSE RATE
Atotalof502interviewswereconductedwithparticipantsaged55andolder.Interviewswereconductedin2015.
Theresponserateistheproportionofselectedhouseholdsthatincludedaneligibleparticipantwhocompletedaninterview.Interviewersvisitedatotalof670eligiblehouseholdswhereapersonaged55andolderwasresident.Afurther264householdswerevisitedbuteligibilitytoparticipateinthesurveywasnotdetermined.Basedontheproportionofeligiblehouseholdsidentifiedfromthenumberofhouseholdsvisited,wecalculatedthat221ofthese264wouldhavecontainedapersonwhowaseligibletoparticipate.Weincludedthesehouseholdswhencalculatingtheresponserate.Atotalof502interviewerswerecompletedfrom891households,witharesponserateof56%.

ANALYTIC STRATEGY
Thisreportpresentsdescriptivedatafromthesurvey,includingpercentagesandaveragevalues.Ingeneral,theresultsfocusonthepercentageofpeopleaged55+whocanbeclassifiedintoacertaingroup,forexample,thosewhoreportdifficultyaccessingspecificservices,orwhovolunteer.Inasmallnumberofcasesparticipantsdidnotrespondtoasurveyitem.Theseparticipantsareexcludedfromtheresultsforthatsurveyquestion.Acrossallsurveyquestions,nomorethan15%ofparticipantsweremissingaresponse.
PRESENTATION OF THE RESULTS

WEIGHTING
TheresponseratefortheCAPIinCounty Mayowas57%.Responseratestypicallyvaryamongdifferentgroupswithinagivenpopulationsuchasdifferentagegroupsorlevelsofeducation.Thisvariationcanleadtobiasedestimateswhenreportingresults.ThisanalysisincludedtheapplicationofsampleweightswhichcorrespondedtothenumberofpeopleinthepopulationofCounty Mayothatwererepresentedbyeachsurveyparticipant.WeightswhichwereappliedtothesurveysamplewereestimatedusingtheCensus(2011).Thecharacteristicscomparedwereage,gender,educationalattainment(primary/secondary/thirdlevel)andmaritalstatus(married/notmarried).

Thestepstakenbyinterviewerswereasfollows:
1. Withineachdistrictelectoraldivision(DED)interviewersweregivenastartingaddresson(forexample)Road1.Theinterviewercalledatthishouseandaskedtospeaktosomebodyaged55yearsorolder.Ifthereisaneligibleoccupantoriftherewasnoresponsefromthehouse,theymadeanoteoftheaddressandcalledback,uptofourtimes.
2.Tolocatethenexthouse,interviewersstoodwiththeirbacktothefrontdoor,turnedtotheirleftandcountedfivedoorsalongtheroad,andcalledatthisfifthhouseone.g.Road1.
3.Interviewerscontinuedinthismanner,callingateveryfifthhouseuntiltheyreachedtheendoftheroad;assumingtheysuccessfullyidentifiedaneligibleoccupanttocompleteaninterviewornotednon-responses.
4.AttheendofRoad1theyturnedLeftontoRoad2,countedfivehousesfromthelasthousevisitedonRoad1andcontinuedcallingtoeveryfifthhouseonRoad2untiltheendoftheroad.
5.AttheendofRoad2interviewersturnedRightontoRoad3(countedfivehousesfromthelasthousevisitedonRoad2),continuedcallingateveryfifthhouseonRoad3untiltheendoftheroad.
6.AttheendofRoad3,theinterviewerturnedLeftontoRoad4,andalternaterightandleftturnsattheendofeachroadwhilekeepingwithintheDED.
Ifahouseholdwasineligibleduetoageofmorethan55yearsorthehouseholdrefusedtoparticipate,wasvacantorderelict,interviewersusedthefollowingproceduretolocatethenexthouse:
1. Interviewersstoodwiththeirbackstothefrontdoor,turnedleftandwenttothenexthouse.Iftheyagainmetwithanineligiblehouseholdorarefusaltheycontinuednextdoortotheleftuntiltheyidentifiedaneligibleoccupantornotedanon-response.
2.Oncetheyobtainedaninterviewornon-responseinterviewersrevertedtothefifthhouseontheleftrule(steps2-6).Thisprocedurewasfolloweduntilthequotaof10interviewswasreached,uptoamaximumof50households,withineachassignedDED.
3.Theaddressandoutcomeofeachhousevisitedwasrecorded(includingrefusals,ineligible,vacant/derelict,non-responsesandcompletedinterviews)ontheresponsesheetbyeachinterviewer.
APARTMENTS:Interviewersaregivenasheetwiththetotalnumberofresidentialaddressesinthefirstcolumnandthetargetapartmentorflatinthesecondcolumn.Ifapartmentsarenotnumbered,andtherearedoorbells,theycountthebellsfromtoplefttobottomright.Ifapartmentsarenotnumberedandtherearenoseparatedoorbells,theycounttheapartmentsfromtoplefttobottomrightasyoufacethemaindoorofthebuildingfromthestreet.
RANDOM ROUTE RURAL AREA:Inaruralareawherehousesaremorespread-outinterviewersaresuppliedwithamapofeachrelevantDEDandgiventheaddresstocallatwithineachDED.

HOUSEHOLD RESPONSE RATE:Inordertocalculatetheresponserateitisimportanttoidentifywhichhousesareexcludedbecausetheyareineligible(nobodyage55yearsorolder),householdsthatcouldnotbecontacted(non-response)andwhichhouseholdswereeligible(personaged55yearsorolder)butwhicheitherco-operatedorrefusedtoparticipateinthesurvey.Interviewersrecordeachaddresscalledatandtheoutcomeusingcodesforrefusals,ineligibles,vacant/derelictandnon-contacts.
