Dear Readers

In the Land Tenure Project we have achieved the following milestones that I would like to share with you; Monitoringthe policies and legislation of land use has resulted in the legislation on the transmission of DUAT’s being approved.Furthermore our service provider is conducting a “community awareness campaign” in Niassa with HTSPE havingspecialists in Cabo Delgado , Nampula and Zambezia to run the same campaign. Three hundred paralegal organisa-tions have been created and 16 courses have been given. With the help of ITS , 50 paralegal organisations based inNampula are now creating their own Association.

Training regarding the newly created system of land administration: One of the main activities is the Institutionalstrengthening of the land administration Institutions at central level with some activities such as the Land TenureRegularisation been monitored on a regular basis, the LIMS (Land Information Management Systems has been vali-dated through several phases and several successful meetings with Forums and Mayors have taken place.

The training of the SPGC’s in North has been achieved. The LTR activities have been implemented and the land cadas-tral data has been reorganised. Several installations of the SPGC’s and SDAES have been rehabilitated and equipped.Four Chartered surveyors have been hired for the rural LTR activities.

In Training on Land Management, assistance has been given to several land registration ofces in the NorthernProvinces, which have now been rehabilitated and equipped. Training has been given to technical staff regarding theuse of LIMS and LTR and 8 Mayors have been sent on a study trip to Brazil. In the Facilitation to the land access, the

projected mapping and inventorying of land use projects is nearly completed with Montepuez , Majune and Lago tobe nalized. Assistance was received by ITC regarding the strategically delimitation and demarcation of land.

We have now reached 83 514 DUAT’s having been delivered to Beneciaries.

Since October 2011, N´weti is implementing a consulting ser-vice related to the HIV and AIDS prevention and Mitigation

for the MCA infrastructure projects in Nampula and ZambéziaProvinces. The services fall within the framework of the proj-ect for rehabilitation of water supply systems, drainage anddams and some sections of the N1 National Highway, in sec-tions Ligonha River - Nampula, Namialo - Mecutuchi Bridgeand Mecutuchi - Lúrio River. The intervention will reach MCAemployees at construction sites and at its ofces, and alsocommunity members located at construction sites. The proj-ect is being implemented using an approach that combines(a) community dialogues, (b) interpersonal communication(IPC), and (c) multi-media Edutainment. IEC materials andcondoms are being distributed to target groups on an on-going basis. The HIV and AIDS component covers seven sitesin which (6) six are in Nampula and (1) one in Quelimane.

IPC activities: Implement Interpersonal Communication activ-ities on targeted sites in partnership with Monaso & Rensida :IPC sessions continued to be undertaken during the reportingperiod in 6 sites. A total of 140 participants are signed to par-ticipate in the IPC sessions in each cycle of learning. After thecompletion of a cycle of learning, the numbers of successfulparticipants are reported (participants that participate in atleast 7 out of 9 sessions). The following 9 topics are discussedduring Interpersonal Communication Activities (a single topicis covered each week during 9 consecutive weeks):

1. What can a man do? 2. Tradition and cultural values; 3. What can a woman do? 4. Ways to overcome violence in household; 5. Dialogue on condom use; 6. Blaming does not help in any way; 7. Sexual Partners Network; 8. Increasing life span with ARVT; and 9. Serodiscordant couples.

Community dialogue sessions: the community dialogue

session were conducted in 5 sites with a total of 25 groups:

- 5 groups in Mecutuchi – Rio Lúrio site;- 5 groups in Namialo – Rio Lúrio site;- 5 groups in Quelimane Drainage System site;- 5 groups in Nacala dam Site; and

HIV and AIDS Prevention and Mitigation for the MCA infrastructure projects inNampula and Zambézia Provinces.

- 5 groups in Nampula Water Supply Site.

A total of 625 participants (125 in each site) are signedto participate in the community dialogue sessions in eachcycle of learning. After the completion of a cycle of learn-ing, the numbers of successful participants are reported(participants that participate in at least 7 out of 9 ses-sions)

Workshops: Various workshops were carried out at Nampu-la Draingae system, Nacala and Nampula water supply, RioMecutuchi-Rio Lurio, Namialo.Rio Mecutuchi and Nampula/ Rio Ligonha in the last month with the theme living with HIV/ AIDS

I enjoyed it a lot. There should be one every Saturday because we need this kind of thing here in Namapa.

2.What were the most entertaining/ interesting activities for you and why? The fact that they presented a lot of great things. I liked watching the traditional dances and musicians fromNacala. I also liked when the HIV-positive women talked about their lives, I don´t know if I would ever havethat kind of courage if it was me.

In my opinion, most of the parts were interesting, but my favorite was the performance by the musicians and thevideo about the HIV-positive couple who was more concerned about living happily and in harmony than in blamingone another for the infection… It was also great to have a testing site in place. I got tested for the rst time; it testednegative, thank god, which means that from now on I should be more careful about avoiding getting infected.

rUrAl WATEr PrOjECTThe poor access to water supply and sanitation services is one of the main constraints to socio-economic development of communities. One of the major objectives of the Government of Mozambique is to ensure that the population in general,particularly the ones living in rural areas, (especially women and girls) do not have to walk long hours looking for drinking water.It is in this sense that the Government of Mozambique through the Ministry of Planning and Development and theGovernment of the United States of America, through the Millennium Challenge Corporation (MCC), signed a nancial coopera-tion agreement that includes investments in the areas of water supply, sanitation, roads, land and agriculture.

The construction project of 600 rural water points in Cabo Delgado (250) and Nampula provinces (350) is part of this initiativeaimed at reducing poverty and ensuring the economic growth of the population in that region of the country.

The Rural Water Supply Project aims to contribute to thebasic needs of the population living in rural areas of 13 dis-tricts in the provinces of Nampula and Cabo Delgado throughthe construction of 600 new sustainable Water Points, withthe integration of hygiene and sanitation education, with theobjective of maximizing all the benets of public health.The Rural Water Project follows an approach based onprinciple of demand (Demand Responsive Approach), in the

light of the guidelines in the Implementation Manual of RuralWater Projects (MIPAR), of the Government of Mozambique.

The local authorities, NGOs and small scale private sectorhave key roles to play in supporting community managementof water and sanitation services. Cross-cutting issues such asgender equity, environmental issues and social vulnerable

groups are essential for the sustainability of the water pointsand are the focus of the project. As key players in the provi-sion of water to the community level, women are involved askey actors and participate in decision-making at all stages of the project cycle.

Project AchievementsThe districts to be covered are:

* 12 Water Points were re-allocated to the District of Chiúre due to high depth found in Nangade District, being difcult to installhand pumps. In this sense, in Nangade, instead of 50, the district will remain with 38 Water Points in Phase 2.

Given the hydrogeological difculties (great depths of aquifers) found in some localities of the project, an alternative for Af -

ridev’s hand pump was identied, the Solar Pumping System. In total eight solar systems were constructed in northern Mozam-bique in the following districts: Nangade (4), Mocímboa da Praia (2) and Palma (2). The construction was completed in October2012.These systems benet more than 12,000 people.

The promoting of good hygiene and sanitation practices resulted in the construction of 9.900 family latrines and 95 local arti-sans/mechanics have been identied and trained to ensure the repair of water infrastructures and construction of latrines. Theselocal artisans/mechanics were hired by the community and as a result, 191 hand pumps where recovered in 11 districts. In orderto facilitate the work of the local artisans/mechanics, 4 water and sanitation demonstration Centers of the 6 planned were built.

The Rural Water Project is being executed in three distinct phases (1st phase -150; 2nd phase - 250 and 3rd phase - 200). Ourprediction is that by the end of April 2013 the 600 Water Points will be completed. The construction of these 600 water points

will benet about 300,000 people.
