IntroductionWithinMongolia,companieswhosebusinesspracticesimpactthelandandalterthenaturalstateoftheenvironmentarerequiredbylawtooffsetthoseimpacts.CompaniesmayworkdirectlywithMinistryofEnvironmenttocreateanextensiveanddetailedoffsetplanortheycanfollowSection3.3.6oftheMongolianOffsetRegulation(MOR)tofulfiloffsetrequirementsthroughcompensation.Followingthissection,companiescalculaterequiredoffsetmeasuresinthreemainsteps:1)Identifytheareathatislikelytobeaffectedbytheproposedproject(i.e.mapthedevelopmentfootprintanditsdirectsupportinginfrastructures,delineateanimpactarea,anddeterminethemagnitudeoftheseimpacts);2)Usethisimpactareatocalculatethetotaloffsetunitsnecessarytomeettheoffsetregulation;and3)Calculatetotalyearlyoffsetcompensationvalue.Foreachstep,theMORdefinesmethodsforcalculatingandfulfillingtheserequirements.Inordertofollowthesesteps,itishowevernecessarytobewellversedinusingGISandfullyunderstandalldatausedintheanalysis.Withoutthisknowledge,theregulationcanbedifficulttoimplementleadingtoinconsistenciesinthosetryingtofollowthelaw.Tomeetthisimplementationgap,TheNatureConservancy(TNC)inpartnershipwiththeMongoliaMinistryofEnvironmentandGreenDevelopment(MEGD)producedaseriesofdocumentsandGIStoolstoprovidecompanieswiththeabilitytoeasilyandefficientlydeterminetheiroffsetcompensationrequirements.OverallthiseffortproducedtheMitigationDesignTool(MDT)whichisnowavailableasadesktop,ArcGISapplication(MDT-Desktop)andasanopen-source,internetapplication(MDT-Web).TheMDT-DesktopisatoolboxwithacollectionofcustomizedtoolssupportingtheMOR.Ithasfourmaintoolsets;LandDisturbanceandImpactTools,OffsetTools,SupplementaryAvoidanceTools,andUpdateTools.TheLandDisturbanceandImpactToolsassistusersinfollowingstandardssetforcreatingLDssuchasprojectionandattributionandthenallowforusingtheseLDstocreateaprojectimpactdataset.TheOffsetToolsusetheprojectimpactdatasettoderiveanoffsetcostreportandidentifypotentialoffsetlocations.TheSupplementaryAvoidanceToolsallowuserstorelativelycomparepotentialoffsetcostsforeitherleasesandorplannedlanddisturbances.Byprovidingthesetools,userscanlookatwaystopotentiallylimittheiroffsetcostswhilealsoavoidingimportantlandscapesandhabitatwithinMongolia.FinallytheUpdateToolshelpusersstaycurrentwiththeapplicationdatabasewithouthavingtoreinstalltheMDTapplication.Theweb-basedmitigationtoolallowsusersviatheInternettoproducedataandreportsnecessarytocomplyfullywiththeMOR.Userswillberequiredtocreateinputdata(i.e.landdisturbances)anduploadthesedatainashapefileformat.ThisdocumentdescribeshowtoaccomplishthistaskusingQGIShoweveranyavailablemappingordesignsoftwarecanbeusedwhichallowsfordatatobeexportedinashapefileformat.TheinputdataareprocessedbyaremoteTNCserverwiththewebapplicationemailingusersazippedfilecontainingarasterdatasetrepresentingtheprojectimpactarea,anhtmlfilecontainingtheMDToffsetreport,andallsupportingshapefiles(i.e.offsetsiteselectionsandinputlanddisturbances).Noneofthedatauploadedbytheusersissavedtotheserverexcepttemporarilyduringtheprocessingofdata.AfulldescriptionoftheMDT-WebandhowtouseitisavailableintheMDT-WebHelpdocumentation.BothapplicationsandtheirrespectivedocumentationcanbefoundattheMongoliaMitigationDesignToolWebPortal.ThisendeavourwaspartofalargereffortofbuildingcapacitywithinMEGDtosupportlandscape-levelconservationinthesouthernGobiandwasdirectlyfinancedbytheEuropeanBankforReconstructionandDevelopment(EBRD)ShareholdersSpecialFunds.SpecificallyTNCassistedMEGDandotherstakeholdersintheidentification,review,assessment,implementation,andmonitoringofmitigationandotherconservationmeasures.Fourmaintaskswereidentifiedwithinthisproject:1)conductananalysisofhabitatconnectivityofAsiaticWildAss(Equushemionus,orkhulan)intheEasternGobi
Desertregion;2)createthemitigationdesigntool(MDT);3)assessalternativesandlogisticalconstraintsofregionaltraffic;and4)providetrainingfora)performinghabitatconnectivityanalyses,b)usingMDT,andc)assessingregionalsoilconditionsinthemineralizedzonesoftheGobiDesert.ThisreportfocusonthetrainingprovidedduringtheweekofMarch28th,2016specifictounderstandingandusingtheMDT-Desktop.Twodifferentgroupsofpeopleattendedthetrainings(seeAttendeessectionofthisreport):federalandprovincialgovernmentemployees(i.e.MEGD&AimagEnviornmentalAgenciesresponsibleforEIAlawinAimag),andprivateminingandenvironmentalcompaniesrequiredtocomplywiththeoffsetregulation.Thisrequiredone-dayclassroomtrainingsoccurringontwoseparatedaysforgovernmentemployees(March30th)andprivateemployees(March29th).
ObjectiveofTrainingsFortheone-daytrainings,wehadoneoverallobjectiveofprovidinguserswiththeknowledgeandexpertisetobeabletouseboththeMDT-DesktopandMDT-Web.Weaccomplishedthisbyprovidingonelecture,twodemonstrations,andthreeexercises.AlloftheexerciserequiredstudentstoeitheruseMDT-DesktoptooldirectlywithinArcGISoruseQGIStoprepareanduploaddatatotheMDT-Web.AllexerciseswerealsotranslatedtoMongoliapriortothetrainings.Unit1–MDTBackground

twoexercises.ThisdirectoryalsocontainedhelpdocumentationforthetoolbothinEnglishandMongolian.ThePresentationsdirectoryhadallthepresentationsusedforthelecture.
