Media Accreditation Instructions
1 Registration Process All press (organisations and individuals) and RHBs may submit their applications for accreditation via
the IOC portal (www.olympic.org), from 28 March 2018 to 24 May 2018.
It is important that all individuals and organisations ensure that the personal information submitted
as part of an application for accreditation is accurate.
A data review process will be conducted to ensure that all mandatory fields are completed and that
the information submitted is the same as that in the respective individual’s travel document.

After the completion of the accreditation process, BAYOGOC Accreditation will produce the Pre-Valid
Cards (PVCs). The PVC is a Youth Olympic Accreditation Card (YOAC) that has not yet been through
the Games-time validation process.
The PVC will act as a “24-H”-type special entry visa to enter Argentina. BAYOGOC, in cooperation with
the relevant Argentinian government authorities, will inform airline carriers and airport
representatives around the world about the PVCs, their function as an entry visa and their importance
for the participants travelling to Argentina for the Summer Youth Olympic Games Buenos Aires 2018.
It is recommended that all individuals and organisations are aware that the PVC can be used as an
entry visa.
Individuals using their PVCs as an entry visa to enter Argentina must ensure that their identification
documents are valid until at least 18 April 2019. The identification documents used to enter Argentina
must match the information provided on their accreditation applications.
Upon entry to Argentina, Pre-Valid Card holders must present a valid passport (or a valid government-
issued photo identity document for Mercosur members) and their PVC.
The PVC does not work as a transit visa for any country. If transit visas are required for countries
through which a participant will travel on the way to Argentina, the participants are responsible for
obtaining the transit visas before leaving their country of origin.
2 Lost, stolen or damaged Pre-valid Cards If a PVC is lost, stolen or damaged before or after entry in Argentina, please inform BAYOGOC Accreditation
immediately on [email protected] in order to cancel it in the system. The cancelled
PVC will no longer be valid for entry into Argentina, even if the card is later found.
Individuals without a PVC should then follow the regular visa procedures to enter Argentina. BAYOGOC
Accreditation will provide an invitation letter upon request, and the applicant must then obtain his/her own
entry visa, and pay the related costs (for detailed information, please refer to the Entry Visa Guide).
Upon arrival, the applicant must visit the Media Accreditation Centre and have his/her accreditation card reissued. 3 Pre-Valid Card validation All media must validate their PVCs at the Media Accreditation Centre (MAC) located at the IBC Building (La Rural
- Av. Sarmiento 2704).
All persons who are not registered by 24 May 2018 will not be provided with a Pre-Valid Card and will have to make their own visa arrangements.

4 Media Accreditation Centre
The Media Accreditation Centre will provide the following accreditation services:
• PVC validation
• Card production
• Issue resolution
5 Photograph requirements
Every accreditation application must be accompanied by a digital photograph of the applicant which
corresponds to the BAYOGOC photo requirements.

The digital photograph must meet the following general requirements:
• The person must be easily identifiable in the photograph
• The photo should be recent (taken within the last six months) and be an accurate likeness of the applicant
• The facial expression must be neutral, mouth closed
• The eyes must be open and clearly visible
• The face must take up 70 to 80 per cent of the photo
• Face and shoulders must be centred in the photo and squared to the camera
• The photograph must show a full front view of the head with both edges of the face clear
• The photograph must not show shadows or flash reflections on the face and head
• Glasses are not allowed
• Hats and head coverings are allowed for medical or religious reasons only if the facial features are fully and clearly visible
• The photograph must be in colour
• The background of the photograph must be plain white
• All images must be submitted in digital format (JPG or JPEG)
• The photo must have a file size of between 50kb and 300kb
• The dimensions of the photo must be 4 cm of width per 5 cm of height
• The recommended resolution must be of approximately 300 DPI
Photographs that do not meet the above BAYOGOC Accreditation requirements will be rejected by
BAYOGOC Accreditation.
Approved Rejected Reason
The background of the photograph must be plain white.
The applicant must have a neutral facial expression with the mouth closed.
The applicant must have their eyes open and clearly visible.
The applicant must not have anything (e.g. sunglasses) covering their eyes.
The applicant must not have anything (e.g. hair) covering their eyes.
The applicant must have the face and shoulders centred in the photo and squared to the camera.
The applicant must be the only person in the photograph.
Applicants must not wear a hat or cover their head (unless for medical or religious reasons if the facial features are fully and clearly visible).
Applicants must appear without any objects, animals, etc.
The photograph must be sharp.
The photograph must not be overexposed or show flash reflections on the face and head.
The photograph must not be underexposed or show shadows.
The photograph must be in colour.
The photograph must be frameless.
The photograph must be cropped to show the applicant’s head and shoulders only. The face must take up 70 to 80 per cent of the photograph.
The photograph must not be a selfie.
