Annex A 3 JOHN KEUNG Chief Executive Officer | Building Construction Authority Chairman, IPE DR JOHN KEUNG KAM YIN is the Chief Executive Officer of Singapore’s Building and Construction Authority (BCA) since June 2006. He is also the Co-Executive Director of the Clean Energy Programme Office (CEPO), Chairman, BCA International Pte Ltd, a Board Member of BCA and a member of the Supervisory Board, Solar Energy Research Institute of Singapore (SERIS). Prior to his current appointment at BCA, Dr Keung has served as Deputy Chief Executive Officer (Building) of the Housing & Development Board (HDB) overseeing the planning and development of new towns and public housing estates, as Director of Strategic Planning in the Ministry of National Development, as Deputy Chief Planner (Planning Policies) in the Urban Redevelopment Authority and later, as its Deputy Chief Executive Officer (Development Control and Corporate Development). Dr Keung is an Adjunct Professor, Department of Architecture, National University of Singapore (NUS). He graduated from the York University, Canada in 1978 and subsequently obtained a Master of Science (Town Planning) in 1980 and a Doctorate of Philosophy from the University of Wales, UK in 1991. He also completed the Advanced Management Programme (AMP) at INSEAD, France in 1997. Dr Keung is a Fellow of the Singapore Institute of Planners (FSIP) and a Chartered Town Planner and a Corporate Member of the Royal Town Planning Institute (MRTPI). He was awarded the Public Administration Medal (Silver) by the Singapore Government in 1992 for his contribution to public administration.

JOHN KEUNG

Chief Executive Officer | Building Construction Authority

DR JOHN KEUNG KAM YIN is the Chief Executive Officer of Singapore’s Building and Construction Authority (BCA) since June 2006. He is also the Co-Executive Director of the Clean Energy Programme Office (CEPO), Chairman, BCA International Pte Ltd, a Board Member of BCA and a member of the Supervisory Board, Solar Energy Research Institute of Singapore (SERIS).

PEK LIAN GUAN

Chief Executive Officer | Tiong Seng Construction

Co-Chairman, IPE

MR PEK LIAN GUAN is the Chief Executive Officer of Tiong Seng Holdings Limited since April 2008 and Managing Director of Tiong Seng Contractors Pte Ltd since 1997. He is also a Board member of Singapore’s Building and Construction Authority (BCA), Assessment Committee Member of BCA Construction Excellence Awards Committee, Member of National Productivity and Continuing Education Council (NPCEC), Vice-Treasurer of Singapore Green Building Council and Panel Member of BCA Academy Advisory Panel. Mr Pek is also serving the board of governance of the UOB-SMU Entrepreneurship Alliance Centre and as Chairman of BCA Engineering Design Safety Awards Committee. Mr Pek has approximately 20 years of experience in project management for civil engineering and building works in Singapore and China.

JIM MEIKLE

PROF JIM MEIKLE is a Commission for Architecture and the Built Environment (CABE) enabler and member of the CABE Research Reference Group. He was formerly a partner of Davis Langdon LLP, where he established and managed the management consultancy division for twenty years. He is also a Professor at the University College, London (UCL), adjunct professor at Bond University, Queensland, Australia and Director with Alexi Marmot Associates (AMA). He has worked with private clients, UK government departments & international organizations including the EU and the World Bank.

Jim has worked with CABE on project and policy case studies; with the Office of Government Commerce helping to draft a Supplement to the H.M. Treasury Green Book - Appraisal and Evaluation in Central Government; with the Department of Trade and Industry on construction research strategy; and the Housing Forum on housing policy.

MURRAY COLEMAN

Group head of Project Management, Design and Construction | Bovis Lend Lease

Panel Member (International), IPE

MR MURRAY COLEMAN is currently Group Head of Project Management, Design and Construction at Bovis Lend Lease and is based in Sydney. Murray joined Lend Lease in 1987 and has held a number of senior executive positions within the Group in Australia and the UK.

Before holding his current position, Murray was the Global Chief Executive Officer of Bovis Lend Lease. Prior to that, he was Chief Executive Officer of Bovis Lend Lease in the United Kingdom where he was responsible for the UK project management and construction business from mid 2006. This followed on from his Sydney based role as Chief Executive Officer Bovis Lend Lease Asia Pacific.

He is a Foundation Industry Fellow of the AIB College of Building in Australia. He holds a Bachelor of Building (1st Class Honours) from the University of Melbourne, and was a Commissioner of the UK Commission for Employment and Skills (UKCES) in 2008. Murray is a Fellow of the Australian Institute of Building and in 2009 was appointed a Professorial Fellow at the University of Melbourne in the faculty of Architecture, Building & Planning.

CONRAD WONG

Vice Chairman | Yau Lee Group

Managing Director | Yau Lee Construction

MR CONRAD WONG is currently the Vice-Chairman of Yau Lee Group and Managing Director of Yau Lee Construction. He is also President of the Hong Kong Construction Association, member of the Construction Industry Council, Director of the Hong Kong Green Building Council, and Honorary Chairman in the Advisory Committee (Industry) of Cooperative Education Centre at the City University of Hong Kong.

Conrad is very proactive in the implementation of the semi-precast construction system. The construction cycle for a public housing project was speeded up from 8 days per floor (Shek Yam Estate Ph.1, 1986) to 6 days (Choi Fung Court, 1996) and further to 4 days (Tong Ming Court, 1997) while at the same time enhancing the standard of quality and improving safety. Under his guidance, the total performance of Yau Lee Construction has taken a big leap forward by winning the Golden Award for Building Sites (Public Sector) Safety Award Scheme for the Construction industry in 2005 and 2007.

He actively shares his professional experiences through his academic contribution as the Adjunct Professor in the Department of Building and Real Estate of the Hong Kong Polytechnic University and as the Concurrent Professor, Institute of Multimedia Computer Technology of Nanjing University and frequently gives lectures in the Chinese University of Hong Kong, the Hong Kong Polytechnic University and the City University of Hong Kong.

MASAHIRO INDO

Director of Construction Production & Technology Division | Shimizu Corporation

Panel Member (International), IPE

MR MASAHIRO INDO is a Licensed 1st Class Architect, Licensed 1st Class Works Executor and Authorised Concrete Engineer in Japan. He is currently a Director in Shimizu Corporation, Japan, heading the Construction and Production Technology Division.

He has about 30 years of experience in managing projects, especially large commercial and institutional buildings in Japan. He was involved in the construction of Himeiji New Castle Hotel, the O’s Town Centre Square, G-Sen Confect Head Office, Cosmo Kobe Ninomiya-chou Project and Ohse Junior High School Integrated Building. Besides his experience in Japan, he was also instrumental in the construction of major Singapore projects like, Changi Terminal 3 Building and Mapletrees Business City as Project Director.

JAMES T O’CONNOR

Professor of Civil Engineering | University of Texas at Austin

DR JAMES T. O’CONNOR is a Professor of Civil Engineering, the C. T. Wells Professor of Project Management, and CEPM Program Coordinator at The University of Texas at Austin. He holds a B.S. in architectural engineering from Oklahoma State University, an M.Arch. in architectural structures from the University of Illinois at Urbana-Champaign, and a Ph.D. in Civil Engineering from The University of Texas.

His teaching and research interests include value management processes, design effectiveness, project constructability enhancement, advanced construction technologies, process integration, project risk management, and planning for startup. His industry experience includes several years in both the public and private sectors. He has published and lectured widely.

He received the Outstanding Research Award from the Construction Industry Institute in 2005, and the Thomas Fitch Rowland Prize for outstanding research from ASCE in 1987 and again in 1995. He is very active in both the Construction Industry Institute and the American Society of Civil Engineers and is a registered professional engineer in the state of Texas.

HERMANN WECKENMANN

MR HERMANN WECKENMANN is the Managing Director of Weckenmann Systems Technology, (Germany) - a world renowned company in the field of precast concrete production, automation, handling and crushing machines for synthetic products. He studied in Mechanical Engineering, University of Applied Sciences, Constance (Germany) and achieved Diploma in Mechanical Engineering. He also has diploma, European Welding Engineer. He is a Board of Director of the Group Building Material Machinery under VDMA

(Verband Deutscher Maschinen- und Anlagenbau - German Engineering Federation) which is one of the key association service providers in Europe and offers the largest engineering industry network in Europe.

JAN VAMBERSKY

Senior Partner and Managing Director | Corsmit Consulting Engineers

PROF J.N.J.A. VAMBERSKY is a senior partner and managing director of Corsmit Consulting Engineers and part-time professor at Delft University of Technology, Faculty of Civil Engineering, Department of Building Engineering. His professional activities are focused on structural design of buildings, with accent on high-rise buildings and pre-cast concrete. He has contributed to new developments in pre-cast concrete technology and was involved in the structural design of different innovative high-rise pre-cast concrete buildings in the Netherlands and abroad.

Vambersky is the member of the Dutch “STUfib” permanent commission on prefabrication and was Chairman of “STUfib” commission on prefabrication and Vice-chairman of Dutch Association on Pre-stressing and Prefabrication “STUfib” in 2000 to 2003. He is also on the International Council on Tall Buildings and Urban Habitat (CTBUH) Country Leader for The Netherlands.

FREDERIC PEREZ

MR FREDRIC PEREZ is the Project Director of Dragages Singapore Pte Ltd, a subsidiary of Bouygues International, France. He has over 20 years of experience in the construction industry. Of these, 15 years was spent in Singapore overseeing the construction of luxurious condominiums, hotels and office & retail buildings. He presently oversees the project managers in their respective projects.

LAI HUEN POH

Managing Director| RSP Architects Planners & Engineers

MR LAI HUEN POH is currently Managing Director of RSP Architects Planners & Engineers (Pte) Ltd. ER Lai is involved in a wide range of projects from the stages of feasibility, concept, and design development until completion. Besides his professional qualifications, he is also a Singapore Chartered Engineer, member in Association of Consulting Engineers, UK Corporate Member for Institute of Civil Engineers, Corporate Member of Singapore Concrete Institute; Corporate Member for Singapore Structural Steel Society. In addition, Mr Lai has served on BCA committees such as Construction Best Practice, Structural Robustness and the use and adoptions of precast.

ER Lai has also given back to society by contributing his professional expertise as a long serving member of The Strata Titles Boards of Singapore since 1993.

LAU JOO MING

Managing Director| HDB Building Research Institute

Local Expert, IPE

MR LAU JOO MING is currently the Managing Director of the HDB Building Research Institute (BRI).Prior to this appointment; he was Deputy CEO (Building). The HDB BRI is the research arm of HDB and it envisioned to be the global leader in housing research, innovations and solutions for a sustainable living environment.

Er Lau is credited for the development and implementation of prefabrication and precast technologies that played a key role in ensuring the overall success of Singapore’s public housing programme. He also spearheaded the push to upgrade the local construction industry through the extensive use of these innovative prefabrication and precast design and construction methods for the development of high-rise buildings. As a result of these, HDB's construction site labour productivity is about 3 times higher than the private sector.

Under his dynamic leadership, HDB won many international and prestigious awards e.g. American Concrete Institute Award for Concrete Excellence in 1994, ASEAN Engineering Award in 1994 and 2001, IES Prestigious Engineering Achievement Award 2008. In addition, HDB also bagged the Royal Society for the Prevention of Accidents (ROSPA) Award for Excellence in Site Safety Performance (UK), numerous Best Buildable, Construction Excellence Awards, Platinum Green Award from BCA.

In his professional fraternity, Er Lau is a Registered Professional Engineer, a Chartered Engineer as well as an Accredited Checker. He is currently the President of the Professional Engineers Board (PEB), Fellow of the Institute of Engineers (Singapore), Fellow of the Institute of Civil Engineers (UK) and Fellow of the Institute of Structural Engineers (UK). In 2004, Er Lau was specially appointed by the Minister of Manpower to be one of the assessors of the Committee of Inquiry formed to look into the incident at the MRT circle line worksite that led to the collapse of the Nicoll Highway on 20 April 2004.The Committee's report has provided the blue-print to strengthen the whole safety system for the construction industry.

Er Lau has been conferred several local and international awards such as the Star Award in 1999 by PSB for significant contribution in the Singapore National Standardisation Programme, the Standards Council Merit Award in 2000 by PSB for substantial contribution towards the development of standards and promotion of standardisation programme in Singapore, the United Kingdom Derrington Construction Award in 2001 for technical excellence in prefabrication for Public Housing Upgrading and the NUS Engineering Faculty’s Distinguished Engineering Alumnus Award (2003) for his contribution to engineering development in Singapore.

Er Lau has published several books e.g. ‘Blueprint of Successes for Public Housing' and “The Green Housing Book”. This first book documented a complete picture for the entire building life cycle performance. It begins from design stage to construction stage, proceeds to maintenance stage and leads on to research and development. R&D will then provide new inputs back into the cycle and elevate the entire process to a higher platform and this cycle continues as a spiral of excellence. The second book is a collation of HDB's green efforts, experience and knowledge in designing environmental sustainable development. He believes in sharing the knowledge with the industry.
