    Initiative to develop labor market in Sinai

    First Media Report

    This report was prepared to cover the activitiesof the "Initiative to Create an Enabling

    Environment for Workforce Development in the

    Sinai Community" in May 2011 , organized by

    the Technology Center for Human Rights

    (TCHR), a founding member of the Young

    Organizations Network (YON) and in

    partnership with the Roaa Gadida (New Visions)

    Association for Development in North Sinai -

    member of the Network- and In collaboration

    with the Rawabet (Links) Association - member

    of the Network- with a financial fund from the

    What is the project of developing the labor market in Sinai?

    Poverty and unemployment are based largely inUpper Egypt, rural and remote regions; as theproportion of unemployed youth in these provinces forthe young unemployed in the capital and major cities tonearly 70% of the unemployed in total.

    The current project is a specialinitiative to create an enabling

    environment aimed at

    developing the workplace in the

    community of Sinai through the

    development of informational

    and the technical systems along

    with the integration of gender,

    to link between the education,

    the training and manpower in

    order to meet the requirements

    of the labor market, in addition

    to developing individual

    initiatives to promote

    competitive

    The youth in Egypt facedisappointing results in the labor

    market, due to different

    structural reasons. The rates of

    unemployment in Egypt are high,

    but they are decreasing over the

    years; as the levels of youth

    unemployment reached 16.7% in

    2009, which is a significant

    decrease comparing to 1998,which was up to 25%. Although

    this decline is a relatively large,

    the researches that based on

    recent study of the labor market,

    confirms that this decline in

    unemployment rates are

    associated with deterioration in

    the quality of jobs and there isn't

    significant improvement in labor

    market conditions.

    These studies also confirm that

    unemployment in Egypt is a

    result of the rapid growth in

    population of young people in

    exchange for the consequences

    of the partial transformation of

    the economy of the state to the

    form a market-oriented

    development.

    Furthermore, the intensity of

    percentage increases gradually in

    view of the distribution of the

    labor market in the governorates

    of Egypt; as studies confirm that

    poverty and unemployment are

    very high in rural areas and

    Upper Egypt and remote regions,

    so that the percentage of

    unemployed youth in these

    provinces, comparing to the

    unemployed youth in the capital

    and major cities, is nearly 70% of

    the unemployed persons in total.

    On the other hand there is

    another problem represented in

    the compatibility of educational

    outcomes with the needs of the

    labor market; as the loss of

    compatibility between the

    outputs of education on the one

    hand, and the requirements of

    the labor market on the other

    hand, is regarded as one of the

    most important reasons that

    lead to many negative

    consequences, notably: large

    numbers of educated persons

    suffer from unemployment and

    the spare time, resulting in

    generating of problems withprofound effects in the social

    structure, in addition to the lack

    of human resources capable of

    meeting the needs of the labor

    market.

    Objectives:

    Firstly: The development of an informational

    and organizational infrastructure for labor

    market in the Sinai community.Secondly: create compatibility between the

    workforce development in Sinai and

    employment opportunities in the Sinai labor

    market.

    Thirdly: train and build capacity of young

    people in the field of individual initiatives

    management and increase productivity....

    The project activities:

    Firstly: To strengthen the capacity and training of

    young people Sinai:

    Training of Sinai youth is one of the main axes in

    the project; as it is scheduled to train young

    people on how to manage small and micro

    projects and how to finance those projects thisaddition to train young people on how to increase

    productivity for projects that already exist and

    how to manage the marketing operations

    successfully.

    A number of professional trainers in the field of

    management, human development and marketing

    will undertake the training programs. The training

    is targeting Sinai youth, in each of North Sinai and

    South Sinai governorates.

    Researches and studies:

    One of the important activities in the initiative is

    preparation of a number of researches and field

    studies of the labor market in Sinai, which willinclude a full vision of available employment

    opportunities and Problems of employment, in

    addition to preparing a guide for companies and

    private institutions in the Sinai. In addition to

    preparing a study on integration of Sinai women in

    the labor market and how to take advantage of

    innovative work systems such as flexible time, co-

    sharing, part-time work and teleworking to

    increase the contribution of women in economic

    activity with reconciling with family duties.

    Development of an electronic information

    network on Sinai labor market:

    The Technology Center for Human Rights seeks,

    through this initiative, to develop a technological

    structure that contributes to the development of

    the labor market in Sinai and addresses some

    shortcomings in the structure of the workforce

    through preparing an Online Recruitment Forum

    targeting young people in Sinai, this forum will

    include an innovative application through which a

    direct link could be created - according to clear

    criteria - between Sinai young job-seekers and

    companies and institutions operating in Sinai,

    which will be completed through the preparation

    of a Mobile Recruitment Forum in Sinai cities tohold a direct link between the youth and the labor

    market.

    Day 1: May 25th

    2011

    More than 140 people, including political

    organizations, youth leaders and members of

    civil society and Sinai tribal leaders, met at

    the Media Center (Arish - North Sinai) within

    the events of the mobilizing conference

    organized by the Technology Centre forHuman Rights (TCHR) on Wednesday, May 25,

    2011 to discuss the problematic issue of

    human development in Sinai and proposed

    methods to deal with it.

    The events stated with reviewing the

    problems which hinder the achievement of

    human development from the perspective of

    Sinai youth, where one of the Sinai youth

    Spoke at length and explained the meager

    resources available to young people in the

    Sinai, and the seriousness of the matter on

    the future development in Sinai, he also

    stressed on the need for the Egyptian

    government and especially after the People's

    Revolution January 25, to approach Sinai and

    its people after a long and bitter ignorance by

    the former regime. Furthermore, he stressed

    the need for a number of training centers to

    train young people to contribute instrengthening the young skills for the benefit

    of a strong economy that take advantage of

    the existing possibilities and resources in

    Sinai, and added that the security authorities

    should not antagonize the people of Sinai, as

    was common during the former regime, and

    therefore should understand the nature of

    the land and the reality of human beings.

    The security authorities to understand the

    ground reality and the reality of people in

    Sinai

    Mr. Salama Alriqiei, a prominent political

    figure in North Sinai and one of the tribesleaders in Sinai, added by clarifying the

    required role of the Egyptian government in

    the current period and the urgent needs to

    achieve comprehensive development in the

    Sinai. In addition, he demanded the current

    government in Egypt to approve the national

    project in the Sinai and to establish a holding

    company in North Sinai and South Sinai, along

    with emphasizing on the necessity of bringing

    in foreign investment to Sinai, refusing the

    idea of risks that may face investment in Sinai

    and stressing that the resources of Sinai are

    enough to make real progress in

    development infrastructure in Egypt as a

    whole and not just in Sinai.

    At the end of the first day of the conference,

    Dr. Magdy Ghanem, one of the prominent

    academic figures concerned with Sinai,emphasized the need for careful planning for

    the construction of Sinai, economically,

    socially and humanly, and stressed that Sinai

    was neglected deliberately by the previous

    government and this negligence resulted in

    the absence of the necessary infrastructure

    for the development of the Sinai, despite the

    fact that the land in Sinai could be exploited

    in the establishment of a large agricultural

    project, it will only need the water .

    There were a lot of prominent figures who

    participated in the activities of the first day of

    the conference, like for example:

    Mr. Abdullah Kandil Badawi, chairman of theChambers of Commerce - North Sinai

    Mr. Atya Gardud , a former member of ShuraCouncil.

    Dr. Magdy Ghanem, former dean of theUniversity of the Suez Canal.

    Mr. Arif Muslim El Fakkor, Leader (Sheikh) ofEl Fakkor tribal

    Mr. Sleem Salama Dhymi, Leader (Sheikh) ofEl Dhymat tribal

    Mr. Abdullah Omar El Moghny , Leader(Sheikh) of El Moghnya tribal

    Mr. Salama Alriqiei , the Arab Organizationfor Administrative Development.

    Mr. Moustafa El Hoss, chairman of ElArishLocal Council.

    Day 2 : May 26, 2011

    Round table

    The events of the conference were

    completed with a round table that brought

    together many legal and political actors to

    discuss ways to remedy problems which

    discussed within the activities of the first day

    of the conference.

    It should be noted that a number of ways to

    overcome the problems of development in

    Sinai,

    Including:

    Firstly: the establishment of a number oftraining centers to train young people on how

    to manage small and micro businesses in

    addition to necessary crafts for the labor

    market in Sinai.

    Secondly: bringing in foreign capital to invest

    the available resources in the Sinai.

    Thirdly: the establishment of a free trade

    zone in the northern Sinai.

    Fourthly: the establishment of a holding

    company in North Sinai and the other inSouth Sinai.

    Fifthly: review of legislations restricting the

    labor market in the Sinai and facilitate

    investment in North Sinai.

    Sixthly: the establishment of a committee

    composed of political and human rights

    leaders to follow up on problematic of humandevelopment in Sinai.

    Second event:

    Training week

    The first training program "managing small and micro

    enterprises"

    28 30 May, 2011.

    The second training program "Marketing and Increasing

    Productivity"

    31 May

    2 June, 2011.

    The Technology Centre organized, within the

    activities of the action week, a week of training

    that included organizing a training program on

    the "Management of Small and Micro

    Enterprises", which lasted for 3 consecutive days,

    started on May 28th

    and ended on May 30th

    2011.

    It should be noted that more than 21

    male/female young trainees benefited from this

    training, they were from several cities in Sinai

    like: "Sheikh Zuwaid", "Rafah", "El Arish" and "Biral-Abed".

    Furthermore, The Center has also organized a

    training program under the title of "Marketing

    and Increasing Productivity", which lasted for 3

    consecutive days, started on May 31st

    and ended

    on June 2nd

    2011. It should be noted that more

    than 29 male/female young trainees benefited

    from this training.

    At the conclusion of the training events, theGovernor of North Sinai distributed the

    certificates of recognition to young people who

    participated in the activities of the training

    program. In addition, the Social Development

    Fund announced that it will provide all the

    needed facilities for young trainees and provide

    facilitated loans without guarantees at the

    maximum of 50.000 pounds for each young

    person who submits a good feasibility study for a

    project that could be implemented in the Sinai.
