the widespread distress that existed in Glasgow as theresult of the withdrawal of grants by the Board of Healthfor the supply of milk for children under five years of ageand food for nursing and expectant mothers ; and if it wasthe intention of the Government to restore the grants inorder to assist local authorities to alleviate the distress andto maintain the health and save the lives of large numbers ofchildren.-Sir JOHN BAIRD replied : The grants made by theScottish Board of Health in aid of the expenditure incurred bylocal authorities on these services have not been withdrawn,but have been substantially reduced in the current financialyear. The amount of the reduced grant is sufficient for thenormal requirements of the maternity service and childwelfare scheme, the primary purpose of which is the preven-tion and treatment of illness and the instruction of mothersand not the relief of distress, which is a matter for theparish council. My noble friend is unable to hold out anyhope that it will be possible to increase the amount voted forthe current year.

Final Pension Appeals.Mr. McENTEE asked the Minister of Pensions the number

of appeals that had been dealt with by the final appealstribunals in the United Kingdom ; the number of such Iappeals that had been decided in favour of the appellant, and the number of appeals which had been decided against

the appellant.—Major TRYON replied : I assume that the-hon. Member is referring to the Pensions Appeal Tribunals,constituted in accordance with the provisions of Section 4(3) of the War Pensions Act, 1931. These tribunalshave already decided some 9500 appeals, of which about5800 have been disallowed.

Advertising Birth-Control Appliances.Mr. O’UHADY asked the Secretary of State for the Home

Department whether his attention had been called to theissue of a circular letter through the post by a person orpersons at Castleford, under the heading of the ParisianMedical Agency, advertising in particular appliances forbirth-control ; and, having regard to the fact that suchcircular letter was accepted by the Post Otnce as printedmatter, and thus transmitted in open envelopes, which,being addressed to the lady of the house in an open envelope,in many cases come under the observation of children,.steps would be taken immediately to stop this outrage uponthe views of many men and women in these matters,particularly of all those who were members of the RomanCatholic Church.—Mr. BRIDGEMAN replied: I have obtaineda copy of the circular to which the hon. Member apparentlyrefers. I have no authority to take any action in thematter.

THE LATE DR. R. K. HOWDEN.-Dr. Robert K.Howden died at his residence in Durban, Natal, on Nov. 16th,at the age of 49. He was born at Richmond, Natal, andeducated at Pietermaritzburg College . and EdinburghUniversity. He was popular in Durban, where he hadbuilt up a successful medical practice during his 25 years’residence. He was vice-president of the Durban MedicalAssociation and British Medical Association, but his interestswere not centred only in professional matters. He was anenthusiastic member of the Natal Caledonian Society andof the Durban --Nlusical Association, and was also a

prominent supporter of local athletic associations.LONDON PANEL COMMITTEE : ANNUAL DINNER.-

The third annual dinner was held at the Connaught Roomson Thursday, Dec. 7th. Dr. H. J. Cardale, chairman of theLondon Panel Committee, presiding. 128 members andguests were present, including the Earl of Onslow (Parlia-mentary Secretary of the Ministry of Health), Sir ThomasNeill (chairman of the London Insurance Committee), andSir W. Glynn Jones (secretary of the Pharmaceutical Society).Sir Thomas Neill, proposing the toast of the Panel Committeefor the County of London, said he was glad to observe aspirit of cooperation between the medical profession andinsurance committees. He hoped the London Panel Com-mittee would long retain its present chairman. Dr. Cardale,

in reply, urged the need for informal conferences betweenapproved societies and the medical profession. Dr. E. A.Gregg, proposing the toast of the Ministry of Health, saidthat the medical profession would welcome a period oftranquility. Lord Onslow, in reply, stated that it wasthe wish of the Ministry to work in hearty cooperation withthe medical profession. He gave an account of the progressof the fund provided by the London effort for the relief of thevoluntary hospitals, stating that the Ministry would supportthe voluntary principle. Dr. Coode Adams proposed andSir W. Glynn Jones responded to the toast of the visitors andladies. After dinner dancing went on until a late hour.COMPLIMENTARY DINNER TO DR. F. J. PALEY.-

At a dinner recently held at Brighton the Bishop of South-wark invested Dr. Paley with the Order of the Knighthoodof St. Gregory the Great, which had been conferred uponhim by the late Pope in recognition of his work among theclergy; later Canon Murnane presented Dr. Paley with acheque as a mark of affection and appreciation of all he haddone for the clergy of the diocese. Dr. Gordon Dill thenproposed Dr. Paley’s health in felicitous terms as the guestof the evening, testifying also to an unbroken friendshipof 30 years. Returning thanks, Dr. Paley said that theDiocesan Nursing Home in Brighton for the clergy hadexisted for 23 years, during which time over 1000 patientshad been treated. This included sick priests from variousdistricts, not only in England, but also from Italy, Spain,France, and other countries.THE LATE DR. R. J. RYLE.—We referred briefly

in our last week’s issue to the death of Dr. Reginald JohnRyle, of Bradfield, Berks. late medical officer of BradfieldCollege, who died at Guy’s Hospital on Dec. 4th, aged 68.A son of the late Dr. J. C. Ryle, Bishop of Liverpool, he waseducated at Repton School and at Trinity College, Oxford,where he took the B.A. degree. He received his medicaltraining at Guy’s Hospital, becoming M.R.C.S. in 1883and M.A., M.B. Oxf. in the following year. For severalyears he was engaged in general practice at Barnet, butsubsequently removed to Brighton, where he became wellknown. He was honorary surgeon to the Sussex Eye Hospitaland obtained the doctorate of medicine at Oxford in 1894.At the meeting of the British Medical Association at Brightonin 1913 he was president of the Medico-Sociological Section,a member of the Brighton Corporation, and a justice of thepeace. He took a great interest in public affairs. On leavingBrighton he retired from active medical work. Dr. Rylewrote on various medical subjects, including " The Originof Feeble -Mindedness. " He leaves a widow, five sons, andfive daughters.

The Services.VACCINATION IN THE ARMY.

IN the House of Commons last week Mr. Snowden calledthe attention of Lt.-Col. Guinness (Under-Secretary forWar) to a circular letter, which had been sent to all generalofficers commanding, directing that refusal to be vaccinatedshould be considered misconduct within the meaning ofArticle 958 (g), and asked whether the instruction wascontrary to a decision of the War Minister given in April,1918. In his reply the Under-Secretary for War deniedthat the letter referred to was contrary to the decisionalready given, though the wording of the letter was opento some misconstruction inasmuch as it was not madesufficiently clear that the offence of misconduct was notmisconduct under the Army Act, but misconduct under theRoval Warrant. An amended letter would be issued tomake it clear that it was only recruits who refuse to bevaccinated after having signed an agreement to be vaccinatedwho would be discharged, and that the deprivation of theirgratuity was not due to their having committed any offenceunder the Army Act, although they had been guilty ofmisconduct within the meaning of the Royal Warrant.
