Royal College of Surgeons of EnglandWe have received the following amended statement

on the recent election of three fellows into the councilto fill the vacancies caused by the retirement in rotationof Mr. F. J. Steward, Mr. R. G. Hogarth, and Prof. R. E.Kelly. The result of the poll was as folllows:-

Votes. Plumpers.

In all 1107 Fellows voted; in addition 11 votes werefound to be invalid. Mr. Page, Mr. Kelly, and Mr. Ogilviewere all elected for the full period of eight years.

Epsom College : Founder’s DayFounder’s Day was celebrated at Epsom College on

Saturday last in the presence of a large gathering, thoughunfortunately the weather was not too propitious. Pro-

ceedings opened with a service in chapel at 12 noon, followed by luncheon. After this an interesting assault-at-arms was given in the open by members of the gym-nastic eight, boxing and fencing teams, and the juniorinstructors’ class. Big School was packed to overflowingat 3.30 P.M. for the distribution of prizes by CommanderA. R. J. Southby, R.N., Member of Parliament for Epsom. The head-master, Rev. A. C. Powell, in welcoming Com-mander Southby, gave a resume of the past year’s eventsand announced the examination results, which had beenreceived that morning, when it could be seen that althoughthose for 1935 had been good, those for the current yearwere better. The head-master paid a great tribute to theservices of Sir Raymond Crawfurd, the retiring chairmanof council, and said that the masters and boys wouldmiss him every bit as much as the council, for he wastheir guide, counsellor, and friend. Commander Southby, after distributing the prizes, made a short speech to theboys which appealed to them, being bright, breezy, and entirely unlike the usual Founder’s Day oration, while behind the wit lay very definite encouragementfor the future. Rain unfortunately put an end to thecricket match between past and present Old Epsomianswhen it was in a very interesting position, but otheractivities were continued in spite of the weather, and itwas late in the evening before the choral society finisheda good rendering of "Iolanthe."

People’s League of HealthA deputation from the People’s League of Health was

received by Sir Kingsley Wood, Minister of Health,on July 21st. The deputation was introduced by Prof.James Young, and consisted of Prof. F. J. Browne, Prof.Stanley Davidson, Mr. H. Davies, A.I.C., Prof. J. C.Drummond, Mr. Eardley Holland, Dame Louise

McIlroy, Dr. Elwin H. Nash, Dr. W. H. F. Oxley,Dr. Eric Pritchard, Mr. Louis Carnac Rivett, Mr.W. T. Russell, F.S.S., Miss Jean C. Wishart, S.R.N.,S.C.M., and Miss Olga Nethersole. The object of the

deputation was to submit to the Minister the con-

clusions arrived at by a special committee appointedby the League to consider the nutrition of expectant andnursing mothers in relation to maternal mortality andmorbidity. On the recommendation of the committeethe League proposed to investigate the influence of thenutrition of the mother on maternal mortality and

morbidity and on the physical state of the child. The mainobject of the proposal to be carried out would be theprovision to expectant and nursing mothers of thoseelements which were known to be defective in the averagediet and thereafter to study the effect of this diet oncertain measurable features of maternal morbidity andmortality in the mother and of general development, stillbirth, neonatal death, and the success of lactation inthe child. The investigation would be carried out on

large groups of women at certain London maternityhospitals. The mineral elements and the accessory foodfactors with which the investigation was more especially

concerned would be exhibited not in the shape of foodstuffsbut in a form designed to eliminate the risk of their

consumption by other members of the family. The Minister said that he cordially welcomed the

experiment. As the deputation knew, an investigation wasbeing made at the present time by expert medical officersof the Ministry in those areas where the maternal mortality-rate was high, but further investigations would undoubtedlybe of assistance. It was happily true that the maternalmortality-rate was low in this country as compared withother countries, but it was impossible to remain contentwith the rate at its present level and it would be unfor-tunate indeed to minimise the importance of the problem. The problem was not only one of poor areas : high maternalmortality-rates occurred also in prosperous areas. Hewelcomed the cooperation of the League.

The Retreat, YorkThe 139th report on the year’s working of The Retreat,

York, the well-known hospital registered for the treatmentof mental diseases, has been presented to the governors andgives evidence of the excellent work that is being done atthe institution. The year 1935 was a busy one, for during theperiod structural alterations which had long been contem-plated were carried out. The main function of a mentalhospital-namely, to treat with intent to cure-has beenkept steadily in view, and employment suitably chosen foreach patient has been found to produce excellent results. The Commissioners of the Board of Control report veryfavourably on the conduct of the hospital.

Papworth Village SettlementOn July 22nd Lord Willingdon presided at the presenta-

tion of the annual report of this settlement. There isan overdraft of 12,000, and 100,000 is needed to buildmore cottage hostels and extend the workshops whichlast year had a turnover of 106,000. Lord Nuffieldhas promised, however, to give f:25,000 if the remainderof the sum is collected elsewhere, and already S33,000is in hand.On July 23rd Princess Alice, Countess of Athlone, and

the Earl of Athlone, visited the Settlement to open thenew surgical hospital. In declaring the building openthe Earl referred to the death of Mr. H. P. Nelson andsaid that in this hospital which had been built to hisadvice he had a great and enduring memorial.

Tuberculosis Scholarships at Rome ,

Six scholarships at the Carlo Forlanini Institute inRome have been placed at the disposal of the InternationalUnion against Tuberculosis by the Italian Government. The scholarships are of a value of 3000 lire, plus boardand lodging, and are intended to enable foreign medicalpractitioners to stay at the institute and to follow a courseof studies there. They will preferably be given to youngphysicians already familiar with tuberculosis problems, and they will be awarded at the next session of the execu-tive committee of the Union in Lisbon on Sept. 7th.The names of British candidates, accompanied by parti-culars of age, qualifications, and experience, must besent not later than August 19th to the secretary, NationalAssociation for the Prevention of Tuberculosis, TavistockHouse North, Tavistock-square, London, W.C.l.

Research in the Pathology of Mental DiseaseThe thirty-eighth report of the Scottish Mental Hospitals

Pathological Scheme, for the year 1935, describes researchinto the physical basis of mental disease. The patho-logist, Dr. Biggart, has continued his inquiry intothe pathology of the pituitary gland, and besides researchwork the laboratory has undertaken much routineinvestigation of pathological material. Complete sets ofslides have been made made available at nominal costfor the use of medical officers of the contributing hospitals, and a large museum of mounted specimens is rapidlybeing formed. The Board have had under considerationvarious arrangements by means of which the pathologistand clinician might maintain a closer relationship. At

present the clinical data sent with specimens are ofteninadequate, and the pathologist is put at a disadvantagein making his examination.
