    THE EXECUTIVE COMMITTEE RECOMMENDS THAT 3.059 hectares (7.559 acres), more or less, of vacant land being Part of Lot 2, Concession 2, Town of Richmond Hill, Regional Municipality of York, located east of Bayview Avenue, north of Stouffville Road be purchased from the Estate of Taimi Soosaar;

    THAT the purchase price be $30,000.00;

    THAT Toronto and Region Conservation Authority (TRCA) receive conveyance of the land free from encumbrance, subject to existing service easements;

    THAT the firm of Gardiner Roberts LLP, Barristers & Solicitors, be instructed to complete the transactions at the earliest possible date. All reasonable expenses incurred incidental to the closing for land transfer tax, legal costs and disbursements are to be paid; and

    CARRIEDBACKGROUNDResolution #A260/05 at Authority Meeting #9/05, held on November 25, 2005, approved the Greenlands Acquisition Project for 2006-2010.

    In the late 1990's the Rouge Park Alliance/TRCA developed a Pool of Priority Sites for Acquisition and included in the list was the Jefferson Forest Environmentally Significant Area (ESA) and the Provincial Life Science Area of Natural and Scientific Interest (ANSI) called the Wilcox Lake Wetlands and Uplands, in an area approximately bounded between Bayview Avenue, Leslie Street, Stouffville Road and Bethesda Road. This is considered to be an important headwaters area for the Rouge River and TRCA has been acquiring properties in the area.

    The subject lands comprise 3.059 hectares (7.559 acres), more or less, of vacant land having a westerly component of 0.372 hectares (0.918 acres) and an easterly component of 2.6881 hectares (6.641 acres). Both parcels are described as Part of Lot 2, Concession 2, Town of Richmond Hill, Regional Municipality of York.

    The offer at hand is supported by an appraised value based on an independent valuation.

    Negotiations with the estate have been conducted through Bart Arsenault, Senior Trust Officer for the CIBC Trust Corporation.

    Attached is a plan showing the location of the subject lands.

    RATIONALEThe subject lands are within TRCA's approved master plan for acquisition for the Rouge River watershed as outlined in the approved Greenlands Acquisition Project for 2006-2010. The subject is also included in the Pool of Priority Acquisition Sites for the Rouge Park approved by the Rouge Park Alliance.

    The subject lands are a priority acquisition within the provincially significant Wilcox Lake and Uplands Area of Natural and Scientific Interest and within the Jefferson Forest Environmentally Significant Area (ESA#90).

    The subject lands are designated as Natural Core Area under the Oak Ridges Moraine Conservation Plan and the addition of the subject lands will compliment TRCA's holdings in this area.

    TAXES AND MAINTENANCESince the property has been designated as a provincially significant ANSI, it would appear that all of the subject property would be eligible to receive a property tax exemption for the 2012 taxation year under the Provincial Conservation Land Tax Incentive Program. TRCA and other stakeholders, including the Town of Richmond Hill, Regional Municipality of York and Ontario Realty Corporation, are currently preparing a management plan for TRCA lands in the vicinity of subject lands. The subject lands will be added to the management planning process once the transaction has been completed.

    FINANCIAL DETAILSThe subject lands were identified on the list of properties approved by the City of Toronto to be funded from the City's Land Acquisition for Source Water Protection Reserve. The City will fund up to 33% of the costs of the acquisition for properties on the list located outside of the city boundaries. The remainder of the funding will be from TRCA's land sale reserve.

    Funds for the costs related to this purchase are available in the TRCA land acquisition capital account.

    THE EXECUTIVE COMMITTEE RECOMMENDS THAT 11.60 hectares (28.68 acres), more or less, of vacant land being Part of Lot 32, Concession 8, and designated Part 1 on a draft plan of survey prepared by Rady-Pentek & Edwards Surveying Ltd, #06-105, located south of Hoover Park Drive and east of Ninth Line, Town of Whitchurch-Stouffville, be purchased from Mattamy Development Corporation;

    THAT the purchase price be $2.00;

    THAT Toronto and Region Conservation Authority (TRCA) receive conveyance of the land free from encumbrance, subject to existing service easements and a lease to Telus Communications Company;

    THAT the firm of Gardiner Roberts LLP, Barristers & Solicitors, be instructed to complete the transaction at the earliest possible date. All reasonable expenses incurred incidental to the closing for land transfer tax, legal costs, and disbursements are to be paid;

    As a condition of subdivision approval, Mattamy Development Corporation is required to convey the lands within the Little Rouge valley system and associated environmental buffers.

    The property is subject to a lease to Telus Communications Company which expires on June 30, 2015.

    TAXES AND MAINTENANCEBased on TRCA's preliminary review of the environmental criteria for lands that are eligible to receive a property tax exemption under the Provincial Conservation Land Tax Incentive Program, it would appear that all of the subject property would be eligible for exemption for the 2012 taxation year. The addition of the subject parcel will not significantly impact TRCA's maintenance costs at this location.

    Negotiations have been conducted with Mr. Gaetano Franco of Andridge Homes Limited.

    Attached is a plan showing the location of the subject lands. Access to the subject lands will be directly available from the internal road system of the proposed subdivision.

    RATIONALEThe subject property falls within TRCA's approved master plan for acquisition for the Don River watershed as outlined in the approved Greenlands Acquisition Project for 2006-2010. Through the review of Phase 2C of subdivision 19T-99V08 for proposed single family lot residential development of this site, TRCA staff established the limits of the open space lands (i.e. Blocks 65, 66, 67, 68, 72, 73, 74, 81, 82, 83, 84, 85, 88 and 89 on Plan of Survey) which is comprised of the valley corridor of the East Don River at this location.

    RATIONALEThe subject property falls within TRCA's approved master plan for acquisition for the Rouge River watershed as outlined in the approved Greenlands Acquisition Project for 2006-2010. Through the review of subdivision 19T-98001 for proposed single family lot residential development of this site, TRCA staff established the limits of the open space lands (i.e. Block 14 on Plan of Survey) which is comprised of the valley corridor of a headwater tributary of the Rouge River at this location. Additionally, a permanent easement will be granted in favour of the Town of Richmond Hill for the maintenance of a road embankment along the west end of the lands being acquired by TRCA. At The Executive Committee Meeting #5/09, held on July 10, 2009, Permit No. C-09532 for filling and grading of the road embankment was approved. The embankment work has been completed and all areas have been revegetated; Town of Richmond Hill staff has agreed to the permanent easement in order to maintain the road embankment.

    TAXES AND MAINTENANCEBased on TRCA's preliminary review of the environmental criteria for lands that are eligible to receive a property tax exemption under the Provincial Conservation Land Tax Incentive Program, it would appear that all of the subject property would be eligible for exemption for the 2012 taxation year. The addition of the subject parcel of land will not significantly impact TRCA's maintenance costs at this location.

    WHEREAS the Ministry of Transportation (MTO) expropriated Parts 1 and 2 on Expropriation Plan PR1149444 on October 6, 2006 and Part 1 on Expropriation Plan PR1384710 on December 5, 2007 from Toronto and Region Conservation Authority (TRCA);

    THEREFORE LET IT BE RESOLVED THAT THE EXECUTIVE COMMITTEE RECOMMENDS THAT TRCA enter into a settlement of compensation with MTO for said expropriations on the following basis:

    1) The compensation be $66,700.00 plus interest at 6% annually from the date of expropriation until the date of payment together with TRCA's reasonable legal fees;

    2) MTO abandon its expropriation of Part 2 on Plan 43R-31166, and Part 2 be returned to TRCA;

    AND FURTHER THAT authorized TRCA officials be directed to take whatever action may be required to implement the settlement agreement, including the obtaining of necessary approvals and the signing and execution of any documents.

    CARRIEDBACKGROUNDOn October 6, 2006 MTO expropriated its land requirements from TRCA for the extension of Highway 410 from northeast of the Heart Lake Road/Mayfield Road intersect to Highway 10. These lands contained 5.354 hectares (13.230 acres) and are described as Part of Lots 18 and 19, Concession 1, East of Hurontario Street, Town of Caledon, Regional Municipality of Peel and designated as Parts 1 and 2 on Expropriation Plan PR1149444. These lands were expropriated based on MTO's original detailed design. After reviewing the detailed design, MTO determined it required additional land from TRCA and on December 5, 2010 MTO expropriated additional land from TRCA. These lands contained 0.692 hectares (1.710 acres) and are described as Part of Lots 18 and 19, Concession 1, East of Hurontario Street, Town of Caledon, Regional Municipality of Peel and designated as Part 1 on Expropriation Plan PR1384710.

    MTO has agreed that they will abandon their expropriation of a parcel of land containing 0.649 hectares (1.604 acres) and described as Part of Lot 18, Concession 1, East of Hurontario Street, Town of Caledon, Regional Municipality of Peel and designated as Part 2 on Plan 43R-31166 as this parcel of land is not required for the construction of the highway.

    Staff has carried out negotiations with representatives of MTO and respectfully submit that the compensation package relating to the expropriation is fair and reasonable.

    BACKGROUNDAt Authority Meeting #7/07, held on September 28, 2007, Resolution #A199/07 as approved as follows:

    THAT approval be granted for Toronto and Region Conservation Authority (TRCA) to enter into a Memorandum of Understanding (MoU) with World Green Building Council (WGBC) for the development and support of the World Green Building Council Secretariat, to be located at TRCA's The Living City Campus;

    THAT appropriate TRCA officials be authorized and directed to take whatever action may be required to give effect thereto including the signing of documents;

    AND FURTHER THAT staff be directed to report back to the Business Excellence Advisory Board on an annual basis with an update on the status of the business relationship.

    As a result of Earth Rangers' strong interest in supporting the objectives of WGBC, they agreed to provide approximately 1,500 square feet of space at the Earth Rangers Centre for WGBC administration offices and a three party agreement (sublease) was formally entered into on September 1, 2007 (expiring on December 31, 2012), which involved the Earth Rangers Foundation, the World Green Building Council and TRCA, at an annual lease cost of $25,000 plus applicable taxes.

    WGBC, in collaboration with TRCA, recently decided to relocate their administrative offices to a downtown Toronto location (at Build Toronto) and as a result, will be vacating the office space at the Earth Rangers Centre effective November 1, 2010. The downtown location for WGBC will be generally more efficient for staff and international visitors and also raises interesting collaboration opportunities with Build Toronto.

    RATIONALETRCA has arranged with Earth Rangers to assume the approximate 1,500 square feet of office space at the Earth Rangers Centre recently vacated by WGBC.

    Earth Rangers are also prepared to make available to TRCA an additional 2,900 square feet of contiguous second floor space (for a total leased office space of 4,400 square feet) as well as approximately 800 square feet of interior basement storage space at the Earth Rangers Centre. Although negotiations continue, it is estimated that the proposed 4,400 square foot area would accommodate some 40 - 50 TRCA staff. The annual lease cost is estimated to be approximately $100,000, inclusive of all real estate taxes, repairs, maintenance, security, parking, furniture and all utilities, plus applicable taxes. TRCA would be responsible for installation of data and communication cabling and nonstructural interior alterations and improvements at its own expense.

    The TRCA staff who would be located at Earth Rangers have strong connections to the programming at The Living City Campus at Kortright.

    FINANCIAL DETAILSFunds for the estimated rental payments and set up costs has been allocated for in the 2011 preliminary operating budget from TRCA's municipal funding partners.

    RATIONALESince almost all members of TRCA sit on councils, boards or committees which usually meet on days other than Friday, the schedule has been arranged to accommodate all TRCA board meetings on Fridays. Staff has made every effort to avoid conflicts with municipal council meetings, Federation of Canadian Municipalities annual conference, statutory holidays and March Break, as much as possible in selecting the proposed meeting days. City of Toronto's meeting schedule will not be available until after the first meeting of Council in December.

    An Authority meeting is not scheduled in the month of August due to the summer vacation season. To accommodate the large number of permit requests at this time, an Executive Committee meeting is scheduled. This meeting will be to primarily handle permits. Should an item requiring Authority approval need to be dealt with at this time, this is allowed for under Section 2.10 of the Authority's Rules of Conduct, should the Authority designate these powers:

    2.10 to exercise such additional powers, excluding those powers set out in Clause (d) of Subsection (1) of Section 30 of the Act, as may be assigned to it by the Authority during the months of July and August provided that a report be given to the Authority at the first meeting of the Authority thereafter;

    Staff is recommending powers be so designated to the Executive Committee for August, 2011, with the required report being brought to the Authority at its meeting scheduled to be held on September 30, 2011. Staff is also recommending that the August Executive Committee meeting be conducted with the option of teleconferencing due to the lighter agenda, unless otherwise advised as a result of items scheduled.

    At Authority Annual Meeting #1/02, held on January 25, 2002, Resolution #A6/02 was approved in part as follows:

    THAT the dates of future Annual Meetings be changed to accommodate the budget meeting schedule for our member municipalities, such that the Annual Meeting held following a municipal election be in January while the Annual Meetings in the interim two years between elections be moved to February;

    In accordance with Resolution #A6/02, the 2011 annual Authority meeting is scheduled to be held on Friday, February 24, 2012.

    All meetings will be held at Black Creek Pioneer Village (BCPV), except for the December Executive Committee meeting which will be held in the Humber Room, Head Office, to accommodate the busy school booking season at BCPV. The Authority and Executive Committee meetings will be held at 9:30 a.m.. The Budget/Audit Advisory Board (BAAB) meetings are scheduled to be held immediately following Executive Committee meetings on April 8, 2011, June 10, 2011 and October 14, 2011. The initial intention was to schedule BAAB meetings as required, but due to difficulties with scheduling members, staff believe it prudent to schedule meeting dates for BAAB during the months that TRCA regularly deals with budget and audit reports.

Authorization for Toronto and Region Conservation Authority staff to obtain Party Status before the Ontario Municipal Board on referrals related to Zoning By-law Amendments and Draft Plans of Subdivision under the Planning Act, to permit a primarily residential development on lands located east and west of Church Street and north of Rossland Road.

    THAT authorization be given for Toronto and Region Conservation Authority (TRCA) staff to obtain Party Status before the Ontario Municipal Board (OMB) regarding proposed Zoning By-law Amendments and Draft Plans of Subdivision to permit a primarily residential development on the Ajax A9 southern lands which are not in conformity with the Town of Ajax requirement for an approved Master Environmental Servicing Plan;

    THAT staff continue to work cooperatively with Durham Region, the Town of Ajax and the appellants to ensure that the Master Environmental Servicing Plan (MESP) is completed to TRCA satisfaction, and that the proposed Zoning By-law Amendments and Draft Plans of Subdivision conform to the approved MESP and the requirements of the Valley and Stream Corridor Management Program;

    THAT staff be authorized to retain legal counsel to pursue this appeal before the OMB;

    AND FURTHER THAT the OMB and all parties and participants to the hearing be so advised.

    CARRIEDBACKGROUNDThe subject lands are located within the Ajax A9 southern lands (east and west of Church Street and north of Rossland Road in the Town of Ajax - Attachment 1). These lands are some of the few remaining vacant blocks included in the Town's urban boundary. Portions of the lands are located within valley and stream corridors and within a TRCA Regulated Area of the Duffins Creek watershed. The subject lands include natural features and agricultural uses. There are two separate planning applications - the first to the west of Church Street is referred to as the Cougs West Subdivision, and the second to the east of Church Street is referred to as the Cougs Workmans Circle Subdivision. The applications were received in January 2010 and May 1995, respectfully.

    The applicant is proposing to subdivide the lands into 527 single family residential lots, five multi-family residential blocks, one school block, three park blocks, four stormwater blocks and one commercial block. The lands are subject to Town of Ajax Official Plan Policy 6.11 which requires the completion of a MESP prior to approving any new development applications. Through TRCA's provincial mandate and a Memorandum of Understanding with the Region of Durham, TRCA is responsible to review and approve applications for consistency with provincial natural hazard and natural heritage system policies. As such, TRCA's review of the MESP must address a range of environmental issues relating to surface water, groundwater, flooding, fluvial geomorphology, and terrestrial and aquatic resources.

    The Terms of Reference for the MESP was approved by TRCA and the Town in September, 2009. The first draft of the MESP was also received by TRCA in November, 2009 and a significant list of comments was provided to the applicant in February, 2010. The comments include concerns with the proposed elimination of a headwater watercourse and portions of a woodlot, the lack of water balance to a significant discharge zone, the lack of appropriate buffers to the natural features, the potential for downstream erosion and impacts to aquatic habitat, among others. A meeting with the applicant to go over the concerns was held in March, 2010. No response has been received to date. There is also an outstanding response required to address Town of Ajax and Region of Durham comments. Staff has informed the applicant and the Town that the proposed Zoning By-law Amendments and Draft Plans of Subdivision are premature until such time as a revised MESP is approved.

    RATIONALEThe OMB has scheduled a pre-hearing for November 7, 2010. It is expected that TRCA staff will request the Board to defer any hearing to a date after the MESP has been approved and the applicant has demonstrated conformity with an approved MESP through the submission, review and approval of a Functional Servicing Report. If successful, and the hearing is deferred, then TRCA may or may not have any outstanding issues. If unsuccessful, it is expected that staff will need to present professional opinion at a hearing.

    CARRIEDBACKGROUNDAs required by the Clean Water Act, 2006, a key component of the source protection program is the preparation of a source protection plan (SPP). With funding from the Province of Ontario, conservation authorities and partner municipalities through the Province are in the process of developing SPP's for the protection of municipal drinking water sources. As such, the CTC Source Protection Committee (CTC-SPC) sought proposals for consulting services to support the creation of a SPP Policy Options Discussion Paper, which will be used as the basis for consultation on future draft CTC SPP's.

    RATIONALEOn September 15, 2010 staff distributed a Request for Proposal (RFP) for consulting services to support the creation of SPP policy options to the following seven prospective qualified vendors:

    Sue Cumming, Cummings + Company;Ann Joyner, Dillon Consulting;Joanna Kidd, Kidd Consulting;Nick Tunnacliffe, planning consultant;Anthony Usher, Anthony Usher Planning Consultant;Ruth Victor, Ruth Victor & Associates;Karen Wianecki, Planning Solutions Inc.

    By the deadline of September 30, 2010, proposals had been received by two consultant teams (Team A - Dillon Consulting, Cummings + Company, and Team B - Barrett Consulting, Kidd Consulting, Anthony Usher Planning Consultant), who provided costs for a series of SPP policy options workshops and associated discussion papers. The remaining vendors indicated they were unable to dedicate the appropriate time necessary for the work and did not submit proposals.

    A steering committee comprised of conservation authority and municipal planners, regional water resource specialists and the CTC project manager was struck to review drafts of the RFP and the proposals submitted by consultants. CTC-SPP Steering Committee members reviewed and scored the proposals in an evaluation matrix to determine the preferred consulting team. Upon tabulating the individual evaluation scores, the results were inconclusive and it was decided that an interview with both vendors would be necessary to make a final decision.

    The evaluation matrix criteria used for scoring the vendors was divided into three sections with points allocated to each:

    proponent (40 points) focused on qualifications, related experience, resources and geographic location; proposal (50 points) focused on project design/organization, methodology, supervision, project team and clarity of presentation;cost (10 points) was formula-based with the lowest cost automatically receiving ten points and the next lowest receiving eight points.

    The CTC-SPP Steering Committee held interviews on October 12, 2010. Vendors were asked to prepare a short presentation. Following the presentations and an open question and answer period, the CTC-SPP Steering Committee re-scored the vendors taking into consideration both the interview and proposal. The following summarizes the staff considerations and conclusions in evaluating the proposals and recommending the work to be awarded as outlined by the evaluation matrix.

    Based on interviews by both candidate teams the selection committee agreed Team B of Barrett Consulting, Kidd Consulting and Anthony Usher Planning Consultant best met the requirements of the RFP. Team B also demonstrated a better understanding of the overall scope of the project and included additional note-taking services not included in the Team A proposal. Staff therefore recommend that a contract to complete this work be awarded to the consultant team of Barrett Consulting, Kidd Consulting and Anthony Usher Planning Consultant based on a greater certainty that the firm has the necessary staff team experience and resources to meet expectations.

    FINANCIAL DETAILSThe cost of the contract will not exceed $99,425, plus HST based on the delivery of five policy options workshops and associated discussion papers. An additional contingency of $20,000 is recommended to address other work not outlined in the Terms of Reference and will be allocated on an as-needed basis for consultant attendance at relevant educational SPP workshops, presenting the work at CTC SPC meetings, public consultation sessions and potential additional workshops with other stakeholders. A series of workshops and the creation of a Source Protection Plan Policy Options Discussion Paper is an eligible expense included in the current approved work plan. Funds have been provided by the Province and are held in TRCA account 121-01.

    THAT the contract to complete restoration construction work for Toronto and Region Conservation Authority's (TRCA) Restoration Services, Habitat Group be extended to Valefield Contracting Inc. at a total cost not to exceed $36,777.88, plus HST.

    CARRIEDBACKGROUND In spring of 2010, TRCA initiated a competitive bid process for construction support to complete restoration work throughout the TRCA jurisdiction under various implementation programs. This contract was for 26 weeks of construction time within the 2010 construction season ending December 31 2010. There were three bids received from the following companies:

    Valefield Contracting Inc.;Dagmar Construction Inc.;Brock and Sons Construction Ltd.

    On April 13 2010, Valefield Contracting Inc. was awarded a procurement by the CAO under TRCA's Purchasing Policy. It was resolved:

    THAT Valefield Contracting Inc. be awarded the contract for the construction support (excavator and operator) of various habitat restoration projects for Restoration Services at a total estimated cost of $98,789.60 plus applicable taxes.

    Valefield Contracting Inc. provides a specialized service relating to habitat restoration construction with smaller equipment than what Sartor and Susin (TRCA's other main contractor) can provide. As a result, the work was not included into the contract with Sartor and Susin Ltd. for 2010. To date, the work provided by Valefield Contracting Inc. has been exemplary.

    During 2010, TRCA's Restoration Services Division garnered additional partnerships, work and funding to complete restoration construction projects beyond what was originally anticipated. This included a total of five wetland projects within the Rouge Park and Transport Canada Pickering Greenspace Lands. To achieve logistic efficiencies and cost savings, some additional projects have been completed, and additional projects should be completed in this construction season. To complete all of the upcoming work, the contract cost would exceed the originally approved procurement limit of $98,789.60 plus applicable taxes. This represents an additional five weeks of construction time within the 2010 schedule. Valefield Contracting Inc. was the lowest bidder in a competitive process for the original contract.

    RATIONALEThere are a variety of cost benefits to be gained from continuing the work with Valefield

    Contracting Inc. to implement the remaining 2010 work, which include:Mobilization and demobilization costs will be minimized by floating machinery straight from one project to the next.

    Time efficiency by maintaining no downtime between projects.The work required is very specialized and there has been a lot of time put in to ensure that the work is being done according to the habitat requirements and outcomes that TRCA's Restoration and Environmental Monitoring Projects group requires (i.e. there would be no added cost or time for training new operators).Valefield Contracting Inc. is pre-qualified to do work on the waterfront, and some additional works are along the waterfront.

    Due to benefits of logistics, efficiency and product quality, TRCA staff is confident that a contract extension with Valefield Contracting Inc. will ensure that the upcoming projects are constructed to the level of standard that is needed. The contract will be re-tendered in 2011.

    The recommended extension meets section 1.14.3 of TRCA's Purchasing Policy as follows:

    When the extension or reinstatement of an existing contract would prove most cost-effective or beneficial. The extension shall not exceed one year.

    The original contract was approved as per TRCA's Purchasing Policy by the Chief Administrative Officer (CAO). However, as the proposed contract extension exceeds the CAO's approval limit, TRCA staff is requesting approval from the Executive Committee for the contract extension.

    FINANCIAL DETAILSThe CAO approved award of the contract at a cost not to exceed $98,789.60 plus applicable taxes. Staff recommend an extension of the existing contract at a cost not to exceed $36,777.88, plus HST, for a total contract value of $140,506.95 (including applicable taxes).

    Funding will be provided by various regional partnership programs and Toronto Waterfront Revitalization Corporation, which include projects under the following account codes: 117-41, 114-43, 114-39, 129-36, 111-65, 113-37.

    CARRIEDBACKGROUNDWorld Green Building Council (WGBC) was founded in 1999 and provides a union of national green building councils whose common goal is the sustainable transformation of the global property industry. On April 30, 2007, Toronto and Region Conservation Authority (TRCA) was awarded the bid to host the WGBC Secretariat. An MOU was approved by the Authority in September 2007 for TRCA to be an official partner and supporter of WGBC.

    WGBC staff provided by TRCA are located at the Build Toronto office in downtown Toronto. However, the Chair, Chief Executive Officer and Chief Financial Officer are located in Australia as they were appointed by the Green Building Council of Australia.

    In addition to TRCA's close relationship with WGBC, Brian Denney was appointed in July 2010 as a member of the Canada Green Building Council (CaGBC) for 2010/2011.

    RATIONALEMembers of the green building councils are encouraged to attend Greenbuild, which is to be held in Chicago from November 17-19, 2010. As Greenbuild is coming to Toronto in October 2011, for the first time that the U.S. Green Building Council has staged Greenbuild outside of the U.S., and as Mr. Denney is on the Board of CaGBC, it is important to be in Chicago to learn more about this large event (over 30,000 registrants) and assist with the Toronto booth. The WGBC Chair had intended to attend Greenbuild 2010 but due to another commitment, is unable to attend. As a result, the WGBC Chair invited Brian Denney to attend the Green Building Council of Australia’s annual Green Cities conference in Melbourne, Australia from February 27 to March 2, 2011. This provides an important opportunity for TRCA to meet and collaborate with the senior executives of WGBC.

    TRCA's Employee Expense Policy requires approval from the Chair for travel by the Chief Administrative Officer. In this regard, Brian Denney was authorized on October 20, 2010 by Chair O'Connor to attend Greenbuild 2010 and the Green Cities Conference.
