Chief Executive Officer spoke to his written report. Matters to note included that at the

last Council meeting Minister McCarthy spoke to Council regarding housing, roads and homelands. Peter McLinden from LGANT spoke about roads and where money comes from. Port Keats Road upgrade unknown. Moyle River Crossing is a priority for funding that urgently needing safety gates and water depth markers. Council will be writing to Australian and Northern Territory Governments to ask for assistance in funding for roads.

4) Regional Services Manager's Report
Regional Services Manager spoke to his written report. Leon Melpi acknowledged problems within the Wadeye community such as violence, drugs, alcohol and housing. CEO advised that at the interagency meeting there have been discussions regarding installation of CCTV cameras in Perdjert Street, Wadeye. CEO advised that Night Patrol are working with the Yellow Shirts on supporting school attendance. CEO advised that the funding received for the homelands is for maintenance of

existing housing and not for new housing.

Leon Melpi noted that Manthathpe Road (at beach turnoff) has a build up of sand that needs to be removed as it presents a hazard. Leon Melpi also asked if Council could investigate the ‘pool’ of water at the back of Councillor Martin’s house as children are swimming in the water.

Report for Agenda Item No 1
Prepared by Shaun Hardy, Chief Executive Officer Chief Executive Officer Report Purpose The purpose of this report is to update progress on Council activities and inform about issues relevant to the governance and management of Council. Background Regional Plan and Budget Council’s Regional Plan and Budget sets out the goals and strategies for what we want to achieve during the financial year. For 2017-18, a mid-year review of Council’s Regional Plan and Budget has been completed and a revised Budget is being considered by Council. For 2018-19, a proposed Regional Plan and Budget development timetable has been prepared that ensure Local Authority consultation requirements are fully met and several stages for Council review. This is the subject of a separate Agenda Item. Communications Outage In response to the communications cable cut on the Daly River Road on 26 January and 4 day communications outage across our region, Council is working with the Department of the Chief Minister and stakeholders over coming months on a Critical Infrastructure Resilience review and mitigation plan. The review will include particular focus on the Bank and Finance sector and Food and Grocery sector vulnerabilities and mitigation strategies. Community Development An Australian Citizenship Ceremony was hosted by Council at Wadeye on 26 January 2017 (Australia Day) and, despite the communications outage, was successful. The family being conferred as Australian citizens greatly appreciated Council’s efforts including Welcome to Country by Councillor Narburrup, and the Department of Home Affairs expressed thanks also. Repairs to the Community Bus in Wadeye and re-registration check are being completed and the bus should return to operation by late February 2017. A

timetable is being prepared for 3 routes Monday to Friday – Airport, Manthatpe and Nilinh, and is proposed to be a free community service. For Sport and Recreation facilities in Wadeye:
• works on the outdoor Basketball Court re-surfacing and new backboards have been completed;
• works on the Softball Oval will soon commence to re-align the fence and enable games to be held; and
• works on four additional shade shelters for the AFL Main Oval will commence after the wet season.
Community consultations regarding an Aboriginal Justice Agreement were held in Wadeye on 12 February 2018 in Council’s meeting room and the Women’s Centre meeting room. The consultation included local community views on how Government can improve its services to keep people out of prison and Government’s plan to improve access to justice-related services. The Department confirmed that the agreement is for the Thamurrurr region. It is recommended that Council continues to support community events including the Wadeye Festival 2018, NAIDOC Day in our main communities of Wadeye, Palumpa and Peppimenarti, and the Wadeye AFL 2018 Finals. Council is hosting a Wadeye Festival 2018 Planning Meeting with stakeholder organisations at 10am on Thursday 22 February. Aged Care The Thamurrurr Aged Care facility in Wadeye has encountered some staffing challenges over recent weeks. CareLynx nurses have been engaged to provide temporary support in the Aged Care Manager and Community Coordinator roles. Other Aged Care staff including Clinical Coordinator and local support staff have continued service delivery as per normal. AACQA assessors visited last week and preliminary findings were discussed. Council is continuing to work through Quality Improvement actions for both NATSIFACP and CHSP and a future visit by SDAP BCA National regarding planning and financials is being arranged for March. Homelands The results of the Homelands assessments visits and recommended works were collated into a consolidated report, which is being used to complete Service Delivery Plans. Quotations are being sought for various works within the program budget allocations for each Homeland. Roads maintenance grading is currently on hold due to wet conditions and access restrictions. Homelands Extra Allowance applications for additional funding are being prepared, based on the recent assessments and recommendations. An internal Homelands Workshop for Council is planned for March 2018 to program works for full expenditure of grant funding by end-June 2018.

Roads Many local internal roads have been damaged due to wet weather and potholes and washouts are being attended to by Council’s Civil staff. A Local Roads Workshop is being arranged for March 2018 to prioritise Council’s roads and Budget preparations. The results from the workshop will determine Council’s roads maintenance program and Budget allocations. Waste Management The Department of Health is seeking Council’s support for its Healthy Skin for Healthy Homes program. The support requested is to sponsor a Tidy Home and Garden Competition where residents who enter would receive free rakes, rubbish bags, gloves and hoses. Council’s views on sponsorship are sought. Following assessment reports and recommendations from the Big Rivers Waste Management Coordinator, Council is developing a grant application under the Building Better Regions program for upgrades to the Wadeye, Palumpa and Peppimenarti waste management facilities. The Big Rivers Waste Management Committee (through Katherine Town Council) has awarded the scrap metal collection tender to Sims Metal. The scrap metal collection of car bodies, whitegoods and other hard waste will commence in the West Daly region as soon as weather permits heavy vehicle roads access in early 2018. Staffing Council is still awaiting approval of its staff endorsed Enterprise Agreement by the Fair Work Commission. When approved, Council’s first ever Enterprise Agreement will be in place, with all staff working under the same terms and conditions, including 2% pay increases taking effect from the date of approval and on 1 July from 2018 to 2020. Michael (Fiti) Fitisemanu and Glenn Parker have transferred in their Community Services Manager positions from Wadeye and Peppimenarti respectively. The Community Services Manager position in Palumpa will be advertised shortly with Gary Day acting in the meantime. Prepared by Glenn Parker , Community Services Manager Community Services Manager's Report Events and Activities Commenced work in Wadeye on Wednesday 14/02/18. First impressions are good people in place and enthusiastic to make a positive impact in the community. The hindrance is however very few tools and machinery in good working order. This being addressed by the mechanic but the list of repairs is substantial. Meetings First meeting at 10am Tuesday 13/02/18 organised by Director of Community Services (DCCS). It was an introduction for me to team leaders and supervisors and discuss some hot issues such as the bus, pool, street lighting and job card completion. Community Issues From what I understand there has been a reduction in fighting within the community and things appear quite settled. Staffing New civil manager and has a good working relationship with his team and the wider community. Core/Infrastructure Services
Parks, Gardens and Ovals A new slasher, chainsaws and leaf blowers have been ordered to get things under control. These are due 24th of February. Until then the focus is on pothole repairs.

Public and Street Lighting Approximately 70 street lights to be fixed and will be addressed this week. Maintenance Buildings and Fixed Assets Minister approval of staff housing repairs will commence in the coming weeks. Swimming Pool Repaired/replaced pump to be installed on the 22/02/18. Free courses are being offered to community members to undertake life saver training which has drawn a lot of attention. Animal Welfare and Control Needs to be pushed as a priority as there are many sick and starving animals. Desexing is required also as there a many pups roaming the community. Local Road Maintenance Pot holes as mentioned are being repaired in and around the community. Thankfully the equipment needed is in good working order. Leon Melpi has requested we don’t fix the road to Manthathpe rd until the dry season.

Traffic Management an Local Roads Purchasing witches hats and “lollipop” signs for roadworks to improved safety. Therefore potholes are being repaired on quieter streets until they arrive on the next barge. The concreters that installed calming wombats have left excess concrete next to the roads which they will remove in the next few days. Waste Management and Litter Control 1 rubbish truck only is currently in service. I haven’t at this stage had the opportunity to visit the rubbish dump however I have been informed it may only have a life span of another 12 months.

Prepared by Shaun Hardy, Chief Executive Officer Regional Plan Budget 2018-2019 Purpose The attached information provides the preparation timetable for Council to adopt its Regional Plan and Budget 2018-19 by 31 July 2018, for the Local Authority to note. Background As required by legislation, a Regional Council must adopt its Regional Plan between 1 April and 31 July each year. In accordance with the Local Government Act sections 23 and 126, the Regional Plan must contain:
• a service delivery plan and Council Budget; • a long-term community or strategic plan; • a long-term financial plan of at least four financial years; • most recent assessment of constitutional arrangements (boundaries); • most recent assessment of opportunities and challenges; • most recent assessment of administrative and regulatory framework; • most recent assessment of cooperation with other organisations; and • performance indicators.
Attached is the proposed preparation timetable to develop the West Daly Regional Council Plan and Budget for 2018-19 to fully comply with legislative requirements. Impact for Council To fully comply with legislative requirements. Recommendation

Prepared by Rebecca Purser, Manager Corporate Department of Infrastructure, Planning and Logistics Master Planning Review on Wadeye Barge Landing Purpose To obtain feedback from Local Authority Members regarding the Northern Territory Government’s review on regional/remote barge landings. Background GHD has been engaged by the Department of Infrastructure, Planning and Logistics to undertake master planning for 13 remote barge landings across the NT, including Wadeye Barge. There is no planned work at this stage – it is a project to seek input from stakeholders and the community on current use of the barge landing, challenges and constraints and future use and needs of the community. Please find attached Fact sheet on the Barge Landings. GHD will be in Wadeye on Friday 23 February and Council is hosting a community information session which will be held around lunchtime and everyone is welcome to attend. GHD will also be doing an infrastructure assessment of the actual barge landing whilst they are there. Impact for Council Local Community support and input for the Department of Infrastructure, Planning and Logistics master planning for remote barge landings. Recommendation

Prepared by Rebecca Purser, Manager Corporate Action Items Update Purpose To provide Local Authority Members with an update on LA Projects and to seek a wish list from Local Authority Members so that LA Funds can be expended prior to end of Financial Year. Background Currently Wadeye Local Authority has a balance of $156,764 for the 16/17 financial year that must be committed this financial year under the two year Local Authority Project Funding requirements.
We are currently seeking input from members on ideas on what they would like to see installed around the community. Some suggestions for the members to consider are:
• Water Play/Splash Pad area • Outdoor Bubblers • Park Benches • Shade structure and seating near Council Office

Background Council, through Local Authority Funds, has recently installed a number of pedestrian crossings and speed humps throughout the community. For the safety of the community, we are seeking local authority approval for the purchase and installation of signs for the crossings and speed humps. Prepared by Rebecca Purser, Manager Corporate Softball Oval Upgrade Purpose To seek Local Authority Members approval for recommendation to Council for the removal and erection of a new fence for the Softball Oval. Background Previously when the softball oval fence was constructed, the diameter of the fence was too small for softball matches to be played. Council has received a $15,000.00 grant under the Australian Government Stronger Communities Programme to put towards the removal and replacement cost of the fence. Impact for Council Expenditure of Local Authority funds. Recommendation
1. That the Local Authority recommends to Council that an amount of $21,217.50 be allocated for the removal and replacement cost of the Softball Oval fence.

A mobile kitchen will be made available within the community for use during ceremonies, funerals, sporting activities and other social events. It can also be used for emergency and disaster relief situations. The mobile kitchen can also be made available to other local organisations (with approval from Council) depending on the need and purpose of the event. The objective of a mobile kitchen is to:
1. provide a positive impact on community events through the provision of complementary food retail service offerings to residents and visitors alike.
2. promote community engagements. 3. promote local jobs for local people. 4. provide immediate help and support in emergency situations. 5. create stronger partnerships with local organisations.
Impact for Council Expenditure of Local Authority funds. Recommendation
1. That the Local Authority recommends to Council that an amount of $__________________ be allocated for the purchase of a mobile kitchen.
