Meeting regarding Smart City

An introductory meeting has held under the chairmanship of Vikram Randhawa,

Hon’ble Member, J&K Legislative Council in the Conference Hall of Jammu Municipal

Corporation wherein all the Officers of the JMC participated in the meeting. During the

course of meeting every officer of JMC apprised about the working of their respective

sections. Sh. Vikram Randhawa, Hon’ble MLC stated that the aim of this meeting is to

take guidance from Jammu Municipal Corporation as he has intends to see the Jammu

City at par with other Smart Cities of the nation for which there is need of coordination

from every level. He further added that being MLC he will take up the matters relating to

providing of funds for development, improving sanitation conditions etc. with State Govt.

so that our city can be an example for other states of the Country. He further stressed

about providing of better sanitation facilities to the citizens of Jammu City and also

added that there is need of more attention of authorities in respect of improving

sanitation scenario in Jammu City. He further added that he shall extend his every

possible help to JMC for improving sanitation and other related issues. He stated that

there is need to create awareness among general masses about the importance of

Swachh Bharat Mission so that every citizen could know that without their help the

mission of Swacch Bharat Abhiyan cannot be achieved. He further added that there is

need of team work spirit so that the results can be achieved and added that he will try

his best to enlist the support of all the elected representatives of Jammu to help JMC to

achieve the goal of Clean Jammu Green Jammu.

projects/schemes under AMRUT which are being executed by JMC and added that after

completion of the said projects, sanitation scenario as well as development aspect will be

improved upto large extent. He further added that Corporation is working hard to

complete the ongoing projects so that desired results can be achieved. He stated that

until and unless cooperation/help is not extended by the citizens as well as by the

elected representative the goal of development and better sanitation facilities is hard to

Today on 12.05.2017 Sh. M. Raju, IAS took over the charge as Commissioner,

Municipal Corporation Jammu from Dr. Manmohan Singh, KAS who has been

transferred as Managing Director, J&K Housing Board, Jammu.

On this occasion a get to gather was arranged where the Officer/Officials of Jammu

Municipal Corporation extended their heartiest welcome to the new Commissioner and

assured him full cooperation in performing their duties with best of their caliber and

ability.

Further, Dr. Manmohan Singh, KAS was given a warm send off by the

Officers/Officials of the Corporation wishing him success for his new assignments.

Drive against Use of polythene carry bag and allied material

On the instruction of Sh. M Raju ( IAS ) Commissioner Municipal Corporation

Jammu and under the supervision of Sh. R. S. Jamwal ( KAS ) Joint Commissioner

(A), the enforcement staff led by Chief Enforcement Officer under took a drive against

the use of polythene carry bag and allied material .

During the drive team inspected the shops and other outlets and seized the

polythene carry bags and allied material in the areas of Indra Chowk, Maheshpura

Chowk, Bhagwati Nagar and charge Rs 12,400 as compounding fee from the defaulters

on spot. It is pertinent to mention here that the Government of Jammu & Kashmir vide

notification SRO 45 dated 03.02.2017, while exercising powers under sub- section (3) of

section (7) of the Jammu & Kashmir State Non- Biodegradable material ( Management,

Handling & Disposal) Act 2007 and in super- session of notification SRO 182 of 2008,

has imposed ban on the manufacture, stocking distribution, sale and use of polythene

carry bags, plastic sheets or like, cover made of plastic sheets, plastic packaging and

multilayered packaging less than fifty microns in thickness within the territorial limits

of the State of Jammu and Kashmir.

Whereas in terms of rules 4 of Jammu & Kashmir State Non- Biodegradable

Material (Management, Handing & Disposal) Rules 2009, every Municipal Authority

has been made responsible for implementation of the provision of the above referred act

within its territorial area.

Whereas, section 10 Chapter IV of the aforementioned Act prescribes the

penalties, which are reproduced here as under:-

1. Whoever is guilty of any act of Commissioner or omission in contravention of any

of the provisions of the Act, or of any rules, notification or order made, issue or given

under this Act, shall be punishable with imprisonment for a term which may

extent to one month or with fine which may extends to Rs. 5000/- or with both.

convicted under the Act, he shall be punishable for the second or subsequent

offence for a term of imprisonment which may extend up to two months and shall

also be liable to fine which extend upto Rs. 10,000/-.

3. Whoever in any manner aids, abets, or assists in the Commissioner of an offence

under the Act shall, on conviction, be punished with imprisonment prescribed

for the offence.

In terms of SRO 45 dated 03.02.2017, it is hereby ordered that manufacture,

stocking, distribution, sale and use of polythene carry bags, plastic sheets or like, cover

made of plastic sheet, plastic packaging and multilayered packaging less than fifty

Installation of intelligent traffic signal lights in Jammu approved underAMRUT

In order to finalize an ambitious project of installation of

intelligent traffic signal lights in Jammu approved under AMRUT (Atal Mission for

Rejuvenation and Urban Transformation) costing to Rs. 21.95 crores for upgrading

existing 30 traffic signal lights and to install such lights at 34 new locations, a meeting

was held under the chairmanship of Commissioner, Jammu Municipal Corporation, Sh.

M. Raju (IAS). During the course of the meeting, a power point presentation was given by

M/s. DIMTS, Delhi wherein detailed information in respect of upgradation of existing and

installation of new lights was shared.

To redress the hindrances in the execution of the project, all the stakeholders

deliberated upon the issue and finalized the locations after consultation with the Traffic

Department, where traffic light signals are to be installed. It was also decided that

installation of new traffic signals and upgradation of existing traffic signals shall be

undertaken simultaneously, so that the project is completed well before the Annual

Darbar Move.

The new traffic signal lights will be able to deal two most basic problems of

traditional traffic light system remotely monitoring from the Central Control using

cameras, sensors and technology; Detection of traffic volume on real time basis and

change in signal light. Detection of emergency vehicles such as Ambulances, Police

Vehicles etc. and signal lights are alterations accordingly. The new traffic light signal

system will have certain benefits viz. more efficient as are real time based, less waiting

time for motorists due to fast response time, excellent operations during emergency

situations and increase the traffic handling capacity of roads thus, very little or no

jamming on road.

In order to finalize an ambitious project of installation of

intelligent traffic signal lights in Jammu approved under AMRUT (Atal Mission for

Rejuvenation and Urban Transformation) costing to Rs. 21.95 crores for upgrading

existing 30 traffic signal lights and to install such lights at 34 new locations, a meeting

was held under the chairmanship of Commissioner, Jammu Municipal Corporation, Sh.

M. Raju (IAS). During the course of the meeting, a power point presentation was given by

M/s. DIMTS, Delhi wherein detailed information in respect of upgradation of existing and

installation of new lights was shared.

To redress the hindrances in the execution of the project, all the stakeholders

deliberated upon the issue and finalized the locations after consultation with the Traffic

Department, where traffic light signals are to be installed. It was also decided that

installation of new traffic signals and upgradation of existing traffic signals shall be

undertaken simultaneously, so that the project is completed well before the Annual

Darbar Move.

The new traffic signal lights will be able to deal two most basic problems of

traditional traffic light system remotely monitoring from the Central Control using

cameras, sensors and technology; Detection of traffic volume on real time basis and

change in signal light. Detection of emergency vehicles such as Ambulances, Police

Vehicles etc. and signal lights are alterations accordingly. The new traffic light signal

system will have certain benefits viz. more efficient as are real time based, less waiting

time for motorists due to fast response time, excellent operations during emergency

situations and increase the traffic handling capacity of roads thus, very little or no

jamming on road.

encroachments and sale of unhygienic momos in various areas of Jammu City, the joint

team of Jammu Municipal Corporation and Drugs & Food Control Organisation on

19.05.2017 conducted an intensive drive in the areas viz Kachhi Chawani, Exchange

Road, Rehari, Sarwal, New Plot etc.

During the drive the team of Jammu Municipal Corporation removed

encroachments and cleared the footpaths & pavements and team of Drugs & Food

Control Organisation seized and destroyed approximately one quintal of unhygienic

momos from the said areas and also seized their utensils used for preparing momos.

During the drive, general public, students and civil society appreciated the joint move

and also accompanied the team. The civil society also appeal to the department that such

type of drives should also be conducted in near future.

In order to give boost to the Swachh Bharat Mission, M. Raju (IAS) Commissioner

Jammu Municipal Corporation today flagged off sanitation drive from A/D Block Gandhi

Nagar Jammu in presence of Sh. R.S Jamwal Joint Commissioner (A), Sh. Neeraj Gupta,

Chief Accounts Officer, Dr. Anita Salgotra, Health Officer, Sanitation Officer, Assistant

Sanitation officer, sanitation staff and locals were also present during the drive. The drive

will be conducted in all the 71 wards within the limits of Jammu Municipal Corporation

as per schedule.

During the drive thorough cleaning / desilting of the lanes/ drains in all the wards

will be done. Besides this sprinkling of lime will also be a part of the drive. Additional

men and machinery is also being deployed during these drives to get optimum result. The

fogging in all these wards will also be done simultaneously.

The drive was conducted to follow the Hon’ble High Court directions regarding

encroachment of footpaths by shopkeepers causing obstructions to pedestrians and

street vendors causing free flow of traffic and congestion of roads. Anti-encroachment

drive was conducted in the areas viz. Canal road to Paloura, Talab tillo, Bohri, Raj Tilak

road, Purani Mandi, Old Hospital road, City Chowk, Raghunath Bazar, Gurdwara Sunder

Singh road, Below gumat, Vinayak Bazar, Jewel Chowk etc.

During the drive, the team of Jammu Municipal Corporation removed

encroachments and cleared the footpaths and pavements .The team seized about 8

trucks of material displayed by the shopkeepers in front of their shops and on footpaths

Under the guidelines of Swachh Bharat Mission and on the instructions of Sh. M.

Mech. organized Information Education and Communication (IEC) and distributed

dustbins to the households at Gangya Ward No. 56. The dustbins were distributed in two

colours i.e. Blue & Green. On this occasion Sh. Baldev Singh Baloria, SH. Harbans

Chowdhary, Ranjit Singh, Om Nath, Rakesh Sangral, L. M. Bhat, Vinay Gupta residents

of the area were present.

The Joint Commissioner (A) JMC appealed the gathering that the dustbins in two

different colours are being distributed, green bin for biodegradable (wet waste) and blue

bin for non-biodegradable (dry waste). This initiative has been taken so that the source

segregation shall be started as early as possible in Jammu city. Joint Commissioner (A)

assured 100% distribution of dustbins for segregation in the ward.

The Health Officer also appealed to all the gathering that the segregation is

compulsory under guidelines of SBM so it is responsibility of every citizen to segregate

waste at source and requested the people to start composting in the respective ward with

the help of JMC. This will also reduce quantity of garbage being lifted and dumped by the

Corporation at dumping sites.

Sh. Baldev Singh Baloria appreciated this step taken by Jammu Municipal

Corporation to make the Jammu clean and green. He also appealed the residents to

segregate the garbage in two different bins provided by the Jammu Municipal

Corporation and assured their full cooperation to the Jammu Municipal Corporation for

the success of swachh bharat mission a big initiative taken by Hon’ble Prime Minister of

India.

JMC conducts an extensive tour of various nallahs falling within thelimits of Jammu Municipal Corporation

Today on 27.05.2017 on the directions of Commissioner, Jammu Municipal

Corporation, Mr. M. Raju (IAS), a team of officials under the supervision of Sh. R.S.

Jamwal (KAS), Joint Commissioner (A), JMC conducted an extensive tour of various

nallahs falling within the limits of Jammu Municipal Corporation and inspected the

ongoing de-silting drive launched by Transport Section of JMC w.e.f. 1st May, 2017.

During the inspection it has been brought to the notice that morethan 1 lac ton of silt

and garbage has been removed from barsati nallahs with the help of men and machinery

deployed by JMC it includes 1 No. Tracked Excavator, 6 No. JCBs, 12 No. Tippers, 4 No.

Front End Loader, 150 Nallah Gang Labour. The drive was launched in order to get the

nallahs de-silted well before the onset of monsoon season and to avoid any kind of flash

flood during rains. The nallahs which have been de-silted so far includes various

tributaries of Landoi Choi nallah passing through Nanak Nagar, Sanjay Nagar, Trikuta

Nagar and Gandhi Nagar, Nai Basti, Preet Nagar Digiana, Valmiki Colony, Sector-4, Kunj

Vihar lane. The nallahs on right side of Tawi River which have been de-silted by JMC

includes Shakti Nagar nallah, Krishna Nagar nallah, Durga Nagar nallah, Talab Tillo,

Kabir Colony, Vishal Nagar etc. The operation will continue till September ending when

the monsoon season will be over. However, the first phase of de-silting shall be

completed before the end of June.

During the tour on spot directions were given to the Chief Transport Officer, Sh.

Talat Mehmood Khan who is over all inchrage of the entire de-silting drive launched by

Transport Section of JMC to further expedite the de-silting drive and clear all the

bottlenecks which generally cause havoc during monsoon season. All the venerable

points of barsati nallahs have been identified by the Transport Section of JMC and on

spot instructions were issued to clear all these points well before the onset of monsoon

season so that any kind of loss to the life and property of people can be avoided in case of

heavy down pour.

the monsoon season will be over. However, the first phase of de-silting shall be

completed before the end of June.

During the tour on spot directions were given to the Chief Transport Officer, Sh.

Talat Mehmood Khan who is over all inchrage of the entire de-silting drive launched by

Transport Section of JMC to further expedite the de-silting drive and clear all the

bottlenecks which generally cause havoc during monsoon season. All the venerable

points of barsati nallahs have been identified by the Transport Section of JMC and on

spot instructions were issued to clear all these points well before the onset of monsoon

season so that any kind of loss to the life and property of people can be avoided in case of

heavy down pour.

Thematic Drive conducted by JMC in and around the Mosques

On the instructions of Sh. M. Raju (IAS) Commissioner, Jammu Municipal

Corporation, JMC conducted thematic cleanliness drive in and around the mosques

within the limits of Jammu Municipal Corporation. The drive was launched in view of

holy month of Ramzan as the large no. of Devotees visit these mosques to offer prayers.

The drive was launched by Sh. R.S. Jamwal, Joint Commissioner (A), JMC, Dr. Anita

Salgotra, Health Officer from Mosque at Gandhi Nagar Apsara Road Jammu.

The other main mosques which were covered in the drive are at Rail Head, Sanjay Nagar,

Bahu Fort, Malik Market, Gujjar Nagar, Talab Khatikian, CPO Chowk, New Plot,

Hyderpura Janipura.

The Imams of all these mosques were requested to spread the message of Swach

Bharat Mission among the people who come to offer prayers in the mosques as their

were also placed on all the mosques so that the people visit these mosques during the

On the instructions of Sh. M. Raju (IAS) Commissioner, Jammu Municipal

Corporation, JMC conducted Quiz competition on SBM in association with Newsline.

A Quiz Competition was organized on Swatch Bharat Abhiyan at Rose Public Hr.

Sec. School Shastri Nagar Jammu. The students of five reputed schools participated in

the competition and exhibited their full preparedness on the said topic. The schools

which involved in this marathon Quiz were Rose Public Higher Secondary School Shastri

Nagar, S D Tarapuri High School Gandhi Nagar, Govt. Boys Secondary School Shastri

Nagar, Govt. Girls High School Gandhi Nagar & Cybernetic Secondary School Kunjwani.

The students of Govt. Boys Secondary School Shastri Nagar stood first in quiz

competition, and the second position was awarded to S D Tarapuri School and the third

position was taken by Cybernetic School. This was a unique event in itself as the school

children showed great enthusiasm.

The show conceived and directed by Sh. Sajjad Matto and Sh. Rafi Hyder. Such

shows can really help to realize the dreams of Hon'ble PM Sh. Narendra Modi.

Sh. R.S. Jamwal Joint Commissioner (A), JMC and Dr. Anita Salgotra Health

Officer distribute the prizes to the winners, runner-up and participants also. After the

prize distribution ceremony Joint Commissioner (A), stress the Children to join hands

He also apprised that the young generation found more aware about this mission

as compare to the others. He assured that such competition will also be organized in

Anti encroachment drive by Jammu municipal corporation

On the instructions of Commissioner, Jammu Municipal Corporation Mr. M. Raju

(IAS), the Jammu Municipal Corporation continues its intensive drive against illegal

rehries/pharies/hoardings and encroachers causing traffic congestion and obstructing

free movement of pedestrians on footpaths. The drive was conducted under the

supervision of Assistant Commissioner (Rev.) JMC Mrs. Vinakshi Koul (KAS). During the

drive Chief Enforcement Officer, Sh. Rajesh Gupta, Revenue Officers, Sh. Parmod Kumar,

Sh. Ashwani Sudan, Sh. Parveen Gupta and Sh. Sunil Gupta of JMC & other

Enforcement staff of JMC also accompanied the drive.

The drive was conducted in the areas viz Indira Chowk, B.C. Road, Canal

Head, Guest House, Talab Tillo, Bohri, Paloura and Akhnoor Road. During the drive the

team of Jammu Municipal Corporation removed encroachments and cleared the

footpaths and pavements. The team seized about 5 illegal rehries plying without licence

from these areas and seized 3 trucks of material including AC’s, Fans, Coolers and other

electronic goods displayed by the shopkeepers in front of their shops and footpaths

causing traffic congestion and free flow of pedestrians. The team also removed illegal

hoardings from these areas.

The Jammu Municipal Corporation again appeals to the shopkeepers to

keep their goods within their establishments to avoid penal action against them and

vendors to ply their rehries only in the rehri zones established by Jammu Municipal

Corporation and only after obtaining proper rehri licence from JMC.

garbage & silt from Nallah’s & deep drains including extra garbage collected during

sanitation drive during the month of may 2017. It is pertinent to mention that the

desiliting drive was started w.e.f 1.3.2017 and will continue up to September ending

when monsoon season will be over. So for JMC has removed more than 1.00 lac MT of

silt/mulba from seasonal nallah’s falling in JMC limits.
