INCENTIVIZING DIGITAL PAYMENTS-DIGI DHAN MELAS

Government of India in order to promote digital payments and to encourage consumers, merchants to increasingly shift to digital payment modes i.e UPI, e-wallet, Aadhaar Enabled Payment System, Cards & POS etc. has launched scheme to reward consumers and merchants, who are using/have used digital transaction modes after 8th

November, 2016 which has been framed by Niti Aayog. The scheme drafted by Niti Aayog is operational with the first draw of winners held on 25.12.2016, leading upto 14th April, 2017. Niti Aayog has the overall responsibility for carrying out promotional activities for the scheme, oversight of the scheme and coordination amongst various

agencies that are responsible for execution of the scheme. Banks have to make arrangement for the following activities:

Opening of Bank accounts. Seeding of Aadhaar and Mobile Number in the account. Merchant registration for acquisition of POS. Distribution of Prepaid cards, debit cards. Assistance in downloading and usage of various digital payments

apps etc.For Digital India, ‘Go Cashless Go Digital’ is the basic principal.Five such camps at Narnaul (23.12.16), Gurgaon (26.12.16), Nuh (18.01.17), Sonepat (31.01.17) and Ambala (31.01.17) have already been held in the State of Haryana.Member banks are requested to continue above activities in a mission mode on continuous basis for achieving the Digital India and making cashless society drive of Govt. of India a grand success.

AGENDA ITEM NO. 3.1

DIGITAL SAKSHARTA ABHIYAN (DISHA)-CASHLESS SOCIETY DRIVE OF GOVT. OF INDIA

Ministry of Electronics & Information Technology, Govt. of India vide their communication dated 1st December,2016 has informed that CSC e-Governance Services Ltd. (CSC SPV) is launching a programme to mobilize and enable digital payment options across 2.5 lakh gram panchayats, targeting 30 interested merchants and 100 citizens in each Gram Panchayats. Each merchant will be given a two hour structured course, and his/her bank account will be seeded with Aadhaar and mobile number.CSC Village Level Entrepreneurs (VLEs) will contact merchants potentially desirous of shifting to digital finance, train them and where feasible, help them source devices. CSC Village Level Entrepreneurs will also demonstrate the possibilities of enabling Aadhaar Enabled Payment System (AEPS). Member Banks/LDMs are requested to take all steps and extend full cooperation to the representative of CSC/their DMs for successful holding of camps for shift to cashless society.

AGENDA ITEM NO. 3.2

SUPPORT FROM FINANCIAL INCLUSION FUND (FIF)-DEPLOYMENT OF POS TERMINALS IN TIER 5 & 6 CENTRES

NABARD, Central Office, Mumbai vide their Circular No.283/DFIBT-39/2016 dated 6th Dec.,2016 addressed to CMDs/Chairman/CEOs of Scheduled Commercial Banks, State Cooperating Banks and District Central Cooperative Banks had informed that there is a thrust on digital transactions and a need to provide an impetus to cashless transactions amongst the farming community also. As such, there is a need to increase the digital payments and acceptance infrastructure in rural areas. The deployment of Point of Sale Machines (PoS) Terminals will ensure cashless transactions and allow the customers to withdraw small amounts of cash in rural areas and especially in Tier 5 & 6 centres, covering population less than 10000.

Further, It has been decided by NABARD to extend financial support of maximum Rs.6000/- (Rs. Six Thousand only) from Financial Inclusion Fund (FIF) for deployment of PoS Terminals in one lakh villages in Tier 5-6 Centres, subject to a cap of two PoS devices per village.

A meeting of select banks was also convened by SLBC Haryana Secretariat on 19.12.2016 in which DGM NABARD and AGM NABARD briefed the participants about the scheme and requested them to avail the benefits of the scheme and promote cashless transactions. Minutes of the meeting were sent to the SLBC Member banks on 22.12.2016.

Representative of NABARD may apprise the house in this regard.

A list of Retails outlets not having PoS (EDC Terminals for accepting Credit/Debit Cards of banks) received from Mission Office, DFS, Govt. of India has been provided to the SLBC member banks on 23rd

December, 2016 with a request to take up with the outlets for installation of PoS/EDC machine for encouraging cashless transactions.

SLBC member banks are once again requested to contact the concerned outlets for installation of PoS/EDC machine at theirs at the earliest.

AGENDA ITEM NO. 4

LAUNCHING OF BHIM APP FOR ON LINE PAYMENTS

In order to steer India towards a digital economy, Hon’ble Prime Minister has launched a new e-wallet app, BHIM, named after founding father of Indian Constitution, Dr B.R. Ambedkar, to make it easier to transact online. The Aadhaar-based mobile payment application will allow people to make digital payments directly from their bank accounts.

The BHIM app is being improved upon so that in time, "only your thumb will be needed to make a payment," said the PM, adding "you will eventually not be dependent on the internet, on smart phones, your thumb will be your bank."

In the recently held video conference with banks which was Chaired by Secretary (FS), the following issues are raised by NPCI:-

BHIM had been adopted by most banks except Corporation bank and the Associate Banks of SBI.

Sponsor banks were asked to ensure that RRBs too are on-boarded as they cater to the rural population and BHIM includes USSD 2.0 which is of particular relevance in rural areas.

The representative of Associate Banks of SBI, Corporation Bank and RRBs are requested to take up with their corporate office for adopting the BHIM application.

IMPLEMENTATION OF PRADHAN MANTRI JAN-DHAN YOJANA (PMJDY)

5.1 STATUS OF OPENING OF ACCOUNTS UNDER PMJDY

Banks have opened 56,75,611 accounts up to 31.12.2016 under PMJDY since its launching on 28.08.2014. Controlling heads of banks are requested to advise their field staff to continue opening more and more accounts under PMJDY and ensure that no person in the State of Haryana remains unbanked. Banks should also encourage opening of accounts of children/students.

Three Banks namely Bank of Maharashtra (-143), Canara Bank (-41272), Dena Bank (-2064), Punjab & Sind Bank (-21496), Kotak Mahindra Bank (-43) and Nainital (-243) have reported negative growth during the quarter ended Dec., 2016.Representative of these banks may apprise the house in this regard.Upto Dec., 2016 an amount of Rs.2473 crore has been mobilized by banks in the accounts opened under PMJDY. During the quarter ended Dec.,2016 an increase of Rs.982 crore has been observed which may be on account of amount deposited during the period of demonetization.Bank wise/District wise position of opening of accounts upto Dec., 2016 is given on Annexure No. 1.1-1.4 (P 104-107).

5.1 (i)-PMJDY-OPENING OF ACCOUNTS-CONVERSION OF SMALL ACCOUNTS TO BASIC SAVING BANK DEPOSIT ACCOUNTS (BSBDA)

The Director, FI, DFS, MOF, GOI, New Delhi vide their office letter dated 30th Sept., 2016 informed that various Ministries/Departments of Government of India and some State Governments are facing problems in transfer of benefits in certain schemes due to restrictions imposed (restrictions on withdrawl of amount more than Rs.10000/-, balance in the accounts not to exceed Rs.50000/- at any point of time, credit limit not to be more than Rs.1 lakh) in the Small accounts, which is about 37% of the PMJDY accounts.As per RBI guidelines, these small accounts would be valid normally for a period of twelve months. Thereafter, such accounts would be allowed to continue for a further period of twelve more months, if the account holder provides a document showing that she/he has applied for any of the officially valid document within twelve months of opening of the small account.In view of the above, it has been requested to complete KYC of Small Accounts at the earliest so that customers are not put to hardship due to restrictions imposed under “Small Account”.The above communication has been sent to all SLBC member banks and LDMs on 19.10.2016 for initiating necessary action in this regard.

During the last meeting of Steering Committee to SLBC Haryana held on 27.10.2016 and 138th meeting of SLBC Haryana held on 15.11.2016, the Controlling heads of banks were requested to ensure that KYC of Small Accounts is completed at the earliest so that customers are not put to hardship due to restrictions imposed under “Small Account”.It is once again requested to ensure compliance of the DFS, MOF,.GOI, New Delhi instructions issued vide their letter dated 30th Sept.,2016.The house may discuss.

Out of 56,75,611 accounts opened under PMJDY, Rupay Cards have been issued in 48,39,816 accounts as at 31.12.2016, which is 85.27% of the total accounts opened. Bankwise/District wise Position is given on Annexure No. 2.1-2.2 (P 108-109).During the deliberations held in 4th meeting of Steering Committee to SLBC Haryana held on 03.02.2017 the major public sector banks with high percentage of Zero Balance accounts i.e. SBI (44%) and IOB (42%) were requested to bring the Zero Balance accounts to minimum as the overall position of the State is being affected due to high %age of Zero Balance accounts of major banks.

All other member banks were also requested to bring the Zero Balance accounts to minimum level before the ensuing SLBC meeting.

As per the data received from banks it has been observed that out of 48,39,816 Rupay Cards issued upto 31.12.2016, 38,69,444 cards have been activated which is 79.95% of the total Rupay Cards issued. Out of total 48,39,816 Rupay Cards issued, 7,80,942 Rupay Cards

from 25th Nov 2015. It may be noted that 45 days usage condition will remain unchanged for RuPay Platinum Cardholders.

From April 2016 onwards any customer induced transaction done by the account holder at the bank branch within the stipulated period of 90 days will also be eligible for claiming the Rupay card linked insurance benefit.

AADHAAR SEEDING IN THE A/CS OPENED UNDER PMJDY

Out of 56,75,611 accounts opened under PMJDY upto 31.12.2016, aadhaar have been seeded in 43,91,846 accounts which i.e 77% of the total accounts opened under the scheme upto 31.12.2016. The Government of India and State Govt. are implementing various DBT and Social Security schemes through bank accounts linked with Aadhaar to ensure that the benefits reach the genuine/actual beneficiaries.

AGENDA ITEM NO. 5.6 (i)

FEASIBILITY OF CLEANSING OF DUPLICATE/MULTIPLE ACCOUNTS OPENED UNDER PMJDY

The issue of examining the feasibility of cleansing of duplicate/multiple accounts opened within same bank and interbank was discussed in the 4th meeting of Steering Committee to SLBC Haryana held on 03.02.2017 in which the Associate Vice President of National Payment Corporation of India (NPCI) also participated. The house deliberated that though presently Aadhaar seeding is 77% as at 31.12.2016, however, due to opening of multiple PMJDY accounts by the depositors in different banks the further percentage in Aadhaar seeding is not increasing. In case Aadhaar seeding of depositors of multiple PMJDY in different banks is taken into account it may be more than 90%. The matter for cleansing of Duplicate/multiple accounts opened under PMJDY was also discussed in 137th Meeting of SLBC and as decided in the meeting representative of National Payment Corporation (NPCI), Sh. Sanjoy Kumar Mukherjee, AVP was requested to attend 4th meeting of Steering Committee to guide the bankers about ways to increase Aadhaar seeding and to tackle issue of seeding adhaar in multiple accounts.

Sh. Mukherjee apprised that for mapping of Aadhaar seeding with NPCI there are two steps i.e. seeding of Aadhaar number in CBS system of the bank and linking of Aadhaar seeded account with NPCI. In NPCI mapping, Aadhaar number, Name of the bank and when it was seeded at last is taken into account. In case of fresh seeding of same Aadhaar number in another bank account, it is overrides the previous Aadhaar seeded account of same depositor; however, this will not be overridden in case of PMJDY Overdraft account.

The house could not arrive to the conclusion for cleansing of Duplicate/Multiple accounts opened under PMJDY by the same depositors. It was further decided that representative of NPCI will contemplate on the issue and will submit his suggestions in the ensuing 139th SLBC Haryana for deliberation on cleansing of Duplicate/Multiple PMJDY accounts.

Representative of NPCI is requested to apprise the house further in this regard.

MICRO ATMs

Upto 31.12.2016, banks have provided 2201 Micro ATMs to their BCAs. Convener bank has also provided 491 Micro ATMs to its BCAs. This will enable the account holders to swipe their ATM Cards at BCA locations and they will not have to go to the far flung areas for swiping the ATM cards. Besides 6278 ATMs installed by all the banks in the state of Haryana will also take care of swiping of cards.Bank wise/District wise status of providing of Micro ATMs is given on Annexure No. 2.1 & 2.2 (P 108-109).The house may review.

DEPLOYMENT AND WORKING OF BCAs

In Haryana at all 3244 SSAs (Sub Service Area), the banking service is being provided either by the branches or by BCAs. Out of 3244 SSAs, 1258 SSAs are covered by branches and 1986 by BCAs. In the State of Haryana 2229 BCAs have been appointed against the requirement of 1986 BCAs. Indian Bank, IDBI Bank and Punjab & Sind Bank have to appoint 1 BCA each in addition to their existing BCA network. The controlling heads of concerned banks are again requested to appoint the BCA without any further delay.

ENGAGING VILLAGE LEVEL ENTREPRENEURS (VLEs) AS BUSINESS CORRESPONDENT AGENTS (BCAs)

The Government of Haryana has proposed to install wi-fi in the village of Haryana to provide the public services (for making various types of payments online, booking of Air/Railway Ticket, payment of electricity bills, telephone/mobile bills etc) to the masses through the Village Level Entrepreneurs (VLEs). The Government desires that VLEs should also be given BCA work for extending banking services for disbursement of Social Security Pensions etc. to make the services of VLEs economically viable.

During the meetings held on 05.01.17 & 06.01.17, Convener SLBC informed that the system of extending banking services through BCAs in Haryana is fully streamlined as 2229 have already been deployed by various banks against the requirement of 1986. The BCAs have earned goodwill and reliability in the last two years and have established their credibility as well. Declaring (appointing) VLEs as BCAs will result in affecting the viability of BCAs’ business which they have established after putting lots of efforts and hard work. There would be issues regarding selection, monitoring and control of VLEs too.

During the 4th meeting of Steering Committee to SLBC Haryana held on 03.02.2017, Controlling Heads of banks were requested to identify inefficient and inactive BCAs so that Village Level Entrepreneurs (VLEs) are engaged in their places.

Hon’ble Prime Minister launched 3 Social Security Schemes namely Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), and Atal Pension Yojana (APY) from Kolkatta on 09.05.2015 to provide insurance benefit to the families of affected persons and for old age security.5.9 (i) Pradhan Mantri Suraksha Bima Yojana (PMSBY)-The scheme is a one year cover, renewable from year to year, Accidental Insurance Scheme offering insurance on accidental death and disability cover for disability on account of an accident. The scheme is being offered/administered through Public Sector General Insurance Companies (PSGICs) and other General Insurance Companies.

All Saving bank account holders in the age group of 18-70 years can enroll themselves in participating banks on payment of an annual premium of Rs.12/- renewable on year to year basis.

Up to 31.12.2016, banks have enrolled 25,05,062 persons under the scheme and 24,48,893 (98%) records have been uploaded by banks.Persons Enrolled as on 30.09.2016 : 24, 45,872

5.9 (ii) Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)-The scheme is being implemented through LIC of India/other insurance companies willing to offer product on similar terms with necessary approvals and tie ups with banks for this purpose. Under the scheme all saving bank holders with the age-group of 18-50 years can enroll themselves to avail benefits of the scheme on payment of annual premium of Rs.330/-. Under the scheme Rs. 2 lacs is payable on member’s death due to any reason. Details of the scheme are available on PMJDY website and with all banks. DFS, MOF, GOI vide their letter No. F.No.H-12011/2/2015-Ins.II dated 20.05.2016 have informed amendment in rules for implementation of PMJJBY. It has been decided by the competent authority to incorporate a lien clause in the rules of PMJJBY with effect from Ist September,

2016: whereby claims for deaths which occur during the first 45 days from the date of enrollment will not be paid. The risk cover will commence only after the completion of 45 days from the date of enrollment into the scheme by the subscriber. However deaths due to accidents will be exempted from the Lien Clause. Accordingly, the revised consent cum enrolment form for PMJJBY with lien clause incorporated, effective from 01.06.2016. All banks and Insurance companies are requested to initiate necessary action in order to ensure availability of the revised form for enrolment under PMJJBY.

encouraging and enabling them to save for their retirement, to address the longevity risks among the workers in unorganized sector and to encourage them to voluntarily save for their retirement, the Government of India launched this pension scheme namely Atal Pension Yojana (APY). The scheme is being administered by Pension Fund Regulatory and Development Authority (PFRDA) through NPS Architecture.Under APY, there is guaranteed minimum monthly pension for the subscribers ranging between Rs.1000/-to Rs.5000/- per month. The benefit of minimum pension will be guaranteed by Govt. of India.All bank account holders which are citizen of India and in the age-group of 18-40 years can join APY and avail benefits of the scheme on payment of subscription according to their entry age and required minimum monthly pension ranging between Rs.1000/-to Rs.5000/- per month.

PRADHAN MANTRI MUDRA YOJANA (PMMY)

Micro Units & Development Agency Ltd. (MUDRA) was launched by the Hon’ble Prime Minister of India on 8th April, 2015 as a new financial entity for developing and refinancing last mile financial intermediaries like banks, NBFCs and MFIs etc. who are in the business of lending to smaller of the micro enterprises in manufacturing, trading and service sector. On the same day Pradhan Mantri Mudra Yojana was launched to “fund the unfunded” by bringing such enterprises to the formal financial system and extending affordable credit to them.It is felt that there is a need to give a special boost to bank finance to this segment on a mission mode, considering enormous task in reaching to the large number of such units, currently excluded from the formal credit.This segment mainly consists of non-farm enterprises in manufacturing, trading and services whose credit needs are below Rs.10.00 lakh. The MUDRA loans have been classified as under:-

PROGRESS UNDER STAND-UP INDIA SCHEME UPTO THE PERIOD ENDED DEC.,2016

Stand-Up India Scheme has been launched by the Hon’ble Prime Minister on 5th April, 2016. The objective of the scheme is to facilitate bank loans between Rs.10 lakh and Rs. 100 lakh to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one women borrower per bank branch of all scheduled commercial banks for setting up a green field enterprise. This enterprise may be in manufacturing, service or trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Women Entrepreneur.An interactive portal (www.standupmitra.in) has also been launched by the Hon’ble Prime Minister which hosts information about various entities providing handholding support to the borrower. It has been advised to route the loan applications through the portal.Being  one  of  the  flagship  programmes  of  the Government of India, theprogress  of  implementation  of  Stand-Up  India  scheme  is being closelymonitored  by a National Level Steering Committee for Stand-Up India Schemeunder  the Chairmanship of Hon’ble Minister of Finance and 5 Ministers fromUnion  Cabinet, 3 Members of Parliament, besides, CMDs of NABARD, SIDBI andChairman, DICCI as members of the Committee.

NABARD and SIDBI have been nominated as Nodal Agencies for implementing the Stand-Up India Scheme. NABARD has organized a one day seminar for sensitizing their DDMs as well as NABARD about the scheme for smooth implementation at the ground level.Since the launch of Stand-Up India Scheme (on 5th April 2016) upto Dec., 16, 761 Beneficiaries have been sanctioned loans amounting to Rs. 149.20 Crore and disbursement amounting to Rs.125.73 crore has

Out of which 174 cases amounting to Rs. 31.43 Crore sanctioned and 164 cases amounting to Rs. 25.80 Crores disbursed to SC/ST and 587 cases amounting to Rs.117.77 Crore sanctioned and 547 cases amounting to Rs.99.93 Crores disbursed to Women Beneficiaries in Haryana State.District wise detail is given in Annexure No.10.1 & 10.2 (P 121-122).

SIDBI, Regional Office, Chandigarh while responding to the Action Points of 138th meeting of SLBC Haryana held on 15.11.2016 have submitted as under:-

To make the mission of Stand Up India successful, all stakeholders should take initiatives to create awareness among SC/ST/Women; in order to boost the demand side. On the supply side SIDBI would urge all the LDMs to highlight the problems phased by them in taking Standup India initiative forward. A one day program for LDMs could also be organized at SIDBI so that all the doubts and queries of LDMs could be clarified. The SUI core team from, SIDBI HO Mumbai will also join on video conferencing (VC).

SIDBI is requested to organize districtwise awareness programmes for sensitization of LDMs and field functionaries of banks so that the performance under the scheme could be improved significantly. Dates fixed for the sensitization programmes may please be conveyed to SLBC Haryana Secretariat for onward communication to the Controlling Heads of banks and LDMs accordingly.Controlling heads of banks are requested to speed up their efforts to improve their performance under the scheme so that the target allocated to their bank and State of Haryana are not only achieved but surpassed with a considerable margin.

Pradhan Mantri Awas Yojana-Housing for all (Urban) Mission of the Ministry of Housing and Urban Poverty Alleviation was launched on 25th

June, 2015. The Mission will be implemented through four verticals inter alia includes affordable Housing through Credit Linked Subsidy Scheme (CLSS). CLSS is an important component of the Scheme.

HUDCO alone with National Housing Bank (NHB) has been identified as Central Nodal Agency (CNA) to channelize this subsidy to Primary Lending Institutions (PLIs) for effective monitoring of the scheme.

The progress report received from banks under the scheme upto the period ended Dec., 2016 (2016-17) reveals as under:-

- Only 32 cases amounting to Rs.153.64 lakh have been sanctioned upto the period ended Dec., 2016, out of which 28 cases amounting to Rs.126.20 lakh have been disbursed.

- Out of these 16 cases amounting to Rs.86.91 lakh have been sanctioned to SC/ST beneficiaries and disbursement has been made in 16 cases amounting to Rs.80.41 lacs.

- 15 cases amounting to Rs.72.75 lakh have been sanctioned and disbursement amounting to Rs.67.61 lakh has been made to 12 women beneficiaries under the scheme.

Bankwise Progress is given on Annexure No.12. (P-124)

It has been observed that the progress under the scheme is not picking up.

On reviewing the implementation status of PMAY-CLSS of Public Sector Banks by DFS, it has been observed that banks need to upscale their efforts to ensure higher performance in CLSS. The progress of implementation of PMAY-CLSS is not picking up in the State.Controlling heads of banks are requested to upscale their efforts to improve the progress under the scheme in respect of their bank and the State of Haryana as well.The house may discuss.

Ministry of Petroleum & Natural Gas, has already decided to implement DBT in Kerosene in 33 districts in 9 States w.e.f. 1st April, 2016. 2 Districts namely Panchkula and Panipat have been identified for implementation of the DBT in Kerosene in the State of Haryana.

Convener Bank has already advised the Lead District Managers of these districts to assist the State Government and District Administration for seeding the bank accounts in the database of kerosene beneficiaries for smooth implementation of DBT scheme.

During the 4th meeting of Steering Committee to SLBC Haryana SLBC Member banks were requested to instruct their branches in these 2 districts to seed the bank accounts of kerosene beneficiaries for smooth implementation of DBT scheme in these districts.

Controlling heads of banks are once again requested to advise their field functionaries of District Panchkula and Panipat to seed the bank accounts of kerosene beneficiaries for smooth implementation of DBT scheme in these districts.

OPENING OF FINANCIAL LITERACY CENTRES (FLCs) AT BLOCK LEVEL

To carry on the Financial Literacy Mission ahead it was decided to open Financial Literacy Centres in the 125 blocks of Haryana. As on 31.12.2016, 125 FLCs are operative in 114 Blocks of the state and Financial Literacy Centres in the remaining 11 blocks were yet to be opened by the following banks:-

During the deliberations of 138th meeting of SLBC Haryana held on 15.11.2016, Financial Advisor, IF&CC, Haryana informed the house that instructions have been issued to all the Deputy Commissioners in the State of Haryana vide letter No. IF&CC/RO/2016/675-95 dated 11.11.2016 for providing one room in DC Office, Tehsil Office or BDO offices for FLC Counselors of the area for extending Financial Literacy to the Common masses. All LDMs were advised to follow up with District Administration for providing space/room for establishing FLCs at Block level.As informed by the representative of HSRLM in 137th meeting of SLBC Haryana held on 12.08.2016 that being closely associated with FLCs, HSRLM would provide space/premises for functioning of FLCs opened/to be opened by banks at Block level where its offices (in 43 blocks) have been set up. List of 43 locations from where HSRLM activities are being implemented provided by HSRLM has been forwarded to the Lead District Managers.LDMs are advised to explore the possibilities of resolving the issue of space/premises of the FLCs, which are being operated from the bank branch premises in their district so that smooth functioning of the FLCs could be ensured.

IMPLEMENTATION OF PRADHAN MANTRI FASAL BIMA YOJANA (PMFBY)

Pradhan Mantri Fasal Bima Yojana was notified by Government of Haryana vide their notification no 3009/Agri.II (1)-2016/10854 dated 17.06.16 for the notified areas, crops, Indemnity level, sum insured, premium rates and seasonality discipline etc for implementation in the State of Haryana during Kharif 2016 & Rabi 2016-17 seasons.As per the above notification, the cut-off date for deduction of premium for Rabi crops (2016-17) was 31.12.2016 which was extended upto 10.01.2017 by Deptt. Of Agriculture, Cooperation & Farmers Welfare, Ministry of Agriculture & Farmers Welfare vide their notification dated 30.12.2016. Similarly, the cut-off date for submission of consolidated proposals/premium by the bank branches to the concerned insurance companies was also extended accordingly from 07.01.2017 for non-loanee farmers and 15.01.2017 for loanee farmers to 17.01.2017 for non-loanee farmers and 25.01.2017 for loanee farmers. The same was conveyed to all SLBC member banks by SLBC Secretariat on 31.12.2016.Controlling heads of banks were requested to advise their branches to cover the loanee and non-loanee farmers under the scheme and ensure submission of the premium alongwith the required details of

RECEIPT/POLICY PAPERMinistry of Agriculture & Farmers’ Welfare, Department of Agriculture, Cooperation & Farmers’ Welfare vide letter dated 16th Dec., 2016 addressed to Convener, State Level Bankers’ Committee of all States/UTs informed that it has been decided by the Ministry to provide a folio to farmers containing information on Pradhan Mantri Fasal Bima Yojana (PMFBY) alongwith logo and tagline of the scheme and acknowledgement receipt/policy document after receiving from the respective insurance company. As advised by the Jt. Secretary to Govt. of India, Ministry of Agriculture & Farmers’ Welfare, Department of Agriculture, Cooperation & Farmers’ Welfare, GOI, New Delhi, a meeting to discuss the modalities to be followed for printing of the folio containing information to farmer about the scheme alongwith logo and tagline of the scheme alongwith acknowledgement receipt/policy paper was convened by SLBC Secretariat on 04.01.2017.

During the meeting it was decided that five major banks (Punjab National Bank, Syndicate Bank, Oriental Bank of Commerce, State Bank of India and State Bank of Patiala will obtain quotation from their approved printers according to the format given by Ministry of Agriculture & Farmers’ Welfare, GOI, New Delhi, the rates so obtained from these banks will be sent to all member banks for guidance and to further negotiate from other printers to workout competitive rates.

Keeping in view the urgency of work, Convener SLBC vide its letter dated 16th Jan., 2017 (conveying the quotations/rates received from the banks for printing of folio) has requested the SLBC member banks to get the folios printed by 25th January, 2017 as per the specification provided by the Ministry of Agriculture & Farmers’ Welfare, Govt. of India, New Delhi on competitive rates as per the guidelines of their bank and also to ensure that the folios in sufficient number are made available in each branch of the bank for providing the same to the farmers covered under Pradhan Mantri Fasal Bima Yojana-Rabi 2016-17 alongwith acknowledgement receipt/policy document, kept inside the folio.

OPENING OF BRICK & MORTAR BRANCHES IN VILLAGES WITHOUT A BANK BRANCH OF A SCHEUDULED COMMERCIAL BANK WITH POPULATION MORE THAN 5000

As advised by Reserve Bank of India Central Office Mumbai vide their letter no.FIDD.CO.LBS.BC.NO.82/02.01.001/2015-16 dated 30.12.2015 received through RBI Chandigarh letter dated 21.01.2016 roadmap for opening of brick and mortar branches in 194 such identified villages (without having a bank branch of a scheduled commercial bank) with population above 5000 was prepared by SLBC.

SLBC has been regularly following up with the concerned banks to open brick and mortar branches in the allocated villages before March, 2017. A meeting to discuss the issue coming in the way of opening of brick and mortar branches was also convened by SLBC Secretariat. Minutes of the meeting were sent to the concerned banks for initiating immediate action to open the branches in the allocated villages by March, 2017 positively.

The progress was reviewed in the 4th meeting of Steering Committee to SLBC Haryana held on 03.02.2017. During the review, the concerned banks were again requested to submit specific reply against each allocated village for placing the same before the Hon’ble Finance Minister, Haryana accordingly. ISSUES OF UNIQUE IDENTIFICATION AUTHORITY OF INDIA (UIDAI)

  Aadhaar Act

Aadhaar (targeted delivery of financial and other subsidies, Benefits and Services) Act, 2016 has been passed by the Parliament &

notified in the Gazette of India vide notification dated 26th March, 2016 & Aadhaar (Enrolment and update) Regulation, 2016 has been notified vide notification dated 12th Sept., 2016.

As per section 7 of the Act, the Central Government or as the case may be, the State Govt. may for the purpose of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from or the receipt there from forms part of, the Consolidate Fund of India, require that such individual undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, such individual makes an application for enrolment.

As per section 57 of the Act, nothing contained in this Act shall prevent the use of Aadhaar number for establishing the identity of an individual for any purpose, whether by the State or anybody corporate or person, pursuant to any law, for the time being in force, or any contract to this effect.

Aadhaar Saturation:

Overall Aadhaar saturation in the State is already 100% as per estimated population of 2015:

However on age wise analysis, nearly 6 lakh children in 0-5 age group and nearly 6.3 lakhs in 5-18 age groupsare still left for Aadhaar enrollment. E&IT, Health, School Education and WCD Departments have become Registrar/EA with UIDAI. E&IT, Health departments have already deployed 400 Aadhaar kits and 540 Tablets respectively. School Education with 500 Aadhaar kits and WCD departments with 400 Tablets are in process for starting Aadhaar enrollments through their own staff and infrastructure.

Ministry of Electronics & Information Technology, Govt. of India has launched several programmes to mobilize and enable digital payment/ cashless transaction options. There is an urgent need to provide an impetus to Aadhaar based cashless transactions. For all Aadhaar based cashless transactions, linkage of Aadhaar with the Aadhaar holder bank accounts is a prerequisite. Hence all the Banks are requested to start campaign in a targeted manner for linkage of the Aadhaar with the beneficiary bank accounts following the guidelines prescribed in Aadhaar Act, 2016.

DBT Schemes:

Disbursement of benefits in centrally sponsored six schemes (MGNREGA, PDS, EPFO, DBTL and National Social Assistance Programme-NSAP & PMJDY) has already been started by State. It is further anticipated that from next financial year most of the centrally sponsored programme will be linked with the Aadhaar. Moreover State has already decided to cover several State Schemes under DBT. In order to transfer the benefits using the Aadhaar Payment Bridge (APB) the accounts of the beneficiaries must be linked with her/his bank account.

Sensitization of bank field staff on Aadhaar Bank Seeding and e-KYC:

Following major issues have been reported from field:

Several cases have been received from field in which Aadhaar seeded bank accounts were not updated at NPCI even after seeding it in beneficiary account.

In case of multiple bank accounts of a beneficiary, Aadhaar mapping at NPCI is shown against latest seeded bank account. If beneficiary wants to get her/his Aadhaar active with preceding bank account, it is not happening mostly due to lack of sensitization amongst field staff in banks.

E-KYC and e-Aadhaar concept and its acceptance not clear to field staff.

NPCI has reported after analysis that some banks have entered the Aadhaar number in another field in CBS (not meant for Aadhaar) resulting that it could not be mapped at NPCI. In some banks, there are two fields in CBS where Aadhaar has to be entered. It is suggested that sensitization programs may be held in coordination with UIDAI, NPCI, SLBC Secretariat for all bankers at State level. Target participants can be Zonal and Circle level officers (including Master Trainers, Technical Person from banks) looking after the Aadhaar related activities. Subsequently respective banks should organize similar program at district level.

Cleansing of Duplicate/Multiple Accounts Opened Under PMJDY:

This issue was discussed in the 4th meeting of Steering Committee to Haryana held on 03.02.2017. The house could not arrive on the conclusion for cleansing of Duplicate/Multiple accounts opened under PMJDY by the same depositors. It was further decided that representative of NPCI will contemplate on the issue and will submit his suggestions in the ensuing 139th SLBC Haryana Meeting to be held on 15.02.2017 at Hotel Mountview, Sector 10, Chandigarh for deliberation on cleansing of Duplicate/Multiple PMJDY accounts. During the 4th meeting of Steering Committee to SLBC Haryana held on 03.02.2017, representative of Rural Development Department, Haryana informed the member banks that consent forms have been sent to their branches in the State. Controlling heads of member banks were requested to advise their field functionaries to ensure seeding of aadhaar in the accounts of MGNREGA workers on the basis of consent forms. They are also to be advised that no consent form should remain pending to upload in the System for successful seeding of aadhaar in the account of beneficiary.

SWACHCHH VIDYALAYA CAMPAIGN

 Under the “SWACHCHH VIDYALAYA CAMPAIGN” launched by Govt. of India, the CSR activities like construction of Toilets for girl students, provision of Library & Sports Kit in Govt. Schools etc. in the adopted villages of banks are to be undertaken.As per reports received from banks, during the review period 140 toilets have been constructed in 151 schools of 129 villages of Haryana, besides other activities like opening of library cum reading rooms, providing sports kits etc. in the schools have also been undertaken by banks. Banks need to accelerate their efforts in this social area. The Controlling heads of banks are requested to ensure their active participation in this social movement/campaign. This is for information of the House. 13.3 EXPANSION OF BRANCH NETWORK 93 Branch Licenses were pending as at Dec., 2016 with banks for opening of new branches. Some of the major banks with pending licenses are: Allahabad Bank (8), Canara Bank (11), Corporation Bank (8), PNB (18), SBI (6), Syndicate Bank (17) Axis Bank (8). Bank-wise position of licenses in hand is given on Annexure No.16.7 (P-136). The Controlling Heads of these banks are requested to initiate steps for opening of these branches at the earliest.

against the target of 8%.

Export Credit is 0.12% against the target of 2%. The ratio of WS Advances to total advances is 13% as against

the National Goal of 10%.

OVERALL CD RATIO

While calculating the overall CD ratio, member banks are requested to adhere to the instructions of RBI contained in their circular no RPCDLDS.BC No 47/2.13.03/2005-06 dated 9.11.2005 which, inter alia states that the CD Ratio at State Level should be calculated with the credit at the place of utilization.The comparative position of overall CD Ratio is as below:-

Overall CD Ratio in respect of Commercial Banks, RRBs excluding Cooperative Banks as at Dec., 2016 is 65%. However, with cooperative banks it is 67%.

There is an increase of 2% in CD Ratio (from 67% to 69%) when the amount of RIDF i.e. Rs.3974 Crore is included in total credit of Financial System.

Upto the last quarter i.e. Sept., 2016 No district of Haryana was having CD Ratio below 40%.

However, due to demonetization, deposits of banks have increased whereas advances have not increased in the same proportion, resultantly the reduction in CD Ratio less than 40% in District Narnaul (36%), Rewari (35%) and Rohtak (35%) respectively.CD Ratio of Financial System excluding Cooperative Banks in District Ambala (45%), Faridabad (51%), Gurgaon (56%), Mewat (44%), Sonepat (45%) and Yamuna Nagar (52%), Panchkula (59%), Palwal (55%), Jhajjar (58%) and Kurukshetra (58%) is still below the stipulated level of 60%, which needs efforts of banks and LDMs for further improvement.

The District-wise CD Ratio has been given at Annexure No. 17 (P-140)Due to demonetization effect CD Ratio of banks has come down. The CD ratio of Bank of Baroda (45%), Bank of Maharashtra (56%) Bhartiya Mahila Bank (29%), Central Bank of India (57%), IDBI Bank (28%), Indian Bank (34%), Oriental Bank of Commerce (42%), SBOT (43%), State Bank of Hyderabad (45%), State Bank of Patiala (49%), Syndicate Bank (46%), Union Bank of India (51%), UCO Bank (40%), United Bank of India (41%), Bandhan Bank (59%), J&K Bank (42%), Karur Vysya Bank (53%), South Indian Bank (25%), Yes Bank (40%) and Sarva Haryana Gramin Bank (55%) which needs considerable improvement as the same is low. After adding the figures of Rs.5513 Crore of investment made by banks in the State Govt. Bonds with total credit of Rs.195406 Crore (excluding Cooperative banks) the credit + investment to deposit ratio works out to 67%.This indicates that besides credit deployment, large funds have also been invested by the banking system in State Government securities,

NABARD has provided Districtwise Potential Linked Projections (PLP) for the financial year 2017-18 (Annexure No19.1-19.2 (P142-143). SLBC Secretariat had forwarded the same to the Lead District Managers to prepare District Credit Plan (DCP) for the year 2017-18 keeping in view the potential of their districts and allocate the targets to the banks operating in their respective districts after taking into the consideration their achievement under the concerned sector. LDMs are advised to allocate the targets to the banks in their respective districts and get the same approved in the Special DCC/DLRC meeting convened for this purpose. As against the Annual target of Priority Sector advances of Rs.103953 Crore, Banks have disbursed loans to the tune of Rs.58462 Crore up to Dec., 2016. The achievement comes to 56%.

As against annual target of Rs.69163 Crore under agriculture & allied sector, Banks have disbursed loans amounting to Rs.36230 Crore. The achievement comes to 52%.

Banks have disbursed loans amounting to Rs.15127 Crore against the annual target of Rs.19181 Crore set for Micro, Small & Medium Enterprises (MSMEs) during the period ended Dec., 2016. The achievement comes to 79%.

Agriculture & Allied Activities As against the annual target of Rs. 48000 Crore under this sector,

the Public & Private Sector Banks have disbursed loans amounting to Rs.25479 Crore, the achievement comes to 53%.

The Bank wise position is available in Annexure No. 21.1 (P-150).It is observed that an amount of Rs.9901 Lac has been granted as loan under the scheme during the period ended Dec., 2016, which is 9% of the allocated target. During the last many meetings of SLBC Haryana, controlling heads of banks are being requested to adopt one village in each district under Debt Swap Scheme for bringing the farmers out of the clutches of money lenders, particularly where they are having branch. Upto the period ended Dec., 2016 banks have reported adoption of only 147 villages (Canara Bank-3, Dena Bank-6, Indian Bank-8, IOB-18, OBC-21, PNB-57, SBI-10, Syndicate Bank-3 and Sarva Haryana Gramin Bank 21).The Bank wise position is available in Annexure No. 21.2 (P-151).The Controlling Heads of Banks are requested to advise their field functionaries to adopt one village in each district where they are having branch and lend liberally under the scheme to get the farmers out of clutches of money lenders. LDMs are requested to coordinate with banks and finalize Bank-wise adoption of villages.The house may deliberate.

DOUBLING THE FARMER’S INCOME BY 2022

The Hon’ble Union Finance Minister in his Union Budget Speech for 2016-17 had announced doubling of Farmer’s income by 2022. Hon’ble Prime Minister expressed desire on 28.2.2016 to double the income of farmers by the year 2022, when the country completes 75 years of independence. He unveiled a seven-point strategy to double the income of farmers in six years with measures to step up irrigation, provide better quality seeds and prevent post-harvest losses. He said "In the past, the emphasis has been on agricultural output, rather than on farmers' incomes”.

With a good strategy, well-designed programmes, adequate resources and good governance in implementation, this target is achievable."

PM’s Seven strategies:

1. Big focus on irrigation with large budgets, with the aim of "per drop, more crop."

2. Provision of quality seeds and nutrients based on soil health of each field.

3. Large investments in warehousing and cold chains to prevent post-harvest crop losses.

4. Promotion of value addition through food processing.

5. Creation of a national farm market, removing distortions and creation of e-platform across 585 stations.

6. Introduction of a new crop insurance scheme to mitigate risks at affordable cost.

7. Promotion of ancillary activities like poultry, beekeeping and fisheries.

A National Level Seminar was also organized by NABARD on their 35th

Foundation Day on 12th July, 2016 at Vigyan Bhawan, New Delhi. During the seminar some important points emerged which may help augment farmers’ income if translated into action. The same is as follows:- 

Simplifying the agriculture loan application forms of banks; streamlining the process so as to facilitate easier processing of applications and speedier sanction of loan etc.

While deliberating on the above issue during review in 137th SLBC meeting, it was desired by the house that an exclusive Sub-Group consisting of members from RBI, NABARD, Commercial Banks, RRB,

Accordingly, a Committee was formed and constitution of the Committee with the following members was conveyed to the office of Chief Secretary, Govt. of Haryana vide Convener SLBC letter dated 23.09.2016:-

Convener SLBC vide its letters dated 23.09.2016 and 15.10.2016 has requested Chief Secretary, Haryana and Additional Chief Secretary, Agriculture & Farmers’ Welfare Department, Haryana to initiate necessary steps in this regard but no communication has been received from Agriculture & Farmers’ Welfare Department, Haryana in this regard.Representative of IF&CC, Haryana and Agriculture Department, Haryana may apprise the house in this regard.

COMPUTERISATION OF LAND RECORDS IN HARYANA – INTERFACE WITH BANKING SYSTEM-CREATION/ RELEASE OF ON-LINE CHARGE ON LAND HOLDINGS

Creation of Charge over Agriculture land as Primary or collateral for availing Bank loan is one of the formalities to be completed by the farmers. Computerization of land records resulting in online access to land records, online creation of charge by lending institutions is expected to go a long way in facilitating smooth flow of requisite credit to Agriculture Sector. During the 135th meeting of SLBC Haryana held on 10.03.2016, Dr. Rakesh Gupta, General Manager, Punjab National Bank requested the Land Record Department to provide the User ID and Password to the Lending Institutions so that they may able to have online access on the land record and may also be able to create online charge on the land record of borrowers in order to avoid double or multiple financing on the basis of Mortgage of some property/Land.SLBC Secretariat has taken up the issue with Revenue Department, Haryana vide communications dated 15.6.16 and 18.7.16 but any communication from the Department is yet to be received.The Representative from Department of Land Records, Haryana may provide latest update on the issue to the house.The House may discuss.

SLBC Secretariat has been regularly following up with Revenue & Disaster Management Department Haryana (Communications dated 13.04.16, 12.05.16, 22.06.16, 19.07.2016, 23.08.16, 03.09.16 and SLBC meeting dated 15.11.16) for clarifying whether charge is to be created on the agriculture land against which financial assistance is to be provided by the banks, as per section 4 (1) of the HACOMP Act, 1973 and whether such creation of charge will be a valid charge under the act that means when borrower defaults in repayment of bank dues the bank can sell the related property as per the provision of the law as in the case of Registered Mortgage or by execution of registered mortgage deed as being done by banks as per prevailing practice.

But the necessary clarification has since not been provided by the Department so far resulting in further delay in conveying the same to the SLBC member banks operating in the State of Haryana facilitating them agriculture financing.2. Revenue & Disaster Management Department Haryana is

requested that in case of declaration of any natural calamity in the State of Haryana or any part of the State of Haryana, a copy of the Notification issued by the Department/Government of Haryana may please immediately be provided to SLBC Secretariat for convening Special SLBC meeting and onward communication to the Lead District Managers for convening Special DCC/DLRC meeting.

PROGRESS OF RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs) –DEC., 2016

 In the State of Haryana, RSETIs are functioning in all 21 districts of the state. From the progress report of RSETIs upto Dec., 2016, it has been observed that:-

- 2960 training programmes of Skill Development have been organized upto Dec., 2016 wherein 83070 trainees participated.

- 12282 trainees have been financed by the banks to start their Enterprises, 34363 trainees have set up enterprise with their owned funds and 5052 trainees got wage employment.

- Settlement rate is 62%.- Out of the total 83070 trainees, 29185 were from SC/ ST

category, 22801 from OBC, 6119 from Minority and 24965 were from other categories.

- 43198 women & 364 Handicapped persons have also been provided training for self-employment.

- 3684 trainees have also been sponsored by KVIC/KVIB/DIC. Performance of the RSETIs functioning in the State up to Dec., 2016 is given on Annexure No.22.1 (P-152). The House may review. AGENDA ITEM NO. 19.2

DISPOSAL OF LOAN APPLICATIONS SPONSORED/REFERRED BY RSETIs OPERATING IN THE STATE OF HARYANA

In the 137th SLBC Meeting held on 12-08-2016 issues relating to Settlement and Credit Linkage of RSETI trainee were deliberated and decision emerged to implement were conveyed to all Controlling heads of banks.To improve the settlement rate of RSETI trained candidates, bankwise pendency has been collected from RSETIs and compiled by SLBC Secretariat. Bankwise and districtwise progress alongwith the pendency is given on Annexure No.22.2-22.3 (P 153-154). From the progress it has been observed that:-

- During the current financial year and upto Dec., 2016, 2528 loan applications of RSETI trained candidates have been sponsored to various banks operating in the State of Haryana.

- Out of 2528, 549 loan applications have been sanctioned and disbursement has been made to 512 applicants.

- 362 applications have been rejected.- 1617 Applications were still lying pending for disposal with

various branches of banks in the State. A copy of the progress report has been forwarded to the concerned banks with a request to advise their branches in the respective districts

to dispose of the applications lying pending with them so that the settlement rate of RSETI Trained candidates could be improved further for making them self-reliant.Controlling heads of SLBC Member banks are again requested to advise their branches to:-

1) Sponsor/ Refer, Candidates to RSETI for Training/Skill Development being conducted for different fields in RSETI’s.

2) Dispose of the Loan Applications of RSETI trained Candidates Sponsored by RSETI’s on Priority.

3) Rejections of RSETI Loan applications are to be considered by Next higher authority at Controlling Level.

The Controlling Heads of the SLBC Member Banks are requested to confirm issue of directions to their branches in this regard.

The Lead District Managers are advised to obtain the details of pending cases from the respective RSETIs and get the pendency cleared from the concerned banks. LDMs to ensure that pendency in such cases should not be more than 15 days. AGENDA ITEM NO. 19.3

ISSUES HINDERING THE CONSTRUCTION OF RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs) BUILDING

The following issues hindering the construction process of RSETI buildings in the State of Haryana were being taken up with various departments of Govt. of Haryana:-

- Obtaining CLU for the land where RSETI building is to be constructed.

- Payment of CLU charges- Sanction of electricity loads/water supply on commercial basis- Payment of charges/taxes for getting the maps of RSETI buildings

passed from respective Municipal Corporations/Committees/Department of Town & Country Planning.

The above issues were discussed in the meetings held with different Departments of Govt. of Haryana and as decided in the meeting held on 03.08.2016 under the Chairmanship of Shri Sanjeev Kaushal, IAS,

ACS, Finance, Director General, Town & Country Planning Department, Haryana, Chandigarh vide office order dated 19.10.2016 delegated to District Level Clearance Committee (DLCC) headed by the Deputy Commissioner to approve change of land use applications for setting up of Rural Self Employment Training Institutes (RSETIs) upto one acre.From the above letter it has been observed that some stipulations have been imposed due to which the decision can’t be taken up by the District Administration. For example Agriculture land is not covered and empowered to deal at District Level whereas RSETIs are meant for rural areas and the State Government (Gram Panchayats) has provided the land for construction of RSETI which is shown as Agriculture Land in the Revenue records.It is submitted that this clause should be exempted.

It is also one of the conditions that village road of 33 ft. is a pre-requisite whereas mostly 27.5 ft road is available in the villages/towns. This condition should also be exempted/waived. Though for construction of RSETIs building, RSETI may leave 6-8 ft land without construction adjoining to the road but it is not possible for the RSETIs to get no objection to leave the area from the beginning of the road till RSETI land from the other landholders.Further, the following issues are still pending for decision/resolution:-

- Payment of CLU charges should be waived.- Sanction of electricity loads/water supply on domestic rates-

MORD,Govt. of India vide its letter dated 15.09.2015 had advised all the State Governments as under:-“Difficulty in constructions of RSETI Premises-It has been brought to our notice that wherever RSETIs have been allotted land and constructed the RSETI premises; demands for water and electricity charges are raised at commercial rates. It is clarified that RSETIs are engaged in training unemployed youth, as per Govt. of India guidelines and as such, they should not be treated as commercial establishments and hence charges as applicable to domestic rates need only be collected.”

NATIONAL RURAL LIVELIHOOD MISSION (NRLM)

To review the performance of banks under NRLM and NULM upto the period ended Dec., 2016, a meeting of Sub Committee to SLBC Haryana was held on 30.01.2017.

During the deliberations in the meeting, the Controlling heads of banks/Representative of HSRLM were requested to ensure:--

1. That the applications lying pending with branches of their bank for more than one month are disposed of immediately and the applications lying pending for less than one month should also be disposed of on merits before the close of the current financial year. Bankwise and branch wise pendency received from HSRLM has been forwarded to the concerned banks for reference.

2. That to clear the pendency of applications, District Programme Managers of HSRLM should visit Lead District Managers’ Office for review of progress on each Thursday of second week of every month and in case it is non- working day than they should visit the LDMO on the next working day.

3. That the exercise of assigning correct codes to all of the SHGs is completed immediately by the branches of all banks as per the codes given in the booklet provided by SLBC enabling the SHGs to avail the benefit of interest subvention. Further, a circular in this regard should also be issued by the Corporate Office of the respective bank for guidance of the field functionaries/branches of the bank operating in the State of Haryana.

4. A circular with regard to exemption/waiver of stamp duty on credit linkage of women Self Help Groups should also be issued by the Corporate Office of the respective bank on the basis of the Govt. of Haryana notification dated 04.07.2016 issued in this regard, for information and guidance of the field functionaries/branches of the bank in the State.

5. Their bank branch offices in district Bhiwani, Jhajjar, Mewat, Karnal, Jind and Mahendergarh apply the interest rate of 7% p.a. accordingly and claim the interest subvention to the extent of difference between the Weighted Average Interest Charged (WAIC as specified by Department of Financial Services, Ministry of Finance for the year 2016-17. In other districts falling in category-II, the interest subvention is to be made available by HSRLM for credit to the SHG loan accounts repaying regularly on the basis of data provided by the banks to the NRO.

6. That their best SHG performing branches are awarded suitably as per the scheme of their bank.

PROGRESS UNDER SELF HELP GROUPS (SHGs)

A target of 5000 and 10000 for Saving & Credit Linkage of Self Help Groups for the financial year 2016-17 has been allocated for the State of Haryana by NABARD. From the progress report of Self Help Groups (SHGs) upto the period ended Dec., 2016 (2016-17), it has been observed that against the target of Saving Linkage of 5000 SHGs, banks have saving linked 1906 SHGs and 43047 SHGs have been reported saving linked since inception of the scheme. Out of these, 19565 SHGs are NRLM compliant.Similarly, against the target of Credit Linkage of 10000 SHGs, banks have credit linked only 1254 SHGs during the period ended Dec., 2016 (2016-17) and 30110 SHGs have been reported credit linked since inception of the scheme. Out of these, 10581 SHGs are NRLM compliant.Bank wise progress under Saving and Credit Linkage of Self Help Groups (SHGs) is given on Annexure No. 24 (P-159).

Digital India Programme has been launched by Govt. of India under which all schemes and programmes are being digitalized by Govt. of India. Under this process, NABARD is digitalizing SHG data in 22 districts of the country including District Ambala in Haryana State. After collecting SHG Data of district Ambala, the same is to be uploaded in soft form on website”E-Shakti.nabard.org.”. NABARD has selected Two Project Implementing Agencies (PIAs) Ujala Welfare Committee and Infosys Federation & Educational Council. The projects of these PIAs have been approved by NABARD. These agencies are forming SHGs in the District and after collection and compilation of SHG data of District Ambala will be uploaded on the website.4th & 5th meeting of PIMC on Eshakti Phase-II-Digitization of SHGs in Ambala District were held on 29.11.2016 and 13.01.2017. During the deliberations in the meeting, the representatives of banks and NULM were requested to ensure:-

1. That the applications lying pending with branches of their bank are disposed of immediately no application should remain pending as at March, 2017.

2. That maximum applications are sponsored by the Nodal agency by December of each year so that the banks could get sufficient time for disposal of the loan applications.

3. To get the pendency of applications cleared at the earliest, the District Level Field functionaries of NULM (SUDA) should visit Lead District Managers office for review of progress on Thursday of each second week of every month and in case it is non-working day than they should visit on the next working day.

4. Field functionaries of NULM to maintain close liaison with Lead District Managers for discussing and resolving the issues in BLBC/DLCC/DLRC meetings.

5. That bankwise and branch wise pendency should be provided by the Nodal Agency i.e. SUDA (NULM) to the concerned banks and Lead District Managers on monthly basis for their quick disposal.

From the above it is observed that:-1) Against the target of 3750 individual beneficiaries 2003

applications have been sponsored. Out of these, only 322 cases have been sanctioned out of which 217 cases have been disbursed. 156 Applications have been rejected and 1525 and 105 cases were lying still pending for sanction and disbursement respectively with the banks as at Dec., 2016.

2) Similarly, against the target of 176 Group beneficiaries, so far 51 applications have been sponsored. Out of 51, 11 applications have been sanctioned and only 1 application has been disbursed. 40 and 10 cases were still lying pending for sanction and disbursement respectively with various bank branches as at Dec., 2016.

3) 113 SHGs have been formed under NULM and No loan application of Self Help Group (SHG) has been sponsored upto 31.12.2016 against the target of 500.

Bankwise/Districtwise progress/pendency as at Dec., 2016 provided by SUDA has been forwarded to the SLBC Member banks and LDMs by SLBC Secretariat on 24.01.2017 with a request to advise their field functionaries for disposal of the pending applications at the earliest and disbursement of sanctioned cases without further delay and

PRIME MINISTER EMPLOYMENT GENERATION PROGRAMME (PMEGP)-PROGRESS UPTO THE PERIOD ENDED DEC., 2016

 A meeting to review the progress under Pradhan Mantri Employment Generation Programme (PMEGP) was held on 13.01.2017 at Haryana Civil Secretariat under the Chairmanship of Shri Devender Singh, IAS, Principal Secretary, Industries and Commerce, Haryana. In this meeting controlling heads/representatives of banks having pendency of PMEGP cases also participated. Principal Secretary, Industries and Commerce, Haryana advised the Nodal Agencies to forward all cases to the DTFC by 25.01.2017 and ensure that no case remains pending with them. He advised the Controlling heads of banks to ensure that:--No Margin Money claim pertaining to the FY 2015-16 is pending with any of the bank branches. All pending MM claims alongwith the requisite details i.e. IFSC Code and Transit Account No. etc are submitted to KVIC Ambala immediately.-No application forwarded during the year 2015-16 remains pending for disposal.-Margin money claims pertaining to the cases sanctioned during the year 2015-16 and cases forwaded offline from 01.04.16-30.06.16 are sent to KVIC Ambala for uploading on the PMEGP e-portal.-All pending cases forwarded offline (01.04.16-30.06-16) should be disposed of immediately without any further delay i.e. either they should be sanctioned or returned to the Nodal Agencies with reasons.-All pending applications/cases forwarded online (since 01.07.2016) should be disposed of (sanctioned/rejected) by 31.01.2017.-If any case is forwarded to any branch wrongly, the same may immediately be returned to the Nodal Agency.-Sanctioned cases are uploaded on the PMEGP e-portal so that bankwise progress is actually reflected and pendency is reduced accordingly.

Further, a special meeting of LDMs of Haryana was convened under the Chairmanship of Convener SLBC, Haryana on 07.02.2017 in which apart from LDMs, State Director, KVIC and representatives of Department of Industries, Haryana also participated. LDMs were advised to monitor the progress from PMEGP E-PORTAL (Sensitized about the operational part of the portal by the representative of KVIC during the meeting) on daily basis and ensure to get all pending cases disposed of by the end of Feb., 2017 and the sanctioned cases disbursed by 15th March, 2017 so that target allocated to the State of Haryana could not only be achieved but surpassed. Representatives of KVIC/DIC may apprise the house in this regard.

As already informed that an E-Portal for submitting loan application under PMEGP has been made operationalized w.e.f. 01.07.2016 and all applications received under PMEGP must be entered in the e-portal. Only such applications will be entertained which will be entered in the e-portal.  The procedure for entering the applications is as under:-

1. Open the website "www.kviconline.gov.in"2. On home screen click on "PMEGP"3. On PMEGP e-portal, Click on "bank login" link

given on right corner.4. Enter IFSC Code of branch as USER ID.5. Enter email ID of the branch as PASS WORD. 6. SUBMIT

Branch will receive the one time pass word within one day and after that all applications received under PMEGP must be entered in this portal. Convener bank has already conveyed these instructions to all the member banks and have requested to reiterate the same among the branches of their bank and instruct them for meticulous compliance of the same.For any technical support send mail to [email protected] from your branch email id with IFSC code, branch name, contact person name, designation and contact number.Member banks are again requested to percolate these instructions to the branches of their bank for meticulous compliance.

disbursed. 2374 (986+1388) cases have been rejected/returned and 6850 & 486 cases were pending with banks for sanction and disbursement respectively as at Dec., 2016. 

Bankwise/Districtwise pendency has been forwarded to the concerned banks by SLBC Haryana Secretariat on 19.01.2017 with a request to advise their branches to dispose of the pending cases at the earliest.The bankwise/districtwise details of pending cases are given on Annexure No.28.1-28.2 (P 174-175). SLBC Member banks are again requested to advise their field functionaries to dispose of the applications lying pending with them for sanction on priority and disburse the sanctioned cases at the earliest so that the target allocated to their bank and the State of Haryana could be achieved. The house may discuss.

AGENDA ITEM NO. 27

PROTECTED CULTIVATION IN HARYANA- BANKABLE PLAN FOR 2016-2017

Bankwise Targets for financing under Bankable Plans for Protected Cultivation/Poly Houses for the year 2016-17 have been allocated by NABARD which have been incorporated in the progress report for the quarter ended Dec., 2016 given on Annexure No.29 (P-176)

However, from the progress report received from banks, it has been observed that the achievement of banks under Naturally Ventilated Poly House Model (NVPH) upto the period ended Dec., 2016 is 60 units amounting to Rs.3117 lacs against the target of 1007 units with an amount of Rs.2346 lacs respectively.

Similarly, the achievement of banks under Walk in Tunnel Model (WIT) upto the period ended Dec., 2016 is 7 units amounting to Rs.56 lacs against the target of 371 units with an amount of 557 lacs respectively.The House may review.AGENDA ITEM NO. 28

From the Progress report received from the National Horticulture Board, RO Chandigarh it has been observed that 18 LOIs (PNB-4. Andhra Bank-2, CBI-3, SBOP-1, IDBI Bank-1 & RBL-7) have been issued in the State of Haryana during the period ended Dec. 2016 under NHB Scheme No.1 and No LOI has been issued under NHB Scheme No.2. Total Subsidy amounting to Rs.268.133 lacs in 16 projects under NHB Scheme 1 and Rs.132.5 Lacs in 2 projects under Scheme 2 has been released by National Horticulture Board during the current financial year upto the period ended Dec., 2016 (2016-17).Details of Bankwise Letter of Intents (LOIs) issued and subsidy released during the period ended Dec., 2016 is given on Annexure No.30.1-30.2 (P 177-178).Controlling heads of concerned SLBC member banks are requested to advise their field functionaries to sanction loans against the LOIs issued on merits at the earliest.The representative of National Horticulture Board may apprise the house in this regard.The house may discuss.

OBSERVATIONS: 18535 Recovery Certificate cases amounting to Rs.679.94 crore

were pending as at 31.12.2016 as against 20034 cases involving Rs.538.58 crore as at March, 2016.

During the period ended Dec., 2016 (01.04.16-31.12.2016), banks have filed 5413 Recovery Certificate Cases amounting to Rs.345.40 Crore. As many as 6912 cases amounting to Rs.204.04 Crore have been disposed of during the period ended Dec., 2016 (01.04.16-31.12.2016).

1550 Cases involving an amount of Rs.59.36 crore are pending for more than three years.

Revenue Department, Haryana has been regularly following up and issuing instructions to all Deputy Commissioners of the State for early disposal of the recovery certificate cases lying pending in their respective districts. Offices of Deputy Commissioners are also sending progress report to SLBC regularly. Earlier, SLBC has been obtaining pendency of cases filed under HACOMP Act from the LDMs but due to non receipt of the same from the DCOs of banks, LDMs are not in a position to submit proper information.

SLBC Secretariat has requested the Controlling Heads of SLBC member banks to provide districtwise details of recovery certificate cases which are lying pending but majority of the banks have not submitted the details of pending cases.

Controlling heads of banks are once again requested to advise their field staff/DCOs to keep close liaison with LDM/Revenue Authorities for disposal of the pending cases filed by their bank and also provide Districtwise details of pending cases for taking up the matter with Revenue Department, Haryana accordingly.

Disposal of cases filed by banks before Chief Metropolitan Magistrate(CMM)/District Magistrate(DM) under Section 14 of the SARFAESI Act, 2002.

Revenue Department, Haryana has also issued instructions to all Deputy Commissioners of the State for early disposal of the case filed by banks before Chief Metropolitan Magistrate (CMM)/District Magistrate (DM) under Section 14 of the SARFAESI. Offices of Deputy Commissioners are also sending progress report to SLBC.

SLBC Secretariat has requested the Controlling Heads of SLBC member banks to provide districtwise details of cases filed by their bank before Chief Metropolitan Magistrate (CMM)/District Magistrate (DM) under Section 14 of the SARFAESI Act, 2002 which are lying pending but majority of the banks have not submitted the details of pending cases.

Priority Sector Guidelines for MSME Sector In terms of circular FIDD.CO.Plan.BC.54/04.09.01/2014-15 dated April 23, 2015 on ‘Priority Sector Lending - Targets and Classification’, bank loans to Micro, Small and Medium Enterprises, for both Manufacturing and Service sectors are eligible to be classified under the Priority Sector as per the following norms:- Manufacturing Enterprises The Micro, Small and Medium Enterprises engaged in the manufacture or production of goods to any industry specified in the first schedule to the Industries (Development and Regulation) Act, 1951 and as notified

by the Government from time to time. The Manufacturing Enterprises are defined in terms of investment in plant and machinery.

Service Enterprises Bank loans up to Rs.5 crore per borrower/unit to Micro and Small Enterprises and Rs.10 crore to Medium Enterprises engaged in providing or rendering of services and defined in terms of investment in equipment under MSMED Act, 2006. In terms of the recommendations of the Prime Minister’s Task Force on MSMEs, banks are advised to achieve: (i) 20 per cent year-on-year growth in credit to micro and small enterprises, (ii) 10 per cent annual growth in the number of micro enterprise accounts and (ii) 60% of total lending to MSE sector as on preceding March 31st to Micro enterprises It is further advised that banks should open more SME focused branch offices at different MSE clusters which can also act as Counseling Centers for MSEs. Observations: In the State of Haryana, banks as at Dec., 2016 have provided

credit to 419857 Micro Enterprises as against 339657 units as at Dec., 2015 thus registering annual growth of 24% against the target of 10%.

The share of micro enterprise advances to total MSE advances as at Dec., 2016 is 45% against stipulated level of 60%.

YoY growth in credit to MSEs as at Dec., 2016 is 1.4% against the target of 20%.

Lead District Managers of District Gurgaon and Yamuna Nagar have not revised/fixed the target of MSME. They are once again advised to allocate the targets and convey the same to SLBC Secretariat for incorporating the same in the agenda papers of next SLBC, Haryana meeting accordingly.During the deliberations of 137th & 138th meetings of SLBC Haryana held on 12.08.2016 and 15.11.2016, all LDMs, except LDM Karnal and Gurgaon were advised to organize the meeting in the MSME Cluster of their respective districts so as to resolve the issues coming in the way of financing under MSME Sector but no LDM has reported organizing meeting in the MSME clusters in their respective districts.LDMs may apprise the house in this regard.

CREDIT LINKAGE OF UNIDENTIFIED/UNRECOGNIZED MSMES CLUSTERS

Reserve Bank of India, Chandigarh vide letter dated 15.7.2016 had advised SLBC to initiate Steps for credit linkage of Unidentified/Unrecognized MSMEs clusters in District Gurgaon, Hisar, Panchkula and Panipat in order to facilitate availability of banking outlets and credit flow in such clusters.SLBC has advised Lead District Managers of these districts to obtain the status of their credit linkage and submit the report to SLBC Secretariat for onward submission to RBI Chandigarh accordingly.They have also been advised to organize the meetings in the MSME clusters and list out the problems being faced by them and take steps to ensure that the same are resolved and their credit linkage with banks is accomplished.

CREATION OF SEPARATE WEBSITE FOR MICRO ENTERPRISES

During the deliberations of the Empowered Committee meeting held on 15.09.2015 at Reserve Bank of India, Chandigarh SLBC has taken up the matter for creation of separate web-site for Micro Enterprises in Regional Language enabling each entrepreneur for update knowledge of latest changes/guidelines.

In the meeting of Empowered Committee (EC) of MSMEs for the State of Haryana, Punjab & Chandigarh on 03.10.2016, the Chairman of the meeting has advised their Financial Inclusion Development Department (FIDD) to take up the matter with Department of Industries & Commerce, Haryana.

Representative of Reserve Bank of India is requested to apprise the house in this regard.

Bank wise information is as per Annexure No. 33.7 (P-190) The study of above data reveals that banks have disbursed loans up to Rs.10 lakh to 92419 MSE units during the period ended Dec.,16 against 81742 units during the corresponding period last year. Similarly, the collateral free loans have been provided to 89141 units (96% of the total units) amounting to Rs.159898 lac (92% of the total amount financed) during the period ended Dec., 16.The following banks have not granted 100% collateral free loans to MSEs (Upto Rs.10 lacs):-Public Sector BanksAndhra Bank (65%) Bank of Baroda (89%) Bank of India (92%) Bank of Maharashtra (97%), Canara Bank (91%), Dena Bank (16%), OBC (63%), P&SB (94%), SBBJ (73%), State Bank of Hyderabad (24%), State Bank of Travancore (39%), Syndicate Bank (91%), Union Bank of India (76%), United Bank of India (29%) and UCO Bank (90%). Private Sector BankAxis Bank (0%), J&K Bank (54%) and Karnataka Bank (7%).In terms of extant guidelines of RBI, loans upto Rs.10 Lac to MSE units have mandatorily to be provided collateral free. This aspect is being repeated in each SLBC meeting. Controlling heads of banks are requested to ensure that 100% collateral free loans upto Rs.10.00 lakh are granted by all branches of their bank.

Bank-wise data on loans disbursed and outstanding as at Dec., 2016 is given on Annexure No.34.1-34.3 (P 192-194).It is observed that the total outstanding to Minority Communities in the State is Rs.10006.75 Crore to 852419 beneficiaries as at Dec., 2016. An amount of Rs.2243.70 crore has been disbursed to 95557 persons during the period ended Dec., 2016 (2016-17).

YOY growth is 5% and %age of amount advanced to minority communities to total priority sector advances is 8% which needs strenuous efforts by banks for considerable improvement.Member Banks are requested to advise the branches in the State to extend more credit to minority community for their economic development as Govt. of India wants that at least 15% of the Priority Sector Advances should go to Minority Communities. DATA ON MINORITY COMMUNITIES IN IDENTIFIED DISTRICTS OF MEWAT AND SIRSA & OTHER MINORITY CONCENTRATED DISTRICTS OF HARYANA

The RBI has identified 121 districts with concentration of Minority Communities, out of which, two districts of Haryana i.e. Mewat and Sirsa have been identified for this purpose. During the deliberations of 136th Meeting of SLBC Haryana held on 13.05.2016, the then ACS, Social Justice & Empowerment Department, Haryana advised SLBC to review the progress of other districts wherein more than 25% of the population belongs to Minority Communities.For the quarter ended Dec., 2016, financial assistance provided to Minority Communities in District Mewat, Sirsa, Fatehabad, Yamuna Nagar, Kaithal and Palwal has been compiled. FINANCIAL ASSISTANCE TO WOMEN BENEFICIARIES

The empowerment of women is one of the primary objectives of Government of India. RBI has already issued instructions to the banks to advance at least 5% of their Net Bank Credit to Women Beneficiaries. This aspect is being monitored both at DCC and SLBC levels. cum debit cards to 95% of the total eligible KCC holders by 31st Dec., 2016.

It has been observed from the progress reports received from banks that out of 2058915 eligible KCC holders banks have issued only 497730 Rupay ATM cum debit cards upto Dec., 2016 i.e.24%. It has been observed that HARCO Bank has maximum KCC holders i.e. 1316152 but they have issued only 100 Rupay Debit cum ATM Cards. Member banks are requested to issue Rupay Cards to remaining eligible KCC holders expeditiously.

CHARGING UNIFORM FEES BY BANKS FOR LEGAL OPINION

During the deliberations held in the Meeting of Empowered Committee (EC) on RRBs which was convened by RBI Chandigarh on 23.06.2016 SLBC Haryana was requested to take up the matter with SLBC member banks to consider uniformity in fees charged by them for obtaining legal opinion and mortgage in agriculture loans along the lines of State of Punjab where a fee of Rs.1100/- (Rs.One thousand one hundred only) has been fixed for this purpose.The issue was discussed in the 137th meeting of SLBC Haryana held on 12.08.2016 and it was decided by the house to take up the matter with the Office of Chief Secretary Haryana with a request for taking up the issue with Bar Council of Haryana for charging nominal fees from the farmers for obtaining legal opinion for non-encumbrance and creation of mortgage in agriculture loans.Convener SLBC vide its letter dated 23.09.2016 and 30.01.2017 has requested Additional Chief Secretary, Finance, Govt. of Haryana to take up the matter with the State Government/Chief Secretary Haryana alongwith their recommendations for favourable consideration keeping in view the welfare/interest of the farming community.

LOANS GRANTED TO DISABLED PERSONS AT NHFDC RATE UNDER TIE UP ARRANGEMENT

NHFDC functions as an apex institute for promoting economic development activities and self employment venture for the benefit of Persons with Disabilities (PWDs). The fund is channelized through State Channelizing Agencies (SCA) nominated by the respective state/ UT Government(s). NHFDC also provides grants for skill training of disabled persons. The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.With a view to make this segment of population economically independent in the state of Haryana, NHFDC has tied up with Sarva Haryana Gramin Bank and Haryana Gramin Bank for flow of collateral free concessional credit (interest rate of 4-8%p.a) to PWDs for self employment under credit guarantee scheme of Government of India. The bank will also extend education loan to eligible students with disabilities for higher education in India and abroad at an interest rate of 3.5-4% p.a only. The entire loan extended to PWDs for above purpose shall be refinanced by NHFDC to the concerned bank. Also the partner Banks will be able to earn 3% interest margin on above loans extended to PWDs.Any Bank interested to sign agreement with NHFDC for flow of concessional credit to PWDs may contact the office of Ministry of Social Justice and empowerment. SWAROZGAR CREDIT CARD SCHEME (SCC) – NODAL AGENCY: NABARD

The matter for allocation of targets under Swarozgar Credit Card Scheme for the financial year 2016-17 was taken up with NABARD, Regional Office, Chandigarh. It has been informed by NABARD Regional Office, Haryana that the scheme is under review and the targets shall be intimated at a later stage.The progress achieved in implementing Swarozgar Credit Card Scheme up to the period ended Dec., 2016 reveals that 1262 Swarozgar Credit Cards have been issued. Member Banks are requested to issue necessary instructions to their branches to improve the progress under the scheme so that targets allocated by NABARD could be achieved. However, target allocated during the previous year i.e. 25000 has been placed in the annexure. NABARD, Regional Office, Haryana is requested to convey the targets for the FY 2016-17 to SLBC Haryana Secretariat for onward communication to the member banks.

PERFORMANCE IN IMPLEMENTATION OF NAYAK COMMITTEE NORMS

During the current financial year upto 31.12.2016, Banks have sanctioned working capital limits to 12099 small manufacturing units amounting to Rs.1758 Crore out of which 10848 small manufacturing units with working capital limits amounting to Rs.1537 Crore were sanctioned as per Nayak Committee Norms. Thus, banks have sanctioned 90% cases as per Nayak Committee Norms during the period under review. Bank-wise data is given in Annexure No. 44 (P-209)

During the period ended Dec., 2016 banks have disbursed loans amounting to Rs.142 crore to 1809 beneficiaries as compared to Rs.64 Crore disbursed to 1773 beneficiaries during same period of last year. Out of 1809 beneficiaries, the share of SC/ ST is 13%.

Controlling heads of banks are requested to further increase the credit disbursement under this sector as loans are fully secured and percentage of Recovery is also satisfactory. Banks have issued 181180 cards amounting to Rs.329026 Lacs upto 31.12.2016 since inception of the scheme. Since there is great thrust of Department of Financial Services, MOF, GOI and RBI on total Financial Inclusion, banks are requested to issue maximum number of GCCs to the people in the Rural Area having no land to start their income generating activity. During the FY 2016-17 and Upto the ended Dec., 2016, banks have issued 2399 cards amounting to Rs.609 lac. The cumulative progress under ACC scheme since its inception is 7687 cards amounting to Rs.4127 Lakh of which 191 cards are covered under CGTMSE with an amount of Rs.189 lac. Major participating banks in the scheme are PNB (2594), SBOP (1333), SBI (624), SBBJ (327) Syndicate Bank (405), Bank of India (183), Bank of Baroda (134) and UCO Bank (92).Bank-wise position is given at Annexure No. 49 (P-214)

It may be observed from the above data that the no. of KCCs outstanding as on 31.12.2016 (2406677) is more than the no. of farmers in the State.
