MEGHALAYA STATE AQUACULTURE MISSION (MSAM) POST- LAUNCH DEVELOPMENTAL PROGRAMMES UNDERTAKEN March 2012 to June 2013 The Meghalaya State Aquaculture Mission was launched on the 5 th March, 2012 at Polo Ground Shillong together with the release of the Meghalaya State Aquaculture Mission Document. MEGHALAYA STATE AQUACULTURE MISSION (MSAM)

POST- LAUNCH DEVELOPMENTAL PROGRAMMES

UNDERTAKEN

March 2012 to June 2013

The Meghalaya State Aquaculture Mission was launched on the 5th

March, 2012 at

Polo Ground Shillong together with the release of the Meghalaya State Aquaculture Mission

Document. The function was inaugurated by the Hon’ble Dr. Mukul Sangma Chief Minister

of Meghalaya and Minister i/c Fisheries accompanied with his cabinet Ministers, Chairman

State Planning Board, Parliament Secretaries, Public Representatives, Chief Secretary

Government of Meghalaya, and a host of Senior Government Officials invitees etc. attended

by thousands of public, NGOs, SHGs, Cooperative societies, well wishers and others.

In order to achieve the objectives of the Meghalaya State Aquaculture Mission

(MSAM) the following programmes have been implemented so far through various Mini

Missions as indicated below:-

A. Mini Mission- I: Area and Productivity Expansion

(i) A total of 37121 nos. of Potential Fish Farmers all over the State have registered

through these campaigns with the Department. The details are as follows:-

(ii) Area expansion through Individual Ponds:

With a view to achieve the target under Area Expansion individual fish ponds

are being assisted under State Livelihood Mission (SPA) 2010-2011, Value Chain

Management. The details are as follows:

Total Water area covered in Ha = 561.80 + 26.2 + 90 = 678

Subsidy assisted (Rs in Lakhs) = 3033.72 + 117.9 + 485.99 = 3637.61

(i) Area expansion through community water bodies

Technical manual/guidelines on the technical aspects of the scheme, norms,

implementation process etc. have been prepared and hosted on the website. Advertisement for

the scheme has been floated and about 200 applications have been received in all the district

of the state. The applications are being currently enquired by the respective Supdt. of

Fisheries-cum-DEOs and the feasible ones will be placed in the respective DAMCs for

recommendation. The recommended projects will be assisted as per norms of the MSAM

during 2013-14.

B. Mini Mission- II: Critical Infrastructure Development.

(i) Establishment of Fish Seed hatcheries in Private sectors:

12 (twelve) entrepreneurs will be assisted for Establishment of Fish Seed hatcheries

during 2011-12 & 2012-13. Selection of the beneficiaries is on the basis of the Technical

Manual/Guidelines already prepared by the Department. The entrepreneurs have been trained

at Kalyani West Bengal CIFA and CIFA Headquarter Bhubaneswar. All training expenses

are borne by the MSAM.

Through the commissioning of these 12 Eco-hatcheries about 2.8 crores of fingerlings

will be produced which will cater to the requirement of 28,800 fish farmers with ponds of 0.1

ha each. Fish seed production will commence from this year 2013-14. The details are as

follows:-

8 (eight) entrepreneurs have already been trained at Kalyani West Bengal during

2012-13 and 4 (four) more are currently undergoing training at CIFA Bhubaneswar w.e.f 8th

July, 2013 to 12 July, 2013

The 1st Eco-hatchery for Fish seed production of Shri Alexander Syiem at

Nongkohlew village was inaugurated by the Shri W.M.S. Pariat Chief Secretary Government

of Meghalaya on the 8th

June, 2013. Through the commissioning of this hatchery about 24

lakhs of fingerlings will be produced annually which will meet the requirement of 2400

(approx) fish ponds of 0.1 ha water area each.

Hills, targeted to be commissioned in July 2013

The remaining 3 (three) Eco-hatcheries assisted during 2011-12 one each for RBD,

SGH, and EGH are targeted to be completed within August 2013. The other entrepreneurs

assisted during 2012-13 are currently undergoing training at CIFA Bhubaneswar.

(ii) Establishment of Fabricated Reinforced Plastic (FRP) hatcheries in Private Sector:

Technical manual/guideline for the scheme has been prepared by the FFDA Shillong.

14 (Fourteen) entrepreneurs of the state are being assisted for the Establishment of Fabricated

Reinforced Plastic (FRP) hatcheries during 2012-13 based on the norms of selections as

embedded in the guideline. Training of the entrepreneurs has been conducted at “Meghalaya

State Fisheries Research and Training Institute (MSFR&TI) Mawpun.

Through the commissioning of these FRPs, 1.40 crores of fingerling will be

produced which will meet the requirement of 1400 fish farmers having a pond of 0.1 ha each.

(iii) Establishment of Fish Feed Mills in Private Sectors:

To meet the requirement of fish feed in the state, 7 (seven) “Fish Feed Mills” will be

set- up 1 (one) each in every District. During the current year 3 (three) Fish Feed Mills will

be set-up i.e., 1 (one) each for EKH, RBD and WGH. Advertisement inviting applications

from the interested entrepreneurs have been floated. A total of 11 (eleven) applications have

been received. The applications will be enquired by the Departmental field officials and the

feasible ones will be placed in the DAMC for recommendation. The recommended projects

will be assisted as per norms provided in the “Technical Manual/ Guidelines” of the MSAM

prepared by the FFDA. All these exercises are targeted to be completed within September,

2013.

(iv) Upgradation and Renovation of Departmental fish seed farm:

Upgradation and Renovation of Departmental farm to enhance fish seed production is

being taken up as follows

a. Umktieh Fish Farm

An amount of Rs 100 lakhs is budgeted for upgradation and renovation of

Umktieh fish farm (Ri-Bhoi District) during 2011-12. Presently the work is in

progress and expected to be completed within December, 2013.

b. Renovation of other Departmental fish seed rearing farms

Renovation of other Departmental fish seed rearing farms will be taken up

through NFDB sponsored schemes where an amount of Rs 38.034 lakhs has

already been released by NFDB to the Meghalaya State Aquaculture Mission

Mini Mission – III: Establishing sanctuaries for conserving the indigenous and endemic

species:

Technical manual/guidelines covering all important technical, financial, and

environmental aspects etc. of the scheme has been prepared by the Department.

During the current year (2013-14), 54 (fifty four) fish sanctuaries at an estimated cost

of Rs. 5.00 Lakh each will be created all over the state. The investment of Rs 5 lakhs will be

for minor civil works, other fishery oriented programmes as indicated in the guidelines.

D. Mini Mission IV: Capacity Building and Human Resource Development

i. Training of Departmental Officers

In order to acquaint themselves with the latest technology and to update their

knowledge on fisheries 29 (twenty nine) Departmental Officers/ FFDA officials have been

sent for training within the state, outside the state and outside the country.

ii. Training of Potential Fish Farmers:

a. Training at NIRD-Guwahati

Potential fish farmers covering all district of the state have been sent for training at

NIRD- Guwahati. Till date 913 persons have been trained under this institution.

b. Meghalaya State Fisheries Research & Training Institute, Mawpun Ri-Bhoi

The Meghalaya State Fisheries Research & Training Institute was inaugurated by Shri

Sniawbhalang Dhar Hon’ble Minister i/c PWD Government of Meghalaya on the 2nd

May, 2013. The Institution aims in imparting training to all the fish farmers, potential fish

farmers, of the state as whole. Similarly, specialized training for the progressive fish

farmers will also be organized in the near future where resource persons from ICAR

Umiam, Faculty of St.Anthony’s College Shillong etc. will be drawn.

Presently, training is being conducted by the Departmental officials, Programme

Managers of FFDA, where 2 (two) batches of fish farmers, potential fish farmers

comprising of 40 (forty) persons per batch is being organized. Till date, 160 numbers

have been trained and it is targeted that by the end of November 2013 about 560 fish

farmers will benefit from this Institution.

iii. Construction of Training Hall in other District

Construction of 2(Two) Training Halls i.e. 1 (One) each at Nongstoin (WKH),

Williamnagar (EGH), and Nongpoh (RBD) equipped with Hostel facilities etc. at an

estimated cost of Rs 40 lakhs each is under process.

iv. Electronic Gadgets

All District Head Qtrs./ Sub-Divisional Qtrs. are being provided with essential

computing infrastructure viz, Computers, Digital cameras, LCD Projectors, GPSs, etc

v. Awards

The Government of Meghalaya has decided to institute “Awards for excellence in

Fisheries Sector” to acknowledge, recognize and reward the extraordinary and innovative

work done by the fish farmers and fisheries organization in the state of Meghalaya.

Maximum 11 (eleven) awards will be given under the individual category @ one per district,

and 3 awards will be given in the category of groups/organizations across the state. Steps for

implementation of the scheme are under process.

E. Mini Mission V: Mass Media Campaign, Documentation and Outreach

(i) Outreach Programme/ Fish Festival.

2 (two) State Aqua-Fest will be organised during the month of September 2013 at

Shillong and on October 2013 at Tura respectively and 1 (one) Festival in each District

headquarter will also be organised. Preparatory phase in this respect is under process. 2 (two)

Committees for planning in holding the State- Aqua Fest at Shillong and Tura have been

constituted. The committees will submit their reports within 15th

July, 2013.

(ii) Workshops, Departmental meetings etc.

Till date 9 (nine) Departmental meetings/workshops to review the progress on the

implementation of MSAM schemes were held. These workshops also update the Department

on the actual progress made in the field through spot verifications conducted by the

Programme Managers in all districts of the state. Similarly, other issues concerning fishery

development in the state, target for completion of schemes, future plan of action etc. in

conformity with the objectives of the mission were discussed and decisions taken

accordingly.

(iii) Inauguration of 1st pond constructed under MSAM

Symbolic inaugurations of the 1st pond constructed under MSAM are being organized in

all the 11 (eleven) District of the state. So far, such inaugurations have been held at (i)

Mawtap village Sohiong under EKH, (ii) Wah Latyniong and Khlieh wahsniriang of EJH

(Khliehriat), (iii) Umtrew village of RBD, (iv) Marngor village Mawthadraishan of WKH.

The remaining will be completed within July, 2013.

(v) Theme song

A theme song of the Meghalaya State Aquaculture Mission titled “ Mission with a vision”

composed by the office of the FFDA Shillong and sung by the Programme Managers FFDA was

released by the Chief Secretary of Meghalaya Shri W.M.S Pariat on the 8th

June, 2013.. Apart

from an appeal for conserving aquatic-biodiversity of the state, the message of the song is to

capture publics’ participation in achieving the objective of the MSAM i.e., “Dependence to Self

sufficiency”

F. Mini Mission VI: Emerging opportunities in the Fisheries Sector:

(i) Aqua Tourism/ Aqua Parks: Through the Mission investments were made to develop Ja-

ud Community Pond under East Khasi Hills into an Aqua Parks/Aqua Tourism. Work is in

Progress.

Further, the following Aqua Parks/ Tourism will be developed during the current year

2013-14. Preparatory works for implementation of the scheme is under process.

Convergence of Aquaculture Mission with other Schemes, Agency and Department.

Proposals from the respective District Officers are being awaited in respect of different

Department, Tourism Department Etc. On receipt of proposals funds will be budgeted accordingly

www.msam.nic.in was launched on the 15th

October, 2012 by Shri W.M.S Pariat Chief Secretary

Government of Meghalaya in the presence of the Principal Secretary Fisheries Department and

officials of the Department/FFDA.
