We whole heartedly welcome the new entrants to the noble profession of modern medicine, needless to signify the aspect of continuous learning being an integral part of profession. The option currently receiving the most attention in our profession is a system

and assessing cost relative benefit to determine more expensive additional

cost. You must be awarded of our national health policies and your role in

implementation.

Present trend in our profession strengthens the tertiary care at the expense of

primary and secondary care. We have the responsibility to change the present

trend and enable the reorientation of health care towards the local health

AIM

Electro-Homoeopathy is harmless, herbal medical science. It has great benefits

for health. If people take Electro-Homoeopathic medicine they will get big

benefits for dreadful diseases. MEHP COUNCIL is being established for

promotion, development, research and spread its efficacy to the people.

ELECTRO-HOMOEOPATHY

This term is derived from 3 words-

ELECTRO comes from the electro bio-energy content extracted from plants and

the way that energy is extracted and made into remedies. The force of electro

bio-energy connects itself to any disturbance within the body and expels it from

the system. It thereby restores the organic tissues and nervous system to their

proper balanced state of health.

HOMOEO refers to the equilibrium or balance between the blood and

lymphatic systems and works towards “Homoeostasis” which is the correct

physical and chemical consistency of the body’s cells. This ensures that each

and every cell interrelates as it should so that the body functions at its best.

PATHY basically means a system of treatment. In short, Electro-Homoeopathy

is the system of natural medicines, made exclusively from plant extracts, by

which a healthy balance is achieved and maintained throughout the whole body.

The practice of Electro-Homoeopathy grew with the Italian Noble, Dr. Count

Ceasre Mattei who founded true Electro-Homoeopathy in the latter part of the

19th century in Bologna, Italy. Being strongly influenced by the philosopher

Paulo Costa, Count Mattei was motivated to devote his time and wealth to the

service of humanity. He built on the works of Indian metallurgists and

Ayurveda /Siddha practitioners, also on Paracelsus and Balroot but he focused

on preparing remedies extracted exclusively from plants. He called these

remedies Electro-Homoeopathic medicines. He called these remedies electro

homoeopathic medicines on own his experiments of 30 years which show in his

plants extract as vegetable electricity.

LEGAL STATUS OF ELECTRO HOMOEOPATHY

Electropathy is a new system of medicines that relies on remedies from non-

poisonous plants. Over 5000 colleges across the country are offering courses in

electropathy, with the most widely pursued one being Bachelor of

Electropathy Medicine and Surgery (BEMS), which has course duration of four

and a half years.

While contesting the issue of recognition of electro homoeopathy which has

come up before various high courts, its practitioners say that no law has

banned its practice and they are entitled to engage in a profession as

guaranteed by the Constitution. The right of Electro Homoeopathic

Practitioners are well protected under article 19(1)(g) of Constitution of India.

Page 19: MEHP HEALTH SCIENCES & RESEARCH COUNCIL

According to a notification 14015/25/96-U&H (R) (pt), electro homoeopathic

practitioner is not permitted to practice but the notification was challenged

through a written petition filed in 2008 in the Punjab and Haryana High court

and the verdict was that practice of Electropathy/Electro homoeopathy is not

prohibited in any state of India.

For practicing modern medicine or any other Indian system of medicine like

Ayurveda/Unani systems of medicine, registration is required under Medical

Council Act. For getting these registrations, the applicants should also possess

the prescribed qualifications also. But electro homoeopathy is an entirely

different system of medicine. Its practice is not controlled by any state in India.

It is not prohibited by any law also. Therefore, the petitioners have a

fundamental right under article (19) (1) (g) of the constitution of India to

proceed with the practice of the electro homoeopathy. Doctors can practice

electro homoeopathy by settled law of the Government of India which means

law allowed.

Supreme Court of India and Medical Council of India have declared on

February 14, 2003 that those who are having Community Medical Science

Certificate (CMS) or Rural medical practitioner (RMP) can do Practice on 42

drug groups of life saving drugs in Allopath. Metropolitan Session Court

Secunderabad recognised the Electro Homoeopathy Practice on 16 May

2001.The court also ordered that “Any council in India has no right to interfere

in the Practice.” Metropolitan Court, Secunderabad recognised the practice of

electro homoeopathy on October 23, 2000.

Calcutta High Court recognised the electro homoeopathy on May 7, 1999. High

Court of Jabalpur recognised the electro homoeopathy practice on March 19,

1999. Madras High Court on June 9 1998 had given the Judgment regarding

using the word Doctor before the name that, “Those who are practicing electro

homoeopathy system of medicine has right to ‘USE’ the word “DOCTOR”

before the name, by representing the symbol of “EH” (electro homoeopathic).

Page 20: MEHP HEALTH SCIENCES & RESEARCH COUNCIL

1. The registered Electro Homoeopathic practitioner is declared as a

qualified person to practice Electro Homoeopathic line of treatment

as provided by the Rules and Regulations of the MEHP COUNCIL

and shall not be convicted or punished by any Govt. in India, if

proves to be honest in discharging of his/her duty.

2. As per decision of Supreme Court of India, vide order no. V.

25011/276/2009-HR dated 05.05.2010 ordered that every state in

India can rightfully practice in Electro Homoeopathic medicine
