Meinhardt Planning and Urban Development (Meinhardt), is preparing a framework to manage growth for the town of Horsham, Victoria.

Horsham is largest town in the north-west of the state, and is currently experiencing pressure for growth and change. A strategic framework was required to identify priorities for growth and ensure that Council and the community were strategically positioned to determine Horsham’s future.

The scope of the project involves:

Preparation of a clear framework for Council to manage the ongoing growth of Horsham;

The preparation of maps and diagrams to assist in interpretation of the study and its implementation;

Recommendations on policies and procedure for Council to implement the findings of the project, including scope of any proposed changes to the Horsham Planning Scheme.

The project is of significant strategic importance to the Council and the community, and has required the provision of high level strategic planning and significant consultation and engagement. The project is estimated for completion during 2012.

01 MetrowestMeinhardt acted for the land owner to facilitate planning approval for the redevelopment of a major, strategic site in the Sunshine Activity Centre. The project is the first high density, mixed-use development for Sunshine and will provide a Green Star office building, ground level retail and residential apartments. Being a first for the area, the project involved an extensive and collaborative urban design workshop process with City of Brimbank during the pre-application phase to secure the successful outcome.

02 50 Claremont Street The challenge was to provide planning advice and statutory planning services to enable the use and development of the site as a multi-storey residential building and then project manage the application through to decision stage. It encouraged ‘Active Frontages’ at ground level in addition to the application of ESD guidelines to building design and made a major contribution to supporting the further development of the South Yarra Activity Centre. The application was approved without the need for any planning appeals to VCAT, resolved 1:100 flood issues and incorporated a hockey centre for the neighbouring Melbourne High School.

03 Wallan East Growth AreaMeinhardt is representing a private landholder consortium in through the planning and development of a 130ha parcel of land at Wallan East, in Melbourne’s northern growth corridor. We will be providing integrated greenfield planning and engineering solutions, and developing tailored methodologies for the consortium. We will also conduct complex stakeholder negotiations with key decision makers, and strategic and statutory assessment, utilising a wide variety of different statutory and regulatory frameworks. We will also deliver high quality, conceptual mapping products which can be used to improve decision making and communicate complex matters in a clear and logical manner.

04 Heyfield Structure PlanThe Structure Plan will guide the future use and development of the Heyfield Township for the next 20 years, and will provide the basis of a planning scheme amendment and update to Heyfield’s Settlement Strategy.

We looked beyond the client brief to create a more holistic and wide-reaching strategy, carrying out extensive background research outside of the project scope. The result is an easily implementable strategy, which includes the first ever formal protection of Heyfield’s heritage assets.

01 Silverwoods, Yarrawonga, VIC This has been a challenging site. We have needed to achieve maximum yield for the client and also meet stakeholder requirements. Situated on an essentially flat, parcel of land, we have moved 1.5 million cubic metres of earth to lower the golf course and elevate the residential element and provide essential flood relief. While for the golf course we have devised an innovative irrigation reservoir linked to the Murray to provide an essential, assured water supply all year.

02 Sunland Chancellor, Bundoora, VICSunland Chancellor has allowed the civil team to expand on traditional engineering methods to deliver this 58 dwelling medium density residential development. The housing product required significant terracing of the steep site by the provision of retaining walls and strategically located road and services infrastructure network. The site abuts a state park and required rigorous environmental management during construction to ensure the adjacent habitat was not detrimentally affected.

03 Monbulk Soccer Centre, VICThe Monbulk Soccer Centre is a “state of the art” soccer centre sympathetically designed to complement its surroundings. The first stage will consist of two full size synthetic FIFA star rated pitches to international playing standard, compliant flood pitches, treatment plant, improved road infrastructure, and storm water retention system.

04 Royal Rehabilitation Centre, Ryde, NSWWe have reviewed the master plan and undertaken engineering designs for road, drainage and infrastructure works to enable consolidation of facilities on a 19ha site into a 2ha parcel of land. The solution allows for the construction of a new hospital, recreation facilities, access roads and new car parks, while saving the client money and opening up new opportunities.

01 PEET Livingston, CranbourneWe continue to provide civil engineering services to PEET Ltd, through the subdivision of its Livingston Estate. The project demonstrates our ability to manage the engineering design of a significant stage subdivisiion in Melbourne’s growth areas.

02 PEET Aston, Greenvale, VICThe parcel required the management of an extremely sensitive environmental area, which includes an aboriginal cultural heritage area, the protected habitat of the endangered golden sun moth and a dry rock wall constructed by early settlers. The wetland has been designed to meander around these significant elements to minimize disturbance. In addition, Meinhardt negotiated and delivered stringent environmental management practices during construction to meet the obligations of all stakeholders and achieve a quick settlement time for the client in the first stage. The project has received UDIA EnviroDevelopment Certification.

03 Hope Island Canal, Gold Coast, QLDThe Hope Island Canal is a unique project that involves the construction of approximately 3 kilometres of 74 metre wide tidal flood mitigation canal through both privately owned and Council controlled lands. We were heavily involved in the complex coordination of numerous specialist consultants to ensure all EPA approvals were successfully met and that the recommendations were incorporated in the final civil designs, including council infrastructure requirements and compliance with relevant State and Federal acts.

04 The Oaks, Cessnock, NSWThe development is sited on approximately 77 hectares and incorporates 150 residential allotments within the golf course. Meinhardt took a holistic approach to delivery to ensure the most effective outcome for the client. Taking full control of the construction management, we prepared the stormwater management strategy for the site to take into account the numerous environmental issues, successfully implemented Water Sensitive Urban Design initiatives and ultimately secured all the relevant authority approvals.

We provided the City of Brimbank with strategic planning and environmental advice for Stage 1 of the 296ha Brooklyn Industrial Precinct; a key business and employment area of strategic significance in Victoria. The existing precinct includes quarrying, a former landfill and abattoirs and houses a range of businesses from retail to manufacturing. The nature of existing uses in the precinct and the proximity of the precinct to nearby residential areas created real challenges for the client. Meinhardt was appointed to identify issues and opportunities for a long-term strategy to address amenity and environmental concerns and strengthen the area’s role as a major employer and attract new investment and development.

Central to the success of project was an extensive program of consultation with a huge range of stakeholders.

This collaborative approach has led to a shared vision for the precinct with renewed confidence in the future of the area.

An integrated approach combined with sensitive community consultation has balanced the needs and expectations of the client, businesses and the local residents.

Essendon Airport has been operating for over 75 years as a domestic and international passenger terminal with supporting aviation services. Essendon Fields Pty Ltd, the development arm of Essendon Airport Pty Ltd, has been given a charter to regenerate approximately 70 Ha in the north-western sector of the site as a high quality commercial establishment.

We have created and implemented a private electricity network, which has enabled an additional revenue stream for developer.

In addition, stormwater management strategies were implemented to attenuate flood flows and to treat run-off prior to discharge into receiving waters to meet strict Melbourne Water and the City of Moonee Valley requirements.

As principal consultant we have worked on the Master Plan through to contract administration.

Continuity of project involvement and the effective management of multiple stakeholders have enabled a successfully co-ordinated implementation.

Varsity Lakes Estate is a multi-award winning master planned community development on the Gold Coast.

The premium residential component of 190 allotments is located on the manmade Azzurra Island surrounded by a newly created lake. It incorporated the latest practices in water run-off management through the use of Proprietary Stormwater Improvement Devices, filter strips, bio-retention filters and creek-like channels.

Meinhardt Australia subsidiary Bradlees, as lead consultant for the Lake Orr reconstruction, had to overcome a number of complex issues including draining part of the existing lake to enable earthworks to take place. They also managed the hand over strategy of the project lakes to successfully dedicated the project’s water bodies to the Council.

Continuous service, from project acquisition to the construction of the last arterial road, has enabled a holistic approach and maximised the benefits of the design solutions.

Initiatives implemented that helped achieve this success include regular site attendance, diligent analysis of work processes, nomination of preferred sub-contractors and significant reduction in the export of general solid waste by creative management and re-use where appropriate on site.

We were initially engaged to review the master plan of the 19ha, 800 dwelling site and undertake engineering DA and Detail Design for road, drainage and infrastructure works including a major intersection with Victoria Road, a pedestrian bridge over Victoria Road and a stormwater retention basin. In addition, we were responsible for co-ordinating the delivery of utility services to the site including lead-in and amplification works.

Due to the success of our work during this civil design stage, our scope was widened to include a project management & superintendent role for all civil works & services infrastructure.

Our creative and practical approach helped provide significant savings to the client during construction.
