Mekong River Commission 1 I. General 1. Project Information The MRC has established a unit named the Project Coordination and Monitoring Unit (PCMU) at the Planning Division of the MRCS. The responsibilities of the PCMU would be: (i) implementing Component 1, including coordination with the relevant programs and section(s) of the MRC, and (ii) serving as a secretariat to the RPSC to compile an overall progress report and organize RPSC meetings. The World Bank will support the Component 1 that would complement the current regional component of the Mekong Integrated Water Resources Management Project (M- IWRMP), being financed by the AusAID, which supports: (i) upgrading of the regional trans- boundary datasets and linked modeling; (ii) finalizing the water utilization procedures and guidelines initiated by the WUP; and (iii) supporting technical cooperation with China including developing a unified trans-boundary dataset and respective models, and publishing a joint report on the current basin status. The Component 1 of Regional Water Resources Management (estimated cost: US$7.2 million) will be financed by the WB under the APL1 for the MRCS to implement the following objectives that is to increase dialogue, cooperation and understanding on IWRM principles among the LMB countries. Implemented through MRC, the component would support: (1-1) Regional Support for Trans-boundary IWRM Dialogue. This subcomponent aims to facilitate dialogue and implementation of pilot activities that address acute trans- boundary issues involving more than one country (e.g., wetland management, Mekong Delta water resource management, water quality monitoring, and fisheries management) through engagement of the MRC. The activities would be jointly implemented by the respective concerned countries and the Mekong River Commission Secretariat (MRCS); (1-2) Support for Establishing an Approach for Environment Impact Risk and Disaster Risk Assessment in the LMB. This subcomponent supports the following two activities: (i) establishing an approach to identifying the areas vulnerable to impacts from water resources development; and (ii) starting preparation for establishing a regional database for disaster risk exposure and requirements for regional risk modelling; (1-3) (1-3) Communication Outreach. This subcomponent facilitates dialogue on and communication of IWRM principles to different stakeholders – including governments, private sector, civil society and local communities – using a range of different and adapted communications strategies; and (1-4) Project Monitoring, Facilitation and Oversight. I. General

1. Project Information

The MRC has established a unit named the Project Coordination and Monitoring Unit (PCMU) at

the Planning Division of the MRCS. The responsibilities of the PCMU would be: (i) implementing

Component 1, including coordination with the relevant programs and section(s) of the MRC, and

(ii) serving as a secretariat to the RPSC to compile an overall progress report and organize RPSC

meetings. The World Bank will support the Component 1 that would complement the current

4. Reference to (if any) Project Operational/Procurement Manual: The Joint Committee has endorsed the use of this manual and its basic policies. Application and interpretation of this manual within the approved policies are the responsibility of the CEO under delegated authority from the Joint Committee. In the interests of efficiency, procedures may be reviewed and updated by the Secretariat on the approval of the CEO if developments or work requirements so demand. Where a policy revision is required, the approval from the JC will be obtained prior to implementation. The procurement is handled by HRS (Personnel Unit) for services offered by individual consultants and by Procurement Unit (FAS) for services offered by firms. For both type of services open and competitive recruitment is the norm. There are however exceptions possible and these are summarized below. More details are available in the Procurement Manual of the MRCS. Below are summary of the procurement. Services offered by firms: recruitment request (Purchase requisition form) is sent to FAS. Procurement method:

- Procurement Unit will obtain minimum of 3 quotations. - Procurement Unit will identify a minimum of 5 potential suppliers. - Procurement Unit will follow international tendering procedures.

Waiver of competitive bidding or above methods is possible in exceptional cases. The waiver request should be addressed to:

- CEO for all services exceeding US$ 20,000 to be submitted through Chief, FAS. - Chief, FAS for services from US$ 2,000 up to US$ 20,000. - Procurement and Contract officer for services up to US$ 2,000.

Note that if an individual consultant offers its services through a firm the procurement will be conducted according to the above methods and procedures. Services offered by individual consultants: recruitment request is sent to HRS Procurement method:

- Short term services of less than one month: single sourcing may be applied. - Short term services between one month and three months: a. Value less than US$ 1,500 per month: single sourcing may be applied. b. Value more than US$ 1,500 per month: comparison of at least three qualified

candidates is required. The candidates may be identified directly by the divisions,

sections or programmes, from the MRC roster or through anannouncement on MRC’s website.

- Services of more than three months: open and competitive recruitment. Waiver of competitive bidding or above methods is possible in exceptional cases. The waiver request should be addressed to:

- CEO for all services exceeding SU$ 20,000 to be submitted through Chief, FAS. - Chief, FAS for services from US$ 2,000 up to US$ 20,000. - Personnel Officer for services up to US$ 2,000.

5. Any Other Special Procurement Arrangements:

Unless otherwise agreed between the Recipient (MRCS/M-IWRMP) and the World Bank, the

MRCS will apply the MRCS internal procurement rule and regulation which is match almost

perfectly with the World Bank’s procurement manual. Some retroactive procurement can only

be carry out in prior agreement with the World Bank. Some activities are envisaged to hire

consultant to kick start the APL2 from now on which will required seed money from the world

Bank.
