Ms Melanie Aitken Co-Head of Competition, Antitrust & Foreign Investment, Bennett Jones, NGA

Melanie Aitken is presently co-Chair of the Competition, Antitrust and Foreign Investment practice at Bennett Jones, working out of Washington DC and Toronto. She was the Commissioner of Competition at the Canadian Competition Bureau from 2009-2012; and the senior deputy in charge of Merger review from 2007-2009.

Ms Kala Anandarajah Head, Competition & Antitrust and Trade, Rajah & Tann, NGA

Kala Anandarajah, a Singapore NGA, heads the Competition & Antitrust and Trade Practice and leads the Corporate Governance Practice at Rajah & Tann Asia. Always a forerunner in niche areas of the law, her key area of practice is Competition and Trade, areas which she has been involved in from inception. She advises multinational corporations as well local companies across the region and has had many firsts in her career, handling difficult and complex matters, demystifying and simplifying issues to achieve the clients’ aim. Anandarajah was in 2014 awarded the Public Service Medal (Pingat Bakti Masyarakat) which is conferred by the President of Singapore.

Ms Cristiane Landerdahl de Albuquerque Head of Merger and Antitrust Unit, Brazilian Competition Authority (CADE)

Cristiane is the Head of the Merger and Antitrust Unit for Regulated Markets at CADE’s General Superintendence since 2012. She has worked continuously at CADE since 2009 in different positions. Previously, she also worked with electricity and at Secretariat for Economic Monitoring (SEAE). She holds a Bachelor’s degree with a double major in Economics and Government & Politics from the University of Maryland and a Master’s degree in Economics from the Federal University of Santa Catarina.

Mr David Anderson Managing Partner—Brussels, Bryan Cave Leighton Paisner (BCLP), NGA

Dave is a partner in Bryan Cave Leighton Paisner’s Antitrust & Competition Law team and is the Managing Partner of the firm’s Brussels office. He is a US/UK/Belgian national, qualified to practice in the US, Belgium, Ireland and the UK. Dave has practiced in the international competition law field for over 20 years and focuses on EU and international aspects of mergers, acquisitions, joint ventures, restrictive practices, cartels and abuses of dominant positions. Dave has served as an ICN non-governmental adviser (NGA) since the ICN’s founding in 2001 and is an NGA to the European Commission working primarily within the Merger and Cartel Working Groups.

Mr Remzi Özge Aritürk Head of Supervision and Enforcement Department-V, Turkish Competition Authority

Remzi is currently Head of Supervision and Enforcement Department-V at Turkish Competition Authority (TCA). He served as assistant expert at TCA from 2005 to 2008, as expert from 2008 to 2013 and as senior expert from 2015 to 2018. Remzi had his undergraduate degree in Business Administration (BSBA) in Ankara University and his graduate degree in MPA concentrated in Energy and Environment in Columbia University. He also had an annual training regarding Regulation of Energy Utilities in European University Institute. He has published on antitrust and regulatory issues in Turkey. Currently he is leading a sector inquiry in electricity markets and Merger Control Review Group at TCA and performing studies on behavioral antitrust, antitrust in zero-price economies, coordinated effects in merger control and individual sanctions in antitrust enforcement.

Mr Étienne Chantrel Head of the Mergers Unit, French Competition Authority (Autorité de la concurrence)

Étienne Chantrel heads the mergers unit at the Autorité de la concurrence. He previously worked as an economist in the French Ministry for the Economy and Finance from 2008 to 2014 and from 2016 to 2017, holding various positions at the French Treasury where he was in charge of the economic analysis of sectoral reforms, and of the macroeconomic impact of economic policy, and at the French statistical institute, where he was in charge of Eurozone economic forecasts. He was an adviser to the Minister for the Economy from 2014 to 2016, in charge of competition and structural reforms. As such he designed a major structural reform law known as the “Macron” law, enacted in 2015.

Mr Michael Corrigan Partner, Clayton Utz, NGA

Mr Corrigan is a partner in the competition law team at Clayton Utz lawyers in Sydney. Mr Corrigan practices in merger control, cartel and immunity matters and general advice on competition and consumer law issues. Mr François Dumonteil Director (Trustee Services), AdVolis, NGA

François Dumonteil is NGA for the Competition Authority of New Caledonia. François is the director in charge of the Trustee assignments in the Paris office of Advolis. He has experience both with the EC and the French Competition Authority, regarding structural as well as behavioural commitments, acquired in a variety of merger and antitrust cases. Before joining Advolis, François practiced as a lawyer specialized in antitrust and merger cases for more than 10 years in Paris and Brussels. He was involved in major merger cases (Pernod Ricard/Allied Domecq, SNCF/Eurostar, etc.) and antitrust cases (Groupement des Cartes Bancaires, Clearstream, etc.).

Honourable Ray Finkelstein AO QC Australia NGA

Ray Finkelstein graduated in law in 1970 and was admitted to practice in 1971. Between 1971 and 1975 he worked in Melbourne as a solicitor and also as a tutor at Monash University. He was called to the Bar in 1975, specialising in equity, commercial and corporate law. He was appointed Queen’s Counsel in 1986. Thereafter he concentrated on appellate work often acting for State and Federal Governments and their instrumentalities. He was acting Solicitor General for the State of Victoria during 1992. He was appointed a judge of the Federal Court in 1997 and held additional appointments as Deputy President of the Australian Competition Tribunal and the Copyright Tribunal of Australia. In December 2008 he was appointed President of the Australian Competition Tribunal. He retired as a judge of the Federal Court and President of the Competition Tribunal on 30 June 2011 and has returned to private practice at the Victorian Bar. In 2011 he was appointed Adjunct Professor in the Law Faculty at Monash University. During 2011/2012 at the appointment of the Commonwealth Government he was Chair of the Independent Inquiry into Aspects of the Media. In 2012 he was appointed to Governance Advisory Panel, Chartered Secretaries Australia Limited.

Ms Melissa Fisher Deputy Commissioner, Mergers Directorate, Competition Bureau Canada

Melissa Fisher is the Deputy Commissioner of the Mergers Directorate at the Canadian Competition Bureau. In this role Melissa is responsible for leading the Mergers Directorate including overseeing and making recommendations to the Commissioner of Competition and the Senior Deputy Commissioner on all merger related matters. In addition to being regularly involved in the review of very complex mergers, she has also led a number of significant policy initiatives, including the Directorate’s substantive and procedural guidelines related to merger review and remedies, and collaborates often with foreign competition authorities. Prior to joining the Canadian Competition Bureau in 2009, Melissa worked in private practice.

Mr Mory Fodé Fofana Competition Law Officer, Mergers Directorate, Competition Bureau Canada

Mory Fodé Fofana is a Competition Law Officer in the Mergers Directorate of the Competition Bureau of Canada. Since 2005, he has reviewed, as primary officer and team lead, numerous mergers, including domestic and international transactions, in various industry sectors. Mr. Fofana has also served as senior analyst in competition policies at the Canadian Radio-television and Telecommunications Commission. Mr. Fofana’s educational background includes economics, computer science and public administration.

Ms Aura María García Pabón Advisor to the Superintendent, Superintendence of Industry and Commerce Colombia

Ms. Aura Garcia is an Economic Advisor to the Superintendent of Industry and Commerce in Colombia. She also works as a professor in microeconomics and competition law at Javeriana and Externado universities. She holds a MSc. in Economics, competition and regulation from Tilburg University.

Mr Adrien Giraud Partner, Latham & Watkins, NGA

Adrien Giraud is a partner in Latham & Watkins’ Brussels and Paris offices. He specializes in French and European competition law and has significant experience in merger control, behavioral antitrust matters (including damages claims), and state aid.

Ms Eleni Gouliou Director, Mergers, United Kingdom Competition and Markets Authority

Eleni Gouliou is Director of Mergers at the Competition and Markets Authority (CMA) handling Phase 1 and Phase 2 mergers. She was previously at the European Commission in DG Competition dealing first with telecoms and media mergers and subsequently with antitrust in the telecoms sector, most notably network sharing. Ms Kaoru Harada Senior Officer, Mergers and Acquisitions Division, Japan Fair Trade Commission

Kaoru HARADA is managing case teams on mainly chemical and machine industries at the M&A Division of the Japan Fair Trade Commission (JFTC). She is also a member of JFTC’s Merger Working Group Co-Chair team for the International Competition Network (ICN). She graduated Keio University (Bachelor of Laws) in 1999. In the US, she earned LL.M. degree in Georgetown University Law Center in 2004 and passed the Bar Exam in New York in 2005. She is a co-author of practical handbook of Japanese competition law (Shuichi SUGAHISA (Ed.), Takeshi SHINAGAWA, Daisuke KORENAGA & Kaoru HARADA, “Antimonopoly Law (3rd Edition)” (Shojihomu, 2018)).

Ms Belinda Harvey Partner, Norton Rose Fulbright, NGA

Belinda is a competition/antitrust Partner based in Sydney, with 15 years of specialist experience both at the ACCC and in advising corporate clients in Australia and globally. Ms Toshiko Igarashi Senior Officer, Mergers and Acquisitions Division, Japan Fair Trade Commission

Ms. Toshiko Igarashi is the Senior Officer for Mergers and Acquisitions at the Japan Fair Trade Commission (JFTC) since June 2016. Dr Helen Knudsen Economist, United States Department of Justice

Helen Knudsen is a staff economist at the US Department of Justice Antitrust Division. During her 11 years at the Division, she has worked on dozens of merger and conduct investigations across a wide range of industries. Her focus in recent years has been on health care markets.

Mr Jonas Koponen Partner, Linklaters LLP, NGA

Jonas Koponen is an international competition lawyer and partner of Linklaters LLP, based in Brussels. He has been a non-governmental adviser with respect to the ICN since 2003. Among other projects, Jonas contributed to the Recommended Practices on Remedies, the Merger Remedies Guide, and the MWG Workshops in Brno, Brussels and Tokyo.

Dr Katharina Krauss Head of 7th Decision Division, Bundeskartellamt, Germany

Dr Katharina Krauss joined the Bundeskartellamt in 1999 and is now head of the 7th Decision Division. The activities of the 7th Decision Division of the Bundeskartellamt focus on the areas of telecommunications, broadcast engineering, electrical engineering, press, radio, press-related advertising and outdoor advertising.

Mrs Francisca Levin Head of the Mergers Division, Chilean Competition Agency (Fiscalía Nacional Económica, FNE)

Francisca is the Head of the Mergers Division since 2019. She is a lawyer from the P. Universidad Catolica of Chile, and holds an LL.M in Competition Law from King’s College London (2013) and a MSc in Regulation from the London School of Economics (2014). She previously worked as a senior associate in the competition law practice at Carey, and also as a case handler in the Mergers and Enforcement Division of the FNE.

Mr Raphael Mburu Manager, Mergers and Acquisitions, Competition Authority of Kenya

Mr Mburu is the manager in charge of mergers and Acquisitions at the Competition Authority of Kenya. He possess advanced skills in Competition Law dealing with regulation of market structure and conduct. This has been through establishing and developing broad knowledge in analysis of complex mergers and acquisitions, carrying out market inquiries and sector studies, investigation of policies, procedures and programmes of regulatory authorities to assess their effect on competition and consumer welfare and advising Government on competition matters.

Mr Michael Moiseyev Assistant Director, Mergers, Bureau of Competition, United States Federal Trade Commission

Michael Moiseyev is an Assistant Director in the Bureau of Competition at the Federal Trade Commission and supervises the Bureau’s Mergers I Division. He joined the Commission in 1989 and has been Assistant Director since 2003. The Mergers I division is responsible for reviewing mergers in the pharmaceutical, medical device, and consumer healthcare products and services industries, as well as a number of other sectors, such as internet, advertising, defense and scientific products. In addition to supervising investigations in the Mergers I division, Mr. Moiseyev leads the division’s interaction with foreign competition authorities, and works on a wide range of competition policy issues, and frequently lectures on antitrust topics.

Mrs Maayan Mor Advocate, Markets Division, Israel Competition Authority

Maayan Mor is an attorney at the ICA’s Markets Division and the Block Exemptions Team. Mrs Mor has a vast experience in evaluating mergers and in actively promoting competition through various tools at the disposal of the ICA. Mrs Mor is also involved in high-profile cases regarding abuse of dominant position.

Mr Giorgio Motta Partner, Skadden, Arps, Slate, Meagher & Flom LLP, NGA

Giorgio Motta is an antitrust partner of Skadden Arps in Brussels Giorgio advises clients on the antitrust aspects of mergers, acquisitions and joint ventures requiring international merger control approvals in Europe and on a worldwide basis. Giorgio is an NGA of the Italian Competition Authority at the ICN, and he has participated in a number of recent ICN events, including the ICN MWG Workshop in New Delhi in 2014, the ICN MWG Workshop in Brussels and the annual ICN conference in Sydney in 2015, and the ICN MWG Workshop in Tokyo in 2018.

Shungo Omiya is Chief Investigator of the economist team for Mergers and Acquisitions at the Japan Fair Trade Commission. He is working on economic analysis for several merger cases.

Mr Michele Pacillo International Affairs Officer, Italian Competition Authority

Mr Michele Pacillo is an official for international affairs at the Italian Competition Authority (AGCM) since 2012. Before joining the AGCM, he worked at the Irish Competition Authority in the merger division and in the policy division. His background studies are in economics.
