    1. Introduction

    The aim of Member Development is to build on the skills and knowledge of Members to ensure they are able to fulfil their roles and responsibilities as a Fire

    Authority Member.

    The Code of Corporate Governance requires that arrangements are put in place to ensure that Members have the skills, knowledge and experience to perform well through the implementation of a Member Development Strategy.

    This document brings together the aims of Member Development and the priorities of the Authority. It also details how Members will be supported to fulfil

    their roles and contribute to the quality of the services delivered to communities.

    2. Authority Priorities The Member Development Strategy strives to contribute to the delivery of the Authority’s vision of ‘Safest People, Safest Places’.

    This will be achieved by linking Member Development with the following three

    aims and seven objectives which underpin the Authority’s vision: Protecting and Preventing

    i) Identify and reduce risks from fire and other hazards to achieve safer,

    stronger communities. ii) Respond effectively and competently to prevent loss of life, injury and

    damage, with resources targeted to risk.

    iii) Define and deliver our role in the community to improve the well-being and quality of life for our communities.

    Developing motivated people to deliver effectively

    iv) Invest in the skills and potential of all our people through continuous personal and professional development.

    v) Optimise the contribution of all our people in a rewarding, challenging and

    safe environment.

    Value through sustainable improvement

    vi) Develop an organisation that is fit for purpose to meet the changing needs

    of our communities.

    vii) Deliver value for money with prioritisation of available resources based on

    risk.

    3. Member Development Aims and Objectives

    The Member Development Strategy has the following three key aims:

    i) to maintain effective leadership of the Authority through on-going and continuous Member development;

    ii) to provide Members with the support, knowledge, skills and information

    necessary to enable them to effectively carry out their role:

    to ensure that the Fire Authority provides an efficient and effective Fire

    and Rescue Service, taking into account the needs of all sections of the community;

    to contribute actively to the formation and scrutiny of the Fire

    Authority’s decisions, policies, priorities, plans, targets, budget and

    service delivery;

    to ensure that the Fire Authority delivers value for money; and

    to ensure that the Fire Authority is an equal opportunity employer an

    Authority that focuses on the safety of employees and considers the needs of all sections of the community.

    iii) To ensure Members are made aware and kept up to date with

    developments impacting on the organisation through seminars, workshops

    and meetings.

    These aims will be realised through ensuring that:

    this strategy derives from and contributes to the Authority’s strategic

    objectives;

    key competencies are identified for Authority Members through the Member Training and Development Programme and the Member/Officer Buddy Scheme;

    Members have the opportunity to develop specific skills in line with

    specific Member Champion roles;

    training activities are provided in response to identified organisational,

    individual and statutory needs; and

    development opportunities provided by constituent councils are incorporated in to the Authority’s development programme.

    4. Member Training and Development Programme

    Members nominated to County Durham and Darlington Fire and Rescue Authority (CFA) already undertake training and development programmes in

    their own Local Authority, but as a Member of the CFA, Members must undertake specific training and development programmes, which includes a

    Member Induction programme as stated within the Member Training and Development Programme (MTDP), approved by the Authority on 10 June 2013 and attached as appendix 1

    5. Member Champion Roles Member Champions provide the Service with an opportunity to work closely with individual Members to help to develop services and to engage with local

    communities, staff, councillors and other stakeholders through a closely aligned officer and member relationship.

    The following Member Champion roles have been identified as bringing significant advantages to the Service and Authority:

    Prevention

    Protection Response Asset Management

    Equality and Diversity Health and Safety

    Resilience Retained Duty System

    The role requirements for Member Champions are set out in Role Descriptions as agreed at the CFA meeting on 10 June 2013 set out at appendix 2a.

    Designated Officers from the Service Leadership Team (SLT) will maintain a closely aligned officer and member relationship to ensure Members are involved

    and kept up to date with developments in their area. A current list of the Member Champions and their associated officer lead is attached at appendix

    2b. Members undertaking a Member Champion role will gain a significant amount of

    personal development in relation to the specific role being undertaken, whilst the Service benefits from the local knowledge, experience and public standing of

    Members.

    6. Member/Officer Buddy System This system provides an alignment of CFA Members to members of the SLT, to provide information and support on a range of Service policy and

    organisational issues.

    Designated Officer buddies make themselves available to Members for the

    purpose of developing their overall knowledge of the fire and rescue service. Where possible, buddies will provide answers to questions and queries

    themselves or after consulting colleagues. Officer buddies should try to ensure support in away that suits the elected Member. The current Officer/Buddy allocation is attached at appendix 3.

    7. Affiliations with Fire Stations and District Teams Each Fire Authority Member is allocated to one or more fire stations. Members are encouraged to develop close links with the District Management team,

    undertake regular station visits, provide support to fire and rescue staff and actively promote the work of the fire station within their communities. The benefits of affiliation are:

    close links with Members and local stations and crews;

    improved communications between Members, officers and local station staff;

    improved understanding of roles and responsibilities of Members and

    officers; improved opportunity for partnership working through Member

    involvement. The Member/Station affiliation programme provides an opportunity for Fire

    Authority Members to enhance local accountability through maintaining regular contact with an operational fire station and facilitates a fuller understanding of

    the operational response capability, community and business safety services that are provided from fire stations. The current Member affiliation allocation is attached at appendix 4.

    8. Member attendances at conference/seminars The modernisation and change agenda in the Fire Service has resulted in an increase in the number of conferences, seminars and events to which Members

    are invited. To ensure the Authority achieves value for money whilst investing in the skills

    and knowledge of Elected Members a process is in place in respect of Members attendance at fire service related conferences, seminars and events which

    details the procedure for feeding back relevant information to the Authority (See appendix 5 for the relevant feedback form).

    9. Member workshops/awareness days

    Dedicated Member workshop days are incorporated in the CFA calendar on a

    timely basis to ensure Members are fully engaged in specific issues and developments.

    Combined Fire Authority Member Training and Development Programme

    The aim of the Member Development Programme is to ensure that Combined

    Fire Authority Members are able to fulfil their roles and responsibilities and to assist Members in identifying their training and development needs.

    The Training and Development Programme for County Durham and Darlington Fire Authority Members is structured into 5 key areas as follows:

    Training and Development Module 1 [TDM1]

    Combined Fire Authority Member Induction Programme The induction programme is designed to inform new Fire Authority Members of the role and functions of the Combined Fire Authority, including statutory

    responsibilities and governance arrangements.

    Training and Development Module 2 [TDM2] Combined Fire Authority Committees The Committee training module provides Members of Committees with details of

    the role and functions of the Fire Authority’s Committees. Specific training is provided to Committee Members covering the detailed elements of the work of

    each Committee. This module also incorporates training for the new Pensions Board Committee.

    Training and Development Module 3 [TDM3] Resilience Planning

    The resilience planning module covers the key information Members will need to understand in the event of severe disruption to Fire Authority service provision.

    Training and Development Module 4 [TDM4] Integrated Risk Management Planning (IRMP)

    The IRMP module covers the concept of the IRMP and the role of the IRMP in the Authority’s strategic planning framework.

    Training and Development Module 5 [TDM5] Constitution

    The constitution module provides Members with details of the Combined Fire Authority’s constitution and details the specific elements of the constitution that

    applies to the role of a Fire Authority Member. Details of the specific modules are provided in the following sections.

    different forms of resilience planning and learning how members and

    officers have individual but interdependent roles when resilience plans are

    instigated.

    Member Champion Role Description

    Overview County Durham and Darlington Fire and Rescue Authority Member Champions play a pivotal role in helping to shape the way services are provided to local communities. Member Champions also play a pivotal role in engaging with key stakeholders and making the best use of links with other councillors to promote the work of the Authority. A Member Champion role provides a unique opportunity to work closely with the Service and to help the Authority deliver its vision of Safest People, Safest Places

    Strategy A fundamental part of the Member Champion role is to assist the Service in developing its approach to delivery of services ensuring they are fit for purpose, effective and take full account of the statutory requirements placed on the Authority through the relevant legislation such as the Fire Services Act, Civil Contingencies Act, National Framework and Regulatory Reform Order. This includes in the area they are Champion for:

    Being involved in the early stages of strategy development; Having oversight of the Service’s performance; Helping to align their area of work with the IRMP and Strategic

    plan; Helping to align their area of work with the wider community

    safety agenda for County Durham and Darlington.

    Policy Implementation

    The implementation of the Authority’s strategies is important in ensuring that the communities we serve remain safe. The Member Champion will:

    Act as a sounding board for proposals relating to their area of work;

    Assist the Service to understand local issues from an elected Members perspective and to ensure policy implementation takes account of these issues;

    Ensure that policy implementation takes account of partners and other stakeholders policies where this is practical;

    Ensure that the strategies we employ are effective.

    Stakeholder Engagement

    Member champions can play a pivotal role in engagement with stakeholders. This will include pro-active engagement with:
