ABOUT CCF

The Civil Contractors Federation (CCF) is the peak body representing Australia’s civil construction industry.

The CCF represents more than 2,000 contractor and associate members nationally.

CCF Members are responsible for the construction and maintenance of Australia’s infrastructure, including roads, bridges, pipelines, drainage, ports and utilities.

Our members also play a vital role in the residential and commercial building industry by providing earthmoving and land development services including the provision of power, water, communications and gas.

The organisation is governed by a National Board comprised of member-elected representatives from each state and territory in the Commonwealth.

In Victoria, CCF Membership comprises in excess of 480 contractor and associate members. The contractor organisations annually build in excess of $11bn of Victoria’s civil construction.

WORKFORCE SKILLS

When it comes to your staff, we know you need the right people for the job. That’s why CCF Victoria’s Workforce Development team are focused on growing capacity and skills within the civil construction industry.

The current demand for entry level workers, experienced plant operators, supervisors and leaders is unprecedented in Victoria. To help your business deliver quality infrastructure projects, CCF runs a number of programs to attract the best new workers to the industry, that develop their skills and engage them with career opportunities.

The Victorian State Government has invested $1.925m in CCF Victoria through its Workforce Training & Innovation Fund, Skills First initiative, towards the development and delivery of a new Civil Skills Cadetship (CSC) Program throughout 2018-20. This program will target 120 new cadets seeking a career in civil construction.

Other CCF initiatives, such as the Civil Construction Taster Program and the Civil Engineering Foresite Graduate Program, are highly valued and provide the industry with quality individuals. Additionally, CCF Victoria, in partnership with the Department of Jobs and Small Business, has developed a Youth Jobs PaTH Internship Program called ‘Connecting with Civil Construction Skills’. This ten-day program targets job seekers with a genuine interest and aptitude for a career in civil construction.

CCF are actively engaging with secondary school students, parents, job service agencies and job seekers. The Workforce Development team is pitching civil construction as the career of choice for young people, helping them progress to apprenticeship level, and also assisting with the placement of university civil engineering graduates. This provides participants with an opportunity to experience the reality of working in the civil construction industry, and connects your business with an emerging workforce.

Training is essential to the success of any business in the civil construction industry. Companies that invest in the ongoing development of their employees’ skills and knowledge can reap the rewards of increased quality and quantity of work output. It is also essential that you and your staff are appropriately trained to conduct your work safely and to all relevant standards.

Civil Train Victoria is a Registered Training Organisation (RTO), and the training arm of the Civil Contractors Federation Victoria. As a nationally accredited training organisation, we are committed to ensuring we abide by the governing regulatory body’s (Australian Skills Quality Authority - ASQA) compliance guidelines.

We offer quality training that meets the civil construction and allied industry’s needs. Our courses have been designed with a strong focus on the practical elements required on the job, and offer participants a hands-on approach to learning.

We offer flexibility in the delivery of these courses through on-site training in regional and metropolitan areas of Victoria. We also offer Verification of Competency and Mobile Plant Accreditation.

In meeting statutory obligations, we deliver courses that assist contractors to achieve accreditation with key organisations such as VicRoads, Energy Safe Victoria (ESV), Worksafe and MRWA.

Each year Civil Train delivers over 190 courses to over 1800 participants. These courses are instrumental in the upskilling and development of the civil industry workforce, and emphasise our position as a market leader in the civil construction industry training arena.

CCF CODEThe primary purpose of the CCF Code is to assist contractor businesses in achieving and maintaining compliance to the relevant industry standards and regulations, required by Federal and/or State Authorities.

Developed for comprehensive compliance, the Code draws together elements of quality, workplace health and safety, and environmental management, in one system. It is used by service providers as a practical, easy to interpret Standard, enabling them to demonstrate that their services meet the industry benchmark and relevant regulatory requirements – and by procurers of such services to assure high levels of SEQ compliance in their delivery.

Accredited by the Joint Accreditation System of Australia and New Zealand (JAS-ANZ) for third party certification, the Code is designed to be used in isolation of, or in combination with, other certification standards such as;

• AS/NZS 4801 – Occupational Health and Safety Management Systems • AS/NZS ISO 9001 – Quality Management System • AS/NZS ISO 14001 – Environmental Management System

VERSION 10

In lockstep with recent changes to the Quality and Environmental ISO Standards, and in response to the requirements of industry stakeholders, a major review and upgrade of the CCF Code was recently implemented, resulting in the creation of the new Version 10.

The development of v10 was grounded on feedback from existing CCF Code users and compliance experts, to ensure its requirements were sensible, practical and usable to best meet the operational needs of its users - whilst providing additions and improvements that would be of greatest value to contractor businesses.

MANAGEMENT SYSTEM DOCUMENT SUITE (MSDS)

Contractors are able to achieve CCF Certified (accredited) Contractor status, by implementing management systems developed using the CCF Code, and undergoing an audit by a JAS-ANZ accredited, third party Certification Body. This audit should be repeated on an annual basis.

CCF Code v10 specifies the management system requirements for a contractor to demonstrate that an appropriate system is in place to meet customer expectations and applicable SEQ legislation. Similarly, the Code requires that the contractor’s system generate objective evidence to demonstrate the management of business and project risks.

To facilitate this, CCF has developed a Management System Document Suite (MSDS) that enables contractors to achieve and maintain ongoing compliance with the CCF Code. This MSDS comprises over 80 documents, including; plans, guidelines, forms/templates, registers and reports, each an effective support tool for operations management and record keeping.

ONLINE MANAGEMENT SYSTEMS

CCF also offers options for online software solutions developed to host and support the MSDS, providing contractors with instant access to view and manage their records. These systems are particularly valuable for efficient record management, significantly decreasing the time required by manual handling, and making the audit process less stressful.

ADVOCACYBeing a CCF Member gives you a voice at all levels of the industry.

CCF is actively engaged with the three tiers of Government, including relevant departments and agencies, in formulating policies and reform. We are working to optimise efficiency, and reduce the costs, of civil infrastructure construction and asset renewal, to achieve positive outcomes for both Victoria and the industry.

CCF has direct access to key industry decision makers, including Ministers, Shadow Ministers and Department heads. We give our members a seat at the table, to have their voices heard in the pursuit of delivering improved systems, processes and productivity within the industry.

Priority areas for CCF’s advocacy work moving forward include: 1. Optimising the management and renewal of the state’s public civil infrastructure assets.

2. Reforming public infrastructure procurement processes so there is consistency and standardisation of systems, and their application, across all levels of government.

3. Ensuring that civil infrastructure project designs are to a standard that will allow tendering outcomes and construction to deliver value for money.

4. Develop and implement procurement training programs for public and private sector professionals, to ensure adequate skills and capability levels for all civil infrastructure procurement staff.

5. Ensuring a sustainable and competitive supply of quarried construction materials to underpin the delivery of affordable civil infrastructure.

6. Addressing red-tape issues which impede the efficient delivery of civil infrastructure projects.

7. Building capacity and capability in civil construction to meet and deliver the critical major infrastructure needs in this state.

8. Promote de-bundling opportunities of major capital works programs to create greater competition and opportunities.

9. Promote re-imbursement of up to 50% for bid costs in Design & Construct tenders.

10. Actively engage with Local Government and Government Departments / Agencies in the adoption of the CCF Code as an acceptable standard for prequalification of preferred contractors.

Victorian Civil Construction Industry AllianceConsisting of more than 20 industry groups, the Alliance provides a vehicle for Government to engage with a broad cross-section of the civil construction sector.

Victorian Skills Commissioner – Industry Advisory GroupThis State Government initiative provides a structured way for industry, unions and employers to inform and engage with the training system in Victoria.

Worksafe – Foundations for Safety Victoria (FSV ) CommitteeFacilitated by Worksafe, the FSV Committee is aimed at reducing the construction industry’s incidents of deaths, injuries, and diseases.

Civil Skills Cadetship (CSC) Working GroupAn industry working group helping to guide CCF’s State Government funded CSC program.

Worksafe – Traffic Management, Noise & Confined Space, Prevention of Falls and High-Risk Construction Reference CommitteesThese committees are designed to provide industry representatives with the opportunity to influence the development of new OH&S Regulations, and to guide modern work practices and compliance codes that are being updated to reflect these regulations.

EPA Business Reference GroupA key objective for CCF in participating in this forum is to ensure member / contractor specific environmental queries are raised, discussed and actioned.

Water Industry Liaison Committee ( WILC)CCF is actively engaged in this representative forum to address water industry policy, process, design and construction issues.

VEDN Industry Representative Group & Vic Roads Utilities Contracts CommitteeCCF is actively engaged with VicRoads and VEDN, providing advice to these authorities regarding the impact of decisions made during the concept, design and construction stages of projects.

LGIDA Technical Committee (Local Government)The Local Government Infrastructure Design Association (LGDIA) and its accompanying EDCM Committee for emerging councils.

We welcome input and feedback from our members as to identifying key issues most relevant to the current and future industry.

T YPES OF MEMBERSHIP

Contractor (Full Membership) - a person or company undertaking work as Civil Construction Contractors in the Civil Construction Industry including providers of hire equipment with operators.The Annual Member Subscription Rates for Contractors are based on a company’s annual turnover according to the current financial year from July to June. By signing this form, the applicant is formally declaring the accuracy of their company turnover, and hence the appropriate Membership category.

Corporate Associate Membership - a person or company engaged in the manufacture, sale or dry hire (without operator) of plant, equipment and materials used by Contractor Members, or are engaged in any undertaking directly related to, or in supply of, services to those Contractor Members.

Private Associate Membership - applies to a sole trader providing goods/services to the Civil Construction Industry.

Stakeholder Associate Membership - applies to client groups such as Local Government, Water Authorities, etc.

Please note: By virtue of your application you will have dual membership of CCF Victoria and the Civil Contractors Federation Registered Industrial Organisation.
