    Site oeacription

On Septem.ber 6, 1979 the R. I. DEM iasued an Order to the facility prohibitinq the acceptance of haardoua waatea, however, •unicip.d refu.. h still accepted at the eite. The facility, which ia privately owned by Mr. Charl.. Wilson of N. hithfield, R.I., uses the landfill method of dhpo..l. The eite h not equipped with any type of liner which could prevent the travel of contuination into the underlying groundwater. Prior to the Septellber, 1979 Order, hazardous v..te v.. depoli ted on ai te and then mixed vi th municipal refuse. From R.I. DEM manifeat information, the facility accepted approximately 38,000 gals of hazardous waste per month including trichloroethylene, benzene , toluene, methlacrylate, carbon tetrachloride, dioxane, chlorofo rm, a abeatos and methylene chloride. Toxic t reatment plant sludge gene rated by Corning Glasa, Central Fall a , R. I. vas also accepted .

    On-Si t e Contami nation

The s tate has had a hazardous was t e s i te manifest system in place s ince March of '78. From a r eview o f t he manifes t i n forma tion i t appears that t he following industries dumped significant quantities of hazardous waste materials on site .

On-aite monitoring vella, which have been installed on aite, have abown no contamination, possibly due to improper ins tallation of the vella. A number of new monitoring vella are preaentlybeing inat.lled by the DEt1.

J Analyah of auplea from the new vella, which hopefully will provide a better picture of the groundwater quality underlying the aite, ahould be available February 1. Off-Site Contein.tion

AtUchslent 2 ia a copy of an aquifer ~:~ap which locat.. the diapoul aite relative to aurhce watera and drinking water auppliea i the area.

In September '79 three water aamplu were taken from Section 208 monitoring well • inatalled off-site by a private engineering cona ultant (ERCO, Cambridge, Maaa. ) Refer to attachment 3 for the location of the.. vella relative to the diapoul l ite. Volatile organic analysis a howed only tracu of t r ichloroethylene and me thylene chloride. A large r quantity of chloroform 130 ppb) was dete cted in LFRR-22 .

    Analysis o f aurface wa t ers i n the v i c inity of t he site has been negative f or o r gan i c contami nation .

According t o Herb J ohnson of t he Pr ovidence USGS office , t he aquifer on which the disposa l site is located constitutes one of the most promiainq areas for groundwater development in the reqion .

J ohnson st•teJ that north and west of the landfill lite, where the aquifer is thicker and more transmiuive, there is a potential for the development of several million 9allona per day,. fr.OIJI production wells. Aa can be seen from the attached aquifer map, there are three pumpin9 stations in the area of the disposal aite l · An industrial park's water supply is leas than 100 ft . from Trout .Brook pond, and taps into the aquifer, Two Slatersville production wells border the Slateraville Reservoir and also tap into the aquifer, The incluatrhl park's well is approximately 3/4 miles from the disposal site and the other tw
