Hundreds of Palm Coast leaders and residents honored veterans from every branch and every era

Tuesday at the City’s annual Veterans Day ceremony. Led by the Palm

Coast Fire Department Honor Guard, the ceremony featured patriotic

music, the presentation of flowers and a wreath at the Armed Forces

monument at Heroes Park, and remarks by Mayor Jon Netts and several

veterans representing local Veterans organizations. Many veterans and

their families attended our moving tribute to America’s Heroes!

CAPITAL IMPROVEMENT PROJECTS The following is an update since last week for capital projects in the City from November 6, 2014 through November 12, 2014.

The Flagler Humane Society would love to thank all the local veterinarian clinics

and hospitals that offer their assistance to the shelter. Their donated or reduced

cost services help FHS to achieve our mission in helping and finding loving homes

for homeless pets in Flagler County. Many of these clinics also offer a discount

to those who have adopted their furry friend from the shelter. Please always

support your local veterinarians.

Donation Opportunities: “Doghouse Donation Boxes” are found at all the fire

stations in Flagler County. You can drop off donations anytime at your nearest fire

station. FHS appreciates all donations, especially those from our Wish List

(available at flaglerhumanesociety.org/wish-list). You can also purchase items via

the Amazon.com link on the FHS website and ship them directly to the shelter.

FHS Thrift Store is now taking furniture in good condition for resell. Drop offs

can be made at the back of the store during store hours only. We appreciate all

donations and ask that they be clean and in working order before drop off. We

have limited access to washers, dryers and sinks. Every little bit helps and we

accept everything except large appliances.

Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable

pets at the Farmer’s Market in Flagler Beach every Friday and at Pet Smart in Palm

Coast every Sunday. Come and see Howard and his crew to adopt your next furry

family member!

Successful Adoption Event: Thank you to all those that came to the FHS

“Certified Pre-Owned Pet Event and Walk”. We are thankful to Palm Coast

Chrysler Dodge Jeep Ram for sponsoring all the adoptions at the event this past

Saturday. There were free adoptions, food, music, games and entertainment. FHS

was able to find loving home for 17 dogs, 12 cats, and two pigs.

Upcoming Fundraisers/Events: Save the Date for the FHS Fashion Show hosted

by Chez Jacqueline on November 18 from 5 pm – 7 pm. This event is limited to

35 people due to space restrictions. Get your ticket today at FHS or at Chez

Jacqueline. Don’t miss out! Tickets are $20 and include Hor d’ Oeuvres and

Wine. Models will be onsite modeling some awesome human fashions.

Save the Date for the FHS third annual “Putt for Paws” gold tournament on

December 7 hosted by Palm Harbor Golf Club. You can register until November

25 but don’t wait too long – spots fill up fast! The cost of registration is $65 per

person and includes continental breakfast and lunch. Visit

Public Announcements: The Flagler Humane Society has a variety of subsidized

spay and neuter programs for members of the community that need to have their

pets or community pets sterilized. Please call FHS at 386-445-1814, email

FHS also offers a “Pet Food Pantry” for those that are in need of assistance. Please

call and speak to Christina Miller for the application process and qualifications.

would need. He came to us

from an animal control facility

where he was not thriving. He

had severe demodex mange and

had NO fur. We weren’t even

sure what color he was going to

be! As you can see – he is much

better and ready for a forever

home.

Operations Division staff installed new core routers in both COLO locations, cutover will begin shortly. These newer systems include newer technology that will continue to keep FiberNET on the cutting edge.

Operations Division staff continued working with current FiberNET ISP, Palm Coast Internet, to recover customers lost due to Lux ceasing services in Palm Coast.

Operations Division staff prepared COLO1 for a new ISP tenant and started programming configurations to handle them when they come on board next week. Only one customer currently, but they are hoping to expand in the near future.

Operations Division staff configured and completed the installation of our latest customer… First Baptist, which is our 2nd church and 4th private school.

DEPARTMENT/DIVISION SUPPORT

ENTERPRISE

Applications Division created the ability for Finance to create import files for Munis General Billing from Excel files.

Friday and Saturday the GIS Division will upgrade its platform to ArcGIS 10.2.2. This will include adding Editor Tracking ability, to better monitor the changes GIS users make to our enterprise geodatabase.

Operations Division received 68 Track IT’s this past week.

Operations Division staff completed cutover to a new internet provider now that our current provider, Lux Communications, has ceased operations.

Operations Division staff continued preparing new pc’s for rollout. This is part of the 4 year replacement plan.

Operations Division staff battled Java updates that tangled several systems that depend upon this industry-wide standard.

UTILITY

GIS Division prepared a GPS unit for Utilities, to inventory valves and hydrants in the Hidden Lakes Phase 3 area.

LO-1 Water Control Structure Rehabilitation- Bid opening was 10-1-14. Three bids were received.

The apparent low bidder is SE Cline Construction, Inc. in the amount of $387,971.00. Based on the Local Bid Preference. Council approved contract to SE Cline Construction on 10-21-14. Contract is being signed and processed. The Notice to Proceed date is 11-17-14.

Colechester @ College Waterway Bridge #63 Rehababilitation 2015 Project - The apparent low bidder was Sieg & Ambachtsheer, Inc. in the amount of $1,078,700.00. Council approved contract on 10-21-14 for construction. All permits have been approved and received. Awaiting contract signatures and processing.

In the past week, the department responded to 162 calls. There were two structure fires with minimal damages noted. A total of 126 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 249 out of a possible 800 and the fire danger is moderate.

wood into a masterfully crafted work of art. Join this group of gifted carvers as they share their

skill and know how in this informal teaching atmosphere. The woodcarving group is a mixed

group of men and women at all levels and abilities. Visitors are welcome.

Game Day Social – Thursdays from 1-4p at the Palm Coast Community Center. As the name

suggests, Game Day Social is comprised of a lively, spirited group of individuals who enjoy the

camaraderie and competition of dominos, a variety of card games or board games. Participants

are encouraged to bring their favorite game or play one provided by the Parks and Recreation

Department. Light refreshments are served.

The average water demand for the week was 6.512 million gallons per day; the average wastewater flow

was 5.658 million gallons per day.

Installed 3 new domestic meter/backflow services, 2 new pep tanks and replaced 1 existing pep tank.

This week 122 utility customers were shut off for non-payment.

Seminole Woods Multi Use Path, Phase II – work has started, installed work-zone signage, placed out

traffic cones, called in locates, installed silt barrier, installed 1st 40’ culvert pipe, staked out the path and

began excavating. The first concrete pour is scheduled for next Monday.

Wastewater Collection crew completed smoke testing 28,904 feet of gravity sewer in Section 25

(Parkview) and replaced 20 cleanout caps. Also inspected via CCTV 450’ of gravity sewer and

inspected 4 manholes.

Water Treatment Plant #3 Concentrate – The concrete slab for the Ozone generator was poured on

Thursday. The extra piping from the old concentrate line was removed and capped.

ZLD Water Treatment Plant #2 – Operator training on various systems continues. Testing of the

telemetry system and calibration of meters and other equipment continues. Preparations being made for

the 14-day performance and acceptance test.

Graded 4,590 feet of swales, cleaned 46 culvert pipes and repaired 3 outfalls. Also removed and

replaced 2 driveways and culvert pipes.

Ditch Crew sprayed 1,000 linear feet of ditch in the “W” section.

Mowing in “S”, “B”, “R”, “W”. Mowing Belle Terre Parkway, Palm Harbor Drive, Old Kings Road,

Seminole Woods Boulevard, and Palm Coast Parkway.

Performed site distance trimming in the “R” section.

Crews are over-seeding sports turf at Indian Trails Sports Complex, Indian Trails Middle School, Belle

Terre Park, Ralph Carter Park and Holland Park.

Imamates mowed and weeded 15,125 linear feet of ditch.

Incident Management Team established to serve all of Flagler County November 13, 2014 – Flagler County, Florida – In light of recent heightened concern over serious contagious illnesses including Ebola, a countywide Incident Management Team has been established in Flagler County to oversee a unified response to transport and treat people with such illnesses. Comprised of members representing Flagler County Emergency Management, Florida Health Flagler, Florida Hospital Flagler, Flagler County Fire Rescue, Flagler County Sheriff’s Office, Palm Coast Fire Department, Bunnell Fire and Police Departments, and Flagler Beach Fire and Police Departments, the team’s initial actions have included providing training to first-responders and setting up an ambulance specifically to transport patients who may have Ebola or other serious contagious illnesses. The team has established objectives to ensure a coordinated response and access to specialized equipment. “With flu season getting under way, as well as the emergence of Enterovirus D68, which is causing severe respiratory illness, and public concerns about cases of Ebola in the United States, we want to be prepared and have a strong unified response in Flagler County, should a case present here,” said Kevin Guthrie, Public Safety Emergency Manager for Flagler County. “Our emergency response personnel are continually trained and have always used protective equipment to prevent the spread of contagious illnesses when working with patients, but we felt the need to proactively have additional training related to the handling of patients with suspected cases of a serious infectious disease.” During the week of Nov. 3, mandatory training was provided to all first-responders in Flagler County – fire, ambulance, and law enforcement. This training included measurements of precaution when donning additional protective gear, how to ensure proper use of this equipment, and how to remove gear once it is contaminated. The training was delivered at fire stations in Palm Coast and Flagler Beach by Flagler County Fire Rescue Training Chief Lenny Ensalaco, who has extensive experience in working with hazardous materials and decontamination procedures, and by Sgt. Michael Fink and Deputy Paul DeSousa of the Sheriff's Office Training Unit. During the week of Nov. 10, all fire and ambulance personnel are being trained in proper procedures for decontaminating the ambulance designated for transporting patients who are suspected of having a serious infectious disease.

As part of this countywide plan, 911 Emergency Dispatch – which is provided by the Flagler County Sheriff’s Office – is trained to ask callers a series of questions to determine if a patient with a suspected serious infectious illness meets the criteria that would require the designated ambulance transport. The main criteria include whether the patient has a fever and if they are either traveled to West Africa or been in contact with anyone who’s been to West Africa in the last 21 days. If the patient meets this criteria, then the first-responders dispatched to the call (fire, ambulance, and law enforcement) will wear personal protective equipment (PPE) provided on every fire truck and ambulance in Flagler County and will follow pre-established response protocols. Florida Hospital Flagler has instituted a comprehensive training program for its staff and developed a treatment plan for patients who may have Ebola or other serious, contagious illnesses. The hospital is using the most up-to-date guidelines provided by the Centers for Disease Control and Prevention (CDC). As such, the hospital regularly updates its medical and support staff, as well as the other members of the Incident Management Team. To ensure a safe transfer of a potentially infectious patient from the ambulance to the hospital’s emergency department, a containment unit within the hospital has been established for treatment. Patients who come to the hospital via their own transportation will be asked a series of questions to determine whether they need to be treated within the designated containment and treatment area. Florida Hospital Flagler also plays a major role in the decontamination of first-responders and all equipment utilized to transport patients through an on-site area of the hospital. "Florida Hospital Flagler health care providers and staff, as well as all first-responders on county and city levels, are well prepared to treat all members of our community, regardless of their condition,” said Dr. Kristin McCabe-Kline, medical director of the Florida Hospital Flagler Emergency Department and medical director of EMS for Flagler County, City of Palm Coast, and City of Flagler Beach. "The recent threat of Ebola in the United States has provided us an opportunity to work collectively to ensure we are offering the highest level of care to our patients, while keeping providers protected and preventing the spread of communicable disease locally,” said Dr. McCabe-Kline. “We are continuing to review CDC recommendations as they are updated, but have already surpassed those recommendations with additional levels of precaution and protection for Flagler County." The Incident Management Team plans to continue working on creating and addressing new objectives as they arise and is closely monitoring guidelines from the CDC and other State and Federal sources to determine if additional training or response initiatives are needed. “We are very pleased with the extensive collaboration of all community partners during our Ebola readiness efforts,” said Patrick Johnson, Health Officer for Florida Health Flagler. “Health professionals, first responders, and others throughout the County continue to plan, educate and prepare so we may protect the health and safety of those who live and visit our community. ###

Lane closure planned for Palm Coast Parkway beginning November 17

Palm Coast, Fla. – Beginning Monday, November 17 motorists and other travelers should expect lane closures along Palm Coast Parkway at the I-95 overpass. From 9 p.m. Monday, November 17 through 7 a.m. Saturday, November 22 the inside lanes at the I-95 overpass along Palm Coast Parkway will be closed and traffic will be shifted to the outside lanes. The lane closures are required in order for the contractor to perform work on the bridge walls and install fencing and are expected to last one week. Up-to-date lane closure information will be posted to the Palm Coast Parkway Widening Project website at www.PalmCoastPkwy.com. A project hotline number has been established to assist the public with questions and concerns: 1-800-515-9194. The City of Palm Coast strives for safe construction zones. Travelers need to be aware of heavy equipment and stay within the limits of the orange cones and barrels.
