SUBJECT CY 2021 INDICAT IVE ANNUAL PROCUREMENT PLAN

Under the authority granted by the Phtlhealth Board of Directors through PBR o. 731, s. 2004 to the Regional \'ice President as I lead of the Procuring Entity and • ection f\'.9 of Corporate Order on the Preparation and 1\pproval of the Annual Procurement and consistent wllh .' ection 7.3 of Republic 1\ct 1o. 9184 and its Re,·iscd Implementing Rules and Regulations, which states that "Section 7.3.4 The PP!-.IPs shall then be submitted to the Procunng Entity's Budget Office for evaluation in order to ensure consistency with Procuring Entity's budget proposal and compliance with ex1sting budgeting rules . The PP~lPs included in the budget proposal shall be forwarded to the Bf\C Secretariat for consolidation into an indicative .\PP, and to the B.\C for fmal recommendation of the appropriate procurement modal1ty. xxx ... The indicative .\PP and budget proposal shall be simultaneously submitted to the HOPE and/ or other oversight bodies for approval", this Order is hereby Issued apprmwg the attached CY 2021 Indicam·e .\nnual Procurement Plan as recommended by the PRO VI Bids and j\wards Committee.

The Indicati,·e . \PP is a consolidation of various I ndicati,·e Project Procurement Ianagement Plans (PP~1Ps) , and anchored on the appro,·ed Corporate Operating Budget for CY 2021. The PRO VI Bids and .\ wards Committee deliberated on, determined and recommended the appropriate method of procurement covering the various program, acti,~tles and projects under Goods and Services, Information Technology Resources and Infrastructure portion of the t\PP, in accordance with the parameters set forth by R. \ 9184 and its Revised Implementing Rules and Regulauon (R.IRR).

All procurement must be undertaken strictly in accordance \vith the terms, conditions, and requirements proYided in RI\ 9184-, Its RIRR as well as relevant gm·ernment and corporate procurement policies, rules and regulations, subject to usual government audmng and accounting rules and regulations. Moreover, the follow1ng specific requirements should also be met:

a. Procurement of Common Cscd upplJes Office upplJes and ;\[atcnals with mode of procurement indicated as P '-DB~l/ .'hopping may uti.IJzc hopping upon presentation and submissiOn of Ccruficate of 1 on-.\ vallability of, rock (C~.\,') issued by the P -DB~1 for items that arc carried and/ or included in the PhilGEP Catalogue.

b. For consumablcs and common office supplies and materials that arc not carried by PS-DBi\1 and/ or not shown in the PhilGEPS catalogue and in consideration that the P -DBi\1 will not issue CNAS for the purpose, a screen shot from the PS-DB!-.1 and/ or PhilGEPS search utility may suffice (search utility will tum red if not available or not

carried).

c. Procurement of goods determined as through "Direct Contracting" must comply with the requisites of Section 50 of Rl\ 9184 and its RIRR as well as that of COA Circular 2012-001. It shall likewise be supported by the appropriate certification from the exclusive dealer or manufacturer, duly authenticated by the Philippine Consulate/ Embassy \vhere the Head Office is located, 1f foreign goods.

Updating of the PPMPs and the consolldated .\PP shall be undertaken when there is change in projects, activiues and programs contained in the CY ,2021 Indicative t\PP following procedures defrned in R,\ 9184, its RIRR and relevant and appropnate internal issuances.
