Site Location: Exton, Chester County, PA

Site Type: Halogenated solvents discharged from two separate butadjacent facilities.

Description of the Problem;

AIW Frank was a small manufacturing facility comprising twobuildings used for the production of styrofoam products andcommercial refrigeration units. Following the bankruptcy ofAIW Frank, Continental Refrigeration Corporation, the currentowner, utilized the building to manufacture refrigerators,freezers and warming cabinets for institutional and commercialfood service industries. Mid-County Mustang was a smallautomobile repair shop that used steam and. solvents toclean/repair engines. The rinse from these activities ran offinto floor drains that emptied into the building septic drainfield. Both facilities were reported to use the volatileorganic-- — solvents trichloroethene (-TCE) and 1,1,1-trichloroethane (1,1,1,TCA) to clean various pieces ofequipment.

II. Substances Present

A copy of the summary of all the sample results from 1983 tothe present is attached. This summary includes data compiledfrom Pennsylvania Department of Environmental Resources; RoyF. Weston Technical Assistance Team (TAT), NUS Corp. Field

Investigation Team (FIT); Betz, Converse, and Murdoch (BCM);and Applied Geotechnical and Environmental Service Corporation(AGES) sources. Levels as high as 1000 parts per billion(ppb) of TCE were found in home wells surrounding the site.Results of the TAT sampling of potable water wells in the areaindicated levels of TCE at 48 ppb and TCA as high as 23 ppb.In addition to TCE and 1,1,1-TCA, another volatile organicsolvent, tetrachloroethene (PCE), has also been found.

SUBSTANCE AND POTENTIAL HEALTH THREAT

o 1.1.1-Trichloroethane. Data suggests that 1,1,1-TCA inducesliver tumors in female mice.. It has been shown to bemutagenic using the Ames assay, and it causes transformationin cultured rat embryo cells. Inhalation exposure to highconcentrations of 1,1,1-TCA depressed the central nervoussystem, affected cardiovascular functions and damaged thelungs, liver, and kidneys in animals and humans. Irritationsof the skin and mucous membranes has also been associated withhuman exposure to 1,1,1-TCA (NUS Corp. RI/FS July 1991).

o Tetrachloroethene. PCE induced liver tumors when administeredorally to mice and was found to be mutagenic, using amicrobial assay system. Reproduction toxicity was observed inpregnant rats and mice exposed to high concentrations.Animals exposed by inhalation to PCE exhibited liver, kidneyand central nervous system damage. (NUS Corp. RI/FS July1991).

o Trichloroethene. TCE induced hepatocellular carcinomas inmice and was mutagenic when- tested using several microbialassays systems. Chronic inhalation exposure to highconcentrations caused liver, kidney, and neural damage anddermatological reactions in animals. (NUS Corp. RI/FS July1991.)

TCE and PCE are classified by the EPA as B2, probable humancarcinogens. Both compounds are known to cause liver andneurological damage in humans.

III. Geographical and Demographical Data

The AIW Frank/Mid-County Mustang Site is located approximately1 mile east of Exton, West Whiteland Township, Chester County,Pennsylvania, along U.S. Route 30 (Lincoln Highway). The site

. , consists of two adjoining properties: the AIW Frank property,located at 717 East Lincoln Highway, and the Mid-CountyMustang property (currently, Rex Carle Automotive) , located at891 East Lincoln Highway. Together, the two properties occupyapproximately 16 acres. The site is bounded to the north bya Conrail railway right of way and open fields, to the southby U.S. Route 30, to the east by a building supply companyand to the west by a Meridian Bank office. It has beenestimated that approximately 916 people live within 1 mile ofthe site, and 11,800 live within 3 miles of the site. Areaswithin 1 .mile north and east of the site are primarilyagricultural and sparsely populated. Areas south are moresuburbanized and include the Exton Mall and smaller shoppingplazas.

IV. Relationship to. the Nearby Community

The AIW Frank/Mid-County Site is situated along a majorsuburban commuter route (U.S. Route' 30) in Chester County.The site is in close proximity to the Church Farm School, aprivate preparatory school which provides boarding to itsstudents. The site also lies in close proximity to majorshopping centers and private residences. It is apparent frominspection of the site that it is frequently trespassed upon.In August 1991, the front building, nearest Route 30, wascompletely destroyed by a fire believed to be caused by arson.

V. Data On Environmental Pathways

Off-site migration of the volatile organic compounds throughsurface runoff and contact with contaminated ground water andsubsequent direct contact and ingestion are the primarythreats to the health of the nearby residents.

The following off-site migration pathways have beendetermined:

o Contaminants leaching from the site and infiltratinggrouRdwater via precipitation.

o Erosion of contaminated surface soils with subsequenttransport to localized bodies of water (e.g. ValleyCreek)

The runoff/erosion problem has been compounded due to theAugust 1991 fire at the site and the large volume of waterused to extinguish the fire.

The following routes of exposure have been determined:

o Ingestion of contaminated ground water, dermal contactwith groundwater while b.athing, and inhalation ofcontaminants found in the ground water while showering.

o Ingestion and or contact with surface water or sedimentsof Valley Creek and its tributaries that have beenpotentially contaminated by:site runoff, or ingestion ofbiota from Valley Creek drown stream of the site.

VI. Site History

Prior to the initial use of the AIW Frank property formanufacturing purposes, the site was used as a milk transferstation, in 1962, AIW Frank Corporation first leased theproperty from Louis Frame, the original property owner. .In1975, AIW Frank bought the property from Mr. Frame. AIW Frankoperated the facility as a styrofoam products manufacturingplant from 1962 until they declared bankruptcy in, 1981.Manufacturing operations were mostly confined to the frontbuilding, with the rear building used for cold storage and amachine shop. AIW Frank reportedly used TCE and 1,1,1,-TCA tocle,an various equipment. Following the bankruptcy of AIWFrank, the property was purchased by the ContinentalRefrigerator Corporation (CRC). .From 1983 to 1988, CRCmanufactured refrigerators, freezers, and warming cabinets atthe site for institutional and food service industries. CRG,the current owner of the property, no longer operates at thefacility and has declared bankruptcy.

The adjacent Mid-County Mustang '(MCM) property is currentlyowned by CDS Investments of Paoli,- Pennsylvania, and is leasedto Rex Carle Automotive Services, an active automobile repairshop. The property was leased from CDS by MCM from the summerof 1982 until December 1984. It has been reported that thefacility has been used as a auto repair shop or body shopsince 1940's. It has also been reported that the previousoperators cleaned engines and other auto parts with steam andsolvents-.— The rinse was allowed to run off into the floordrains of the garage and then empty into the building septicsystem, which discharges into a septic drain field.

Based upon sampling of local private water supply wells in1982, PADER determined that a pattern of elevated TCE levelswas present in the area. The PADER study indicated a sourceat or near the AIW Frank Site. Subsequent investigationcontinued into 1984.and indicated that improper handling anddisposal of . solvents during the active life of the AIW

Frank/Mid-County Mustang Site resulted in on-site groundwaterand soil contamination.An NUS FIT team investigated the AIW Frank property andseveral surrounding industrial sites in 1985. The team foundelevated levels of TCE, PCE, and 1,1,1-TCA in soils andgroundwater.In August 1991, the U.S. EPA Emergency Response Team respondedin the aftermath of the fire that destroyed the frontbuilding; concerns about runoff from water used to fight thefire spurred a follow-up ground water investigation by TAT inNovember 1991. TAT sampled all possible groundwater.targets,including duplication, whenever possible, of previous samplingevents carried out by other agencies/contractors. However,previously targeted-wells on the south side of Route 30 andseveral wells on the north side were not resampled since .theextension of public water lines has made use of these wells asa potable water source obsolete.

VII. Information on Quality Assurance/Quality Control

TAT collected a total of 16 agueous samples. All samples butone were collected from the nearest spigot/outlet to the welland in front of any water treatment system (i.e., softener,carbon filtration, or chlorination system); the exception isthe Livingston well, sample #5, which was sampled after waterwas run through the ca'rbon filters. Sample #5 was collectedto determine the effectiveness of. the treatment since sample#4 was taken from the same well but prior to any treatment.All samples were preserved with hydrochloric acid and handdelivered to the laboratory for analysis. After receiving theresults of the laboratory analysis, TAT reviewed the data forquality assurance/ guality control (QA/QC). The analyticalresults were acceptable. It should be noted that only the TATand FIT analytical data are known to have received a QA/QCreview.

This report covers the review of the analytical data package forsixteen (16) water samples collected at the AIW Frank Site onNovember 1, 4, and 13, 1991. The samples were received atBridgeport Environmental on November 5 and 13, 1991. The analysesrequested were volatile organics with a 1 ug/1 or parts per billiondetection limit.

ANALYTICAL METHODOLOGY

The samples were analyzed in accordance with EPA Method 624.

• The samples were all preserved with hydrochloric acid,and the required fourteen (14) day holding times weremet.

• The GC/MS tune data and internal standard data wereacceptable. The matrix spike/matrix spike duplicaterecoveries, the relative percent difference values andthe surrogate spike recoveries were acceptable.

• The method blank was free of contamination for two (2) ofthe four (4) days the samples were analyzed. Samples S2,S3, S4, S6, S9, S14, S15, and OIT were analyzed on daysin which methylene chloride was found in the methodblank. The methylene chloride concentrations found inthese samples were all less than five (5) times the blankcontamination, therefore the methylene chloride should beconsidered not detected in these samples.

• The daily standards did not meet the criteria for severalcompounds. Chloroethane should be considered approximateor J in the following samples: SI, S2, S3, S4, S5, S6,S7, S8, S9, S10, Sll, S12, S13, S14, and SIS. Thefollowing samples should be considered approximate for1,1-dichloroethene: S4, Sll, and S12. The followingsamples should be considered approximate for 1,1,1-trichloroethane: S4, S5, Sll, 312 and S14.Tetrachloroethene should be considered approximate forsample Sll.

CONCLUSION

Accept the data with the data qualifiers presented in the following.table due to blank contamination and calibration outliers.

U.S.E.P.A. Method 624 - This is a purge andtrap Gas Chromatograph/Mass Spectrometer (GC/MS)method applicable to the determination of thecompounds listed in the U.S.E.P.A. Manualentitled "Test Procedures for the Analysis ofOrganic Pollutants".

An HP5996 GC/MS was used with a capillary column.

Method detection limits are as stated.

Soil samples are prepared for analysis asprescribed in Method 8240 from SW846.

ACID EXTRACTABLESBASE JTEUTRALS U.S.E.P.A. Method 625 - This method covers the

determination of a number of organic compoundsthat are partitioned in an organic solvent andamenable to gas chromatography. This is a gaschromatography/mass spectrometer (GC/MS) method .applicable to the determination of the compoundslisted in the U.S.E.P.A. Manual entitled "TestProcedures for the Analysis of OrganicPollutants".

A HP5970 was used with a DB-5 FSCC.

Soil samples were prepared for analysis as'prescribed in Method 3550 and analyzed asprescribed in Method 8270 from SW846.

PESTICIDES/PCB'S U.S.E.P.A. Method .608 - This method covers thedetermination of pesticides and PCB'S in samplesby extraction/concentraction with organic^solvents and subsequent qualification/quantificationby Gas Chromatography. The gas chromatographutalized an electron capture detector (ECD) whichis applicable for the determination of thecompounds listed for the method in the U.S.E.P.A.Manual entitled "Test Procedures for the Analysisof Organic Pollutants".

SUBJECT: AIW Frank Samples Analytical Review

DATE: December 11, 1991

This report covers the review of the analytical data package forsixteen (16) water samples collected at the AIW Frank Site onNovember 1, 4, and 13, 1991. The samples were received atBridgeport Environmental on November 5 and 13, 1991. The analysesrequested were volatile organics with a l'ug/1 or parts per billiondetection limit.

ANALYTICAL METHODOLOGY

The samples were analyzed in accordance with EPA Method 624.

• The samples were all preserved with hydrochloric acid,and the required fourteen (14) day holding times weremet.

• The GC/MS tune data and internal standard data wereacceptable. The matrix spike/matrix spike duplicaterecoveries, the relative percent difference values andthe surrogate spike recoveries were acceptable.

• The method blank was free of contamination for two (2) ofthe four (4) days the samples were analyzed. Samples S2,S3, S4, S6, S9, S14, S15, and OIT were analyzed on daysin which methylene chloride was found in the methodblank. The methylene chloride concentrations found in

. these samples were all less than five (5) times the blankcontamination, therefore the methylene chloride should beconsidered not detected in these samples.

• The daily standards did not meet the criteria for severalcompounds. Chloroethane should be considered approximateor J in the following samples: SI, 52, S3, S4, S5, S6,S7, S8, S9, S10, Sll, S12, S13, S14, and S15. Thefollowing samples should be considered approximate for1,1-dichloroethene: S4, Sll, and S12. The followingsamples should be considered approximate for 1,1,1-trichloroethane: S4, S5, Sll, S12 and S14.Tetrachloroethene should be considered approximate forsample Sll.

CONCLUSION •

Accept the data with the data qualifiers presented in the followingtable due to blank contamination and calibration outliers.

U.S.E.P.A. Method 624 - This is a purge andtrap Gas Chromatograph/Mass Spectrometer (GC/MS)method applicable to the determination of thecompounds listed in the U.S.E.P.A. Manualentitled "Test Procedures for the Analysis ofOrganic Pollutants".

An HP5996 GC/MS was used with a capillary column.

Method detection limits are as stated.

Soil samples are prepared for analysis asprescribed in Method 8240 from SW846.

ACID .EXTRACTABL-ESBASE NEUTRALS U.S.E.P.A. Method 625 - .This, method covers the

determination of a number of organic compoundsthat are partitioned in an organic solvent andamenable to gas chromatography. This is a gaschro.matography/mass spectrometer (GC/MS) methodapplicable to the determination of the compoundslisted in the U.S.E.P.A. Manual entitled "Test 'Procedures for the Analysis of OrganicPollutants".

A HP5970 was used with, a DB-5 FSCC.

Method detection limits are as stated.

Soil samples were prepared for analysis asprescribed in Method 3550 and analyzed asprescribed in Method 8270 from SW846.

PESTICIDES/PCS'S U.S.E.P.A.. Method 608 - This method covers thedetermination of pesticides and PCB'S in samplesby extraction/concentraction with organicsolvents and subsequent qualification/quantificationby Gas Chromatography. The gas chromatographutalized an electron capture detector (ECD) whichis applicable for the determination of thecompounds listed for the method in the U.S.E.P.A.Manual entitled "Test Procedures for the Analysisof Organic Pollutants".
