NYS Men’s Senior & Super Senior Amateur Championships Brookfield Country Club (Clarence, NY) September 19-22, 2016 Memorandum to Players FORMAT This championship is a three-day 54-hole stroke play competition. The field will be cut after 36 holes to the low 50% and ties in each championship division (Senior & Super Senior). TIES If there is a tie in either championship division for the overall winner, a sudden-death playoff will be used to determine the winner. Ties in the age divisions (see below) are broken using the USGA recommended method of matching scorecards. Memorandum to Players

FORMAT

This championship is a three-day 54-hole stroke play competition. The field will be cut after 36 holes to the low 50% and

ties in each championship division (Senior & Super Senior).

TIES

If there is a tie in either championship division for the overall winner, a sudden-death playoff will be used to determine the

winner. Ties in the age divisions (see below) are broken using the USGA recommended method of matching scorecards.

Players are competing for trophies in the Men’s Senior (50+) and Super Seniors (65+) divisions, as well as in the following

age divisions: 55-59, 60-64, 65-69, 70-74, 75+.

It is requested that players register in-person at Brookfield on Monday, September 19. Players will be given the

ACCOMODATIONS

Due to low pickups in recent years, the NYSGA does not have a room block with a hotel for this championship. Brookfield is

located close to the Buffalo International Airport and UB, so a plethora of hotel options are available:

PRACTICE FACILITIES

The driving range will be stocked with practice balls for the duration of this championship, and will be open at 8:00am on

Monday, September 10 and at 7:00am during all competitive rounds.

PRACTICE ROUNDS

Are available only for registered players on Monday, September 19. Tee times are required and may be scheduled by calling

the Brookfield pro shop at (716) 632-2050.

CONTESTANT RECEPTION & DINNER

There will be a cocktail reception with light Hors D’Oeurvres and a cash bar for all contestants and guests. This will begin at

6:00pm and will be located in the ballroom.

The contestant dinner will start promptly at 7:00pm with the menu to consist of herb crusted sliced tenderloin of beef,

gorgonzola whipped potato, and steamed butter asparagus, and a dessert of chocolate mousse. If you require a vegetarian

option, please email Nicolette Darois at [email protected].

Guests of players are welcome to attend dinner, with tickets to be purchased at registration for $45 (cash or check).

PAIRINGS AND TEE TIME REQUESTS

Pairings for the first and second rounds will be available at 12:00pm on Wednesday, September 14. There are two waves

each day. A player will be assigned a morning and afternoon tee time for these first two rounds.

PLAYER CARTS

Payment to use golf carts for all practice and competitive rounds at Brookfield is included in the entry fee. Players must

follow all cart rules established by the host club. For competitive rounds, carts will be staged with cart signs for each group.

If a player requires a handicap cart to be able to drive closer to greens than is approved, please email your request to

NYSGA intern Nicolette Darois at [email protected].

HANDICAP CARTS

Spectators with documented handicaps can request to use a motorized golf cart by completing and returning the NYSGA

Spectator Cart Request Form found online (click here). If approved, spectators must follow NYSGA guidelines for using a golf

cart and pay the host club a $20 rental fee. Otherwise, spectator carts are strictly prohibited

CADDIES

A competitor may bring his own caddie. Caddies are not available through the host club. Caddies are not permitted to ride

in a golf cart.

FOOD SERVICE AT BROOKFIELD

There will be coffee and donuts available daily in the Bouchard Room. No breakfast service will be available at the club.

The club’s restaurant will be open daily with an a la carte lunch menu available (see attached) in both the Bouchard and

Grill Rooms. Dinner service is available at the club, with reservations requested (716-632-2500). Players may either charge

to their club’s account or pay cash.

Water bottles and fruit/snacks will be provided on #1 and #10 for players only. Water will be available in coolers on the

course. A beverage cart will be on the golf course during all rounds. The club’s halfway house will not be open during the

championship.

PAYMENT OPTIONS AT BROOKFIELD

The preferred payment option at Brookfield CC is a reciprocal club charge if possible. Brookfield has made arrangements to

charge back to your club if it is possible. If not, cash will be accepted.

LOCAL RULES AND CONDITIONS

Listed below are a number of important Conditions of Competition and Local Rules for this championship:

Notice to Players and Hole Locations: Will be available at the starter’s box on the 1st and 10th tees at Brookfield.

Conforming Clubs and Balls: Visit the USGA website (www.usga.org) for a list of approved golf balls and drivers for

the competition.

Distance-Measuring Devices: The Local Rule allowing the use of distance-measuring devices will be in effect.

One Ball Rule: The “One Ball Rule”, requiring the use of a single brand/model golf ball for the entire stipulated

round, will not be in effect.

PACE OF PLAY

It is a condition of this competition that the player shall play without undue delay and in accordance with any pace of play

guidelines that the “Committee may establish” and with the prescribed penalties for slow play. The NYSGA will be closely

monitoring the pace of play in this championship. NYSGA Pace of Play Policy will be sent directly to players in the field as a

separate email and will be available at registration.

The approximate course yardage for the Senior & Super Senior divisions are listed below. Please be aware that tee yardages

can change each round, especially on par-3s, par-5s, and shorter par-4s. A scorecard will be given at registration for those

playing a practice round and the tees will be set in their approximate first round locations.

Out of Bounds — Defined by inside points, at ground level, of white stakes and fence posts. Rule 27-1.

Water and Lateral Water Hazard Stakes and Lines — When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the haz-ard margin extends to and coincides with the out of bounds line.

Ground Under Repair — Defined by white lines. Flower beds (mandatory relief) and french drains (optional relief) are de-fined as ground under repair. Rule 25-1.

Ground under repair may include areas of unusual damage, including areas where player traffic or maintenance equip-ment has combined with wet conditions to affect materially the ground surface, but only when so declared by an autho-rized member of the Committee. When immediately adjacent to an obstruction, such an area is part of the obstruction.

Seams of Cut Turf (Sod Seams) — The Local Rule as pre-scribed in Appendix I is in effect.

Turf Plugs on the Putting Green — May be repaired even if they are not 4 1/4 inches.

LOCAL RULES

Local Rules and Conditions of CompetitionFOR 2016 NYSGA CHAMPIONSHIPS

The Rules of Golf as approved by the USGA and The R&A govern play. See applicable championship or qualifying round Notice to Players and Entry Application for additional Local Rules and Conditions. The complete text of the Rules and Appendix I may be found in the Rules of Golf, effective January 2016.

Immovable Obstructions — Include worn areas adjacent to cart paths, plastic bumpers on roads and paths and mats secured to the ground with spikes when the bumpers or mats cover cables.

White-Lined Areas Tying Into Artificially-Surfaced Roads and Paths — Have the same status as the roads and paths, that of obstructions.

Wood Chips and Mulch — Are loose impediments, unless otherwise provided for in Notice to Players.

Embedded Ball Through the Green — Local Rule as pre-scribed in Appendix I is in effect.

Integral Parts of the Course — Include cables, rods, wires or wrappings when closely attached to trees; artificial walls and pilings when located in hazards, unless otherwise provided for in Notice to Players.

Temporary Power Lines and Cables — Local Rule as pre-scribed in Appendix I is in effect.

Temporary Immovable Obstructions — Local Rule as pre-scribed in Appendix I is in effect.

List of Conforming Driver Heads — Optional Condition as prescribed in Appendix I is in effect.

List of Conforming Golf Balls — Optional Condition as pre-scribed in Appendix I is in effect.

Discontinuance of Play — Optional Condition as prescribed in Appendix I is in effect. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry.

Note: A suspension for a dangerous situation will be signaled by one prolonged air horn note. All other types of suspension will be signaled by three consecutive air horn notes, repeated. Resumption of play will be signaled by two short air horn notes, repeated.

CONDITIONS OF COMPETITIONPace of Play — See separate Notice to Players for pace of play guidelines, when applicable.

Practice — Prior to and after his round in stroke play, a player may practice on the designated practice areas. Rule 7-1b ap-plies to other practice in stroke play.

Distance Measuring Devices — In all NYSGA competitions, a player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other con-ditions that might affect his play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule 14-3.

Close of Competition — The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee.
