The Menomonee Falls Village Boardapproved the current master plans forVillage Park and a planned park on thesouthwest part of the village.
At the start of the presentation, villageDirector of Engineering Thomas Hoffmansaid the agenda items are an update fromMay 2013 when the board reviewed threeconcepts for Village and "Aero" Park, whichis how the southwest property is beingreferred as (it was previously the site of Aero Field, which was an airport. The siteis located at the northeast of Lannon andLisbon roads).
Blake Theisen of Ayers & Associates saidthe process of creating master plans for theparks was started in August 2014 andincluded public information presentationsin the fall. The three concepts for eachpark was presented in May 2015. Sincethen, Theisen said there has been discus-sion on the concepts while additional prop-erty has been added to the Aero Park site.
Theisen said that for the Village Parksite, goals included moving parking to theexterior portion of the park area, upgrad-ing the tennis courts and addressing thenortheast corner. The draft that was devel-oped included having five tennis courtsand a basketball court, one less tennis
court than now. Also, the splashpad wasmoved closer to restrooms, the VeteransMemorial will be improved while the soft-ball diamond was removed and will bereplaced with greenspace that be used forfestival use and special events. Theisenthen summarized three phases under whichthe improvements can be done.
Trustee Steve Raymonds asked aboutthe removal of the ball diamond, and if that was supported during the open housemeeting.
"I think we heard that space could beused a little bit better by a great majority, yes," Theisen said.
Hoffman said the ball diamond could
stay as long as necessary while otherimprovements are undertaken. Hoffmanalso said that the village talked with FallsFest and Park & Community Education staff about possibly removing the ball diamondfrom Village Park.
For the Aero Park said, a major changecame with the addition of land on the eastside of the park. Theisen explained that asa residential development on the east siteof the site was being developed, road pat-terns were changed in response to wetlanddelineations. As a result, the village "gotthe gift of extra park space."
Aero Park includes a skill hill, disc golf area, and a dog park. Theisen summarized
how plans forthe currently-und e v e l o p e dsite could beundertaken inthree phases.
H o f f f m a nadded thatbased on meet-ings, residentswanted thefuture park tobe more "pas-sive" with lessactive elements.He explained
that therearen't as manyb a s k e t b a l lcourts or tenniscourts but thereis space for passive recreation uses.
Theisen went on to explain that themaster plans for the parks, once adopted bythe board, would make them part of thevillage's Comprehensive Outdoor RecreationPlan. At that point, the Village Board coulddecide how much to devote for improve-ments each year.
Trustee David Glasgow asked about thebackground for the need of a park on the

The Menomonee Falls PlanCommission supported a request fromHSI Properties to change the land useclassification for land at the northeastcorner of Pilgrim and Lisbon roads.
The property had been the locationof a drive-in theater from 1950 to 1986and has been owned by the BrookfieldAssembly of God Church since1988.During 2015, HSI Properties had
requested the land use for the site bechanged from the Institutional to theMedium Density Residential andCommercial land use classifications toallow for a proposed development thatincluded 10 single family homes, 174apartments in 12 buildings, and a com-mercial development at the corner of Pilgrim and Lisbon roads. However, thatrequest was rejected by the VillageBoard Aug. 17. The item was returnedto the Plan Commission, at which point
HSI requested the matter be tabled.HSI submitted a new proposal, ask-
ing the land use for the site be changedto a medium density residential classifi-cation. The new proposal, which wassummarized at the Jan. 5 PlanCommission meeting, called for 77 sin-gle family lots.
A revised conceptual site plan for 82single family lots was submitted to vil-
lage staff on Jan. 21. The density wouldbe 3.2 dwelling units per acre with thesmallest lot having 9,103 square feet.During the Feb. 2 Plan Commissionmeeting, Director of CommunityDevelopment Matt Carran said specificlot sizes and layout will occur at a laterdate. He added that village staff has rec-ommended that lot sizes be increased onthe north side of the property.
During a public hearing TrusteeSteve Raymonds noted the hearing
dealt with the land use for the site.Carran noted that after land use is con-sidered, the next step would be rezon-ing, then development plans would beconsidered.
Resident Rick Kolbeck said "the den-sity seems to be the biggest headache,"noting the current proposal adds fivehouses to the proposal. Carran said theconcept will change during the process.
Another resident said he moved tothe area with the understanding achurch was going up on the site andhe has "no problem" with low densityresidential development.
Resident Jane Hoell said "low densi-ty is something we hope the (Village)board adheres to." She indicated thatresidents would prefer around 64 homesat the site instead of 80. She alsoexpressed concern that having twoentry points into the subdivisions
would result in motorists through the subdivision. Commember Tim Newman replied thacurrent development practices, an effort to have two access poia subdivision.
As part of the process, HSI submitted a request to change ting from P2-Institutional anConservancy to R5-Single
Residential. However, Carran saidstaff recommended the zonchanged to a Planned ResiDevelopment (PRD) to allow foflexibility in lot sizes. The comsupported the rezoning changePRD.
A public hearing will be heldrezoning request at a future methe Village Board.
