The Mentor Exempted Village Board of Education held its Regular Meeting on Tuesday, June 9, 2015, at 7:00 p.m., at Mentor High School, Lecture Room A, 6477 Center Street, Mentor, Ohio. Members present: Mrs. Mary L. Bryner, Mrs. Virginia E. Jeschelnig, Ms. Sally S. Miller, and Mr. William J. Shaw. Mr. Thomas V. Tuttle was excused. Ms. Miller led the assembled in the Pledge of Allegiance. Ms. Miller appointed Mr. Shaw as Treasurer Pro Tempore in Mr. Daniel L. Wilson’s absence. Mrs. Jeschelnig moved, seconded by Mrs. Bryner to approve the minutes of the regular meeting held May 12, 2015 and the special meeting held May 28, 2015. Roll Call: Ayes: Mrs. Jeschelnig, Mrs. Bryner, Mr. Shaw, Ms. Miller. The motion carried. 2015-6-119 At this time, Ms. Miller stated that there would be a hearing of the public on agenda items only. There were none. Mrs. Jeschelnig, seconded by Mrs. Bryner, that the Board of Education approve the consent agenda as presented by the Superintendent. Acceptance of gifts: Six American flags from Mr. John Murphy to Mentor Public Schools Beeswax and candle wicks for student art projects from Mr. Kris French to Hopkins Elementary School Two large pizzas and a cookie tray from Nikki Weber, Manager of Little Caesars, to the Drama Club at Shore Middle School Five bags of books and 15 DVD’s from Brian and Melissa Palisin to the Dr. Jacqueline A. Acceptance of the following overnight/out-of-state field trips at no cost to Board of Education: Mentor High School/Lakeland SkillsUSA Ohio Team to the Louisville Convention Center, Louisville, Kentucky for National Competition and Conference Revised dates: June 19-27, 2015 Approval of the membership in the Ohio High School Athletic Association for the 2015-2016 school year. Approval of Change Order #1 in the deduct amount of $6,201.49 for the Mentor High School Media Center Renovation Project by Whitehouse Construction Company. The original contract amount was $880,500.00 so the final contract amount will be $874,298.51. Approval of the Mentor disabled students attending classes in and out of the Mentor School District and non-resident students attending classes in the Mentor School District. Curriculum Specialist/Testing Coordinator (Revised)

I. General Description of Duties

A. Responsible for the development, revision, and implementation of the educational program and district school improvement plan consistent with the philosophy and goals of the Mentor Exempted Village Board of Education.

B. Responsible for assessing and improving instructional practices of Mentor

Exempted Village School District certificated staff members.

C. Responsible for providing leadership in the implementation of the District and building school improvement plans in all buildings.

D. Responsible for providing leadership in the development and revision of course

of study reviews.

E. Perform duties in a professional manner and in accordance with Mentor Exempted Village Board of Education Bylaws, Policies, and Administrative Guidelines.

F. Perform other duties as assigned by the Curriculum Director, which reasonably

relate to the general scope of the job description. II. Essential Functions of Position

A. Develop and coordinate, with members of the administrative team and District school staff members, the instructional program and improvement plan for Pre-Kindergarten through Grade 12.

B. Assess the instructional program K-12 and plan appropriate in-service activities.

C. Assist staff members in developing instructional skills to effectively implement

the district’s educational goals, objectives and school improvement plan.

D. Provide leadership in curriculum development, implementation, and evaluation K-12.

E. Assist the Curriculum Director in scheduling building and District in-service

programs for all staff for the purpose of school improvement activities.

F. Assist the Curriculum Director in the conducting of a periodic needs assessment/survey with representatives of the community for use in planning the instructional program and the District and building school improvement plans.

G. Analyze the results of standardized and achievement tests for use by the certified

staff in short- and long-term planning of the instructional program.

workplace throughout his/her employment in the District.

J. Demonstrate extensive technology skills, including knowledge of spreadsheet and database software and student management systems.

IV. Testing Coordinator Duties

A. Facilitate the administration of testing; including acquisition of testing materials and coordinate with school sites regarding their participation in the testing procedures and needs of special populations, including gifted. This includes obtaining permission to assess/evaluate, administering the assessment, and interpreting results at parent meetings.

B. Receive, inspect, count and distribute testing materials; package tests and

manuals and prepare directive for staff for each test administration and distribute to appropriate administrators according to established schedules; compose and distribute reports and other correspondence related to the testing process.

C. Format test data so that it is useable to schools and teachers; provide in-service to

staff on the interpretation of test data as needed. D. Analyze data and prepare reports at the request of administrators.

E. Maintain the security of testing materials, related data and confidential student information.

F. Prepare and distribute testing schedules and organize assessment calendar.

G. Attend conferences/meetings at the county and state levels to keep current with

compliance and state regulation issues for state-mandated testing; consult staff regarding compliance with state regulations.

H. Remain current with legal issues and the Ohio Revised Code as related to state and district-mandated testing and teacher/principal evaluation models. (OTES/OPES/eTPES)

I. Facilitate data collection and reporting for state documentation; provide training

and direction for school test coordinators for state and district-mandated tests.

J. Facilitate data collection and reports for teacher and building value-added/SGM reporting.

K. Enter appropriate EMIS data with regard to testing (special population coding). L. Verify EMIS report card data.

D. Successful experience with district-wide curriculum development and district

school improvement planning teams. VII. Evaluation

The Curriculum Specialist/Testing Coordinator reports to the Curriculum Director and will be evaluated annually by him/her as detailed in the current Ohio Revised Code.

Mentor High School, Lecture Room A June 9, 2015 WHEREAS, the Mentor Exempted Village School District Board of Education either have received additional monies, have additional cash available or anticipate receiving additional monies during the 2014-2015 fiscal year; WHEREAS, the Mentor Exempted Village School District Board of Education on September 9, 2014 adopted permanent appropriations for the 2014-2015 fiscal year which included a portion of these funds; NOW, THEREFORE, BE IT RESOLVED, that the Mentor Exempted Village School District Board of Education amend its previously adopted appropriation accounts as follows:

The motion carried. 2015-6-128 Mrs. Jeschelnig moved, seconded by Mrs. Bryner that the Board of Education approve the following resolution to pay certain invoices: WHEREAS, the Ohio Revised Code 5705.41 and 5705.412 require the certification of funds availability for purchase orders; and, WHEREAS, past annual financial audit included recommendations to eliminate financial transactions where invoices for goods and services predate purchase orders by issuing “Then and Now Certificate”; and,

Mentor High School, Lecture Room A June 9, 2015 WHEREAS, the Mentor Exempted Village School District Board of Education on July 12, 2004 adopted resolution 208-04 titled authorization to pay certain invoices; and, WHEREAS, resolution 208-04 authorizes the Chief Financial Officer to execute “Then and Now Certificates” under prescribed conditions and submit certain invoices for approval by the Board of Education; and, NOW, THEREFORE, BE IT RESOLVED, that the Mentor Exempted Village School District Board of Education authorize the Chief Financial Officer to pay the following invoices:

This was a last minute entry that we had because of our large track team numbers this year. We were offered a last minute opportunity to give kids a chance to compete since Perry had someone drop out.

In-service information was not given to secretary in timely manner for submission of purchase orders before service. Roll Call: Ayes: Mrs. Jeschelnig, Mrs. Bryner, Mr. Shaw, Ms. Miller. The motion carried. 2015-6-129 Mrs. Jeschelnig moved, seconded by Mrs. Bryner that the Board of Education approve the 2016 Mentor Public Library tax budget. WHEREAS, the Mentor Exempted Village School District Public Library is a fiscally independent public entity; and WHEREAS, the Mentor Exempted Village School District Public Library Board of Trustees have adopted the 2016 Tax Budget on May 20, 2015; and WHEREAS, the Mentor Exempted Village School District Public Library Fiscal Officer Colleen A. Snyder has filed the Tax Budget with the Board of Education; and WHEREAS, 5705.28(B)(1) of the Ohio Revised Code requires the Board of Education to adopt the filed Tax Budget on behalf of the Public Library; NOW THEREFORE BE IT RESOLVED, that the Board of Education adopt the Mentor Exempted Village School District Public Library 2016 Tax Budget; and BE IT FURTHER RESOLVED, that the Chief Financial Officer be authorized and directed to file the Mentor Exempted Village School District Public Library 2016 Tax Budget with the Lake County Budget Commission no later than July 22, 2015. Roll Call: Ayes: Mrs. Jeschelnig, Mrs. Bryner, Mr. Shaw, Ms. Miller. The motion carried. 2015-6-130 Ms. Miller announced there was no unfinished business. At this time Ms. Miller announced that the Board of Education would conduct a hearing of the public, an opportunity for anyone to speak to the Board on any subject. There were none. There being no further business to come before the Board, Mrs. Bryner moved, seconded by Mrs. Jeschelnig, that the regular meeting be adjourned.
