Faculty of Engineering Department of Civil & Environmental Engineering MESSAGE FROM CEE HEAD 10 Jul 2019 Dear CEE Colleagues, students, alumni and partners, On behalf of CEE Department, may I convey my heartiest congratulations to our 2019 graduands. The NUS Commencement ceremony will be taking place on 16 Jul 2019 at 10 am at the NUS University Cultural Centre (UCC). We are honoured to have our Civil Engineering Alumni Er. Chua Tong Seng, President of the Association of Consulting Engineers Singapore and Managing Director of Kiso-Jiban Singapore Pte Ltd, a consultancy firm specialized in Geotechnical Engineering works as our Commencement Guest Speaker. A total of 461 CEE students will be conferred degrees in 2019, comprising 184 undergraduates, 243 Masters and 34 PhD graduands. Since the last message, a number of important events have taken place. We are happy to share that our department has overtaken the University of Cambridge and the University of California at Berkeley to clinch second spot in a global subject ranking of varsity departments (highest rank achieved by a local university) in the latest QS World University Rankings by Subject in the field of Civil and Structural Engineering, released on 27 Feb 2019 by higher education analysts Quacquarelli Symonds. The Massachusetts Institute of Technology (MIT) took the top spot. NUS has retained its QS ranking of 10 th position in Environmental Sciences. All these would not have been possible without your contributions and we would like to record our sincere appreciation. NUS invited a team of three top academics from renowned universities to conduct an independent review of CEE Department from 19 – 21 Mar 2019 with regards to our research and education. The team is chaired by Prof George Deodatis from Columbia University. Other members are Prof Chelsea White from Georgia Institute of Technology and Prof Benito J. Marinas from the University of Illinois at Urbana- Champaign. Prof Chow Gan Moog from NUS Department of Materials Science and Engineering served as our resource person. The Visiting Committee generously wrote a commendable report with some advice on our future direction. We would like to thank our alumni, industry partners, students and staff for their valuable support and feedback during the visit. A new team of 13 industry partners kindly accepted our invitation to be member of the Department Consultative Committee for the new term spanning 1 Jan 2019 to 31 Dec 2020. Chaired by Mr Chin Chi Leong, Deputy CEO and Building Commissioner, BCA, the primary purpose is to gather valuable feedback and suggestions for the department on collaborations with industry, curricula and degree programmes, industrial training, research matters and insights into the state and needs of the industry. The department is also honoured by the visit of Ms Ho Ching, CEO of Temasek and delegates from Temasek Foundation International to our department on 20 Nov 2018. The department shared the latest developments of our educational programmes, including those related to digitalization and skills-future in line with our nation’s effort. Our students presented Operation Orion, a student-initiated community service project which started in 2000 to sharpen students’ knowledge and skills in designing and building infrastructure in rural villages around Asia. The team also visited the Centre for Advanced Materials and Structure (CAMS) to view selected research projects that focused on driving sustainability via innovation in lightweight and ultra-high performance concrete, use of waste (excavation-waste, bio-waste, incineration- waste) as cement replacement, and self-healing concrete. MESSAGE FROM CEE HEAD 10 Jul 2019 Dear CEE Colleagues, students, alumni and partners, On behalf of CEE Department, may I convey my heartiest congratulations to our 2019 graduands. The future of CEE Department’s research continues to look healthy and bright, having received new grants from funding agencies of over 22 projects totaling SGD 10.25 million awarded from January to June 2019. The new 2,000 tonne test rig in our structures laboratory is now operational, thanks to the support of Yongnam, NUS Provost Office, Dean’s Office and Sembcorp-NUS Corporate Laboratory. For the coming first year engineering undergraduates joining us in August 2019, the Faculty of Engineering will prepare them to be future-adaptable by requiring them to take common modules related to computing, machine learning, system thinking, design and make, materials engineering, communciations, and engineering principles and practice. In addition, CEE Department has mounted a new Specialization on Digitalization in Urban Infrastructure under both the B. Eng. (Civil) and B. Eng. (Envirionmental Engineering) programmes. A new joint Master’s degree programme with IFP School, France, in Petroleum Projects and Offshore Technology will open its door to the first batch of students in August 2019. It is an intensive programme to produce professionals capable of fast adaptation to answer the needs of the petroleum industry. It has attracted applicants from Asia, Europe, and Africa. On staff movement, congratulations to Dr Poh Leong Hien on his promotion to Associate Professorship from 1 July 2018. Prof Koh Chan Ghee has been appointed as Director of the Lloyd’s Register Foundation Institute for the Public Understanding of Risk (LRFI) with effect from 1 May 2019. A/Prof Qian Xudong succeeded him as the new Group Head for Structural and Offshore Engineering. Prof Ng How Yong has been appointed Provost’s Chair with effect from 1 Jan 2019. He also holds the positions of Director, Sembcorp-NUS Corporate Laboratory and Director, NUS Environmental Research Institute. Dr. Liu Yang is jointly appointed as an Assistant Professor in the Industrial Systems Engineering and Management Department and the CEE Department effective 1 Jan 2019. Previously, Dr. Liu worked as a consultant at Cambridge Systematics and provided modeling expertise to public agencies such as Chicago Department of Transportation. Dr. Okky Ahmad Purwana joined the Department on 6 May 2019 as an Associate Professor (Practice Track) after accumulating 13-years of industrial experience focussing mainly on jack-up rig engineering & operations. He obtained his PhD degree on mobile offshore platform foundations from the National University of Singapore in 2007. He started his career at Keppel Offshore & Marine in 2006 as a geotechnical engineer at the company’s engineering and R&D arms and held a managerial position from 2011. CEE Department is proud to announce that NUS has accorded Emeritus Professorship to Dr Fwa Tien Fang and Dr Somsak Swaddiwudhipong as well as Honorary Fellowship to Dr Tam Chat Tim. Well done and congratulations. The department wishes to acknowledge the dedicated services rendered by our colleagues. Prof Zhang Min-Hong has resigned in June 2019, Laboratory Technologists Mr. Chandrasegaran s/o S Govindaraju (Environmental Lab) and Mr Koh Yian Kheng (Structural Lab) retired on 31 Jan 2019 and 31 Mar 2019 respectively. We thank them for their many years of dedicated service to the faculty and department and wish them all the best in their new undertakings.  Staff Appointments Keppel Chair Prof Quek Ser Tong, Department of Civil & Environmental Engineering has been re-appointed as Head of CEE from 1 Jul 2019. Prof Ng How Yong has appointed Provost’s Chair with effect from 1 Jan 2019. Dr Poh Leong Hien has been promoted to Associate Professor with tenure from 1 Jul 2018. Prof Koh Chan Ghee has been appointed as Director of the Lloyd’s Register Foundation Institute for the Public Understanding of Risk (LRFI) with effect from 1 May 2019. A/Prof Qian Xudong succeeded him as the new Group Head for Structural and Offshore Engineering with effect from 1 May 2019. Prof Zhang Min-Hong has resigned from NUS and her last day at CEE was on 14 Jun 2019. The department thank Prof Zhang for over twenty years of dedicated years of service of teaching and serves as Director of Centre for Protective Technology in the Engineering Faculty since 2010. Dr Ooi Seng Keat will join us on 1 August 2019 as Senior Lecturer. He will hold a joint appointment with TMSI where he is currently working.

Dr. Liu Yang is jointly appointed as an Assistant professor in the Industrial Systems Engineering and Management Department and the CEE Department (effective 1 Jan 2019). Previously, Dr. Liu worked as a consultant at Cambridge Systematics and provided modeling expertise to public agencies such as Chicago Department of Transportation. Dr. Liu's research covers various topics in the areas of travel demand and congestion management, ridesharing and carsharing systems operations and design, resilient supply chains, and information provision in risky networks. Her work has been published in the major journals in the field

such as Transportation Research Part A: Policy, Transportation Research Part B: Methodological, and Transportation Research Part C: Emerging Technologies. She currently serves as a member on the editorial advisory board of Transportation Research Part B. She has served as Area Editor for 2017 COTA International Conference for Transportation Professionals and a member of IEEE ITS Education Committee. She has worked on the research projects funded by US and Singapore public agencies, including US Federal Highway Administration, National Science Foundation, and Singapore Ministry of Education.

Dr. Okky Ahmad Purwana joined the Department on 6 May 2019 as an Associate Professor (Practice Track) after accumulating 13-years of industrial experience focussing mainly on jack-up rig engineering & operations. He obtained his PhD degree on mobile offshore platform foundations from the National University of Singapore in 2007. He started his career at Keppel Offshore & Marine in 2006 as a geotechnical engineer at the company’s engineering and R&D arms and held a managerial position from 2011. In 2014, he joined DNV GL Noble Denton marine services to set up and manage a jack-up and geotechnical engineering team

supporting marine operations of jack-up rig transportations, installations and geohazards mitigations in the region of South East Asia and Australia. He received the Best Civil Engineering Paper Award from the American Society of Civil Engineers (ASCE) in 2012 for his contribution to the development of the new international standard on “Site-specific Assessment of Mobile Jack-up Units (ISO 19905-1)”. He was involved in approximately 200 jack-up rig moves during his service in DNV GL Noble Denton and was awarded “Focused Recognition” by Petronas in 2017 for the success of managing jack-up installation at a very challenging offshore drilling well in Malaysia. He currently serves as a core member of ISO TC67/SC7/WG7/Panel 4 (Foundation) and holds a total of nine international patents related to offshore foundations.

Ms. Parameswari D/O Ramesh, Management Assistant Officer joined the department under Special Projects Team from 22 Apr 2019. Mrs Yap Chong Wei Leng has been transferred to join the Academic Team. Mr Wang Qi, Laboratory Technologist (Structural Lab) joined the department on 1 Jul 2019. We extend our warm welcome our new colleagues to our CEE family. The department showed our appreciation to our retiring staff by presenting them a plaque. Mr. Chandrasegaran s/o S Govindaraju, Laboratory Technologist, retired from service on 31 Jan 2019 while Mr Koh Yian Kheng (Structural Lab) retired on 31 Mar 2019.

In alignment with the updates on NUS Vision and Mission, the Engineering faculty and the CEE Department have modified the Vision and Mission accordingly and incorporated our CEE values.

The Engineering Accreditation Board visit on 27 – 28 Mar 2018 successfully re-accredited two undergraduate programmes; B. Eng (Civil) and B. Eng (Environmental). The certificates are appended below.

 The CEE Visiting Committee (VC) which comprised a team of three top academics from renowned universities visited the department to conduct an independent review of the Department, primarily on the quality of its teaching and research took place on 19 – 21 Mar 2019.

Past Events The 3rd NUS Upstream Petroleum Research Initiative (NUPRI) meeting was held on campus on 16 -17 May 2019. It was attended by about 100 students, academics and industry representatives. This two-day workshop highlights the ongoing research at the Petroleum Engineering and Geosciences Programme at NUS as well as partner organizations.

A CEE Department Meeting took place on 15 Feb 2019 to provide updates on department and Visiting Committee visit from 19 - 21 Mar 2019. CEE staff also gathered for a buffet lunch to celebrate the Chinese New Year after the meeting. Prior to it, the department held a department dinner on 25 Feb 2019 for all CEE staff. The department held a CEE Retreat on 19 Nov 2018 at NUS Suntec Guildhouse. The key objectives of this department retreat were to (i) discuss the future directions of CEE and (ii) review the existing CEE educational programmes and propose changes in the curriculum to be consistent with global trends in civil engineering and environmental engineering education.

Student Activities and Events Environmental Engineering Graduation Night for class of 2019 organised by ESESC student club was held on Changi Garden Chalet on 17 May 2019. CEE Day on 13 Feb 2019 was an annual event for students and staff organised by CE Club and ESESC to have a closer bonding time together.

 

Alumni sharing sessions with Civil Engineering Alumni Er Lim Kim Cheong, Partner at Lim Kim Cheong Consultants and Er Lee Yoon Moi, CEO, Low Keng Huat (Singapore) Ltd with our undergraduate and postgraduate students were held on 9 May 2019 and 13 May 2019 respectively. We appreciate very much the support from our alumni who took their precious time away from work to meet with our students during office hours.

Internship - 119 students (82 CVE and 37 EVE) had their 24 weeks of Industrial Attachment (IA) from Jany - Jun 2019 while 27 Students (20 CVE and 7 EVE) had their Vacation Internship Programme (VIP) (12 weeks) in May 2018. Dr Chew SH held several sharing sessions before the students started their internship attachment to equip our students with the desirable working attitude, behavior and deliverables to complete their internship successfully. At the end of their internship, the department will invite students to complete an e-survey to solicit feedback from them. The feedback will help us further improve the work processes and internship experience for our students and industrial partners. Civil Engineering Students FYP Poster Presentation day was held on 15 May 2019 in LT6.  Among the 113 students who took B.Eng.(Civil) Dissertation, 63 students participated in the poster presentation. The poster judges were made up invited industrial partners and CEE academic staff. The industrial partners present were: Er David Ng Chew Chiat, ONE SMART Engineering Pte. Ltd, Er Lauw Su Wee, LSW Consulting Engineers Pte. Ltd., Er Lee Chee Weye, Surbana Jurong Consultants Pte. Ltd., Ms Liu Lihui,Sentosa Development Corporation (SDC). Dr Ng Tiong Guan, GeoEng Consultant Pte. Ltd., Er Robin Liao, Surbana Jurong Private Limited, Dr Sarma Anand, Defence Science and Technology Agency (DSTA), Dr Tan Jun Yew, Samwoh Corporation Pte Ltd and Dr Xie Litian,Land Transport Authority (LTA). NUS Environmental Engineering & FYP Symposium was jointly organized by The Centre for Water Research (CWR) in the Department of Civil and Environmental Engineering (CEE), and NUS Environmental Research Institute (NERI), NUS on Friday 12 Apr 2019. The event sponsors were EUWA and NERI support. The invited speakers were Mr. Kwok Wai Choong, Deputy Director (Cluster Development), NEA on “The Environmental Services Industry: Opportunities and Challenges” and Dr. Shan Junhong, Senior Engineer, PUB on “R&D to Future-proof Singapore’s Water System”. The final B. Eng. (Environmental) students showcased 54 posters in 8 categories. The event was attended by 48 external guests.

Final Year Environmental Engineering Students at Final Year Project Symposium 2019

BCA- NUS Networking Session 2019 involving 32 companies took place successfully on 25 Jan 2019 outside LT6 with 346 registered students from Engineering and SDE. Seven talks by industry partners (BCA, HDB, NTUC Young Leader, Andes Consultants Pte Ltd, Teambuild Construction Group, Aecom Singapore Pte Ltd and Schindler Lifts (S) Pte Ltd.) took place at LT6.

University of Calgary International, Canada will be visiting the department on 14 Nov 2019, comprising a team of faculty and undergraduates, to be hosted by Dr Chew Soon Hoe. The University of Sydney (USyd)’s undergraduate students will be meeting with Prof Hu Jiangyong on 9 Dec 2019 to discuss on Water related issues. Outreach collaboration Ngee Ann Polytechnic colloborated with the department to share our programmes to their graduating students of Diploma in Environmental & Water Technology. On 26 June, Prof Valdan Babovic and Dr Bae Sung Woo delievered the talk at Ngee Ann Polytechnic.
