Message from Margaret 2016 was a very busy and productive year for Epworth Village. As part of the progression of our rebuilding process we developed a three and five-year strategic plan, increased our financial stability, ended the year with an even healthier balance sheet than last year, and had another clean audit opinion. We served 166 at-risk children and 113 at-risk families through our in-home family services, foster care services, group home and learning center. is past year, we began implementing strategies for growing and expanding our in-home family services and foster care programs. e majority of families and children we served were through our in-home services programs which is consistent with the state child welfare and juvenile probation policies and practices shiſting toward keeping children in their homes while providing services to the children and their families – treating the whole family – and when the home situation presents the need for removal of children then making the most home-like placement with the highest priority and preference being foster homes. ese changes help address trauma on children associated with removal from their homes and separation from their parents. Removing children from their homes interferes with their intellectual and emotional development. e more traumatic the separation, the more likely there will be significant negative developmental consequences. ese changes in serving at-risk families and children are occurring quickly in Nebraska and as a result our in-home family services has become our fastest growing program, with our foster care program second in growth. In fact, through our in-home family services the number of children served increased by 278% and the number of families served increased by 135% for the first 3 months of 2017 compared to the same months in 2016. e number of children served through our foster care program increased by 22% in the same period. As a result of these policy changes, decreased utilization of congregate/group care by the state agencies and state budget/ funding priorities; we experienced a fluctuating and then a more permanent decline in the number of children served through our group home over the past year. As we continued our work on our strategic goals, we re-assessed the current landscape of child welfare policies and practices, changing state budget priorities as well as future opportunities to better serve children and families and it became apparent that a move towards providing services for families as a whole needed to happen. As a result, our board of directors made a mindful decision to discontinue our residential group home services and focus our time, energy, and resources to continue growing our in-home family services and foster care programs. With this shiſt in focus, Epworth Village will be able to expand services and serve even more children, both boys and girls, and their families. Now we will be on the front lines in providing preventative support and tools to families in need of healing and help foster stronger families in our communities.

This past year, we began implementing strategies for growing and expanding our in-home family services and foster care programs. The majority of families and children we served were through our in-home services programs which is consistent with the state child welfare and juvenile probation policies and practices shifting toward keeping children in their homes while providing services to the children and their families – treating the whole family – and when the home situation presents the need for removal of children then making the most home-like placement with the highest priority and preference being foster homes. These changes help address trauma on children associated with removal from their homes and separation from their parents. Removing children from their homes interferes with their intellectual and emotional development. The more traumatic the separation, the more likely there will be significant negative developmental consequences.

These changes in serving at-risk families and children are occurring quickly in Nebraska and as a result our in-home family services has become our fastest growing program, with our foster care program second in growth. In fact, through our in-home family services the number of children served increased by 278% and the number of families served increased by 135% for the first 3 months of 2017 compared to the same months in 2016. The number of children served through our foster care program increased by 22% in the same period. As a result of these policy changes, decreased utilization of congregate/group care by the state agencies and state budget/funding priorities; we experienced a fluctuating and then a more permanent decline in the number of children served through our group home over the past year.

With this shift in focus, Epworth Village will be able to expand services and serve even more children, both boys and girls, and their families. Now we will be on the front lines in providing preventative support and tools to families in need of healing and help foster stronger families in our communities.

Special Edition

2016Annual Report

As Mothers’ Jewels Home Superintendent Wilford Hawkins stated in 1960 in his report for the Annual Report of the Women’s Missionary Council of The Methodist Episcopal Church, Women’s Division of Christian Service and referring to the change from Mothers’ Jewels Home to Epworth Village:

“It is excellent, and necessary, that we take a periodic inventory of our program to assure that our services are valid and needed; it is just as vital that when progress and research indicate the need for change we bend every effort to implement that change.”

Our needs list will remain the same because the many children and the many families we serve are in need of and use these items. Many families we serve are experiencing financial hardship and/or poverty and need these basic items that many of us can take for granted; we serve many single mothers who are trying to stay afloat to financially support their children. So all donated items are and will be used by those we serve and are so appreciated! We are grateful for the tireless and generous support from all of our donors, the United Methodist Churches and United Methodist Women who make Epworth Village and our mission possible. Together, as a part of the living Body of Christ, we will continue to serve and bring hope and healing to children and families with more powerful long-term impacts on their lives. — Margaret Donovan CEO

MEET & GREET AT BEATRICE CENTENARY UMCEpworth Village Family Life Specialists met with their host church, Beatrice Centenary, on April 4th to thank the members of

the church for providing meeting space and office space for the Epworth staff who work with families one-on-one in the southeast region. With 25 people in attendance, including regional DHHS and Probation staff our staff answered questions about our In-Home Services and spoke about the many challenges the at-risk families we serve face. Many thanks to the UMW members and church members who supported this event and our mission.

TRACE – a simple word but with several meanings. It may mean “to follow the track or trail of ” or it may be “a visible sign or mark of a person, thing, or event that was once present, but is no longer”, and still could also be “to locate or discover”!In the middle of our 128th year, it is important to recognize and remember the rich and amazing legacy of Mother’s Jewels Home and Epworth Village. We will be bringing you some historical facts and photos in coming issues of WINGS as a reminder of our amazing legacy of caring for children and their families.

Many have wondered over the years just how the name Mother’s Jewels Home became our name. As happens with legends – sometimes there is more than one version. Proverbs 31:10 says “You are far more precious than jewels.” There is a poem by Eugene Field titled Mother’s Jewels from 1881 but was not published in book form until 1901. Then there is a phrase “The most precious jewels you’ll ever have around your neck are the arms of

your children.” And probably a few more examples of the sentiment are out in the universe. So perhaps a bit more digging into our archives may actually shed some light on which version is correct, but the sentiment was true in 1889 and a strong lasting legacy brought forward into Epworth Village. Epworth, a small town in northeast Lincolnshire, England was the birthplace of John and Charles Wesley. Their father, Samuel Wesley, was the Church of England rector of the Epworth parish. The Wesley home, the Epworth rectory, still stands.
